WELCOME TO THE CITY 足利市あしかがし
へようこそ
This is the guidebook for foreign residents in Ashikaga. It carries necessary information to
lead daily life. We hope you will get used to life in Japan and enjoy your stay here.
THE OUTLINE OF THE CITY 足利市あしかがし
の概要がいよう
Ashikaga is the city which is blessed with rich nature such as Watarase river and mountain
range. It also has great history and culture symbolized with Ashikaga Gakko and Bannaji
temple.
The city is well known for its textiles since the old times. However, in recent years it turned
into a commercial and industrial city specializing in aluminum, machinery metals, and plastic
engineering.
The city lies 80 kilometers away to the north of Tokyo, and is bordered by Sano city on the
east, Kiryu city, Gunma Pref. on the west, Ota city, Tatebayashi city, and Ora town, Gunma
Pref. on the south.
The Population of the city is approximately 146,000. It covers an area of about 178 square
kilometers.
The city has sister city relation with Kamakura city in Japan, Springfield city in the United
States, and friendship city relation with Jining city in China.

In order to prevent yourself from dangerous crimes,
○Use several locks and keys for your place.
○Take well-lighted routes at night as much as possible.
○Do not leave valuables in your car.
It is important that you should be careful with yourself against crime.
In case that… もし…
・your items get stolen, or you are used violence,
・you see someone collapsed,
・you get yourself involved in a traffic accident,
Please dial 110 right away.
It connects to a police officer at Communication Command Division, Prefectural Police Headquarters.
First of all, tell them where and what you saw.
Then the officer will ask you some details.
Please stay calm and explain the situation.
*There are police stations in every district. Police officers are in charge of the area patrol, the care for lost
children, and your lost items. They also give you guidance when you need to know the way to a certain
place.
When the situation is not so urgent, please visit a local station.
Note: Dial # 9110 for any troubles or worries which are not urgent.

2. Traffic Accident 交通こうつう

When you meet with an accident….. もし交通こうつう

When you are the cause of the accident, or when you get involved in a car accident, please
take following steps.
1. Call the police (Dial 110)
2. Call the Fire Dept. (Dial 119) and ask for the ambulance if someone is hurt.
3
3. Take note of the vehicle number, name, address, birthday, and phone number of the person in the
other car.
4. Take note and draw a picture of the situation. If it is possible, take photos of the accident.
5. You must consult a doctor if you are hurt. Please mention that you got hurt because of the accident
to him.
6. You must inform your car insurance company right away.
◆Traffic Regulations 交通こうつう

Vehicles and bicycles run on the left side of the road, and the pedestrians should be on the right side
of the road in Japan. There are other rules about traffic. You should be careful especially to the following.
Regarding Cars and Motorcycles 自動車じどうしゃ

○For driving cars and motorcycles
You need a license when you drive a car and a motorcycle in Japan.
○Regarding driving license
The driving license of your own country is not available for driving a car in Japan.
Please obtain an international driving license available or a domestic license.
○Drunk driving is prohibited
Fatal and heavy accidents caused by drunk driving occur. Never drive a car while you are drunk.
○High speed driving is prohibited
Drive a vehicle in speed under regulation and drive carefully.
○Fastening your seatbelt
You must fasten your seatbelt when driving a vehicle. Please use them at every seats.
○Wear your helmet for riding your motorcycle.
You are obligated to wear your helmet when you ride a motorcycle.
○Pay attention to intersections
Pay attention to intersections, and follow traffic lights and signs surely for driving.
○Driving a car in a snowy road
It is advisable to use snow tires for driving, and you should be careful not to overspeed to prevent
slipping.

3. Fire and Ambulance 火事か じ

The phone number for fire, ambulance and rescue is 119.
Please do not panic. When you call, please report the address and your name to
operator. If you do not know what to do, please call for help to someone near.
If you find a fire or cause a fire, try extinguish it right away. If you find yourself
in danger, please evacuate to a safe place.
When you are slightly ill or injured and don’t know which hospital to go or how to take temporary
measures, please call to the Emergency Information Telephone Service (available for 24 hours) to
0284-72-0099.
If the GPS function of your cellphone is working, we can find the place you are calling easilly.
4. Earthquake 地震じ し ん
Earthquakes happen frequently in Japan.
When it occurs, buildings, mountains, and the ground in a wide area can be de collapsed. Calm down
and secure your safety first. Turn the gas ring off if it’s on, and open doors or windows to secure your
escape routes. Don’t go out from your house or apartment right away because there could be falling
objects. You can be seriously injured due to falling objects such as broken glass.
The best way is to stay inside of the place until the shake stops and stay under something that can
protect yourself such as tables and etc.
You can move to a safe place after you make sure that the circuit breaker and the main gas has safely
turned off
5. Typhoon 台風たいふう
In Japan typhoons also often happen. Especially at the end of the
summer and fall it occurs most frequently. There can be a chance of
landslides and floods due to strong wind and heavy rain. Please check the
latest information through radio, TV and internet.
There may be an interruption of the power or water supply when a big typhoon comes. It is a good idea
to prepare items such as candles, lighters, flashlights, radio, provision, and some water for emergency.

If you can find a red button underneath a public phone, you can call 110 or 119 in case of an emergency
with no charge by pushing it.

After January, 2024 the equipment for telephone service of NTT East Corp. will be renewed. After the

To make a phone call from outside the city you have to dial the area code 0284 first. There is no need
to dial the area code for calling insise the city limits.
Public Phone 公衆こうしゅう

Public phones are on streets and at places as train stations and stores. Prepaid cards and coins (10
yen and 100yen coin only) are usable at green and gray colored public phone. No change shall be
returned when you use a 100yen coin regardless of the time you call.
International phone calls can be made only through public phones exclusive for the use.

There are 27 post offices in Ashikaga. Both domestic and international mail
services are available at these offices.

Regular postcards and regular sealed letters can be sent to all over Japan.The charge for mailing
depends on the size and weight of the mail. Please address the mail on the topside and post the letter or
bring it to the counter of the Post Office.
● Package 小包こづつみ
The dimentions of the item should be within 1.7meter in all. The weight of the package should be up to
30kg. Please address it on the label given at the office and pay the charges.
◆ International Mail 国際こくさい

A package can be sent either by air or surface. The charge will be decided according the size, weight,
and addressee. Postcards and aerogrammes can be sent to foreign countries.
● Package 小包こづつみ
A package can be sent by air, Economy air (SAL) or surface. The charge and possible size of the item to
be sent will be decided by the addressee. Sending a package by air is more expensive than doing it by
surface, but takes less time. Sending a package by surface takes longer time than by air but costs less.
Please fill out the parcel label and cover the charge at Post Office.

This is the fastest international mail service to send letter or goods. The charge and size of the item
will be decided by the addressee. Please fill out the EMS label correctly and cover the charge.

3. Collect Information 情報じょうほう

Let’s make the best use of the television, radio,
newspaper, and the internet to have information that is
necessary to our everyday life.
◆Television and Radio テレビて れ び

There are 3 types of broadcasting stations such as the
NHK, collecting the broadcasting fee from the viewers,
a private station charging the fees for advertisement, and a one charging the viewers for the pay
broadcast. There is a law for TV owner to pay the NHK broadcasting charges.
The television broadcasting is digital broadcast(Chideji). One Seg is mainly for the digital broadcast
for cellphones. It is mostly same as the regular TV broadcast, however there are also special programs
for it. There are several types of One Seg receiver such as those in cellphones, cars, laptop computers
and so on.
In order to enjoy the radio, broadcast you need equipments such as CD/radio player, portable music
player and etc. Internet or radio applications are also available.
NHK radio 2nd station has programs in foreign languages, and in case of disaster mutilingual
information will be provided.
◆Newspaper 新聞しんぶん
There are two types of newspapers. One is that from major companies, and the others are local
newspapers of every prefecture. They are available at stations and convenience stores or through.
◆Internet インターネットい ん た ー ね っ と
We can use the internet not only through a computer in offices and homes, but also in an internet café.
We can use the internet through cellphones, smartphones, and tablet devices.
The mainstream connection method of using the internet is the powerful ones with a big capacity such
as FTTH (Hikari Broad Band), ADSL, CATV internet, FWA (wireless) and etc.
It is necessary to use a provider in looking at a website, sending and receiving of mails. So please select
the provider fits you. Your identification and seal are necessary to apply for a provider. It will take a week
or two to start the internet.

2. Electricity 電気で ん き
When the day for moving in to a new apartment is decided, please contact a power
company to apply for the use of electricity by phone or internet.
When you start using the electricity, please turn on the circuit breaker.
When you move out from your place and know you quit using the electricity there,
please let the power company know it by phone or internet and go through the procedures.
3. Gas ガスが す
When you first move in to the city, please call one of the gas dealers below with the
following information a few days before the use of gas.
1. Your name, address, apartment, room#, and another contact number etc.
2. Date for moving in or first use of gas
The gas dealer will visit your place to check if the gas installation and gas equipment you own is
available. Either you or the other person will need to meet the dealer to sign or impress your seal on the
contract.
When you move out from the city, you or the person concerned have to call the dealer in advance and
clear your payment.
※If you smell gas, turn the gas source and the valve of gas meter off, open the windows and ventilate.
And never use any fire. Please call the gas dealer.

4. Bank 銀行ぎんこう
◆Opening a Bank Account 口座こ う ざ

Requirements for opening an account is different according to banks. So please ask the bank about
them.
At many banks requires you your ID such as your residencial card, passport, an item to confirm your
address, driver’s lisence and your seal.
Money can be wired overseas and foreign currency exchanged at Authorized foreign exchange banks.
5. Paying Public Utility Charges 公共こうきょう

い Each utility company sends out a bill for services. Domestic telephone service and electric bills are sent
out once a month. Water bills are sent out once every two months. You can pay them at a nearby banking
facility or at a business counter of the relevant utility company. It is also possible to arrange automatic
transfer for each utility charge from your bank account. It requires you to take necessary steps, so please
contact your bank or each utility company. If you move out, be sure to contact each utility company.
Otherwise, service fees will be kept being charged.

あしかがみ 1st and 15th of every month Ashikagami, the mutilingual city brochure is published for foreign
residents. News contains necessary information for dairy life and events you can join in English, Chinese,
Spanish and Portuguese. Those are distributed at the Counter of the Citizens’ Affairs Section in Ashikaga
City Office, Ashikaga International Association (AIA) in Ashikagashi Shogai Gakushu Center and
Japanese lessons organized by AIA for foreign residents.
They are also to be read through internet.

Please put your combustible garbages (except leaves, grasses, and diapers)
in the Ashikaga city’s designated garbage plastic bags before taking them to
the designated collection place. However, garbages such as steels, Incombustible, Recycable item and
toxic garbages should be put in transluscent or transparent garbage plastic bags and be taken to the
designated collection place on the designated collection day until 8:30 in the morning.
The flyers about throwing garbages written in various languages such as in English, Spanish,
Portugese, Chinese, South and North Korean and the date list for each district’s garbage collection are
available at the Clean Promotion Section.

The Japanese educational system consists of 6 years of elementary school
education, 3 years of junior high school education, 3 years of senior high school
education, and 4 years of college or university (It starts from April and ends in
March). Students enter elementary school at the age of 6. First 9 years are
compulsory education. Senior high school and universities education are not part
of the compulsory education system. The entrance examination is required, and
you have to cocver the charge of tuition and textbooks for high schools and universities.

weeks and before entering the elementary. They are available for parents who can’t take care of their

Children after becoming six 6 years old may enter the elementary from April of the year. There shall be
a physical examination before entering the elementary from September to October in the previos year.
And around Feburary before entering the school, there will be a One-Day School Experience. All the
necessary preparations for the school, and others shall be informed beforehand. Foreign residents
wishing to enroll a child in a public elementary school or junior high school should call or directly visit the

submit the pregnancy report to child and family section at the 2nd floor, city hall main building, health
promotion section at the 2nd floor, public health center, or a local community center except for Oriheme
and Sukedo, and receive a mother-child health handbook.
The handbook contains important information about pregnancy, birth, and infant care. It is also used
for recording both the mother and infant’s health condition. You need this handbook when reporting the
birth of a child at the city hall as well as for infant health examinations and vaccinations.

All those who reside in Japan are required to obtain a public medical insurance. This
system is based on mutual aid between the residents that share the burden of medical
cost by paying the premium (Insurance Tax) according to income.
There are three types of public medical care insurance. Those are Social Insurance of your workplace,
Late Stage Medical Care System for the elderly and National Health Insurance administered by
municipalities.
All people are supposed to join the National Health Insurance system except for those who join the
Social Insurance or Late Stage Medical Care System for the elderly. Foreign medical care insurance is not
available in Japan.
◆National Health Insurance 国民こくみん

This is public insurance for those who can’t join the Social Insurance so that they can get support
financially by sharing the medical care charge. In Ashikaga those foreign residents who are qualified to
stay in Japan more than three months are required to join in this insurance policy. After joining in this
insurance, a National Health Insurance Card will be issued. With the card what you have to cover is
30% of entire medical charge.

After you join the insurance, you have to cover the insurance tax for medical costs. Insurance tax is
decided yearly based on your income of the year before and so on. Your tax should be payed on every
month from July to Feburuary for 8times in a year. (See P35)

One insurance card is issued individually. You are required to have it when going to a hospital. The
card is available anywhere in Japan. Therefore, carrying of this card is necessary when you travel.

When the medical cost exceeds a certain amount, there will be a refund as the high medical costs.
There will be a notice from city office a few months later after your visit to the hospital. Please follow the

a certain price when you are hospitalized by having the Certificate of Price Limit Appoval.

Those who are between the ages of 40 to 74 can have a medical checkup focused on metabolic syndrome
in order to prevent diseases associated with adult lifestyle habits such as diabetes. People from 40 to 74
years old can have an annual health checkup under the purpose of their own condition confirmation
regularly to prevent lifestyle-related illness.
Those who are judged to change a lifestyle habit by the diagnostic outcome, they can get a health
guidance to change the habit through diet and exercise. (See P.26)

Those who are 75 years old and over should join in the Late-stage Medical Care System. It is public
insurance to get medical care based on mutual aid system to cover the insurance fee.

National Pension Plan 国民こくみん

People including foreign residents who reside in Japan and are between the ages of 20 and 60 are
obliged to join in and pay the National Pension Plan. Those who can’t pay the insurance fee due to a
reason such as low income can be exempted from the payment. Students can get grace period by Special
Treatment for Student Payment.
The person who paid the premium for pension more than 10 years after turning 65year old is able to
receive the basic old-age pension. When the person who paid the pension premium for certain period of
time becomes disabled because of injuries or sickness the basic disability pension will be paid, and when
the person who paid the pension premium for certain period of time with a child under 18year old pass
away, the basic survivor’s pension will be paid to the spouse and child
When foreign people who have paid insurance fee for pension more than 6 months and who don’t fulfill
the time condition to receive the basic old-age pension, they can receive a lump sum payment for
secession by claiming it within 2 years after returning to their home countries. Before going back please

Nursing Care Insurance 介護か い ご

There is a nursing service system available at home so that they can live in the environment they are
used to live independently. Foreign residents who are older than 40 years of age and are eligible to stay in
Japan for more than three months are required to join in this insurance.
Anyone who needs nursing care can use the home-visiting care service (home-helper service,
day-service, short stay) and the service at nursing home facilities (special nursing home for the aged /
health center for the aged). They can use these services with 10% of regular nursing service charge. The
rate can be 20 or 30% for those with more than certain amount of income.

Nursing Care Insurance Premium is used for the nursing care service expenses and become an
important financial source for this insurance. People older than 65 should pay the premium decided

Livelihood protection law is designed for Japanese citizens. The law will be applied to foreign people in
terms of morality and humanity.
The subjects are permanent residents, spouces of permanent residents, spouces of the Japanese,
special permanent residents, and acknowledged refugees.
*We will ask you to make all the effort you can before you start receiving the Livelihood Protection.
*We will ask you to work according to your capability, have assistance from your family members,

Broadlly speaking, there are two types of taxes in Japan: national taxes
(Kokuzei), which are paid to the national government, and local taxes
(Chihozei), which are paid to prefectural or municipal governments.
National taxes consist of direct taxes such as income tax and the gift tax as well as indirect taxes such as
the consumption tax, liquor tax and the automobile tax. Local taxes are designed to spread the expenses
of the local community broadly for the residents. The principal taxes are as follows.

* People who move out of Ashikaga during the year will be levied for the rest of year from Ashikaga
municipality if they reside in Ashikaga on January 1st of that year.

The national health insurance tax is main financial source used to go to medical expenses and a
lump-sum payment for childbirth. Those who join the national health insurance plan in the middle of the
fiscal year will be taken into account from the month they enrolled. Those who have the national health
insurance plan and move out from Ashikaga or join the social health insurance in the middle of the fiscal
year must pay the monthly tax installments till the month before moving or changing insurance plans.
The tax amount is the sum based on the expenses (medical care) spent for the national health insurance,
the money to support (money support) upper senior medical care from the generation befor retirement,
and the expenses (nursing care) spent in nursing care insurance. For the medical care and the money
support, all members are the subject, and that of the nursing care are members from the age of 40 to 64.
Each tax for nursing care, money support, and medical care will be the sum of the calculation on a per
income, capita, and hosehold basis.

The light vehicle tax is levied on owners of motorcycles or light vehicle as of April 1st. Owners of
regular automobiles are levied by the prefectural government.

city office or community centers (except Orihime and Sukedo). Convenience stores are also available to
pay the residential tax, national health insurance tax, property tax, the city planning tax and light
vehicle tax.
*You can use automatic account transfers to have your tax drawn on your account on the date of
payment. For automatic account transfers you need to follow necessary procedures at the bank.
*When you don’t pay taxes, your salary, bank deposits, life insurance, car can be distrained.
*Within 3months after you receive your payment notice you can request an investigation for it.

ASHIKAGA GAKKO
BANNAJI TEMPLE

GYODOSAN JOINJI TEMPLE
It used to be the residence of Ashikaga clan
that represented Japanese military
commanders of that time. Bannaji temple is
founded by Yoshikane Ashikaga in 1196.
There is a precious architecture in the
precincts, and the main temple is
designated as a national treasure. You can
enjoy the great view of cherry blossoms in
Spring and autumn leaves. The place is
called “Dainichisama” and is highly valued
by the citizens.
This famous temple is called “The Koyasan
of Kanto” and it is said that the great priest
Gyoki Shonin founded it. The tea house
called “Seishintei” is located on the huge
rock and looks like it is floating in the
scenery. Hokusai Katsusika, the famous
Japanese print painter from the Edo period,
painted this temple and the surrounding
scenery.
Ashikaga Gakko is known as the oldest
university in Japan. Ashikaga citizens call
it Gakko-sama. There are different theories
on the date of foundation. Some think it was
built during Heian period, and some say the
Kamakura period.
In 1549, by the letter of Francisco Xavier,
the existence was known to that extent in
Europe as well. And it was certified as
Japan heritages in 2015.

ORIHIME SHIRINE

KURITA MUSEUM
A beautiful vermilion-lacquered shrine
glowing in the green of mountains. As the
shrine for Industry promotion and people’s
connection citizens are familiar with it. In
2014 it is acknowledged as “Lovers
Sanctuary” and “A night view inheritance of
Japan”. You can also enjoy a sweeping view
of the Kanto plains there.
In the park there are 4 big trellises of
wisterias over 150 years old. Besides them
you can enjoy azaleas, hydrangeas,
gregarious irises, and gregarious tropical
water lilies which change their expressions
according to seasons.
The colored lights in winter is
acknowledged as one of Japanese 3 biggest
illuminations.
This museum has a fine collection of both
Imari and Nabeshima porcelains. They are
the chinaware made by the Nabeshima clan
in Japan during the Edo period (1603-1868).
This museum is one of the largest porcelain
museum in the world.
