Chase Farm Hospital redevelopment

• The trust is planning to redevelop Chase Farm Hospital, to

deliver 21st century healthcare and to provide world class

care close to where our patients live.

• Many of the buildings at Chase Farm Hospital are in a

poor state of repair and the site urgently needs to be

redeveloped.

• We plan to build modern, high quality healthcare facilities

while re-using the surplus land to provide new housing, a

primary school, public spaces and other facilities. The

proceeds from surplus land sales will help fund the

redevelopment.

events are detailed in the following slides.

• We have Trust staff and expert consultants here today to

respond to these questions during the course of the

presentation.

• Fantastic displays, good information from all staff

• Excellent turn out - well done

• I hope the plans you are putting forward will come to pass,

so that the services remaining at Chase site will become a

modern clean hospital

• Think this is a great way to improve existing services whilst

being self-funding and sufficient. Would like to see more of

the funds generated from the land sales go into local

community initiatives

Some positive points but we know from your questions below

we have more to do.

• Can the future healthcare needs of Enfield people be met

by the proposed redevelopment?

• Concerned about the impact on local services e.g. GP

practices, water pressure, parking, traffic as there will be

an increase in population - if a school is built extra traffic in

already busy times and parking is already an issue in local

roads

• To keep some character with this development, every effort

should be made to keep the Clocktower building

Residents’ event - feedback cont. • I hope there will be affordable housing included

• Very concerned about how traffic/transport will be planned

and effect on surrounding area. I would like more concrete

evidence that decreased parking spaces will not lead to

increase in free parking in local residential areas

• I am concerned that the large tree in front of the

Clocktower building should remain

• Disappointed there wasn’t a presentation for residents

• Old peoples home should be on site or part of the

residential area

• Inform more what will take place at Chase Farm in the

press and leaflets

Progress of scheme to date

• Strategic outline case with Department of Health (DH)

for comment and feedback

• Progressing design of the healthcare facility (ALE)

• Ongoing regular master planning meetings every two to

three weeks with Enfield Council

• Continuing engagement with local residents, tenants,

staff, Enfield Clinical Commissioning Group, Barnet

Enfield and Haringey Mental Health Trust, Transport for

London

Accelerated learning event

• A two-day event held to focus clinical input to support

the design and shaping of the new healthcare campus

• 127 clinicians and senior managers from across the

trust attended

• Actions from the event taken forward in to work-streams

and clinical engagement continuing as design develops

Access Transport and Servicing The Trust recognises that this is an area of potential concern:

• The Trust has carried out a Transport Assessment which

includes results from traffic and parking surveys.

• The Trust will develop a Travel Plan for the Hospital which

will include targets and measures to reduce car

dependency.

• The Trust will embrace measures to encourage staff to use

public transport, walk or cycle.

• Car parking.

• Better bus facilities will be provided including new bus

stands, drop off and pick up points

Construction impact on hospital services

• The existing hospital and services will remain in operation

throughout the construction process.

• This will be achieved through a carefully phased

development control plan.

• All services will continue as normal

Construction - measures to minimise impact on local residents, patients, visitors and staff The trust is committed to working in a neighbourly way that

minimises disruption to all affected parties. Measures that will

be put in place include:

• Signing up to the Considerate Constructors Scheme

• Using ‘best practice’ to keep noise and dust to a minimum

- sheeting and watering during demolition to suppress

dust, attenuated plant to minimise noise and undertaking

noisy works in short periods during agreed hours

Construction - quality of life for local residents, patients, visitors and staff - cont.

• Wheel-washing all vehicles leaving the site and regular

road cleaning.

• 24-hour helpline during works on site

• Issuing regular newsletters and updates

• Establishing a resident’s liaison group

Proposed timescales

• Nov 2014: outline planning submission

• Jan 2015: outline business case to trust Board

and DH

• March 2015: enabling works/site assembly

• Early 2015: surplus land sold in phased parcels

• May 2015: reserved matters planning

• Summer 2015: full business case to trust Board and DH

• Jan 2016: main works start

• Spring 2018: new hospital opens

• Autumn 2018: potential for school to open
