CE Certification and Marking of Panel Products and InsulationSo as to introduce universally accepted standards and thereby make trading easier between member states, the European Union has introduced CEmarking. The CE mark is confirmation that a product has been independently tested and certified as complying with the new product standard and is ‘fit for the purpose’ for which it is intended.

For panel products and insulation, the Construction Panel Directive (CPD) was set up by the industry to set standards for testing and essentialrequirements that should be considered where relevant, these being

• mechanical resistance and stability • hygiene, health and the environment • protection against noise

• safety in use • safety in case of fire • energy, economy and heat retention

The CE mark does not necessarily have to appear on every board, but can still be sold as CE or CPD compliant. If official written confirmation isrequired of compliancy, contact the Buying Department at New Malden Head Office on 020 8949 1621.

A guide to U-Values to be achieved in existing buildings to meet Part L1B (Dwellings)

NEW ELEMENTS - Thermal Bridging & Air LeakagePart L1B requires that the construction be built avoiding any thermal bridgingin the insulation layers and that attention be given to reducing air leakage.

RENOVATED ELEMENTSWhere more than 25% of the surface area of a thermal element is beingrenovated, a way of showing compliance to Part L1B is to upgrade the wholeof the element to meet the required U-Value.

RETAINED ELEMENTSRetained Elements is either as a result of a material change of use or wherean element became a thermal element as part of the thermal envelope, whenpreviously it was not. Where the U-Value of a retained thermal element is worsethan the threshold U-Value, the thermal element should be upgraded to achievethe stated U-Value. Variations may apply where the increased insulation mayreduce the usable floor area by more than 5%, or where it will create difficultieswith adjoining floor heights, or where the weight of the additional insulationmight not be supported by the existing structure.

In summary for New Build this means:• Part ‘L’ Compliance for new build is no longer met by just achieving

specific U-Values

• All aspects of the build design are now major factors with more emphasis on quality of build.

• Builders will require early input and greater technical support at design stage.

• There MUST BE significant improvement in U-Values

• Excessive air leakage dramatically affects fabric performance.

R-value - is the Thermal Resistance (m2K/W) of a component and iscalculated by dividing the thickness expressed in metres, by its thermalconductivity.

U-value - is an expression for the amount of heat that passes through asquare metre of building element. The lower the U-value, the lower the heatloss. U-value is calculated as the reciprocal of the sum of the thermal resistance (R-value) of each component including any cavities. i.e.

Conservation of Fuel and Power - requires much more than just good insulation

Updated in April 2006, Part 'L' sets out to make buildings more energy efficient,

saving an estimated 1 million tonnes of carbon a year in the UK. For new build

energy performance standards have been increased by 20% to 28% over the

old 2002 regulations and are now based on the 'whole building' Target CO2

emission rate rather than meeting stand alone Elemental 'U' values. However

on extensions and refurbishment work to existing buildings the Elemental

U-value route may be used to show compliance.

The new Part 'L' is split into 4 parts

• L1A New Dwellings

• L1B Work on Existing Dwellings

• L2A New Buildings, other than Dwellings

• L2B Work on Existing Buildings, other than Dwellings

Part L1A - New Build for DwellingsFive processes the designer/builder must go through to showcompliance with Part 'L' of the Building Regulations

1. CALCULATE THE CO2 EMISSIONS: An Energy Performance

Certificate must be produced using the SAP 2005 (new dwellings)

or SBEM (non-dwellings) software.

2. DESIGN LIMITS REQUIRED: The thermal performance of the

building envelope, the boiler efficiency, hot water and lighting must

be within stated limits.

3. LIMIT SOLAR GAINS IN SUMMER: eg. by controlling the size of

windows to reduce the need for air conditioning.

4. DEMONSTRATE THAT THE QUALITY OF CONSTRUCTION HAS

BEEN ACHIEVED: By adopting Accredited Construction Details which

covers thermal bridging etc and in most cases having an air test

carried out.

5. PROVIDE INFORMATION FOR THE BUILDING USER: Supply

simple operating and maintenance instructions on usage of heating

and water systems.

Loft Conversion in a Pitched RoofPitch of the roof - required to meet a U-Value of 0.20 W/m2KWhere existing rafters are 150mm deep

• Existing tiles on tile batten on roof felt/membrane over rafters -

check for damage and make good.

• 100mm Celotex XR3000 fixed between rafters using either Celotex

Fixing Clips or 25 x 50mm Treated Batten as stops. Important to

maintain a 50mm ventilation gap above insulation.

• Fix 40mm Celotex GA3000Z underneath to rafters. Overlap joints.

Use Foil Tape to cover face joints.

• Fix 12.5mm Plasterboard through Celotex to rafters.

Alternative to illustration above - Where existing rafters are 100mm deep - batten out rafters to 150mm deep

Or alternatively:

• Use 50mm Celotex Tuff-R GA3000Z between rafters instead of 100mm.

• Use 60mm Celotex Tuff-R GA3000Z fixed underneath raftersinstead of 40mm - overlap joints and tape.

• Fix 25 x 50mm Treated Batten through Celotex to rafters.

• Fix 12.5mm Plasterboard to batten.

Dwarf Wall - required to meet U-Value of 0.30 W/m2K

• Install timber stud using 38 x 89mm fin. CLS Profile or

47 x 100mm Framemate.

• Infill with 75mm Celotex GA3000Z insulation or similar

to achieve required U-Value.

• Finish with 12.5mm Vapour Check Plasterboard.

Flat Ceiling - required to meet a U-Value of 0.16 W/m2K

• Install 47 x 100mm (or size required) Sawn & Treated

Joistmate as ceiling joist.

• Fix 12.5mm Vapour Check Plasterboard to joists.

• Lay 100mm roll insulation in between ceiling joists and 170mm

layered over crossways (dependant on joist size).

Pitched Roof - Cold Roof ConstructionFor extensions, refurbishment or change of use etc, the requirement to meet

Part L1B is a U-value of 0.16 W/m2K. One method of achieving this if the loft

space is not to be habitable is to lay rolled insulation between and over the

joists to a total of 270mm thick.

If 100mm joists - 100mm roll layed between joists,

Flat Roof on an extension - Warm Roof constructionThe ideal solution here is to fit an all-in-one roofboard such as Kingspan TR31

Thermaroof or Celotex Tempchek TD3000. Both incorporate a 6mm WBP exterior

plywood bonded one side to rigid polyisocyanurate foam, faced with low

emissivity aluminium foil on the reverse as a vapour check liner. This creates a

'Warm Roof' and avoids the difficulty of providing ventilation through the roof

void.

In combination with weathering, joist cavity and 12.5mm Vapour Check

Plasterboard when -

Refurbishing an existing extension flat roof

• 96mm Thermaroof TR31 meets the 0.25 W/m2K U-Value requirement

For flat roofs on a new extension

• 115mm Tempchek TD3115 meets the 0.20 W/m2K U-Valuerequirement

Refurbishment - upgrading an exterior wallExterior walls are required to meet 0.35 W/m2K U-value. This can be achieved

on existing older properties by lining the interior of the exterior wall. Illustration

above right shows an example of upgrading a typical brick/cavity/brick

construction. For other types of exterior wall construction, the thickness and

combination of insulation materials used may vary. For further information,

we have access to technical advise if required.

Refurbishment - upgrading an exterior wallThis combination meets 0.35 W/m2K U-value requirement

New and replacement Windows and DoorsNew and replacement windows and doors are also required to meet Part L and in

particular minimum standards of glazing apply. Champion are main stockists of

To combat the problem of noise pollution in buildings, Approved DocumentPart 'E' of the Building Regulations sets out to introduce more robust buildingstandards to improve soundproofing in both new build and refurbishmentprojects by

• improving acoustics and therefore sound privacy between dwellings

• improve the sound reduction of internal walls and floors in a home

• improve the sound reduction between rooms and in common areas eg. residential homes, hotels etc.

• to take into consideration low frequency sounds eg TV's, stereos etc. considered to be the main offender in noise pollution complaints

There are two types of sound considered

• Airborne Sound, relates to sound made by speech, TV's, stereos etc. The measurement term used for on-site testing is DnTw or Rw if laboratory tested and is measured in Decibels (dB). The higher the figure, the better the insulation

• Impact Sound, relates to sounds such as footsteps or heavy objects impacting on the floor. The measurement terms used here is LnTw for on-site testing and Lnw for laboratory. This is also measured in Decibels. However, the lower the figure the better the insulation against impact noise

CTR ADJUSTING FACTORIn addition on some building elements, Part E requires a correction factor to beadded to the Airborne Sound value, designed to take into account low frequencynoises such as from TV's stereos etc. The Ctr factor is set by Building Controland will vary according to the type of building.

PRE-COMPLETION TESTING (PCT)Building structures are now subject to Pre-Completion Testing. The onus is onthe builder to demonstrate the required levels of sound insulation have beenachieved. Testing is done under the jurisdiction of the local Building Controldepartment and is a cost to the builder.

If a failure occurs then the construction has to be improved, then re-tested,again at the builders cost.

To ensure the building does not fail, particularly with refurbishment orupgrading of an existing building where every building can be unique,attendance to good design, good quality workmanship and attention to detail is critical.

There are exceptions where PCT is not required, amongst these are

• where a building conforms to Robust Standard Detail (RSD)document (see further on for more detail)

• internal walls/partitioning within a dwelling ie. a wall between abedroom or room containing a W.C. or/and other rooms

ROBUST STANDARD DETAIL (RSD) DOCUMENTThe House Builders Federation has set up a programme of testing buildingmethods and materials used for walls and floors in new build construction, to meet and exceed the sound requirements of the regulations. As a consequence these methods etc. have subsequently been approved by Building Control and are known as Robust Standard Detail (RSD) constructions.New build structures that are built to comply with RSD's standards, negate theneed for Pre-Completion Testing.

The lifespan of these boards are also subject to the durability ofspecies of veneer used, for example, Hardwood Far Eastern Plywill be more durable than Birch Veneered Ply.

Exterior: This Glue/Bond type conforms to American and Canadiangradings, glues are classed as being 100% waterproof. Again, thedurability of veneer must be taken into consideration, Americanand Canadian Plywoods are coniferous (softwood) species.
