Chapter-VII Regional Disparities and Backwardness It has been one of the major objectives of the planning process from its initial stages to mitigate regional disparities. Though sustained efforts have been made by the State Government to eradicate regional disparities especially through the introduction of decentralized planning system and implementation of large number of development programmes in planned manner through various Five Years Plans with main objective of enhancing the quality of life of people by providing the basic necessities of life as well as improvement in their social and economic well being .But it is being felt that such disparities still persists between various regions and between various sections of the society as well in the overall development scenario of the State. 2. Regional Disparities and Backwardness

It has been one of the major objectives of the planning process from its initial stages to mitigate regional disparities. Though sustained efforts have been made by the State Government to eradicate regional disparities especially through the introduction of decentralized planning system and implementation of large number of development programmes in planned manner through various Five Years Plans with main objective of enhancing the quality of life of people by providing the basic necessities of life as well as improvement in their social and economic well being .But it is being felt that such disparities still persists between various regions and between various sections of the society as well in the overall development scenario of the State.

2. Uttar Pradesh is a large State, the largest among all States of India in population, it’s share in the total population of the country is 16.5 percent whereas in terms of area, its share is only 7.3 percent of the total area of the country. In terms of the major development indicators it is very clear that the State is still relatively less developed State of the country with huge regional disparities.

3. In the Eleventh Plan period Government have adopted “Inclusive growth” agenda and gave special emphasis to the schemes/ programmes meant for reducing regional disparities and backwardness especially through the mechanism of decentralized planning. The same policy has also been included in the Twelfth Plan. In order to reduce regional disparities the State Government has made huge investments in backward regions of the State but the achievements are still not satisfactory.

4. There are large variations in geophysical conditions of the State, including land, soil, rainfall and climate, owing to it's geography and extensive area. Based on these and some allied factors the State is divided into four economic regions viz. Western, Eastern, Central and Bundelkhand in the State with more or less similar conditions. Out of these four regions, Eastern and Bundelkhand are chronically backward in almost every critical area. There are several reasons for this backwardness, but the most significant among them are deficiency in some natural resources or exposure to natural calamities, both of these are largely beyond human control and have been great barriers to their growth and development. The comparative status of development of various regions of the State in different development indicators has given in the Annexure-I.

5. Population levels are closely related to poverty, growth and human development. State's population is persistently increasing. As per census 2011, the population of the State is 1998.12 lakhs. Its share in the total population of the country is 16.5 percent where as in terms of area, its share is only 7.3 percent. Regional analysis indicates that the Western and Eastern regions of the State are most populous. 39.98 percent of the total population of State resides in Eastern region followed by Western (37.17 percent), Central (18.00 percent) and Bundelkhand region (4.85 percent). In terms of geographical area, the

corresponding share of Eastern region is 35.63 percent followed by Western region (33.13 percent), Central region (19.03 percent) and Bundelkhand region (12.21 percent) .

6. As per Census data 2011, the population of Uttar Pradesh has increased by more than 3.36 crores during the decade 2001-2011, but the decadal growth rate in population has declined from 25.85 percent in 1991-2001 to 20.23 percent in 2001-2011. During the decade 2001-2011, the Western region of the State has highest population growth (21.37 percent) followed by Eastern region (19.93 percent) and Central region (19.28 percent) against the State average of 20.23 percent. The Bundelkhand region registered somewhat lowest population growth (17.60 percent) during this period. It is evident from the following table that as compared to 1991-2001 period growth rate of population in all the regions in the State have declined during the decade 2001-2011.

7. The increasing size of population not only affects the growth in every sector of an economy but also it effects every development programme. The increase in population in any region is not always in proportion to the increase in infrastructure. As per Census data 2011, the density of population is as high as 931 persons per sq. km. in Eastern region followed by 930 in Western and 785 in Central region. It is lowest in Bundelkhand region (329) while for the State it is 829.

8. Urbanization is a population shift from rural to urban area so that this is an important indicator which plays a crucial role in the process of economic development. There is considerable unevenness in degree of urbanization across the regions and districts in the State. The Census data, 2011 reveals that the Western region is most urbanized region of the State with an urbanization of 31.38 percent followed by Central (25.73 percent) and Bundelkhand region (22.67 percent). Urbanization is extremely low (12.19 percent) in the Eastern region against State's figure 22.27 percent.

9. Majority of people in the State depends on agriculture. The size of land holding is an important factor which affects the growth of agriculture. As per data of the year 2011-12 the percentage of holdings of less than 1.0 hectare in the State is highest in Eastern region (86.11 percent) and lowest in Bundelkhand (57.01 percent). This shows that majority of the farmers in Eastern region come under the category of marginal farmers.

10. Census data, 2011 indicates that 56.74 percent of main workers are engaged in agriculture sector in the State. Regional analysis reveals that the percentage of main agricultural worker to total main workers is highest in Bundelkhand region (69.44 percent) followed by Central region (59.51 percent) and Eastern (59.42 percent). The Western region is more diversified with 51.28 percent of workers being engaged in agriculture sector.

11. Land is the most important factor which affects productivity of crops and economy as well. Quality of land is not even in all the regions in the State. Although Bundelkhand region has larger average size of holdings in comparison to other regions, but the total food grains productivity in this region is lowest (12.28 qtls. / ha.) among all the regions during 2013-14.The rocky terrain of the region reduces the moisture retaining capacity of the land and make it unsuitable for intensive cultivation. On the other hand due to application of new agricultural technology and proper irrigation facilities, the Western region having productivity of 29.90 qtls./ha. during the same period, is the most developed region in the State in this aspect. The Central region is not far behind having productivity 26.74 qtls/ha. while Eastern region registered productivity of 24.09 qtls/ha. On the contrary, per capita food-grains productivity in Bundelkhand region is very high (283.33 kg.) among all the regions while Per Capita Food grains Productivity is lowest in Eastern region (218.01 kg.) during 2013-14.State's figure in this regard is 240.71 kg.

12. Fertilizers ensure the most effective use of both land and water and also the uses of fertilizers effects the productivity of crops. So that it is very important input for crop production. Data for the year 2013-14 reveals that the total fertilizer distribution per hectare gross cropped area was highest in Western region (155.14 kg) followed by Central region (148.98 kg). It was lowest in Bundelkhand region (136.76 kg.).

13. Besides availability of fertile land, Irrigation is also a deciding factor for the growth of agriculture production. The growth of agriculture production can not be achieved without sustained irrigation facilities. The irrigation facilities in Bundelkhand region are always inadequate because of very difficult terrain and rocky strata. Data of the year 2013-14 indicates that the percentage of net irrigated area to net area sown is lowest in Bundelkhand region (63.17) and highest in Western region (96.71) followed by Central (86.11) and Eastern region (78.99) against the State average figure of (84.78).

14. Data of the year 2012-13, indicates that the gross value of agricultural produce per hectare of gross area sown at current prices (base year 2004-05) was highest in Western region (Rs.96589.55) followed by Central region (Rs.63182.27) and Eastern region (Rs.53105.42). It was lowest in Bundelkhand region (Rs.48921.56). In this regard the State's figure is Rs Rs 70984.51.

15. The role of Credit-Deposit ratio is very crucial in overall development of the State. The higher Credit-Deposit ratio provides improved credit facilities for agriculture development and financial support to small and medium entrepreneurs. As per data of the year 2014-15, the Bundelkhand region having Credit–Deposit ratio (55.28 percent) is at highest position followed by Western region (53.49) and Central region (47.99). The Eastern region having Credit–Deposit ratio (28.21 percent) is at lowest position against State's figure (44.94 percent)

16. Industry is the life blood of an economy. Industrial development in the State is not uniform. As per data of the year 2011-12, the number of registered working factories per lakh of population was highest (12.74) in Western region followed by Central region (7.17) and Eastern region (1.75). It was lowest (1.43) in Bundelkhand region. The same pattern exists in employment generation too. In this case, the number of employees engaged in registered working factories per lakh of population during 2011-12 was highest in Western region (811.99) and lowest in Eastern region (96.09). For Central and Bundelkhand region this figure is 365.03 and 98.28 persons respectively. This indicates that Bundelkhand and Eastern regions are relatively most backward in respect of industrial development.

17. Transport is yet another important sector in economic infrastructure. This sector includes roads, road transport, railways and aviation. Roads are the lifeline for economic and social development of an area and also a very critical requirement for economic growth of a region. Therefore, development of a good road infrastructure is crucial in removing regional disparities. During the year 2013-14, the length of pucca road under P.W.D. per lakh of population was highest in Bundelkhand region (137.35 Km.) as compared to other three regions. On the other hand, if the length of pucca road under P.W.D. per thousands sq.km. of area is considered, the Eastern region occupies the top position with a figure of 1163.46 Km. while Bundelkhand region (475.08) is placed at the bottom.

19. Power is also the most crucial and effective sector in economic infrastructure. The contribution of power sector to economic and social development of a State can be assessed easily by per capita power consumption of electricity in the State. Data of the year 2014-15 reveals that per capita power consumption is highest (363.07 kwh) in Western region and lowest (156.43 kwh) in the Eastern region. On the other hand the percentage of electrified villages to total inhabited villages is highest in Bundelkhand region (96.42) followed by Central region (95.76). It is lowest in Eastern region (84.02).

18. In any economy education and health plays an important role in over all human development of the State. After the launch of important schemes like Sarv Siksha Abhiyan, significant achievements have been made in education sector but still regional disparities are prevailing among the regions. The Census data, 2011 indicates that Bundelkhand region has highest literacy rate (69.26 percent) followed by Central region (68.31 percent). The literacy rate of Western region and Eastern region is almost similar. In terms of female literacy, the Central region has highest female literacy rate (59.33 percent) against the State average (57.18 percent). It is lowest in Eastern region (56.23 percent). It is remarkable to note that the gender gap in literacy rate in the State is continuously decreasing. It has decreased from 26.60 percent in 2001 to 20.10 percent in 2011.The region wise gender gap in literacy rates are given in the following table. It is evident from the Gender gap figure that Central region is most favorable towards women empowerment.

19. Besides above, the State has also made progress in certain other parameters of education sector. The drop-out rate for junior basic schools (class I to V) in the year 2009-10 was 29.31 which improved up to 11.54 in 2013-14. The region wise analysis indicates that drop out rate in the year 2013-14 was highest in Western region (15.96) followed by Eastern region (11.25) and Bundelkhand region (7.30). This rate is lowest in Central region (4.09).It is evident from the above analysis that Central region has very low dropout rate as compared to all the regions during the year 2013-14.

20. Significant inter-regional disparities are also existing in the numbers of Junior basic, senior basic and higher secondary schools. Data of the year 2014-15 reveals that the number of junior basic schools per lakh of population is highest (97.87) in Bundelkhand region followed by 80.49 in Western region, 80.14 in Central region and 75.41 in Eastern region. Similarly, the number of senior basic schools per lakh of population is highest (48.85) in Bundelkhand region followed by 37.09 in Western and 35.11 in Eastern region. Central region is at lowest position (32.64) in this respect.

21. Under social services, health facilities are very important for social development of the State. In health infrastructure, the number of Allopathic hospitals/dispensaries (including PHCs) per lakh of population is highest (3.32) in Bundelkhand region followed by Eastern region (2.55), Western region (2.20) and Central region (2.19) during the year 2014-15. Similarly when the number of beds in Allopathic hospitals/dispensaries (including PHCs) per lakh of population is considered, the Bundelkhand region is at highest position (52.21) with a State figure of 39.95.The Western region (35.87) is at lowest position in this respect.

22. Infant Mortality Rate and Maternal Mortality Ratio are very important health indicators. As per Sample Registration Bulletin (September, 2014) the Infant Mortality Rate of the State for the year 2013 is at the level of 50 against all India average of 40.The inter -district data of Annual Health Survey, 2012-13

reveals that in Uttar Pradesh, this rate is highest in Shrawasti (96), followed by Faizabad (88), Balrampur (87), Siddharthnagar (87) and Budaun (84). Infant Mortality Rate is lowest in Kanpur Nagar (37) followed by Jhansi (41) and Lucknow (44).

23. Similarly, as per Annual Health Survey 2012-13, the Maternal Mortality Ratio (MMR) of the State is 258. This ratio is highest (366) in Devipatan division comprising of the districts of Bahraich, Gonda, Balrampur and Shrawasti. The MMR is lowest in Meerut division (151) comprising of district Meerut, Baghpat, Ghaziabad, Gautam Buddha Nagar and Bulandshahr .

24. Net Domestic Product is a most commonly used economic indicator which assess the economic well being of the population. The region and district wise total and per capita Net Domestic Product in the State at current and constant prices is given in Annexure-II. The region wise picture as emerged from Annexure-II is shown in the following table.

25. The above table indicates that Western region has highest per capita Net Domestic Product both at current prices and at constant prices (2004-05) as compared to other three regions in the State. The Bundelkhand region has higher per capita Net Domestic Product than Eastern and Central region. It may be due to the lower population size in the Bundelkhand region.

Inter-district disparities in Uttar Pradesh

26. The level of development of districts in the State is identified on the basis of 36 development indicators. These indicators include 10 indicators of agriculture and allied activities, 6 indicators of industrial infrastructure, 10 indicators of economic infrastructure and 10 indicators of social infrastructure. On the basis of these 36 development indicators, Composite Index of Development have been calculated to identify the position of districts in terms of development. These districts have been arranged in the following five ranges.

27. The above analysis shows that 14 districts viz. Basti , Ghazipur , Balarampur , Jaunpur, Gonda, Pratapgarh, Deoria, Mirzapur , Sant Kabir Nagar, Maharajganj, Azamgarh, Shrawasti, Bahraich, and

Kushi Nagar have very low Composite Index of Development as compared to other districts in the State. Therefore in order to minimize the inter districts disparities, special efforts are needed for effective implementation of various area development schemes in the State.

Inter-Block wise disparities in districts of Uttar Pradesh

28. The disparities among the development blocks of each district are also identified on the basis of block wise development Indicators. On the basis of these indicators Composite index of development is calculated which indicates that out of 821 development blocks of the State, 518 blocks are backward with respect to their districts. The list of backward blocks identified in each district is given in the Annexure-III.

29. A brief analysis of various schemes launched by State Government and Government of India to overcome the regional disparities are given below.

Poorvanchal Vikas Nidhi and Bundelkhand Vikas Nidhi

30. In order to ensure the twin objectives of balanced development and reducing inter-regional disparities and backwardness, the State Government had created Poorvanchal Vikas Nidhi for Eastern region and Bundelkhand Vikas Nidhi for Bundelkhand region of Uttar Pradesh in the year 1990-91. The schemes funded by Nidhis are as an additional to the development efforts of the State Government.

31. The objectives of the Nidhis are mentioned below:

To fund those schemes/projects which are mainly based on local felt needs of the area so as to provide infrastructural facilities to the local people in the areas of construction of roads, minor bridges, drinking water facility, construction of Govt. educational buildings, installation of power sub - stations, which, due to any reason, could not be funded either from State or District Plans.

Under the Nidhis, those projects can only be sanctioned which can be implemented and completed immediately, at the most within two years.

Those projects are given top priority in which two or more districts are likely to be benefitted.

Fifty percent each of the allocated amount under both the Nidhis is earmarked for sanctioning of the projects at district level by Divisional Commissioner which is called Jilansh.

Remaining fifty percent of the amount is earmarked for sanctioning of the projects at State level, called Rajyansh.

32. The proposed outlay for 2016-17 for Bundelkhand nidhi is Rs.71.50 cores and Rs 253.50 crores for Poorvanchal vikas nidhi.

Bundelkhand Package

33. The Bundelkhand Special Package for drought mitigation is being implemented from 2009-10 in seven districts of Bundelkhand region of U.P. These districts are Jhansi, Jalaun, Hamirpur, Lalitpur, Mahoba, Banda and Chitrakoot.

34. The package is being implemented with a multi-sectoral approach giving primary focus for water resource sector and livelihood improvement. Highest priority has been accorded to water management especially for completion of ongoing and incomplete irrigation projects for speedy accrual of benefits to farmers.

Border Area Development Programme

35. The Border Area Development Programme is a 100 percent centrally funded programme and special central assistance (SCA) is provided for execution of approved scheme. The main objective of BADP is to meet the special needs of the people living in remote and inaccessible areas situated near the border.

36. The Border Area Development Programme (BADP) covers seven districts of Uttar Pradesh which are situated at Nepal border. These districts are Maharajganj, Siddharthnagar, Pilibhit, Balrampur, Baharaich, Shrawasti and Kheri. The State Govt. has undertaken schemes in order to fulfill the critical gaps in the following sectors-Medical & Public Health, Irrigation, Animal Husbandry, Forests, Solar Energy, Construction (Building & Residential Accommodation For Panchayat), Rural Development, Roads & Bridges, Dairy Development, Soil Conservation & Education.
