Agenda

• Background on PSS Consolidation

• Timeframe for Rollout

• Migration Package Details

• Expected Challenges

• Items to keep in Mind

4

Why is this Important?

• GSA is actively working to consolidate eight GSA Schedules into one Schedule that will encompass a wide range of professional services.

• In addition to the eight Schedules, SIN 595-21 on the HR & Equal Opportunity Services Schedule and SIN 132-51 on the IT Schedule will also be affected.

• Contractors with these impacted Schedules need to be prepared for the coming changes.

5

• In order to eliminate administrative burdens and make the Multiple Award Schedules (MAS) program more efficient and effective, the GSA will be migrating eight Schedules into one. The new Schedule will be referred to as the Professional Services Multiple Award Schedule or PSS for short.

• The Consolidated (00CORP) Schedule will be rebranded and provide the platform for the new PSS. Consequently, 00CORP contractors with product SINs will be required to remove those SINS and obtain the corresponding host Schedule.

Background

Presenter
Presentation Notes
Contracting Officers will work with affected contractors to ensure active BPA’s and task orders are not impacted and can be completed.

6

• The migration of multiple Schedules will assist in reducing scope overlap across multiple GSA Schedules

• Make it easier to determine which GSA Schedule is the best fit for your organization

• Allow agencies to utilize single GSA Schedules to acquire a total solution

• Simplify the management of multiple GSA Schedules, such as the contract’s minimum sales requirement, and reducing the need to submit separate offers for professional services with simple modifications

GSA’s Stated Migration Benefits

Presenter
Presentation Notes
In summary, the change will improve contract usability and increase program efficiency by managing fewer contracts – thereby reducing administrative costs to GSA and Industry

7

• 520 – Financial and Business Solutions (FABS)

• 541 - Advertising and Integrated Marketing Services (AIMS)

• 738II – Language Services

• 871 – Professional Engineering Services (PES)

• 874 – Mission Oriented Business Integrated Services (MOBIS)

• 874V – Logistics Worldwide (Logworld)

• 899 – Environmental Services

• 00CORP – Consolidated Services

Schedules Directly Impacted

Presenter
Presentation Notes
Schedules listed above will be migrated into the new PSS Schedule and the solicitations for these individual schedules will be eliminated

8

• 70 – General Purpose Commercial Information Technology Equipment, Software, and Services

(ONLY SIN 132-51, Information Technology Professional Services)

• 738X – Human Resources & Equal Employment Opportunity Services(ONLY SIN 595-21, Human Resource Services)

Host Schedules NOT included in consolidationo Vendors that ONLY maintain either a Schedule 70 or 738X, will not be impacted by

the new PSS contract.

o Vendors that maintain SIN 132-51 or 595-21 and one (or more) of the eight directly affected Schedules will have the option of modifying their new PSS Contract with these particular SINs, once it is in place.

o Vendors with a Consolidated Schedule and the above listed SINs will simply transition to the new PSS Contract.

Schedules Indirectly Impacted

Presenter
Presentation Notes
These two SINs will be included in the new Professional Services Schedule (PSS) Contract as well. Host Schedules NOT included in consolidation. Pay attention to the three bullet points listed at the bottom of this slide.

To Be Completed By Date

Timeframe

• Removal of all non professional services SINs from the Consolidated Schedules program *

• GSA provides “migration” package instructions to firms who hold two or more contracts to be migrated into 00CORP *

• Migration packages must be submitted to GSA for review *

• Migration package evaluation and award of 00CORP contract

• Professional Services Solicitation to be issued (converting 00CORP to PSS) and mass modification to be initiated migrating all impacted single Schedule holders to PSS

GSA has stated this is a tight deadline that might be postponed.

• Complete consolidation of current applicable Schedules

* Note: If you have not been contacted by GSA on these items, please reach out to your CO immediately!

Presenter
Presentation Notes
Once complete consolidation occurs, you will have the ability to modify your contract with services from any of the contracts included. For example if you had a MOBIS contract previously and wanted to add PES services – you will now simply complete a mod rather than submitting a whole new proposal! No longer multiple contracts to manage.

10

• If you have not submitted your migration package for review, this needs to be completed ASAP!

• The December 31, 2014 timeframe for submission is a soft deadline.

• Include a list of all active Blanket Purchase Agreements (BPAs) and active task orders with option periods and end dates.

• This process is meant to transfer over existing terms and conditions only. If you are aware of changes that need to be made to your contract, those changes should be requested via a mod after the consolidated contract is processed.

Migration Package Details

Presenter
Presentation Notes
T&Cs will carry over to migrated contract UNLESS duplication in pricing, labor categories, or escalation exist – negotiation possible. List of active BPA’s and TO’s: Ensures single schedules remain in place for the duration of BPA’s and TO’s.

11

• Should new Proposals submitted under an impacted Schedule prior to the release of the PSS Solicitation be submitted under the 00CORP Solicitation?

• What should vendors with pending proposals not assigned to a CO at the time of the PSS Solicitation be aware of?

Anticipated Challenges Based on Lack of Clarification

Presenter
Presentation Notes
*Reach out to GSA today to get a status update on how your offer evaluation is progressing

12

• No change to the contract number

• No change to SINs

• Performance period will remain unchanged

• Terms and conditions of contracts will remain unchanged

Single GSA Schedule Holders

13

• Change to the contract number due to migration

• Terms and conditions will remain the same unless there is duplication in pricing, labor categories or escalation rates, resulting in new negotiations

• New established period of performance of one base period plus three option periods

Contractors with Multiple Services Schedules

14

• Migration Package - Minimum Sales Termination• GSA originally stated contractors that did not meet the $25,000

annual sales minimum would have their contract cancelled as part of the transition to PSS. This has been waived.

• Migration Package – What about Contract Modifications?

• Include statement in current bids under your existing GSA Schedules addressing contract migration

• 03FAC Energy Management SINs – to be included in PSS as well?

Additional Items to Look Out For

Presenter
Presentation Notes
GSA originally said contractors that did not meet the $25,000 annual sales minimum would have their contract cancelled as part of the transition to PSS. This has been waived. Disregard this in your migration packages. If you have an option period coming up during the migration process, contact your CO immediately for guidance.

15

What challenges might arise from migrating your contract(s) to the new Professional Services Schedule?

o Justify overlapping labor categories

o Renegotiate your Economic Price Adjustment

o Track separate Tasks Orders with varying EPAs and contract numbers

o Re-upload your pricelist to GSA Advantage!

What Challenges Might Arise from the Migration?

16

• What if a firm already has an 00CORP contract but they also have a single schedule contract? Do they Migrate?

No! There is no need to migrate since the firm already holds an 00CORP which will converted to PSS. Instead, a firm should submit a modification to add the SINs from the single schedule contract to the 00CORP contract.

• Can a firm migrate their IT 70 or 738X SINs - 132-51 or 595-21? No! A firm must first migrate the affected program contracts (e.g. MOBIS, PES, Language, Environmental, Logworld, FABS, AIMS) then MODIFY the new contract TO ADD SIN(s)
