Liberalised electricity markets are aimed to

competition and more performance based regulatory

schemes

Shareholders expectations are driving power industry managers to develop new strategies to increase revenues at lower costs

Revenues depends on power networks utilisation, regulated, in many countries, by National Regulators who state:

tariffs for the network use, based on detailed cost analysis

standards for network performances, based on benchmarks with other electric systems aimed to identify internationally based best practices

In the case the stated standards are not met penalties are applied

In the aforesaid scenario power network owners/managers have to identify new strategies to:

control the costs

improve the assets management

increase the asset profitability

Profitability improvement of the “power networks” assets implies to optimise the process of plant maintenance and renewal

The maintenance/renewal process has a key role in:controlling expendituresimproving performances just to respect the

service quality standards stated by the Regulators

preserving the value of assets

Introduction/cont.

In the last years the Condition Based Maintenance (CBM) approach has been introduced in the power network sector too.

CBM is aimed to operate maintenance actions on power network plants and components (or their renewal) in the case significant decay phenomena are detected and their functionality may be soon compromised

CESI

The “Condition Based Maintenance” (CBM) approach allows:

the reduction of maintenance costs (by reducing/eliminating the need of periodic checks)

the optimisation of component life cycle the optimisation of plant renewal.

Architecture

An e-maintenance system integrates information and data owned by different legacy

Maintenance on condition requires much more informed DSS

The information should not necessarily reside on the system itself; they can be stored into specific databases and gathered (by synchronous or asynchronous connections) when needed

Knowledge base and engineering models

A set of models, one for each component type, defines the rules and criteria of maintenance on condition

The models are activated:automatically, when a new significant

data/information relevant to a component is available or at a fixed time,

by interactive action of the maintenance staff following an inspection,

Sources of the information used by the models: Inspection on components

Information are usually provided by visual checks and by reading the instrumentation during the normal operation of components.

More detailed information are provided by technical checks and measurements when the component is out of service

Subjects for further discussion

The key factor of the proposed approach is the evaluation of components condition. Significant improvements may be provided by additional monitoring systems. May the possible benefits be higher than the additional costs required?

Subjects for further discussion/cont.

In the aforesaid example the proposed approach is applied to an HV transmission network. May the same approach be applied to MV and LV distribution networks?
