• Short term– Goal of improving reliability to continue to accomplish

the Deep Freeze mission annually– CGC POLAR SEA is in a two-year maintenance

availability– CGC POLAR STAR will undergo similar repairs in

FY07 and FY08

• Long term– Initiate major acquisition process to upgrade or

replace heavy icebreakers

• HEALY– CG has obligated $4.1M baseline maintenance funding– CG has obligated $4M above baseline to prep for AWES 05

• POLAR STAR– All FY05 baseline Polar Class maintenance funding obligated to PSTAR…$7.4M. – CG has obligated $3.6M above baseline– Ensure readiness for DF06 deployment

• POLAR SEA– CG has obligated $4.8M above baseline – Working with NSF for transfer of $9.2M in OMB-directed split of

FY05 extraordinary maintenance expenses– Maintain progress toward readiness for DF07 deployment

• Address reliability, safety, and obsolescence through upgrade or replacement

• Key systems include:– Main propulsion motors– Main diesel engines– Shafting– Central hydraulic system– Motor safe boat– Gas turbines

HomelandSecurity Acquisition Process

(long term)

• Initiate acquisition process for heavy icebreakers– in accordance with DHS procedures– First asset will not be available until approx. 6 years after funding

becomes available– Multiple options will be compared as part of an analysis of

alternatives– Shift of Polar Icebreaker funding to NSF in FY06 may affect

process to obtain acquisition funding– Will likely require a national icebreaker policy
