Project LocationThe proposed project would involve rebuilding approximately 9.62 miles of Interstate 80 (I-80) in Deuel County. The project would start at mile marker (MM) 84.63, just west of the Chappell Interchange 85 and extend east to MM 94.25, just west of the Nebraska Highway 27 (N-27) Interchange 95. The project would include reconstruction of the ramps at the Chappell Interchange, as well as repairing and widening or replacing bridges and resurfacing the roadway along portions of Nebraska Link 25A (L-25A). The L-25A portion of the proposed project would begin at MM 0.09 and extend 0.21 miles north.

Purpose and NeedThe purpose of the proposed project is to preserve the I-80 and L-25A transportation assets, improve the reliability of the transportation system, and perpetuate the mobility of the traveling public. The need for these proposed projects is based on the condition of the existing roadways, bridges, and ramps, and recent inspections showing that rehabilitation would be required.

Scope of WorkProposed improvements on the I-80 portion of the project would include removing the existing pavement and foundation course on the driving lanes and shoulders and rebuilding with doweled concrete pavement on a foundation course. Culverts would be extended. Guardrail would be removed and replaced. Bridges would be repaired and widened or replaced. The ramps at the Chappell Interchange would be reconstructed and street lights at the interchange would be replaced. The improvements on L-25A would consist of repairing the concrete pavement on the mainline, resurfacing the roadway with asphalt, overlaying the bridge deck with a thin epoxy coat, and sealing the bridge rails and columns. The remaining pavement at the previously closed, westbound Chappell Truck Parking Area, located at MM 87.67, will be removed and the site re-graded and seeded. Additional work would include removing the existing crossovers immediately west and east of the project.

Construction ScheduleConstruction is tentatively scheduled to begin as early as summer of 2018 and could be complete by fall of 2020.

Accommodation of TrafficThe improvements on I-80 would be constructed under traffic. I-80 would remain open at all times with traffic shifted head to head. Ramp closures at the Chappell Interchange are proposed. The eastbound ramps for the Chappell Interchange would be closed during eastbound mainline I-80 construction to accommodate reconstruction of eastbound mainline and ramps (westbound ramps would remain open during this time). The westbound ramps for the Chappell Interchange would be closed during westbound mainline I-80 construction to accommodate reconstruction of westbound mainline and westbound ramps (eastbound ramps would remain open during this time). The bridge over I-80 (S080 08522) at the Chappell Interchange (L-25A over I-80) would remain open but would be reduced to one open lane at times to accommodate construction on the bridge.

Anticipated Project Timeline

Right-of-WayThe proposed project would require the acquisition of additional property rights for temporary construction easements. Access to adjacent properties would be maintained during construction but may be limited at times due to phasing requirements.

Potential ImpactsMinimal wetland impacts are anticipated.

Estimated CostThe cost of the proposed project is approximately $46.1 million and would derive from federal and state funding sources. The proposed expedited interchange replacement approach at the Chappell interchange could reduce construction costs by approximately $1.6 million by eliminating the need for temporary ramps, shorten the construction time frame by approximately 3 months, and reduce traffic phasing complexities.

The project team is seeking public input on a proposed expedited I-80 interchange replacement approach at the Chappell interchange.
