Project Overview - Parkade Serves the parking needs of the Centre, field users, the University Centre

auditorium, Bookstore, Student Union Building and the north part of the campus

Adds parking spaces on a previously developed site

Saves using campus green space areas for additional parking spaces

Parking Management study called for up to 800 new spaces between 2013 and 2018 (in a parking structure to increase the efficiency of land use and with at grade parking lots 2 and 3 as preferred locations) along with ongoing efforts to encourage non auto use

Travel choices program supports : transit, cycling, walking, ridesharing to campus

Saanich Approvals Required for the Project to Proceed

The project conforms to the P-1U university zone and the Gordon Head Local

Area Plan

No form and character development permit applies

A development variance permit (DVP) is required for building height and the number of parking spaces

A request to remove S Hut from the Saanich Heritage Registry is also required

Zoning bylaw requires 588 spaces (354 new ones and the replacement of the current spaces)

Parkade provides a total of 505 spaces

(271 new and the replacement of 234 currently on the site)

The variance application is to provide 83 less spaces than required

Since 2003 Saanich has approved variances for 1115 fewer parking spaces on campus, than required by the Bylaw, based on the university’s transportation demand management (TDM) program and record

Heritage - S Hut

Saanich Heritage Foundation is not opposed to the demolition of S Hut, encourages UVic to develop a proposal for commemoration of the military history of the campus and to consider designation of Y Hut and the water tower

UVic is committed to designating the water tower and to work with the Foundation to develop a military heritage agreement which will encompass the remaining huts on campus

Questions - Transportation

Vehicles will enter and exit the parkade at a new intersection with traffic signals on McKenzie Ave.The signals will provide priority for through traffic on McKenzie. Parkade traffic will trigger the signals when needed and at appropriate intervals

McKenzie Ave. will have bike lanes and pedestrians will have access to a new sidewalk, the McCoy Rd. pathway and the multi use chip trail

The Centre is directly accessible to the campus bus exchange

The parkade and nearby parking has sufficient capacity to avoid spillover parking in adjacent residential neighbourhoods for large events

Questions - The parkade and its appearance Parking is needed to replace spaces currently on the site and to meet demand

from the Centre, sports field users, CanAssist and the campus

Its location on the edge of the site provides direct roadway access and minimizes conflicts with pedestrians and cyclists on campus.

An underground parking option would need to address high water table conditions

Parkade width is not sufficient to step back the upper storeys

A reduction in height loses approx. 70 parking spaces per level

A 6 storey structure meets parking needs, fits with the size and height of the Centre, maximizes the use of the site, avoids the need to relocate spaces to other parts of the campus and is cost efficient

Proposed Changes:

Landscaping on the McKenzie Ave. side of the parkade and Centre to enhance the visual barrier between the road and the site

- retention and protection of trees next to the roadway

- the planting of new vegetation to fill in gaps and to maximize screening

And design measures and options to change the look of the parkade

- a graphic design in the precast concrete end wall, with the opportunity to hang large special event banners

- arrangements for a vine covered wall

- vertical panels or ‘fins’ added to the end walls to add diversity to the structure and to visually screen parked vehicles

Summary

Your comments on the project and in particular, the options outlined for the parkade by Monday Sept. 12th , will help shape the final adjustments to the University’s development variance application that is to be resubmitted to Saanich

The Centre provides services and benefits to the campus and the community with new activity spaces for Athletics and Recreation and CanAssist in a location that is highly accessible for all users
