A GUIDE FOR TRAINING AND CERTIFICATION REQUIREMENTS
RECOGNITION BY THE ASSOCIATION OF ENERGY ENGINEERS (AEE), USAThe Singapore Certified Energy Manager (SCEM) Program is recognized and endorsed by the US-AEE. The AEE has accorded the SCEM full exemption for its CEM Certification requirements.
The AEE-CEM® started in 1981 and has become widely acceptedand used as a measure of professional accomplishment in the energy management field. It has gained industry-wide use as the standard for qualifying energy professionals both in the United States and abroad.
Candidates who have successfully obtained SCEM certification at the professional level are deemed to have fully met the requirements of the AEE-CEM® and are eligible to apply for the AEE-CEM® through the SCEM Registry.

INTRODUCTIONCurrently, an informal approach is adopted
in the training of energy professionals in
Singapore through on-the-job training and
training offered by a range of institutions
and companies in the form of seminars,
workshops and short courses. The
objectives and contents of such seminars,
trainings and workshops are varied.
Frequently, they do not contribute to the
development of holistic skill sets and do
not provide sufficient technical training
to render these programmes useful for
practicing professionals to undertake
tasks such as energy auditing, energy
performance analysis and consultation.
The Energy Sustainability Unit (ESU) of
NUS developed the Singapore Certified
Energy Manager (SCEM) programme,
under the sponsorship of the Economic
Development Board’s (EDB) Locally-based
Enterprise Advancement Programme
(LEAP) grant to address these problems.
The SCEM programme is jointly
administered by the National Environment
Agency (NEA) and the Institution of
Engineers, Singapore (IES) under an SCEM
Monitoring Committee. The programme
is also supported by a Curriculum and
Examinations Board made up of members
from the tertiary institutions. Registration
of both Associate and Professional SCEMs
will be undertaken by the SCEM Registry
under IES.

OBJECTIVESThe certified training is designed to meet the following objectives:
• To establish a formal training and certification system that offers competent, relevant and holistic training for Energy Managers in Singapore.
• To motivate the provision of training services in relevant areas of energy management.
• To build competent technical capacity in support of the energy services sector.
THE PROFESSIONAL CAREER OF THE SINGAPORE CERTIFIED ENERGY MANAGER (SCEM)The programme envisions an SCEM as:
A competent energy professional equipped to perform technical and managerial functions as a qualified person
in the areas of, • Energy assessments, management and measurements• Energy retrofitting services• Consultation and procurement services• Facility and energy management• Energy engineering works• Basic financial advisory services for energy efficiency measures
and contracting
It is designed as a voluntary professional career upgrading scheme, supporting the national effort to enhance energy efficiency services for businesses.

PROGRAMME STRUCTUREThere are three (3) targeted training levels for SCEM, namely Associate Level, Professional Level and Executive Level. All three levels are defined for the industry and building sectors.
Associate LevelAssociate level SCEM training focuses on skills training and practical development in energy auditing work, measurement and instrumentation.
An Associate SCEM’s work scope may include the following:
• Assist in the conduct of energy measurements and datalogging • Undertake basic efficiency evaluation of energy & utility systems• Compare energy norms with existing energy consumption levels• Collect and analyze measured data • Assist in the preparation of measurement, monitoring and verification reports
Professional LevelProfessional level SCEM training focuses on the theory and practice of energy management, energy efficiency and analysis, procurement, finance and economics. The training aims to develop competency in energy audit (at Level III) works, energy performance contracting and project management, energy efficiency analysis, energy economics and financial assessment. He/She is also expected to carry out data analysis, identify saving potentials and make sound recommendations and proposals.

A Professional SCEM’s work scope may include the following: • Provide energy services consultation and procurement• Manage and supervise detailed energy audit work• Perform detailed efficiency evaluation of energy & utility systems• Identify and prioritise energy saving measures• Undertake technical and financial feasibility studies• Appraise and recommend energy efficient technologies• Undertake project financing arrangement and negotiation • Implement energy retrofitting projects • Develop and implement energy policies and management systems• Understand workplace safety & environmental management
Executive LevelFor company executives, effective training will be focused on the generation of awareness in relation to the impacts of energy policies and economics on business management and development. This may be achieved through executive programmes targeted at different sectors of the economy.
Training Admission Criteria Training admission criteria are designed to cater for applicants with different educational and training backgrounds.
An eligible candidate for Associate Level admission should hold one of the following minimum qualifications:• an engineering or technical certificate, or equivalent, with at least
3 years of relevant working experience; or• a polytechnic diploma from the local polytechnics, or equivalent; or • a specialist diploma in relevant disciplines.
An eligible candidate for Professional Level should minimally hold a degree.

Training Course ContentsThe training curriculum is set at a level according to the educational background of the Applicant. The curriculum is flexible and designed to meet the various professional disciplines, including the needs of the building and industry sectors.
The curriculum covers both compulsory and elective modules. The modules and syllabi may be modified from time to time based on the recommendation of the Curriculum and Examinations Board.
How To Enrol for the SCEM CourseThe training modules are offered by a number of registered training providers who are accredited by the SCEM Monitoring Committee.

Triennial renewal of SCEM CertificationThe SCEM and ASCEM Certificates are valid for a period of three (3) years.
An application to the SCEM Registry for renewal of an SCEM certificate should be made at least 2 months before expiry.
The applicant should have been in continuous practice in the energy engineering and management profession on a full-time basis.
The SCEM Monitoring Committee will review the need for continual learning periodically.
