Education

• There are 37 Colleges and Universities offering

the BS Chemical Engineering course.

• Most research is done thru the Department of Science and Technology (DOST) thru the Philippine Council for Industry, Energy and Emerging Technology Research and Development, and through Philippine universities’ basic and applied research with collaborations with international universities.

• Push from government for Science & Tecnology Graduate Education and Research

• Engineering Research Development Program (ERDT) • Through the DOST and Commission on Higher Education

(CHED), the ERDT stimulates engineering research thru active and close collaborations between local universities thru scholarships, sharing of resources/facilities, regular conferences.

2 Practice

• After graduating from the 5-year BS Chemical Engineering undergraduate course, graduates take the National Chemical Engineering Licensure Examinations to regulate the ChE profession.

• The Professional Regulation Commission, a government regulatory body, prepares and administers the

3-Day Licensure Examinations.

• Day 1 – Physical principles

• Day 2 – Chemical Engineering

• Day 3 – Math, Physics, General Engineering, Ethics

• To pass, at least 50% in Day 1, 2, 3 and general average of 70%..

• To date, there are 30,000 total registered chemical engineers, with 15,000 active.

• Chemical Engineering practice is regulated and protected by government through its laws and implementation.

Rule III Section 15. Examination Required -

All persons desiring to register as Chemical Engineers and practice the profession must pass the licensure examinations for the practice of Chemical Engineering in the Philippines.

Rule V Section 32. Foreign Chemical Engineering Practitioners in Industry Practice –

Upon proper application with the Board, without registration as provided for in Sec. 22, Art II of RA 9297,

special permits to practice shall be issued to foreign

chemical engineers, recognized as experts in their specific fields of chemical engineering, particularly those called by the Republic of the Philippines for consultation or for a specific design, installation or project, provided that their practice shall be confined to such work, and subject to guidelines to be issued by the Board and the Commission to implement the intent of such provision.

The Board, in consultation with the integrated and accredited national organization of Chemical Engineers shall adopt and promulgate a Code of Ethics for Chemical Engineers

Rule IX Section 47. Continuing Professional Education –

The Board shall prescribe guidelines and criteria on the Continuing Professional Education (CPE) program for chemical engineers in consultation with the integrated and accredited national organization of chemical engineering.

Rule XI Section 5.3. The functions, duties and responsibilities of

the PIChE as the integrated and accredited organization of

registered chemical engineers shall be the following:

a) Nominations to the vacancy of positions to the Board of Chemical Engineering;

b) Pursuing a program for continuing professional education;

c) Endorsement in the practice of foreign nationals to be issued temporary/ special permit;

• This is where PIChE enters in the Continuous Professional

Development of the Filipino Chemical Engineers.

d) Monitoring compliance and endorsing to/ or filing a complaint with the Board and/or Commission for the violation of R.A. No. 9297, this IRR, Code of Ethics, Standards of Professional Practice and other agencies for violation of other relevant laws; regulations and the like; and

e) Some other functions, duties and responsibility as may be prescribed by the Board of Chemical Engineering from time to time.

Preparations for

2015 ASEAN Economic Community

Filipino Chemical Engineers are encouraged to be a registered Asia-Pacific Economic Cooperation (APEC) Engineer and Association of Southeast Asian Nations (ASEAN) Engineer

Universities and Colleges offering Chemical Engineering are also encouraged to undergo trainings on Certification and Accreditation System for Engineering Education (CASEE) in preparation for Washington Accord accreditation.

Most recently, the spearheading of the ASEAN Federation of Chemical Engineering Societies in response to the inevitable ASEAN Economic Community come 2015.
