• A RESILIENT FOUNDATION provides a secure footing on which to build a community that thrives in most circumstances and can weather economic downturns, natural disasters and climate change.

• The KITSAP RESILIENCY PROJECT will, in partnership with the community, government, organizations and service providers, review what is, identify the gaps, develop resources and implement projects utilizing what already exists.

• By developing RESILIENCY, the KITSAP COMMUNITY will experience an increase in the level of services, security, economic growth, sustainability in an environment of health and beauty like no other community in the United States.

In the 7/20/2015 issue of New Yorker Magazine there was an article about cyclical occurrence of a massive 9.0 magnitude offshore earthquake followed by a tsunami that will devastate West Coast of the United States. This event will affect Northern California to southern Canada, even affecting the interior of the Puget Sound. The information in this article, The Really Big One, drove an analysis of the overall resiliency of Kitsap County and of the regions ability to weather the impacts of this and other types of negative impact events. The review process discovered:

• A superior Emergency Management Plan (EMP) given the available resources

• That the American Society of Civil Engineers gives the regions infrastructure a C- grade

• There exists a weak communication network leading to an uninformed and unengaged community

• That due to limited economic diversity and growth that there is a lack of resources to address identified issues

• That much of the existing leadership is unable or unwilling to see a need to address and coordinate an effective resiliency plan to supplement the existing EMP and provide a more efficient and cost effective foundation for the greater community

At the core of the current issues are the U.S. fixation on centralization:• Finance• Corporations• Power• Water/Wastewater

While centralization is simpler in many ways there are many, many ways in which it fails to meet the promise:

Kitsap County has an opportunity to change the rules in a game where everyone is loosing. It will take leadership and a lot of work but the outcome will be both a better place to live and the resiliency we create will protect the Kitsap community from the worst of a Cascadia Rising event and allow real recovery.

The Cognitive Dissonance Challenge

Leon Festinger's theory of cognitive dissonance focuses on how humans strive for internal consistency. An individual who experiences inconsistency tends to become psychologically uncomfortable, and is motivated to try to reduce this dissonance, as well as actively avoid situations and information likely to increase it.

The leadership necessary for this effort requires a broad representation of the community to insure that values are developed and concerns met reflecting the largest possible section of the populace.

The Kitsap Resiliency Leadership is responsible for creating the vision, developing the mission and building the human capital that will, in turn, provide the means to creating the coalition and building resiliency.

Developing the resources for this project will be an ongoing effort that is anything but linier. New, out of the box, thinking will be required, since no single source will be appropriate of sufficient as needs are discovered and issues addressed.Some initial thoughts:
