88 CHAPTER III PROFILE OF THE STUDY AREA TIRUNELVELI DISTRICT This chapter deals with the profile of the study area such as its location, administration set up, demographic features, main occupation, climate and rainfall, its industries and infrastructure facilities such as educational and financial institutions in the area. It is very essential and important to know about the background and its plight of the study area on various aspects to better understand the problem, framing of interview schedules and better cognizance of the findings of the research and its ‘cause and effect’ relationship. Further, it elucidates the plight of the inhabitants in Tirunelveli District in terms of Average monthly income, livelihood and extent of credit delivery. The Tirunelveli district has derived its name from the Tamil words TIRUNELVELI relating to green paddy fields and the Lord Nellaiappar Temple. Tirunelveli means a glorious paddy hedge. The green paddy fields fed by the perennial Tamiraparani River and the tall palm groves add a verdant dimension to the landscape of Tirunelveli district. PROFILE OF THE STUDY AREA

TIRUNELVELI DISTRICT

This chapter deals with the profile of the study area such as its location,

administration set up, demographic features, main occupation, climate and rainfall,

its industries and infrastructure facilities such as educational and financial

institutions in the area. It is very essential and important to know about the

background and its plight of the study area on various aspects to better understand

the problem, framing of interview schedules and better cognizance of the findings of

the research and its ‘cause and effect’ relationship. Further, it elucidates the plight of

the inhabitants in Tirunelveli District in terms of Average monthly income,

livelihood and extent of credit delivery.

The Tirunelveli district has derived its name from the Tamil words

TIRUNELVELI relating to green paddy fields and the Lord Nellaiappar Temple.

Tirunelveli means a glorious paddy hedge. The green paddy fields fed by the

perennial Tamiraparani River and the tall palm groves add a verdant dimension to

the landscape of Tirunelveli district. Tirunelveli is around 2000 years old with an

eventful past and rich tradition. Down south of Madurai, lie the twin towns

Tirunelveli and Palayamkottai, known as the Oxford of the South considering their

academic advancement and achievements.

Geography

The district was established in the year 1790 and it was bifurcated into

Thoothukudi and Tirunelveli districts in 1986. The district is blessed with the

perennial river Tamiraparani. It is also known for its places of tourist importance:

the famous Courtallam falls, Nellaiappar Temple, Sankarankovil, Papanasam and

Tenkasi temples, Manimuthar and Papanasam dams, the famous tiger and wild life

sanctuary of Mundanthurai forest. The district is also popular for the traditional

handicrafts like Pathamadai Mats. The Tirunelveli ‘Halwa’ (a sweet made of wheat,

sugar and ghee) is internationally famous.

The Tirunelveli district which covers an area of 6823 sq.kms in the

southeastern portion of Tamil Nadu is triangular in shape. It is located in the world

map, between 080, 05’ and 090 30’ latitude and 770 05’ and 770 25’ of the eastern

longitude. This district is located in the southern part of Tamil Nadu and surrounded

by Virudhunagar district on the north, Thoothukudi district on the east,

Kanyakumari district on the south and the Western Ghats on the west. Tirunelveli

has its own individuality from paddy to culture.

3.1 ADMINISTRATIVE SET UP

This district is having three revenue divisions comprising 11 taluks, 19

development blocks, 628 revenue villages, a municipal corporation and 425 village

panchayats.

The table above shows that the total population of Tirunelveli district was

27, 23,988. The density of population per square km. was 400 and the literacy rate

was 76.09 per cent.

3.3 MAIN OCCUPATION

Agriculture is the most important sector of the economy of the district. The

major food crops are paddy, cholam ragi, cumbu and some minor millets. The

commercial crops are cotton, chillies, sugarcane, banana and groundnut.

Climate and Rainfall

This district has an equable climate and receives rainfall adequately. The

maximum is contributed by the north east monsoon (20 per cent) and during summer

showers (20 per cent).

Rivers in Tirunelveli

Tamiraparani is the major perennial river of the district. The other streams

which are seasonal in nature include Servallar, Manimuthar, Ramanathi, Pachayar,

Chittar and Uppodai rivers.

Forest and Fauna

The total area of the forest of the district is 1, 22,055 ha. of which 81700

ha. Come under Mandanthurai and Kalakadu areas. The entire forest of the district

stretches along the Western Ghats. Various types of forests from luxuriant tropical

wet evergreen forests to southern thorn surub forest occur in the district. Owing to

its diverse geographical Factors, the forests in the district are technically classified

as Southern hill top tropical evergreen forests, and West Coast tropical evergreen

forests.

3.4 INDUSTRY IN TIRUNELVELI

Tirunelveli district is industrially developing. The Government has

declared some talks as most backward. They are Radhapuram, Tenkasi, and

Sankarankoil. There are 25 medium and major industries such as cement, cotton,

yearn, calcium carbide, sugar, cotton yarn, calcium carbide, sugar, cotton seed oil,

printing paper and flour mills. In addition to these, there are about 14,389 small

scale industries registered in this district. The types of industries in this district are

mainly agro-based, chemical based, mineral based, taxtile based and metal

engineering. There are about 3,985 household units engaged in activities like

handloom, khadi, mat weaving, basket making, palm leaf products, palmirah

tapping, playgoer pottery, brick making, tiles making, carpentry, leather tanning,

metal and allied works, and handicrafts.

Tourist Spots

The famous courtallam water falls and Papansam Agsthiar falls attract

tourists and pilgrims. There is a wild life sanctuary at Mundanthurai and another in

Kalakad. Spotted deer, lion tailed monkeys, elephants and tigers are denizens of the

forest in this part of the country.

Religious Significance

The Nellaiappar temple at Tirunelveli, Gomathi Ambal temple at

Sankarankoil, and Kasi Viswanathar temple at Tenkasi are the landmarks of this

district signifying the Hindu ethos. Palayamkottai in Tirunelveli city has Christian

missions’ institutions dating back to early 19th century. The Aatangarai Pallivasal

and Pottaepudur darghas are considered to be important sacred places for Muslims.

3.5 INFRASTRUCTURAL FACILITIES

Tirunelveli district has sound banking and other infrastructural facilities.

3.5.1 Transport

The district has a well-built transportation network. There are surfaced

roads covering 4,55,15 kms and unsurfaced roads covering 86,116 kms. About 247

kms are covered by railways. The length of road per 1000 sq.km area is 782.58 kms

and length of surfaced road per 1000 sq.kms of area is 653.23 kms.

3.5.2 Financial Institutions

The district has a sound banking structure catering to the needs of the

farming population in the district. The district is well served by 143 branches of

nationalized banks, 44 co-operative banks branches, 51 Pandian Grama Bank

branches, 33 private sector bank branches and more than 500 chit companies.

Tirunelveli and Palayamkottai, the twin cities, are popularly known as the

3.6 ECONOMIC STATUS

Yardstick to Identify BPL Families

The poor households are the main stakeholders of a microfinance program.

In order to measure the impact of microfinance programs on the bottom of the

income pyramid, one first needs to know the yardstick used for measuring poverty.

The MFIs in India use $1 per day earnings as the yardstick in identifying the BPL

segment. However peoples’ perception and definition of a poor household is

different from that of the official definition. The difference in the definition of

poverty leads to dilution in the very objective for which MFIs are set up.

Time Span to Cross BPL Status

After defining the yardstick to identify the BPL families, one needs to trace

out the average years taken by a BPL family funded by a microfinance program to

come out of the poverty tag. One should also attempt to find out whether the average time

span taken to cross the BPL. It will enable the government and other microfinance

participants to adopt area-specific operations which may reduce these differences.

The table clearly depicts the block wise Average Monthly Income of the

rural families of Tirunelveli District. Majority of the rural families are having the

Monthly Income of Rs 500 – Rs. 1500 only.

It shows the plight of the Rural Families’ in terms of Average Monthly

Income from the above Table.
