remaining mark shall be rounded on port. 9 THE START 9.1 For Areas A, B, C, D and E (except Open 5.70): the starting line will be between the staff displaying

the orange flag on the race committee boat at the starboard end and the course side of the starting mark on the port side.

For Open 5.70: the starting line will be between staffs displaying orange flags on race committee boats.

9.2 Boats waiting for their start: Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. [DP]

9.3 A boat that does not start within 4 minutes after her starting signal will be scored DNS. This changes RRS A4 and A5.

9.4 A race committee boat will, if possible, broadcast on VHF channel the sail numbers or names of the boats OCS or BFD not sooner than 1 minute (except for Diam 24OD) after the starting signal of the race. Failure to make a VHF broadcast or to receive it will not be grounds for a request for redress (this changes RRS 62.1(a)).

9.5 DIAM 24 OD 9.5.1 THE START 9.5.1.1 Races will be started as described in the table below (this changes RRS 26).

Course Warning Preparatory Minute

Inshore 3 mn before the start 2 mn before the start 1 mn before the start

9.5.1.2 The starting line will be between a staff displaying an orange flag on the race committee boat and the course side of the starting mark. A mark may be laid near axis of the line, at more than a width of the race committee boat. This mark is a course mark and shall be left on the same side as the race committee, it is forbidden to sail between the mark and the committee boat. A boat sailing between this mark and the committee boat shall take a penalty by rounding the committee boat before crossing the starting line. If the boat fails to take such penalty, she will be disqualified by the umpires.

9.5.1.3 Starting black flag – Inshore races If a boat breaches RRS 30.4 and is identified, she will be disqualified without hearing in accordance

with RRS 30.4. Sail numbers or names of the boats identified will be broadcasted on the VHF channel of the race after the starting signal. Those boats shall leave the racing area as soon as reasonably possible. Umpires may pass on the VHF broadcast of the race committee, pointing a black flag with a whistle to the boat identified, until the boat leaves the starting area.

6 / 28

9.5.1.4 Starting line closing For inshore races: A boat that does not start within 2 minutes after her starting signal will be scored

DNS. This changes RRS A4 and A5. For coastal courses/speed crossing: A boat that does not start within 6 minutes after her starting

signal will be scored DNS. This changes RRS A4 and A5.

10 CHANGE OF THE NEXT LEG OF THE COURSE 10.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing

line) and remove the original mark as soon as practicable. 10.2 For areas B, C and D: When a change of course is signaled at gate 3, only mark 1 will be re-laid (mark

2 will be deleted). When a change of course is signaled at mark 2, gate 3 will be deleted and replaced by one mark to be left on port.

10.3 When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 10.4 Except at a gate, boats shall pass between the race committee boat signalling the change of the next

leg and the nearby mark, leaving the mark on the required side. This changes RRS 28. 11 THE FINISH

APPENDIX 1 - RRS MODIFIED DIAM 24 OD

A1 CHANGES TO THE RACING RULES OF SAILING A1.1 Change to the definition of Mark room replaced by:

Mark room Room for a boat to sail on her proper course to round or pass a mark on the required side. A1.2 Change to definition Clear astern and clear ahead – overlap replaced by:

A boat is clear astern another boat when her hulls are behind a line abeam from the aftermost point of the other boat’s hulls. However, a boat with one of her hulls between the other boat’s hulls is clear astern. The other boat is clear ahead. They overlap when neither is clear astern. However, they also overlap when a boat between them overlaps both.

A1.3 Change to definition Proper course, add:

A boat taking a penalty or maneuvering to take a penalty is not sailing on her proper course. A1.4 Add RRS 8, last point of certainty:

The umpires will assume that the state of a boat, or her relationship to another boat, has not changed, until they are certain that it has changed.

A1.5 RRS 17 (on the same tack, proper course) deleted

A1.6 Change to RRS 18, Mark room, replaced by:

18.1 When Rule 18 Applies Rule 18 applies between boats when they are required to leave a mark on the same side and at least one of them is in the zone. However, it does not apply between a boat approaching a mark and one leaving it.

18.2 Giving Mark-Room (a) When the first boat reaches the zone,

(1) if boats are overlapped, the outside boat at that moment shall thereafter give the inside boat mark-room.

(2) if boats are not overlapped, the boat that has not reached the zone shall thereafter give mark-room.

(b) If the boat entitled to mark-room leaves the zone, the entitlement to mark room ceases and rule 18.2(a) is applied again if required based on the relationship of the boats considered at the time rule 18.2(a) is re-applied.

(c) If a boat obtained an inside overlap and, from the time the overlap began, the outside boat is unable to give mark-room, she is not required to give it.

18.3 Tacking or Gybing (a) If mark room for a boat includes a change of tack, such tack or gybe shall be done no

faster than a tack or gybe to sail her proper course. (b) When an inside overlapped boat must change tack at a mark to sail her proper course,

until she changes tack, she shall sail no farther from the mark than needed to sail that course. The rule 18.3(b) does not apply at a gate mark or a finishing mark and a boat shall not be penalized for breaking this rule unless the course of another boat was affected by the breach of this rule.

A1.7 Change to RRS 20, room to tack at an obstruction

When rule 20 applies, the following arm signals by the helmsman are required in addition to the hails: (a) for ‘Room to tack’, repeatedly and clearly pointing to windward; and (b) for ‘You tack’, repeatedly and clearly pointing at the other boat and waving the arm to windward.

A1.8 Change to RRS 41, Outside help Add 41(e): - help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery.

11 / 28

CFMH – GPEN 2017 - Sailing Instructions– www.gpen.fr

A1.9 Change to RRS 44, Penalties at the time of an incident 44.1 Taking a penalty

A boat may take a penalty: - before the start or on the 1st leg of the course with a reach start, or on a leg of the course to

windward gate or on the leg to the finishing line: a gybe followed by a luff to a close hauled course or one turn

- on a leg of the course to the leeward gate: a tack followed by a give way to more than 90° of the true wind

when she may have broken one rule or more of Part 2 in an incident or RRS 31 when racing on an inshore course. A boat may take a one turn penalty when she may have broken one or more rules of part 2 in an incident or RRS 31 when racing on a raid course. However, (a) when a boat may have broken a rule of part 2 and the rule 31 in the same incident, she need not

take the penalty for breaking rule 31 ; (b) if the boat caused an injury or serious damage, or despite a penalty taken, gained a significant

advantage in the race or series by her breach, her penalty shall be to retire. 44.2 Penalties:

After getting well clear of other boats as soon as possible after the incident, a boat takes - a one turn penalty including a tack and a gybe or - a penalty of a gybe followed by a luff to a close hauled course, or - a penalty of a tack followed by a give way to a course to more than 90° of the true wind When a boat takes a penalty on or near the finishing line, she shall sail completely to the course side of the line before finishing.

A2 – ON THE WATER A.2.1 Protest by a boat: A2.1.1 When racing, a boat may protest another boat under a rule of part 2 of RRS, for an incident in which she

was involved or under RRS 31, 44 modified or 49. In this case, she shall hail Protest and conspicuously display a red flag (minimum size 30x30cm) at the first reasonable opportunity for each. A boat involved in an incident may answer by promptly taking corresponding penalty.

A2.1.2 If no penalty is taken, an umpire may signal his decision as follows: (a) Green flag with one sound means: No penalty (b) Red flag with one sound means: A penalty is given. The umpire will hail or point at each boat

penalized. The boat penalized shall then take the corresponding penalty in accordance with RRS 44 modified

(c) Black flag with one sound means: A boat is disqualified. The umpire will hail or point at the boat DSQ, who shall leave the racing area as soon as reasonably possible.

A2.2 Penalties initiated by umpires: An umpire may penalize a boat without protest from another boat, when this boat a) breaks RRS 31, 44 modified or 49 and fails to take a penalty b) gains an advantage after a penalty taken c) deliberately breaks a rule d) commits a breach of sportsmanship e) fails to take a penalty when required by an umpire f) breaks class rule C3.2 and appendix 2 Crew position 2017. The umpire may impose one penalty or more, to be taken under RRS 44.2 modified or may disqualify her. If the penalty isn’t taken, the boat identified will be disqualified without hearing (this changes RRS 63.1).

A2.3 A boat shall not round or pass a mark on the wrong side. If she does so, she may correct her mistake in accordance with RRS 28.2 only if she does so before rounding or passing the following mark or before finishing. If this boat doesn’t correct her mistake before rounding or passing the following mark or before finishing, an umpire may disqualify this boat in accordance with SI A2.1.2(c)

A2.4 A decision, action or lack of action of umpires cannot be ground for request of redress or reopening by a boat (this changes RRS 60.1).

A2.5 Umpires’ boats may station anywhere on the racing area. Their positioning cannot be ground for request of redress by a boat (this changes RRS 60.1).

A2.6 Standard procedure remains applicable for protest by a boat, the race committee, the technical committee, the jury, for incidents which have not been subject to an action of umpires on the water.

A2.7 The jury may under RRS 60.3(a)(1) protest a boat involved in an incident which has been subject to an action of umpires on the water if the jury believes that this incident may have caused an injury or serious damage.

A2.8 RRS 64.1(a) is changed so that the possibility to exonerate a boat can be used without hearing by umpires.

A2.9 The following actions by skippers and/or crew members when racing may be considered as a breach of sportsmanship under A2.2(d) and may result in an umpire initiated penalty: - Excessive attempts to verbally coerce, coach or influence umpires decisions. - Repetitive or on-going objection to an umpire decision (verbal or otherwise). - Abuse of umpires before or after a decision (See also MR Call M4). [DP] Breaches of this SI may also be referred to the jury. Any penalty will be at the discretion of the jury and may include exclusion from further participation in the event. Breaches of this SI may be referred to the jury by the Organizing Authority for action under RRS 69.

Race Format fleet racing Diam 24 OD A COASTAL RAID OR SPEED CROSSING

All boats sail together in one fleet. B INSHORE COURSES 1 or 2 1 COMPLEMENTARY IDENTIFICATION [DP]

During the race, each boat shall display in the starboard shroud a pennant corresponding with the fleet to which she has been allocated. During qualification stage, boats will be divided in orange and blue fleets, of a size and level as equal as possible. Initial allocations will be decided by a committee designated by the race director, using the rankings of Pornichet Grand Prix, then Spi Ouest France then Guyader Grand Prix. These allocations will be distributed during the daily briefing and posted on the official notice board.

2 QUALIFICATION STAGE a) During qualification stage, boats will be allocated in fleets after each day of racing, except on the first

day if only one race has been completed for all fleets. If all fleets have sailed the same number of races completed, boats will be allocated again according to their ranking in the overall ranking. If all fleets did not sail the same number of races completed, boats will be allocated on the ranking of the same number of races completed by all fleets and numbered in their sequential order. For 2 fleets, and same for any other number, allocations will be made as follows

For 2 fleets

Overall ranking Fleets

1st Orange

2nd

Blue

3rd

Blue

4th Orange

5th Orange

6th Blue

7th Blue

8th Orange

9th Orange

10th Blue

Etc… Blue

If two boats have the same rank, they will be placed in left column in the order of fleets defined above.

(b) Allocations will be based on the ranking available at 21H00 each day, independently from protests or requests of redress not decided yet.

13 / 28

CFMH – GPEN 2017 - Sailing Instructions– www.gpen.fr

(c) If all fleets have not sailed the same number of races completed at the end of a day of racing, fleets with less races will continue sailing on the following day, until all fleets have sailed the same number of races completed. All boats will then race in the new fleets.

3 FINAL STAGE, Saturday 27th May 2017 a) Boats will be allocated to the final fleets - Gold or Silver - based on their ranks in the overall ranking (all

races completed, qualification stage, speed crossing, coastal raids). Number of final fleets will be the same as qualification fleets. Fleets of the final stage will be as far as possible, of same size, the silver fleet not larger than gold fleet. Boats best ranked in the qualification stage will sail all final races in the gold fleet, and the boats ranked after in the qualification stage will sail in silver fleet.

b) After boats allocations in final fleets, no score recalculation will affect allocations, except a redress decision which may promote a boat in the upper fleet. Only a boat having been granted redress may change group and only before final races start.

4 CLASS FLAGS

Class flag identification for each fleet will be blue pennant for Silver fleet and orange pennant for Gold fleet.

5 PROTESTS AND REQUEST FOR REDRESS

On the last day of qualification stage or last scheduled day of the regatta, a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2

6 SCORING 6.1 (a) If at the end of qualification stage, some boats are ranked with more races than others, the

scores of the most recent races will be discarded so as to have the same number of races counted for all boats. (b) For the qualification stage, RRS A4.2 is changed so that the points will be based on the number

of boats allocated to the largest fleet. 6.2 The overall ranking of a boat will be the total of her races in the qualification stage completed by all

fleets, of her races in the final fleet and her races sailed with a full fleet. The fleets of the final stage may have different number of races completed.

6.3 Boats of the gold fleet will be ranked first in the regatta, except for a boat disqualified in a race of the final stage under RRS 5 or 69.

APPENDIX 4 - OFFICIAL RANKING AT A MARK

SPEED CROSSING and COASTAL RAID COURSES The race committee may interrupt a race for any of the reasons mentioned in RRS 32.1 and validate the race using for the finishing order the last official ranking at one of the marks to be rounded mentioned in appendix 3 Courses (this changes RRS 32). A4.1 If a race committee boat displaying the 2

nd substitute (this changes Race signals) is close to one of the

marks identified with an asterisk, the mark and the race committee boat are a gate where an official ranking of the boats will be made. Boats shall sail through the gate and continue racing.

A4.2 If the race committee decides thereafter to interrupt the race, he will display flags S over H with two

sound signals (this changes Race signals), meaning: “the race is interrupted and the last official ranking will be used for the finishing order.” If possible, the race committee will confirm these arrangements by VHF. No incident possibly resulting in a protest, happening after this last official ranking has been performed, will be taken into account and no boat may be penalized, except as a consequence of an action under a fundamental rule or RRS 14 when the incident caused an injury or serious damage or under RRS 69.

A4.3 Marks at which an official ranking may be performed are identified by an asterisk (*) in the description of

the coastal raid courses, in appendix 3.

APPENDIX 5 - URGENT ASSISTANCE PROCEDURE

A5.1 Flag V: Displayed ashore on official masts or on the race committee boats, flag V of the code means: “I’M ASKING FOR ASSISTANCE TO SUPPORT PERSONS”.

A5.2 Action to be taken: A5.2.1 Ashore:

Support persons on the venue shall make themselves available to the safety-leader who will give them a task.

A5.2.2 Afloat: Support persons on the racing area(s) concerned shall contact by VHF the safety-leader, using the channel reserved for the safety of the area concerned and shall make themselves available to the safety-leader.

A5.3 Race director or race committee responsibility:

It is the responsibility of the race director or race committee to enforce this procedure and to inform immediately the support persons on the racing area concerned when the procedure is no longer necessary, by removing flag V and by VHF.

A5.4 When urgent assistance procedure is applying, SI 22.1 doesn’t apply to support persons concerned by

this procedure.
