PRESIDENT’S MESSAGE April brings much change to the year as the weather takes a turn for the better. We start putting the cold and dreary days into the rearview mirror and begin to look forward to firing up our BBQs and taking in the warm weather.
This month is very significant for our Chapter as we will be recog-nizing the students of our Plumb-ing Design School who com-
pleted the coursework over the winter. Philadelphia is rare in the fact that we have our Intro and Interme-diate plumbing design courses to offer and that many of our students (most of you who are reading this) have gone on to have great careers in the Plumbing Engineering industry. This school would not be possible if it were not for efforts of the school coor-dinator, Mike Panco and his predecessors. I’d also like to recognize the teachers who have participated in the classes as well: Jerry Oflazian, Dave Smith,
Dave Holst, Joe Layden and Mike Panco.
Keeping on the Education subject matter… Our very own Mike Panco and Jerry Oflazian will be presenting this Month’s dinner meeting technical topic. They will be speaking about Hot Water Return Systems. It’s not often we get the opportunity to have our peers pre-sent, so it should be a great opportunity to see what some of the other guys do and talk about it. The din-ner meeting will be held from 6-8pm on April 25th at Popi’s Italian Restaurant.

“LEAD FREE OR DIE” Part II
“January 4, 2014.” This is an impor-tant date, as most of us already know, because it is the date that the Federal “Reduction of Lead in Drink-ing Water Act” goes into effect. Yes, less than a year away. The Lead-Out Plumbing Consortium stated it has implemented its indus-try wide edification and training ini-
tiative this past January stating with a free webinar to help further the understanding of this federal act. The program covered a range of topics including the new federal law and its background, interpretation issues pertaining to the law, issues involving the devel-opment of new lead free products, installation con-siderations, and preparation of implementation of the law. I know everyone reading this article saw this webinar and is complete versed and has a complete understanding of the new law and all the issues sur-rounding it. But, if you are like me, I don’t remember viewing any of it. However, don’t fret; apparently, the consortium will be making recordings of each we-
binar and a copy of the presentation available at their website (gettheleadoutplumbing.com).
The pros and cons to the contractors, wholesalers, and manufactures of this new federal law abound. Some of the common risks being non-competitive on quoted bids changed from higher priced, low-lead products to the inability to have these products avail-able in time. Some of the common pros or opportuni-ties are the raising of prices for increased profitability to the introducing new products or systems that re-duce overall job costs. But, what does this mean (the new federal law) to the engineer and plumbing de-sign professional? What are some of the issues and opportunities for plumbing design professional? If it hasn’t been done already, most if not all specifica-tions will have to be carefully reviewed and revised to incorporate the low-lead or lead free fittings and equipment requirements. Also, close attention will need to be paid to reviewing of shop drawing sub-mittals to make sure all the appropriate equipment and fittings are meeting the lead free requirements. Not doing so or being careless about it, could lead to

UPCOMING EDUCATION EVENTS
Young Engineers have a great opportunity to get together this Spring and attend several work-shops presented right here in the Philadelphia area. Our Friends at the Clarion Hotel and Conference center (former Ramada Inn) will be hosting the two day event on May 21 and the 22nd.
Rain water or Nonpotable water is very important to fully understand the various components and how
the codes apply to these systems. I have designed several big rain water systems and many items must be considered before finishing the design.
The inlet filters to the below ground cistern should be self cleaning, less for the owner to worry about. The filter system should include filtration, ultraviolet purifi-cation, chlorine injection and finally the dye injection. This unit should be a pre-engineered skid mounted package, third party tested and all controls mounted on the same skid.
Next is the day tank, 1000 gallon minimum with indi-rect auto fill for domestic water make-up.
This tank should be after the filter package to allow the water to be stored for longer periods of time. Keep in mind that this tank is atmospheric which means a booster pump package will be required. Duplex should be sufficient but check with the owner before completing your design. Allow for a by-pass with a backflow preventer in the event of a major failure the building can continue to have water to all non potable fixtures.
One important item on the booster pump package is to provide a variable speed pump setup that can run with both pumps if the demand should rise, shortly after the system package I was involved with went into service an open house was underway and the pump system was not commissioned during a very high usage period and all the flush valves would not close, so remember to have the pump startup testing and commissioning accomplished during a period of high demand or fully occupied building.

SPEAKING OUT Estimating for
Rainwater Reuse After reading the ARCSA/IAPMO/ASPE paper on “Rainwater Catchment Sys-tems”, I decided to work on a method to estimate the effective rainfall quantities for the eastern Pennsylvania
for rational storage and re-use. First I looked up the actual daily rainfall records for eastern PA. I decided to plot the rainfall for each month leading to the annual rain-fall rate of 43” per year. Last year we had a re-cord rainfall of nearly 60”. I discounted last year’s records for the months that exceeded the previous year’s monthly totals . I also discounted the very light rainfalls that are recordable but too small and often the rainwater evaporates be-fore being collected. Most design models also
delete the first flows to eliminate the collection surface contaminates.
Using the graph of the information, the average annual rainfall is approximately 36 inches per year after deductions. If we take a safety factor of 10%, that leaves an anticipated rainfall available at 32 inches per year, or 2.8 inches per month. Using a 100 square foot area for collec-tion, we can anticipate approximately 175 gallons per month for the 100 square foot area (1.75 gal/mo/sf). Using a typical office building with occu-pants, the average water consumption for toilet flushing could be 5 gallons per day (5 gpd x 22 day/mo = 110 gal/mo/person). Using the 175 gal/mo/100 sf of roof collection, we will need 63 square feet of roof collection area for each em-ployee in the facility. Applying this to a typical three story office building with a 100,000 sf area per floor and 200 square foot area per em-

the obvious problems, such as angry clients, law suites, etc. Education is the key and one of the best opportunities for the plumbing design professional. A designer being knowledgeable and up to date on the new federal law will benefit their clients and will instill them with confidents as to current and contin-ued service. Besides keeping current by reading pro-fession publications on the subject, as noted before, the plumbing consortium website provides a great resource for the information. Change is inevitable, so let us march on, and stay on top of it.
An interesting note for manufacturer, engineers and users of plumbing fittings is that the ICC Evaluation Service (ICC-ES) Plumbing, Mechanical and Fuel Gas (PMG) Listing Program will now list plumbing fittings (faucets, supply stops, etc.) to the requirements of
ASME A112.18.1, NSF/ANSI 61, NSF/ANSI 372 and the lead plumbing laws all under the same certification report. ICC-ES PMG can certify products to the re-quirements of ASME A112.18.1/CSA B125.1, NSF/ANSI 61, NSF/ANSI 372, and the lead laws all under one certification report. Per the ICC-ES, manufacturers who wish to do this and who are already certified by other entities can forward their current data and in-formation to ICC-ES PMG to receive a quick certifica-tion transfer. So now how much storage should we pro-vide? Looking a reasonable drought periods from the weather data (it’s a shot in the dark), we could assume 3 weeks in duration with no rainfall. This leaves us with 150 employees x110 gals/mo/emp = 16,500 gallons x 15/22 days/mo = 11,250 gallons needed to span the drought pe-riod. Since we cannot use 100% of the storage tank volume, we will need at least a 12,000 gallon storage tank. If the tank is any smaller, the re-use water may need significant city water as a back-up to make up the difference.
