The Alliance for Beverage Cartons and the Environment (ACE) UK represents the leading beverage carton manufacturers; Tetra Pak, Elopak and SIG Combibloc.

ACE UK works to increase the number of cartons recycled.

Back in 2005 very few councils were collecting cartons for recycling.

Since 2007 we have been working with Chelmsford Borough Council and Local Authorities to introduce and develop carton recycling so more are being recycled than ever before.

ACE UK works with hundreds of Local Authorities to facilitate carton recycling in their area, this case study is just one example of what has been achieved.

ACE UK continue to work with Chelmsford Council and on request coordinate the haulage of baled cartons free of charge by a fully licensed and compliant waste broker (Recycling UK Ltd.).

In 2013 UK reprocessing will come online, instead of having to transport to a European mill. This will reduce transport and deliver an income stream.

The same period a year later; August 2011 – February 2012, 10.14 tonnes of carton were collected through Chelmsford’s improved recycling services. The capture rate of beverage cartons is expected to increase once the kerbside roll-out is completed and the new scheme has bedded in.

ACE UK offers Local Authorities an interim recycling solution of bring banks for cartons until a kerbside collection can be put in place.

Chelmsford took up the ACE UK offer and waste contractors were collecting cartons from the ACE UK bring banks from July 2007 across the Borough.

ACE UK has used waste contractor Recresco to service the bring banks in Chelmsford.

Chelmsford Borough Council adopted a new strategy and improvement plan for recycling and waste collection services in April 2009. The twin aims of the strategy are to reduce the total amount of waste generated from each household in the Borough and to increase the proportion of the waste that is produced that can be reused, recycled or composted.

A key element of the strategy has involved enhancing the kerbside household recycling collection to include all plastics and subsequently liquid food and drink cartons.

At an early stage, the planning for the delivery of the strategy and these service enhancements, in particular, recognised that investment would need to be made in the local material handling infrastructure and that the Council would need to work collaboratively with material processors to ensure that a suitable market for the high quality products generated would be available.

Most of the materials collected for recycling in the Borough are separated at the kerbside, but some, such as cans and a wide range of plastics and cartons are collected together and need to be sorted into specific material types before being sent for processing.

The Council operates a local transfer station and small Materials Recovery Facility (MRF) at its depot at Freighter House for this purpose. As part of the newly adopted strategy, and to complement the commitment to a business model that involves separating materials as close to source as possible, the Council has invested in building a completely new MRF designed to help ensure that high quality specific materials could be offered to the market for reprocessing. This investment – totalling in the region of £750,000 – has been justified on both economic and environmental grounds. The high quality materials produced are very attractive to the market and maximise the environmental benefits. In 2011/12 alone the income generated from materials sold for recycling will exceed the target set by more than £200,000.

The new facility was fully operational at the beginning of 2011 and has greatly improved operational capacity and capability, allowing a higher throughput to accommodate the large increases in volume of materials now collected and to allow different plastics and cartons to be separated. This has delivered

significant improvements in the quality of materials sent for reprocessing and increased their value.

Achieving the right technology mix and capability has been vital in meeting the challenge of sorting collections of mixed plastics and liquid food and drink cartons. This investment has also helped alleviate at a local level the uncertainty regarding the available sorting capacity in the UK to deal with mixed plastic packaging and bottles and cartons.

The success of this sorting facility has allowed liquid food and drink cartons to be included in the kerbside collection for all households in the Borough since July 2011, combined with the mixed plastics collection.

The volume of plastic and cartons collected has more than doubled in the last year, but the different types of plastic and cartons can still be separated to ensure that the materials collected can be reprocessed in the most environmentally responsible way.

Implementation of the new strategy to date has already resulted in an 8% increase in the recycling and composting rate, a 20% reduction in residual waste levels and a 9% reduction in total household waste generated per household, compared to 2007.

Studies show that by moving from bring banks to kerbside collection can increase the capture rate from 10% to approximately 62%.
