1. What the HCD-Net Is?

Activity of HCD-Net
• HCD-Net is a Japanese NPO on the Human Centered Design where members include usability professionals, information designers, human factors specialists, UX professionals, marketers, cognitive psychologists and others working in industry and academia.
• Our goal is to achieve the following objectives under six activity domains detailed below. 1. to change product/system/service development process from
product-centered to human (user)-centered 2. to change product/system/service development process
from problem solving to attractive experience creation 3. to accomplish customer satisfaction while at the same time
reducing the company's cost of reworking.

2-1 Origin
• We have not had a sufficient number of HCD specialists – who have skills of designing product/system/service to provide
a good experience to its users. • Hence, HCD-Net started the certification system
– Human Centered Design Organization (HCD-net) was established in 2005 to bring the concept (and process) of human-centered design to product/system/service development.

Motivation for establishing the certification system • In 2004, a major number of Japanese ministries and
agencies developed electronic application systems on their websites.
• As problems arose due to poor usability of the websites, a guideline was formulated to develop websites, which are easy to use/understand for users.
• However, although this guideline instructed to have usability specialists in the design process, there was no certification system for usability professionals at that time. This motivated us to establish a certification system for the specialist.

2-2 Goals of development
• Our goals of developing the certification system are; 1. to establish a system to certify professionals who can carry
out the human-centered design process in product/system/service development in practice
2. to clarify a necessary set of competences for the professional 3. to set clear activity goals for people who develop the specialty 4. to educate people who want to use the professional‘s
specialty

• 1st Level: “Professionals” – More than 5 years of experience on actual jobs or businesses
• Project Managers, Web Producers, Consultants, Usability Professionals, etc. – Can educate backward people in the HCD professional field
• 2nd Level: “Specialists” – Can push forward HCD activities in an elected post or a concurrent post
having more than 2 years, but not sufficient experiences as the "Professional"
• Planners, Market Researchers, System Engineers, Requirement Engineers, Web Directors, UI Designers, Usability Evaluators, Manual & Instruction, Documentation Writers, etc.
– Can push forward activities on designing of user requirement specifications or activities on user observation tests, etc.
• 3rd Level: Authorized persons who passed the accreditation test
– For beginners having basic sufficient knowledge on the HCD • Person in charge of job orders, graduate students, newcomers, etc.

2-4 Data Requirement for the Certification • Documentary examination approach
– Applicants must describe their actual experiences in each of the project activity into the application form.
• Inspected criteria
– Reviewers inspect whether described experiences meet to the practice standards determined by HCD-Net.
• Reviewing flow
– Description of experiences in the application form will be evaluated by more than 4 anonymity reviewers.

4-1 Positive Effects of Certification System • Number of HCD-Net members grew rapidly
– The annual certified membership fee (12,000 JPY) is equal to the annual HCD-Net membership fee.
– Since 2010, those who weren’t HCD-Net members became certified members and became HCD-Net members.
– In the future, renewal fee will support HCD-Net financially.

• Select the project so that wide variety of competences can be included
• No need to cover the whole set of competences by one project
• Select the project with less restrictions for the open review – Concrete descriptions will let reviewers make valid judgment
easily
• Consider about the duty of confidentiality of the job •When it is difficult to refer to the targeted system and/or the clients, describe the technique and knowledge of HCD that were adopted or means for promoting the HCD-related job.

• Competence list will be revised as much as necessary • Specialists (2nd Level) are expected to get the certification of
professional (1st Level) after gaining sufficient requirement • Engineers (and students) are expected to get the 3rd level

• International cooperation will be in the scope of the system.
