Current System Mandate • 21 x SETAs that are statutory bodies established in terms of Skills
Development Act, Act 97 of 1998, that are empowered under Manpower Training Act of 1982 to accredit training providers to train and trade test apprentices.
• 22 Government notices (gazettes) that designate trades to sectors and determine training and/or trade testing requirements for apprentices in each sector.
• Outcome – Multiple varying sector based systems for artisan
development

New System Mandate • NAMB (as part of INDLELA) is established in terms of Section 26A
(1)(a) of the Skills Development Act, Act 97 of 1998, as a body in the Department of Higher Education and Training with statutory functions. (30th November 2010)
• Vision (Objective) – Coordinate Artisan Development in the Republic

– Monitor the performance of accredited trade test centers; – Moderate artisan trade tests; – Develop, maintain and apply a national databank of assessment
instruments for assessment and moderation of artisan trade tests; – Develop and maintain a national database of registered artisan trade
assessors and moderators; – Record artisan achievements; – Determine appeals against assessment decisions; – Recommend the certification of artisans to the QCTO; and – Perform any other prescribed function.

NAD Strategic Objectives 1. Assess at least 10, 000 learners per annum in support
of NSDS III, MoHET Performance agreement and the NGP. (Assessment Directorate)
2. Plan, develop, implement, coordinate, monitor and evaluate a single national artisan development system by 31 March 2012 (NAD inclusive of NAMB);
3. Support the growth of the public FET College system by linking all artisan learning processes with FET Colleges by 31 March 2013 (NAD inclusive of NAMB);

MISCHIEF Skills Accord Artisan Learner recruitment requirement is minimum 160 000 over five years, minimum 30 000 this year. 37 202 N1 – N3 Learners at average 12% pass rate will give only 4 464 learners available for artisan learning. Therefore even with return of N1 – N3, no capacity left in system to support MTA requirement of N2 for access to Trade Tests – so pointless in maintaining the requirement. REALITY CHECK – Most employers already take Matrics with Maths & Science for artisan programmes and utilizes either Learnerships or Section 28 of MTA for Exemption from N2. We are fooling ourselves by hanging onto MTA AND Section 28 Artisans are not getting jobs…..
