Roads are important channels of movement of people and the development of road network in any settlement is the physical manifestation of the extent and the direction of the mobility of the people to satisfy their requirements in day to day activities for work, recreation and living. Physiographically, Wayanad is situated in the south west edge of Peninsular shield of India, is distinctly marked by the Western ghats where ground elevation above mean sea level range between 700-2100m, whereby it is totally contained within the Highland region with rugged topography. The only mode of transport is road and no alternatives such as rail, air and waterways are available. 7.2 Regional Transportation network Wayanad is well connected to Mysore and Coorg districts of Karnataka, the Nilgiris and Ootty – the famous tourist place in South India in Tamilnadu, Kannur, Kozhikode and Malappuram districts in Kerala by road. Kozhikode - Kollegal road (NH 766) and Mananthavady- Bavali road connect the district to Karnataka. It is connected to Nilgiri district in TamilNadu by Sulthan Batheri-Ayyankolly-Gudallur road and Vythiri-Vaduvanchal- Gudallur road. The three roads which connect the district with Kozhikode and Kannur districts of Kerala are Thamarassery ghat (NH 766), Mananthavadi – Thalassery road through Periya ghat and Mananthavady- Kuttiyadi road through Kuttiyadi ghat. TRAFFIC & TRANSPORTATION

7.1 Introduction

The efficiency of transportation system is an indicator of development. Roads are important channels of movement of people and the development of road network in any settlement is the physical manifestation of the extent and the direction of the mobility of the people to satisfy their requirements in day to day activities for work, recreation and living. Physiographically, Wayanad is situated in the south west edge of Peninsular shield of India, is distinctly marked by the Western ghats where ground elevation above mean sea level range between 700-2100m, whereby it is totally contained within the Highland region with rugged topography. The only mode of transport is road and no alternatives such as rail, air and waterways are available. 7.2 Regional Transportation network

Wayanad is well connected to Mysore and Coorg districts of Karnataka, the Nilgiris and

Ootty – the famous tourist place in South India in Tamilnadu, Kannur, Kozhikode and Malappuram districts in Kerala by road. Kozhikode - Kollegal road (NH 766) and Mananthavady- Bavali road connect the district to Karnataka. It is connected to Nilgiri district in TamilNadu by Sulthan Batheri-Ayyankolly-Gudallur road and Vythiri-Vaduvanchal- Gudallur road. The transportation towards south is difficult due to the steep hills and the land sliding and road accidents make the journey through ghats life threatening. Hence alternate road proposals avoiding ghat section are considered by the Government. The following proposals are under consideration out of which Kalpetta – Varambetta road takes off from Kalpetta.

1. Kalpetta – Varambetta- Poozhithode Road 2. Meppadi-Chooralmala-Nilambur Road. 3. Thondernadu-Kunhome-Vilangad Road. 4. Chippilithode-Maruthilavu-Thalippuzha Road. 5. Meppadi-Kalladi-Anakkampoyil Road.

The Karnataka Government banned the night journey to Mysore through the Bandhipur

National park (NH766) and the alternate to this route considered is Manathavadi – Tholpetty – Kutta – Hunsur – Mysore. Also the proposed “Hill highway “passes through the district and the following road stretches form the part of the Hill highway in the district.

1. Mananthavadi – Panamaram – Kalpetta – Meppadi – Arunappuzha road. 2. Boys Town – Mananthavadi – Tharuvana – Padinharathara – Poozhithodu road.

7.3 District Transportation network The district has fairly good road network comprises of National Highway, State Highways,

Major District roads and Other roads. All the roads are experienced with poor road geometry and surface condition. The NH 766 connects the district with Kozhikode and Mysore and other growth centres within the district are well connected with major district roads. The State Highways passing through the District are

1. Chudale – Meppadi – Ootty road 2. Kalpetta – Varambetta road. The existing road network Wayanad district is shown in Fig.7.2

7.4 Local Transportation Network

The road network within the municipality is of a radial type with limited inter-linkages. The NH 766 passes through the heart of the town divides it into two halves. The town is well connected to other parts of the district by MDR and other roads. The Kalpetta – Varambetta road (SH 54) takes off from Kalpetta town connects the town with the western part of the district and Kozhikode though Padijharathara – Poozhithodu road (Proposed alternate road to Kozhikode without Hairpin bends). The construction of NH Bypass from Meppadi Road junction ( traffic junction) to Kainatty is not completed. Apart from these major district roads leading to places outside the town are-

1) Kalpetta - Mananthavady Road 2) Kalpetta - Meppadi Road

The analysis of transportation network in the Planning area is carried out on the basis of the following.

1. Existing Road Network. 2. Traffic analysis 3. Capacity utilization 4. Parking demand 5. Pedestrian traffic 6. Intercity /Intra city travel characteristics 7. Existing facilities. 8. Issues.

The Traffic and Transportation studies have been entrusted to M/s National Transportation Planning and Research Centre (NATPAC), Thiruvananthapuram and the findings were derived on the basis of their studies.

7.5.1 Existing Road network

Kalpetta town is a major transit centre connected by road. The study area is served by public transport system consisting of both State owned Kerala State Road Transport Corporation (KSRTC) and private buses. The private buses are operated from both old and new Municipal bus stands. The road network within the study area is of radial type with limited inter-linkages. The town roads are maintained by both PWD and the Municipality. Major roads leading to places outside as well as within the town are:

Mananthavady road, Meppady road, Munderi road, Emili road, Maniyankode - Puliyarmala road, Vellaramkunnu road, Warehouse - Munderi road Maniyancode - Kottathara road.

The existing road network is shown in fig 7.3 and the length of roads available in the Municipality and their classification are given in table 7.1. The road density in the municipality comes to 5.39Km/1000ppn. Table7.1: Length of Road within the Municipality

7.5.2 Traffic Analysis To understand the present scenario in the traffic and transportation sector and to formulate an efficient transportation network, the following parameters have to be analysed.

7.5.2.1 Accident prone areas

Accidents are caused due to many reasons such as indiscipline of the road users, poor road geometric, visibility obstruction, weather changes and encroachments. Year wise number of accidents occurred during 2008 and 2009 are presented in Table 7.2. The analysis of the data revealed that year wise number of accidents reduced from 73 in the year 2008 to 66 during 2009.

Analysis of the distribution of accidents according to vehicle type showed that 50 to 55 percent of accidents involved pedestrian / passenger. During the year 2009, the involvement of pedestrians was found to be 55 percent of the total accidents. Places like Kainatty junction area, Vellaramkunnu, Madiyoorkuni, SKMJ School area; Emili road junction, Gudalai junction area, Civil Station area, KSRTC Garage area, new bus stand to Vijaya pump area, Pinangode junction to old bus stand etc. were the major accident prone locations within the town. Fig.7.4 shows the spatial location of accident prone areas in the town.

Fig.7.4. Spatial distribution of Accident prone area The major bottlenecks in the road network are the road stretches from SKMJHS to Gudalai junction, Anappalam junction to Chungam junction, Chungam junction to St.Josephs School at Pinangode road which are spatially located in Fig.7.5.

7.5.2.2 Vehicle population The trend in vehicular growth has been phenomenal all over the country and the Wayanad is no exception to this. The growth of motor vehicle in Wayanad district during the period from the year 2000 to 2009 is given in Table 7.3 It could be seen that the vehicle population in Wayanad district has grown by nearly two times during the last nine years. The number of motor vehicles having valid registration in Wayanad district in 2009 is given in Table 7.4. An analysis of the existing vehicle population shows that the major share of nearly 47 percent of the total vehicle population in the district continued to be two – wheelers (26,630) followed by 12.7 percent of the total vehicles in Wayanad district.

The NH766 has nearly 8.1 km of length of road within the study area. The carriage way

width of this road varied from 6.7 m to 7.2 meters. The road section between Pinangode road junction and Police Station Junction was found to be congested due to heavy parking of all type of vehicles. Absence of foot path and shoulders were also noted during the inventory survey of this road. The inventory of major roads is presented in the Table 7.6. (See Annexe I) The analysis reveals that almost all the roads are experienced with insufficient carriage width, absence of foot path, shoulders and median, sharp curves which reduces sight distances and poor road geometry and thus creates road accidents.

7.5.2.4 Speed and delay characteristics. Speed and delay survey was carried out on all the major roads in the town to evaluate the existing speed. Moving car method was used to determine the journey speed and delays. Based on the Test Runs made during the peak and off peak period during the day, the average travel speed of traffic with and without delay were worked out. Table 7.7 gives the average running speed on different sections of the roads in the town.

Average speed 2.700 354 21 333 27 29 An analysis of delays and causes of delay reveals that traffic congestion, haphazard parking of vehicles, narrow and bad road conditions were the major causes of delay for traffic flow on all most all roads in Kalpetta town. It could be seen that the major delay of 105 seconds was observed on NH - 766 between Munderi road junction and Rest house road junction due to the bus stop near Municipal Office. Absence of bus bays at this area and unorganized parking of two wheelers and four wheelers were the main reason of delay at this section. This is followed by 40 seconds of delay between the section Meppady road junction and Pinangode road junction. Left / right turning of buses from / to Vythiri / Meenangady direction to / from the new bus stand, unorganized parking of LCV (Light Commercial Vehicles) and passenger autos at auto stand were the major causes of delay at this road section. Bad road condition and frequent curves were the reasons for delay on Meppady road. Pedestrian interference in front of Fathima hospital area and Pot holes and bad road surface were the causes of delay on Pinangode road. Pot holes and bad road condition near Ambilleri area was the major causes of delay on Munderi road. All other roads, the causes of delay were due to bad condition of road surface.

7.5.2.5 Traffic volume at major intersections The following are the major Junctions identified on National Highway, Munderi road and Pinangod road in the town limit.

The analysis shows that the peak hour traffic volume is maximum at Pinangode road junction and Munderi road junction where the turning movement of NH is found maximum.

7.5.3 Link volume and Capacity utilization

Data pertaining to traffic volume and its composition was collected and analysed for all major roads. Link volume survey reveals that On National Highway - 766, the delay traffic volume varied from 6,200 PCU, observed at Vellaramkunnu – Madiyoorkuni section, to about 18,290 PCU at Meppady road junction to Pianangode road junction. The homogenous sections, Pianangode road junction to Munderi road junction (18960 PCU), Munderi junction to Rest house road junction (17680 PCU) and Kainatty junction to town limit towards Meenangadi direction witnessed 10263 PCU’s per day. The average daily traffic volume in PCU for Meppady road varied from 2793 to 2850 PCU’s and that of Pinangode road varied from 3113 PCU to 7090 PCU. The first homogenous section of Munderi road (NH- 212 Jn. – Emily road Jn.) witnessed an average delay traffic volume of nearly 5100 PCUs and the remaining 3 sections carried 2960 PCU, 2530

PCU and 1350 PCU respectively. All other road selected for study carried about 600 PCU to 4150 PCUs per day.

7.5.3.1 Capacity utilization

Capacity utilization of road stretches was measured by volume-to-capacity ratio (V/C

ratio). It is the ratio of volume of traffic plying on the road section to the capacity of the road stretch.

For working out the capacity of different road sections, the information compiled during the road inventory survey was compared with the specification of IRC- 106 -1990 (guidelines for capacity on urban roads). While working out the capacities, due consideration was given to carriage way width, junctions, parking, lateral clearance, shoulders, surface conditions etc. The traffic volume observed at different road stretches were compared with the capacity of road sections, to calculate the volume – capacity ratio (V/C ratio) of this road sections within the study area. The volume capacity ratio of major roads in Kalpetta town is presented in Table 7.9. On NH – 766 the homogenous sections between Meppady road junction to Civil station road junction (three sections) was found to be over - utilized. All other sections of NH - 766 and other major roads, the V/C ratio were less than one.

7.5.4 Parking demand

Table 7.10 gives the summary of peak parking accumulation observed on major parking corridors in Kalpetta town. Out of the nine major corridors studied, it was found that the section between Pinangode road junction to Mariyamman temple Junction had the highest parking accumulation of 106 vehicles consisting of 43 cars / jeeps, 18 two wheelers, 11 autos, 20 taxi jeeps, 11 taxi cars, two mini trucks and one truck at 11.00 am.The Core area from Mariyamman temple to Police Station Junction near Meppady road Junction witnessed highest parking accumulation during the same time (11.00 am) with 22 cars / jeeps, 15 two wheelers, 18 passenger autos, 8 goods autos, 9 mini trucks and 2 trucks. Other important areas / corridors on NH – 766, witnessing high parking demand for 70 vehicles in and around Civil Station area, 65 Vehicles along Municipal office area, 70 Vehicles between Sreelakhsmi lodge to Munderi road Junction and 56 vehicles along Munderi Junction to Pinangod road junction.

The lorry parking demand along bye pass road near Meppady junction shows that a maximum of 26 goods carrying vehicles were parked during the survey time( 4.00 pm), consisting of 2 goods auto, 6 mini trucks, 14 trucks and 4 MAT. Majority of vehicles parked along these corridors were found to be for short duration of less than 30 minutes. 37 to 68 percent of the vehicles along NH – 766 parked for less than 30 minutes on a normal working day, while 17 percent to 31 percent were found to be parked for a period 31 to 60 minutes. Taxi cars and jeeps were found to be parked more than 3 hours at their stands.

Analysis of pedestrian cross movement at major activity / traffic generation area revealed that high volume of pedestrian cross movements occurred at Pinangode road Junction on NH 766, followed by Munderi road Junction on NH 766. Pedestrian crossing in front of Municipal Office area, Fish market area, new and Old bus stand area were also found to be very high during peak hour.

7.5.6 Inter city Travel Characteristics

Base year inter- city characteristics of passenger and goods movements were obtained by conducting origin – destination survey of motor vehicles pass through major outer cordon locations in Kalpetta town as listed below.

The study also helped to identify the trip production and attraction of different zones in the town. For the analysis of the survey the study area has been divided into six zones in the town as below.

Zone 1: Town area formed of Pinangode road, ware house - Munderi - Maniyankode - TB road and NH - 212. ie. The western side of NH in the CBD comprising wards, V, VI, VII, VIII, XI and XIII.

Zone 2: Core area formed of eastern side of NH - 212 and western side of bye pass comprising of ward XIII.

Zone 3: southern side of Pinangod road and western side of NH - 212 formed of wards XVIII, XIX and XII

7.5.6.1 Link volume study

Volume count survey of all vehicles entering / exiting the study region was conducted at five outer cordon points of Kalpetta town. Classified volume of vehicles was recorded according to their direction of travel. Distribution of vehicles passing through the outer cordon points in Kalpetta town are given in Table 7.12.

The maximum daily traffic volume of 10264 PCU was observed at Kainatty survey point on NH – 766 Sulthan Bathery directions, which included 5308 PCU of inbound vehicles and 4956 PCU of out bound vehicles. Car / jeep and van constituted the maximum followed by two wheelers. As many as 6162 PCU of various types of vehicles were observed at Vallaramkunnu survey point on NH – 766 Kozhikode directions. The inbound and out bound volume in PCU was formed to be almost same (3127 and 3042 PCU’s). About 4,200 PCU of vehicles were observed on Mananthavadi road survey point at Jain temple area, of which the inbound and out bound vehicles were found to be 2138 PCU and 2012 PCU respectively. The Total Passenger Car Unit (PCU) of other two roads, namely Pinangode road and Meppady roads were 3113 and 2793 respectively.
