Descriptive Annex

1 INTRODUCTION This pattern is a meter measuring system for static use or for fitting to a road tanker for the transport and delivery of liquids other than water of low viscosity stored at atmospheric pressure. It comprises a pump, a gas extractor, a meter with a full hose reel and/or an empty hose according to type (paragraph 2). The register may be either electronic or mechanical with a printer. The system allows:

a. Metered delivery by pumping (full or empty hose)

b. Direct delivery, with or without pumping, without passing through the meter.

c. Self loading with system pump, without passing through the meter.

d. Tank loading without passing through the meter. External pump required.

e. Metered delivery with external pumping (full or empty hose)

2 FUNCTIONAL DESCRIPTION

The designation TAT-S3 applies to assemblies with one or more full hoses only. The

designation TAT-S4 applies to assemblies with at least one empty hose. The hydraulic

systems for both types are shown in Figures 1 and 2 respectively. Both types may be either

38mm, 50 mm, 75mm or 100 mm systems. Typical layouts for truck and static applications

are shown in Figures 3 and 4.

Systems using an external pump must be fitted with a flow controlling / limiting valve as

shown in Figure 8, the flow rate is adjusted to ensure the flow does not exceed Qmax.

4 APPROVAL CONDITIONS

The certificate is issued subject to the following conditions:

4.1 Legends and inscriptions

The following legends are durably and legibly marked on a plate attached to the system (see

Figure 5 for an example):

5 LOCATION OF SEALS AND VERIFICATION MARKS

5.1 The CE marking shall be impossible to remove without damaging it. The

labels shall be impossible to remove without them being destroyed.

The markings and inscriptions shall fulfil the requirements of Paragraph 9 of Annex I of the

Directive 2004/22/EC.

5.2 Components that may not be dismantled or adjusted by the user will be

secured by either a wire and seal or tamper evident label and securing mark. The securing

mark may be either:

− a mark of the manufacturer and/or manufacturer’s representative, or

− an official mark of a verification officer.

5.2.1 The following items shall be secured:

(a) the components of the system in accordance with the requirements of the

relevant pattern approvals.

(b) the components of the system as described below and shown in Figures 6, 7

and 8.

5.2.1.1 Meter Assembly

Seals common to both TAT-S3 and TAT-S4 systems:

P1 – Seals screws fixing air eliminator to filter housing.

P2 – Seals air eliminator (front/rear) cover screws to gas removal pipe fitting.

P3 – Seals screws fixing filter to meter housing.

P4 – Seals screws fixing front cover to meter housing.

P5 – Seals screws fixing rear cover to meter housing.

P6 – Seals screws at preset’s side cover (cut-off adjuster).

P7 – Seals front cover screws at adjuster/transmission assembly housing (head support).

P8 – Seals screws fixing register head enclosure to its support.

P9 – Seals screws fixing preset valve to meter housing.

P10 – Seals screws fixing register enclosure (and printer when installed) to preset enclosure.

P11 – Seals preset valve top cover screws.

P12 – Seals screws fixing air-check valve to preset valve.

P13 – Seals air-check valve screws to gas removal pipe fitting toward air eliminator.

P14 – Seals air eliminator (front/rear) cover screws on side not attached to gas removal pipe

(typically used for vapour recovery or venting purposes).

5.2.2 Transfer points

The remaining seals downstream of the meter assembly shall be specific for each system

outflow alternative, which will obviously depend on the desired transfer point(s).

As detailed above, any connection installed between the outflow of the meter assembly and

the final transfer point(s) at any measuring system shall be protected from tampering or

fraudulent use. In order to achieve this, the general premise shall be to seal every joint,

flange, valve, pipework, etc. downstream of the meter assembly up to the end delivery

point(s) installed.

For that purpose, the additional seals for every type of measuring system shall match

precisely the following description:

5.2.2.1 TAT-S3 measuring systems with one full hose

P15 – Seals air-check valve screws to pipework inlet flange.

P16 – Seals pipework outlet flange to full hose assembly inlet flange (hose reel, etc.).

P17, P18, … – Seals additional flanges along full hose layout as required (long

pipework, curves, elastic joints, etc.)

5.2.2.2 TAT-S3 measuring systems with two or more full hoses

5.2.2.5 TAT-S3 and TAT-S4 measuring systems with external pumping

Prior to sealing the flow controlling / limiting valve is adjusted to ensure the maximum flow

rate (Qmax) of the system cannot be exceeded.

The adjusting screw of the reducing valve is sealed to the cover plate screws with one single

seal. The inlet and outlet flanges are also sealed to prevent their removal (Figure 8).

6 PRODUCT RETURN SYSTEM (FIGURE 9)

6.1 Operation

The product return system works in conjunction with the EMR3 headset. In order to avoid

uncontrolled deliveries, there shall be a mechanical device installed in the truck (a remote

stop function). This device could be a guard bar or any other suitable hardware intended for

the same purpose. When the operator activates this device, thus enabling transfer deliveries, it

will actuate on a master pneumatic valve that opens the airflow towards a pressure switch. A

schematic of the system is shown in Figure 10.

When triggered, the main pneumatic valve also generates pressurized airflow to the

pneumatic manifold, which controls product return to tanker compartments. By selecting the

desired product transfer inlet for a particular compartment, the corresponding 2-way valve

actuator will open to its product return position. If the mechanical device does not activate the

master pneumatic valve, the pneumatic transfer manifold will not receive air pressure to open

any return valve, thereby making it impossible to return product back to the tanker

compartments. Simultaneously the pressure switch generates a positive signal that is

processed by the mini PLC, which differentiates between normal or transfer deliveries. The

output signal from the mini PLC is sent to both the EMR3 Interconnection Box remote stop

relay and to the EMR3 headset display transfer relay. The wiring configurations are shown in

Figures 11 &12.

If a normal delivery is in progress, a change in delivery mode signal from the mini PLC will

immediately terminate the transaction, a ticket is printed and the EMR3 register goes into

“Return Mode” ready for a new transfer delivery.

While the mechanical device for return mode is active, all deliveries shall be treated as

product returns, and all delivery tickets will automatically bear the return legend on them. If

the return mechanical device is disabled the delivery is immediately terminated and the

transfer ticket printed automatically. The return system switches back to normal delivery

mode, ready for the next transaction.

6.2 Software and Security

The EMR3 register is configured by default to print a ticket every time the operator carries

out any product delivery. The return or transfer mode requires that a transfer switch is wired

to the EMR3 display head and that the Transfer Interlock option is enabled within the

Configure Input / Output Setup on the C&C menu (Configuration & Calibration), which is

protected against manipulation by W&M sealing.

The main pneumatic valve should be sealed. The remaining devices for the return system,

including the Veeder Root Interconnection Box, shall be installed within a sealed cabinet.

The Veeder Root EMR3 headset (display assembled directly to meter or remote display with

pulser on meter) also features its own W&M seal. The remote Veeder Root EMR3 headset

can be installed within the same sealed cabinet if required.

7 RECOMMENDED TESTS

The meter measuring system shall be tested at a minimum of two substantially different rates

of flow between the maximum and minimum rates of flow.

The meter measuring system shall be tested by a minimum of three repeat runs at each rate of

flow. Each run shall have a minimum duration of one minute.

Due regard shall be paid to the viscosity of the liquid used for the verification tests to ensure

that the permitted limits of error are not likely to be exceeded when other liquids which the

system is intended to measure are metered.
