Please Note: This specimen document has been prepared by the Military Aviation Authority for the guidance of those organizations applying for the Contractor Flying Approved Organizations Scheme (CFAOS).  It is the Applicant Organizations responsibility to ensure evidence submitted in support of their application is to the latest MAA Regulatory Publications.

Purpose and Scope of an Operations Manual

1. It is a regulatory requirement that an Operations Manual shall contain 'all such Information and instructions as may be necessary to enable the operating staff to perform their duties'. Operating staff describes the servants and agents employed by the operator, whether or not as members of the crew of the aircraft, to ensure that the flights of the aircraft are conducted in a safe manner; it includes an operator who himself performs these functions.

2. The form and scope of manuals will vary considerably with the nature and complexity of the operator's organisation and types of aircraft in use. A 'manual' may comprise a number of separate volumes and may well include individual forms, such as prepared navigation flight plans, supplied by the operator to their crew. Instructions and information to particular groups of operating staff - e.g. traffic manuals, cabin crew manuals, crew rostering instructions, and information on weight and balance supplied to handling agents - can all be regarded as part of the Operations Manual. Applicants will be required to lodge copies of their manuals and associated documents with the MAA, together with copies of all amendments and temporary instructions. The Operations Manual will be regarded by the MAA as a primary indication of the standards likely to be achieved by an operator.

3. The operator shall provide operations staff and flight crew with an aircraft-operating manual, for each aircraft type operated, containing the normal, abnormal, and emergency procedures relating to the operation of the aircraft. The manual shall include details of the aircraft systems and of the checklists to be used. The design of the manual shall observe Human Factors principles.

1000 Series: general regulations RA 1002 - AIRWORTHINESS COMPETENT PERSONS

RA 1002(1): Airworthiness Competent PersonsADHs, AM(MF)s, AMs, and Heads of ADH-Facing Organizations supporting an ASSC shall ensure that all persons involved in Airworthiness activities are competent and SQEP.

RA 1005 - CONTRACTING WITH COMPETENT ORGANIZATIONS

RA 1005(1): General Principles Organizations that let contracts in the DAE shall ensure that activities are carried out by competent organizations.

RA 1005(2): Design OrganizationsFor the procurement of Air Systems (including their products, parts and appliances), Airborne Equipment, and Air Launched Weapons, and for Post-Design Services (PDS), the contracting organization shall only contract with a competent Design Organization (DO).

RA 1016 - MILITARY CONTINUING AIRWORTHINESS MANAGEMENT

RA 1016(2): Establishment of a Military Continuing Airworthiness Management OrganizationDelivery Duty Holders (DDH) and Accountable Managers (Military Flying) shall ensure that the tasks associated with Continuing Airworthiness of the military registered Air Systems in their AoR are managed by an approved Mil CAMO.

RA 1024 - ACCOUNTABLE MANAGER (MILITARY FLYING)

RA 1024(1): Roles and Responsibilities AM(MF)s shall act actively manage Air Safety via an Air Safety Management System (ASMS) to ensure that RtL are ALARP1 and Tolerable within their defined Areas of Responsibility (AoR).

RA 1024(2): Appointment and Qualifications CFAOS Organizations shall appoint a Suitably Qualified and Experienced Person (SQEP) to be the AM(MF), who is appropriately empowered to undertake their role.

RA 1024(3): Post-HoldersAll CFAOS post-holders shall be approved.

RA 1028(1): Contractor Flying Approved Organization Scheme ResponsibilitiesCFAOS Organizations shall be approved by the MAA and comply with the MRP.

RA 1130 - CORPORATE MEMORY AND STANDARDS

RA 1130(1): Corporate MemoryA systematic corporate memory policy shall be defined and established.

RA 1130(2): StandardsGuidelines, regulations and standards shall be identified and correctly applied to a particular activity.

RA 1140 - AIR SYSTEM TECHNICAL DATA EXPLOITATION

RA 1160 -THE DEFENCE AIR ENVIRONMENT OPERATING FRAMEWORK

RA 1160(1): Defence Air Environment Operating CategoriesAll Air Systems operating within the DAE shall be assigned to an appropriate operating category and shall be subject to the governance arrangements defined by that operating category.

RA 1160(2): Responsibilities of the Sponsor of Civilian-Owned and / or Civilian Operated Military Registered Air SystemsAll Civilian-Owned and / or Civilian Operated Military Registered Air Systems shall have a Sponsor, who shall be a Crown Servant.

RA 1164 -TRANSFER OF UK MILITARY REGISTERED AIR SYSTEMSRA 1164(1): Permanent Allotment of UK Military Registered Air Systems between Aircraft Operating AuthoritiesWhen permanently transferring an Air System on the UK Military Aircraft Register (MAR) between AOAs (Military or Civilian) via Allotment, the receiving Operating Duty Holder (ODH) / AM(MF) shall ensure that Air Safety arrangements are in place.

RA 1164(2): Temporary Allotment of UK Military Registered Air Systems between Aircraft Operating AuthoritiesWhen an Air System on the UK MAR is temporarily transferred to the Air & Space Warfare Centre (ASWC) or between AOAs (Military or Civilian) via Allotment, the receiving ODH / AM(MF) shall ensure that Air Safety arrangements are in place.

RA 1164(3): Transfer of UK Military Registered Air Systems by AllocationWhen transferring an Air System on the UK MAR within an AOA by Allocation, the ODH / AM(MF) shall ensure that appropriate Air Safety arrangements remain in place.

RA 1200 - AIR SAFETY MANAGEMENT

RA 1200(1): Air Safety ManagementAll Aviation Duty Holders (ADH), Accountable Managers (AM) and Duty Holder (DH) Facing organizations directly or indirectly involved in Defence Aviation shall establish, maintain and assure the effectiveness of an ASMS. All organizations directly or indirectly involved in Defence Aviation shall establish and maintain an effective Air Safety Management System (ASMS).

RA 1205 - AIR SYSTEM SAFETY CASE

RA 1205(1): The Air System Safety Case and Air System Safety Case Report(s)An ASSC shall be produced for Air Systems on, or destined for, the UK MAR. The ASSC shall be articulated via an ASSC Report.

RA 1205(2): Ownership of the Air System Safety CaseThe SRO or ODH/AM(MF) shall develop, manage and own the ASSC subject to the following:

a. An ASSC shall have a single owner at any one time.

b. For new capabilities, the SRO shall own the ASSC from Concept until transfer of the ASSC to the end-user ODH/AM(MF).

c. The end-user ODH/AM(MF) shall take ownership of the ASSC before any RtL is incurred through in-service operation of the Air System.

d. Where T&E flying is to be conducted, the ODH/AM(MF) for the T&E flying shall own a separate ASSC specific to the context of the T&E flying.

RA 1205(3): The Safety StatementODH/AM(MF)s shall make a Safety Statement as a formal declaration that all RtL associated with an Air System are both ALARP and Tolerable within a clearly defined context.

RA 1205(4): Responsibilities of Organizations supporting an Air System Safety CaseSROs and ODH/AM(MF)s shall ensure that heads of organizations delivering elements of the ASSC, understand their roles and responsibilities in supporting the ASSC.

RA 1205(5): Assurance, Endorsement and Scrutiny of the Air System Safety CaseThe ASSC shall be subject to independent assurance. Additionally, the ASSC shall be subject to endorsement and scrutiny at defined points of development.

RA 1223 - AIRWORTHINESS INFORMATION MANAGEMENT

RA 1223(2): Airworthiness Information Management Aviation Duty Holders (ADHs) and Accountable Manager (Military Flying) (AM(MF)) shall ensure effective AIM, consistent with the TAA’s requirements, to sustain and assure Airworthiness of an Air System within their Areas of Responsibility.

RA 1225 - AIR SAFETY DOCUMENTATION AUDIT TRAIL

RA 1225(1): Air Safety Documentation Audit TrailAll significant Air Safety related documents shall be retained, tracked and preserved in an auditable manner. Significant documentation relating to Air Systems shall be retained for a minimum of 5 years beyond the out of service date.

RA 1305 - MILITARY PERMIT TO FLY (IN-SERVICE), (SPECIAL CASE FLYING) AND (SINGLE TASK)

RA 1305(1): Requirement for a Military Permit to Fly (In-Service)Civilian Operated (In-Service) Air Systems shall operate under an MPTF (In-Service).

RA 1305(2): Military Permit to Fly (In-Service) Recommendation.The TAA shall submit the Initial MPTF (In-Service) Recommendation or Major changes to the Operating Centre Director (OCD). The OCD shall approve and issue the MPTF (In-Service) Recommendation.

RA 1305(3): Military Permit to Fly (In-Service) Preparation and AuthorizationThe MPTF (In-Service) shall be prepared by the Operator and shall be authorized by the Sponsor.

RA 1305(4): Military Permit to Fly (Single Task)Civilian Operated (In-Service) and Civilian Operated (Special Case Flying) Air Systems shall operate under an MPTF (Single Task) when required to operate outside the extant MPTF (In-Service) or MPTF (Special Case Flying).

RA 1305(5): Military Permit to Fly (Special Case Flying)Civilian-Owned and Civilian Operated (Special Case Flying) Air Systems shall operate under a MPTF (Special Case Flying).

RA 1310 - AIR SYSTEM DOCUMENT SET

RA 1310(1): The Air System Document SetThe Type Airworthiness Authority (TAA), Commodity Chief Engineer (CE), Operating Duty Holder (ODH) / Accountable Manager (Military Flying) (AM(MF)) and Release to Service Authority (RTSA) shall define the scope, develop and maintain their contributions to the ADS.

RA 1310(2): Validation of the Air System Document SetThe TAA, Commodity CE and ODH / AM(MF) shall ensure, through validation, that all the information contained within their contribution to the ADS is technically accurate.

RA 1310(3): Verification of the Air System Document SetThe TAA, Commodity CE and ODH / AM(MF) shall ensure that the relevant quality checks are carried out to verify that all the information contained within their contribution to the ADS is safe in application and suitable for its intended purpose.

RA 1380 - PERFORMANCE BASED NAVIGATION

RA 1380(1): Performance Based NavigationAviation Duty Holders and Accountable Managers (Military Flying) (AM(MF)) shall ensure that for PBN operations the UK military Air Systems for which they are responsible are eligible, capable and qualified to operate in the PBN designated airspace in which those Air Systems are operated.

RA 1390 - REDUCED VERTICAL SEPARATION Minimum

RA 1390(1): Reduced Vertical Separation MinimumAviation Duty Holders and Accountable Managers (Military Flying) (AM(MF)) shall ensure that for RVSM operations their UK military Air Systems are appropriately approved.

Aviation Duty Holders (ADH), Accountable Managers (AM)2, Heads of Establishment (HoE), and Commanders (Cdrs) within Aviation Duty Holder-Facing (ADH-Facing) Organizations shall have appropriate Flight Safety measures in place, and promulgate appropriate orders, to support the flying operations for which they are responsible.

RA 1410 - OCCURRENCE REPORTING AND MANAGEMENT

RA 1410(1): Occurrence Reporting and Management Aviation Duty Holders (ADH), Accountable Managers (Military Flying) (AM(MF)), Accountable Managers (AM), and Heads of ADH-Facing Organizations supporting an Air System Safety Case (ASSC) shall ensure that all Air Safety reportable Occurrences are reported, managed and appropriate action taken.

RA 1420 - SERVICE INQUIRIES; AIR ACCIDENT AND SIGNIFICANT OCCURRENCE INVESTIGATION

RA 1420(1): Service Inquiries; Air Accident and Significant Occurrence InvestigationThe independent, full time, SI Panel (working directly to the CA) shall fully investigate all aspects of the accident or occurrence and shall provide the CA with a timely, comprehensive written report, with relevant recommendations. Aviation Duty Holders (ADH), Accountable Managers (Military Flying) (AM(MF)), and Commanders (Cdrs) and Accountable Managers (AM) within ADH-Facing Organizations shall support the CA in all aspects of the investigation and act upon SI recommendations.

RA 2201(1): Documents to be carriedWhen an Aircraft is planned to land away from the parent Station/Ship/Unit, appropriate maintenance documents and publications shall be carried in the Aircraft.

RA 2210 - PREVENTATIVE MAINTENANCE AND CONTINUOUS CHARGE OPERATIONS

RA 2210(1): Preventative Maintenance LimitationsThe Aircraft Commander shall not operate the Air System beyond the validity period of Preventative Maintenance.

RA 2220 - MAINTENANCE TEST FLIGHTS

RA 2220(1): The Flight Test Schedule Flight testing shall be carried out in accordance with the Flight Test Schedule (FTS).

RA 2220(2): Aircrew Competency and Authorization for Flight Aviation Duty Holders (ADH) and Accountable Managers (Military Flying) (AM(MF)) shall establish and promulgate in Orders the Suitably Qualified and Experienced Person (SQEP) and authorization requirements for the conduct of Flight Tests.

RA 2301 - RESPONSIBILITY FOR AN AIR SYSTEM

RA 2301(1): Transfer of Custody of Air SystemsCustody of, and responsibility for, an Air System shall transfer to the Aircraft Commander from the time the acceptance certificate is signed until the after-flight declaration is completed.

RA 2301(2): Flying Requirements Post MaintenanceThe Aircraft Commander shall familiarize himself with any flying requirements or taxi checks raised as a result of maintenance conducted prior to flight.

RA 2301(3): Aircraft Acceptance ChecksThe Aircraft Commander shall ensure that all necessary acceptance checks (walk-round) are carried out before flight.

RA 2301(4): Exceeding Parameters and Hazardous IncidentsThe Aircraft Commander shall inform the responsible maintenance organization when an Air System in their custody has been exposed to an event that might adversely affect its serviceability.

RA 2302 - RESPONSIBILITIES IN THE AIR

RA 2302(1): Responsibilities in the AirAll aircrew shall ensure that the mission, sortie or task, for which they have been Authorized, is executed in a manner that minimizes the risk and hazards to the Air

RA 2307(1): Rules of the AirThe Aircraft Commander and/or handling pilot shall follow the Rules of the Air.

RA 2309 - FLIGHT PROCEDURES

RA 2309(1): Landing away from Active Airfields Landing away from active airfields shall be authorized and, where necessary, permission shall be gained.

RA 2309(11): Electromagnetic and Cosmic Radiation Aircraft shall not be intentionally exposed to electromagnetic radiation outside of the limits specified in the ADS or, for non- Release to Service (RTS) flying operations: the Military Flight Test Permit or Certificate of Usage.

RA 2309(12): Oxygen and Cabin Pressure No aircraft shall be flown above FL100 unless it is fitted with serviceable oxygen equipment for all the crew.

RA 2309(13): Altitude Limitations Flight at altitude shall conform to safe limits.

RA 2309(14): Simulated and Practice Emergencies ADH and AM(MF) shall issue orders governing the conduct of simulated and practice emergencies when conducted on an Air System within their AoR.

RA 2401 - DOCUMENTS AND RECORDS

RA 2401(1): Air System Document Set (ADS)All Aircrew shall be familiar with the elements of the Air System Document Set (ADS) relevant to operation of the Air System.

RA 2401(2): Use and Carriage of Documents in the Air SystemAll Air System checks shall be completed in accordance with the relevant Aircrew Manual/Pilot’s Notes and associated Flight Reference Cards. ADH and AM(MF) shall promulgate in orders the appropriate Flight Reference documentation to be carried in all UK Military Air Systems.

RA 2401(3): Flying Logbooks and Recording of Flying TimesAccurate and detailed records of flying times shall be maintained by personnel who are required to fly regularly in the course of their duties or, as directed by ADH and AM(MF) Orders.

RA 2401(4): Aviation Duty Holder/Accountable Manager (Military Flying) OrdersADH and AM(MF) shall issue Flying Orders.

RA 2401(5): Authorization RecordADH and AM(MF) shall ensure that accurate and detailed records of flight authorizations are maintained.

RA 2401(6): Meteorological RecordsAll relevant meteorological data shall be archived to assist in post incident investigation.

RA 2401(7): Training RecordsADH and AM(MF) shall maintain training records for all aircrew.

RA 2501 - CONTRACTOR FLYING APPROVED ORGANIZATION SCHEME (CFAOS)

RA 2501(1): CFAOS Application and ApprovalTo fly or operate a UK military Air System outside the Service Environment, DCFOs shall be approved under the CFAOS.

RA 2501(2): CFAOS Approval ChangesChanges to CFAOS Approvals shall be endorsed by the MAA.

RA 5880 - MILITARY PERMIT TO FLY (MRP 21 SUBPART P)

RA 5880(1): Military Permit to Fly (Development)An MPTF (Development) shall be required for all Air Systems operating within the DAE for developmental purposes, where there is not a valid RTS or MPTF (In-service) or MPTF (Special Case Flying) in place, or the operation is outside the flight conditions permitted by an extant RTS or MPTF (In-Service) or MPTF (Special Case Flying).

RA 5880(2): Military Permit to Fly (Development) Procedure (MRP Part 21.A.707)An MPTF (Development) applicant shall supply all the required supporting evidence to the TAA, or an appropriately privileged Design Organization (DO) for review, prior to the issue of an MPTF (Development).

RA 5880(3): Flight Conditions (MRP Part 21.A.708)The conditions for safe flight shall be determined by the TAA or the privileged DO.

RA 5880(4): Approval of Flight Conditions (MRP Part 21.A.710)The flight conditions shall be approved by the TAA or where applicable, the privileged DO.

RA 5880(5): Issue of a Military Permit to Fly (Development) (MRP Part 21.A.711)The MPTF (Development) shall be issued to the applicant by the TAA or where applicable the privileged DO. The initial issue of an MPTF (Development) shall only be approved by a TAA.

RA 5880(6): Changes (MRP Part 21.A.713)Any change that invalidates the flight conditions or associated substantiation established for the MPTF (Development) shall be approved by the TAA or the privileged DO.

RA 5880(7): Transferability (MRP Part 21.A.719)An MPTF (Development) shall not be transferable.

RA 5880(8): Inspections (MRP Part 21.A.721)The holder of, or applicant for, an MPTF (Development) shall provide access to the Air Systems concerned at the request of the TAA or the privileged DO.

RA 5880(9): Validity of Approval (MRP Part 21.A.723)An MPTF (Development) shall remain valid for a stated period.

RA 5880(10): Renewal of Military Permit to Fly (Development) (MRP Part 21.A.725)A renewal of the MPTF (Development) shall be approved by the TAA or the privileged DO.

RA 5880(11): Obligations of the Holder of a Military Permit to Fly (Development) (MRP Part 21.A.727)The holder of an MPTF (Development) shall ensure that all the conditions and limitations associated with the permit are satisfied, maintained and provided to the operator.

RA 5880(12): Record Keeping (MRP Part 21.A.729)All documents produced to establish and justify the flight conditions shall be held by the applicant or holder of the MPTF (Development), as appropriate, at the disposal of the TAA or the privileged DO, in order to provide the information necessary to ensure the continued Airworthiness of the Air System.
