The Thirteenth Meeting of the Technical Expert Committee on "Evaluation of proposalsfor utilization of the hazardous wastes as a supplementary resource or for energyrecovery, or after processing" was held at CPCB, Delhi on 27/08/2014. List of theparticipants is enclosed at Annexure I.
Shri B. Vinod Babu, I/c HWMD, welcomed the members and invitees of the Committeeand informed that 24 applications (new cases) have been received for approval forutilization of HW under Rule 11 of the HWM Rules, 2008. The list of applicantsconsidered for placing before the TEC is given at Annexure-II
The recommendations of the committee on the new proposals discussed in the meetingare given at Annexure —III A & B.
The recommendations of the committee based on the findings of the trial runs/ jointinspections carried out by CPCB and SPCB are given at Annexure — IV.
5. The recommendations of the committee regarding grant of renewal permission forutilization of hazardous waste subsequent to the inspection by CPCB are given atAnnexure — V.

Overall recovery fromthe dross is reported between 15-25 %.The residual material 75-85 % will be sentto TSDF.
The committee therefore recommend forconducting trial run for a period of 10 daysduring which CPCB will conduct samplingand analysis.

During presentation it was found that theunit is proposing to utilize tungsten carbidescrap obtained from various userindustries. The committee observed thatthis item is not covered in Schedule 1 ofHWM Rules, 2008. Since tungstenappears in category B of Schedule-II astungsten compound, the committeerecommended that TCLP test may beconducted as per the method prescribedunder the said Rules. In case tungsten<5000 mg/kg, the permission under Rule 11will not be applicable and the unit may beinformed accordingly.

The committee recommended theutilization of carbon slurry provided usedoil is not used in the process and the unitinspected by CPCB and SPCB to look intoany environmental issues.

The committee observed that trial run hadalready been carried out for utilization ofsimilar hazardous waste in case of the Eightunits located in Morbi area of Gujarat.However, scrubber was installed in all thoseunits whereas no such APCDs have beeninstalled in these 10 units.
In view of above, the committeerecommended to carry out trial run inpresence of CPCB & GPCB officials in anytwo units, one out of which with scrubber andthe other without scrubber for performanceevaluation with and without scrubber.
In case, the above trial run reportdemonstrate compliance with stipulatedstandards (other than NOx, if applicable) inunit without scrubber, installation of scrubbermay not be required. However, if it compliesonly in unit having scrubber, all the otherunits shall be asked to install scrubber.Permission may accordingly be given forutilization of tarry residue in furnace for aperiod of one year with the following
I GPCB may review NOx standard for thiskind of material.
Tarry residue to be injected into furnaceonly after the furnace achieves morethan 1400°C by using conventional fuels(FO/ LDO/ PNG/ CNG etc.)
Only electrical heaters should be usedfor heating the tar for liquefaction.
iv. Fumes if any released during heatingshould be channelized as combustion airto furnace.
In case, the trial run demonstrates non-compliance in both the units, the report shallbe discussed in the next committee meeting.

Base on the presentationand discussion, itemerged that afterrecycling, the nitric acidand sulphuric acid goingin the effluent streamwould be about 8 kgs ofnitric acid and 43 kgs ofsulphuric acid in a batchof 12 kg Molybdenum.
Therefore, the committeerecommends that nitricacid to be scrubbed asammonium nitrate whichcan be used as fertilizer.The spent sulphuric acidcould be send to ETP forneutralization with lime,so that gypsum sogenerated can bedispose to TSDF orexplore the option forutilizing the same incement plant.
Upon installation ofaforesaid additionalfacilities and verificationof same by CPCB,permission for utilizationmay be given for aperiod of one year.

Inspection report fromZonal Office, CPCB,has been receivedand placed before thecommittee fordiscussion.
Based on the inspection reportthe committee observed thatETP has been installed.
The committee thereforerecommends renewal ofpermission for a period of 5year. The treated effluent shallbe dispose as per the conditionas may be stipulated byMaharashtra SPCB.

Annexure —VI
Protocol for cleaning of contaminated drums/containers/ barrels for re-use and manufacturing ofplastic granules:
The drums containing solid material may be taken into cleaning process and in case of liquids, only selected list of chemicalscontaining drums may only be permitted. Such list to be prepared by CPCB in consultation with generating industry and SPCB.
The unit shall provide details on type of industries from where contaminated drums/ container shall be procured alongwith thedetails on the content of the material stored.
The units involved in cleaning of contaminated drums/containers/barrels should have the following minimum requirements;
A. Handling and Storage
Separate covered storage area for both contaminated containers and cleaned containers. There should be proper slopeand spillage collection pit.
The manifest system and logbook should be maintained. Labeling should be done on all contaminated drums indicatingsource and date of receipt and type of drum
3. Prior to cleaning, the left-over or residual material in the drums should be transferred into a separate container for safestorage and disposal at TSDF.
B. Cleaning Procedure
All the drums should be cleaned with hot caustic solution up to 2% concentration or detergent.
There should be two stage cleaning i.e. caustic /surfactants (detergent) cleaning followed by fresh water cleaning.
Provide parapet wall along the container storage and washing area.
The number of nozzles in 1 HP pump shall not exceed 3.
The nozzles should be modified with multiple jets to ensure that water jets hit whole inner surface of the containers.
There should be separate area with provision of hose pipe with spray nozzle for washing outer surface of the containers.
C. Effluent Treatment
Flow through evaporator should be regulated based on heating capacity of the evaporator. Water flow meter should beinstalled at the inlet to evaporator and at the inlet to ETP.
The vent of vacuum pump should be elevated at least up to 2 mtr above the roof level
The units should ensure zero discharge by evaporation of the effluent.
Incase of availability of CETP, the units shall become members of the same and send their effluent for final treatment anddisposal
D. Labeling of Cleaned drums for re-use
The labels on the washed containers for re-use should be removed (preferable with a paint) and the cleaned containersshould be labeled with prominent indelible text
"Drum Cleaned by : M/s • Date:
"For industrial use only
NOT for storing any food material"
The above is not applicable in case the cleaned drums are shredded and re-cycled.
