Oldsmoblie SUV (OH FOH3362) on the above date while she was visiting a friend. Ms. Detty stated that she had left her vehicle unlocked due to her

locks being broken approximately at 11:30pm on 4/17/13. Ofc. observed the stereo missing from the vehicle''s dash as well as the speakers missing from

the rear of the vehicle Ms. Detty stated she took the face plate of the stereo off and had it in her possession. Ofc. observed no signs of latent prints.

Ms. Detty could not advise of any serial numbers. Ms. Detty is insured with Michael Salyers. Ofc. checked the area and was unable to locate any

suspects with her stolen items. Investigation pending.

While on patrol, Ofc heard a single gunshot coming from the area of Taylor's Stag Bar (400 E Main St). Ofc approached this area on foot from the

dead end of N Sugar St by the overpass. As Ofc rounded the last support column, Ofc observed a black male walking N/B on N Sugar St, turning W/B

onto E Main St (walking on the sidewalk around Taylor's Stag Bar). Ofc Tuttle drove past this subject and stated he was turning around to go check him

out. Ofc continued looking around for a possible "shooter" or "victim". No one else was located in the area except the black male Ofc Tuttle had turned

and stopped (See Ofc Tuttle's Supplement). Ofc Tuttle identified the subject he stopped as Lamont Ellington. This Ofc is familiar with Mr Ellington and

his association with drug trafficking. Ofc Tuttle radio'd that he had already released Mr Ellington and then located what he believed to be two large bags

of drugs. Ofc Tuttle radio'd for Ofcs to attempt to relocate Mr Ellington regarding this.

Ofc's Anderson and Taczak located Mr Ellington at Second/Sugar. This Ofc approached and Mr Ellington was immediately secured with handcuffs.

Mr Ellington began asking what was going on as Ofc was handcuffing him and Ofc explained about the gunshot earlier and his proximity to it's location.

Mr Ellington stated he didn't have anything to do with this. Ofc asked Mr Ellington if he had any weapons and he stated "no, check me if you want". Ofc

emptied Mr Ellington's pockets onto the cruiser's hood. Mr Ellington was found to possess two cellphones, keys, two wads of money and a phone

charging cord. Ofc asked Mr Ellington if he just got his tax return check and he stated "no, I got that at the Casino". Ofc noted one stack of money was

just folded in half and counted out $440.00 in miscellaneous bills. Ofc also noted the other wad was folded in half and then placed into a plastic baggie.

Ofc opened this and counted $92.00 in miscellaneous bills. While counting this wad, Ofc located 6 Suboxone packages tucked into the bills. Ofc located

no prescription for these on Mr Ellington's person. Ofc took custody of all these items until this incident could be sorted out. The Suboxone packages

were found to be a Schedule III, which amounted to an M-1 charge, but with Mr Ellington's prior convictions, this became an F-5 charge.

Mr Ellington was transported to the RCJ and booked for Possession of Drugs (Schedule III) (2925.11C2A). Ofc presented Mr Ellington with a

Notification of Seizure regarding his two cellphones and the $532.00 in cash. Mr Ellington was left in the custody of the jail staff pending his appearance

in court on 4/18/2013.

Ofc will be forwarding this case to the Ross County Prosecutor's Office for Grand Jury consideration.

Ofc will be sending the two bags of drugs, the DNA swabs and the Gunshot residue kit to BCI&I for further testing. Ofcs. were unable to locate a gun

in the area of Taylor's Stag Bar. More to follow as it becomes available.

he was the one who was acting disorderly. Both denied making any threats to Harris. Ofc was unable to locate any witnesses to the incident. All

subjects were warned and told that if there were any further incidents they could be charged with Disorderly Conduct. All subjects left without

incident.

On the above date and time Ofc. was dispatched to 701 Dun Ave, reference to a theft.

Ofc. contacted Jean Thomas, Regina Thomas, Bryce Jones, and Shalie Hossler. Jean reported that Bryce had taken multiple prescription drugs and

was now unresponsive. Ofc. observe Bryce was unresponsive and requested for paramedics to attend to him. Bryce was transported to ARMC via

squad. Ofc. spoke to Shalie, who is Bryce's girlfriend, who stated Bryce had taken a whole bunch of his prescription pills and snorted them up his nose

while his grandmother, Jean, was at the hospital caring for her husband. Ofc. found Shalie to be entered into LEADS as a runaway. Ofc. contacted

Shalie's mother, Frances Abuzaib, and escorted her home where she was released to her mother. Approximately 20 minutes later Frances contacted the

department to report Shalie ran away again. Ofc. searched the area and was unable to locate Shalie. Ofc. re-entered Shalie into LEADS as a missing

juvenile NIC M131289320.

Ofc. will attempt to make contact with Bryce once he is released from the hospital. The original theft complaint turned out to be a misunderstanding.

Ofc received an anonymous call from a male subject at the LEC. He told Ofc that while he was browsing Facebook, he came across a disturbing image.

He states that on the profile page for a Marcus Wurtzel, it shows him "kissing" a Dalliah Carroll who he knew was 14yrs old. According to the caller, Mr

Wurtzel was in his young 20's. He stated he knew the two as acquaintances. He did not want to leave his name.

Ofc checked Wurtzel's Facebook page and discovered that his profile banner showed a male, presumably Mr Wurtzel, kissing a very young female.

Ofc was able to check Ms Carroll's page and compared her picture to that in Mr Wurtzel's page. It was concluded that the image on Mr Wurtzel's banner

was in fact him kissing Ms Carroll on the lips.

Ofc conferred with the Detectives Division who was familiar with Ms Carroll, as there were open cases involving her unruliness. It was recommended

that this incident be forwarded to Children Services so that an interview can be arraigned with Ms Carroll to determine if there is in fact sexual

involvement with her and Mr Wurtzel. Nothing further at this time.

Ofc was dispatched to 254 Vine St reference to a Theft complaint.

Ofc contacted Peter G Hill who stated that he was renting 254 1/2 Vine to Whitney Ritz. He advised she had moved on on 4/17/2013. He stated

when he went up to inspect the empty apartment he found that some furniture items he had owned and was in the apartment when she moved in was

missing. He advised that a 1 drawer antique table, antique cedar chest, antique rocking chair, 2 lamps and a toaster was missing. Mr Hill stated that she

did not have permission to remove the items from the residence and wanted to file charges if possible. Mr Hill stated the property was insured by

AARP. No photographs or apraisal value is available for the missing items.

Ofc attempted to contact Ms Ritz by the provided phone numbers however there was no answer. He new residence is unknown at this time. Ofc will

attempt to contact her before requesting a warrant for Theft. More to follow as it becomes available.

Ofc contacted Kenneth Hay, Loss Prevention employee at Walmart. Mr Hay states that it was brought to his attention that there was a subject, who

was later identified as William Morton, in the Hardware Department that was shoplifting. He stated he went to the cameras to see if it was caught of

video. It just so happened that while Mr Hay was going through the video, Mr Morton was leaving the store. As he was leaving, another manager (Duane

Powell) happened to be entering the store. Mr Powell had no idea what was going on but had seen Mr Morton. He claims Mr Morton was acting like he

was in distress so he asked him if he was okay. Mr Powell replied that he thought he was having a "heart attack" but insisted on leaving. Mr Powell

wrote down his tag number and call the Police reference him driving with a medical condition. It was still unknown at the time by Mr Powell that Mr

Morton had stolen anything. He later meets with Mr Hay and found out what Mr Morton had done.

Ofc was advised that his tag number was FQH 3435 on a silver Chevy Cavalier. The tag was ran and the owner was found to reside at 449

Hopetown Rd. Ofc went to this address along with a RCSO deputy and made contact with Mr Morton. He initially said he had just woken up. Ofc

asked what happened at Walmart? He replied "I guess you know..you got me". He was read his Miranda Rights to which he stated he understood. He

took Ofc to the rear of the home and opened the engine compartment lid to his riding lawn mower and took out a plastic bag. Inside the bag was the

stolen merchandise from Walmart (a ratchet, gloves, toothbrushes etc totaling $72.82). He admitted this is was what he had stolen and gave it to this Ofc.

He claimed financial hardships as the reason he was stealing.

Mr Morton was placed under arrest and transported to the RCJ on the charge of Theft. He will appear in Court on 4-19-13 at 9AM.

The merchandise was later photographed and returned to Walmart. Ofc will also include Mr Hay's in store incident report, a voided register receipt

and surveillance video. Nothing further.

On 04/17/13 Lisa Blevins met with detective at the Law Enforcement Center and provided the enclosed recorded statement concerning an apparent theft

from her father's account.

Ms. Blevins advised that her father was suffering from dementia and currently residing at Heartland of Chillicothe so she assumed responsibility of his

finances. Ms. Blevins advised that she recently checked her father's account to see if certain checks had posted and found that the balance was $300 short

of what it should have been. Ms. Blevins advised that she contacted a Huntington National Bank officials at the Western Avenue branch and found that a

check payable to 'Cash' had been uttered for $300. Ms. Blevins advised that she had no other details and suspected her daughter, Courtney Detillian, due

to Ms. Detillian's drug use.

On 07/18/13 detective contacted Huntington fraud investigator Lynne Mackin and obtained the enclosed copy of the check and possible surveillance

images. The check is actually simply a withdrawal slip and indicates that the withdrawal was conducted at 3:40pm, 04/15/13, in the East Main Street

satellite drive-thru at South Hickory Street.

Detective did not readily identify anyone in the surveillance images and contacted Lisa Blevins to view them.

Ms. Blevins advised that in speaking with her father the previous evening, he told her that he rode with former daughter-in-law Megan Blevins and

withdrew the money. Ms. Blevins advised that she saw that her father had cash the apparent cash in his possession.

Ofc was dispatched to Speedway, 10 N Bridge St reference to a Menacing complaint.

Ofc contacted Mary A Bailey who stated she was working the register when a frequent customer identified as Jessie C Martin asked for change with

two 5s. She advised she could not give him the change he requested and he became very angry and began to cuss at her and threatened to have someone

wait for her to get off to "kick her ass". Mary stated this went on for 5 to 10 min and they finally called Police. Mary did not wish to file charges but

wanted the subject to stay away from her.

Ofc contacted Cheryl N Brown (manager) who stated she also observed Mr Martin yelling at Mary and threatening her. Cheryl requested that Mr

Martin be barred from the store.

Ofc contacted Mr Martin who stated that it was a mutual argument and he never threatened Mary. Ofc advised him he was barred from Speedway

and if he returned he could be arrested for Trespass. Nothing further is needed.

he has not seen who was throwing items in his yard, but knows it is his neighbors. Ofc contacted Laurel Pettiford who stated she has had problems

with Mr. Glassco for years and is about to move because of him. Ms. Pettiford stated she overheard her boyfriend, Carl Hutchinson state he was

throwing food out, and believes Mr. Hutchinson threw the oranges into Mr. Glassco''s yard. Ms. Pettiford walked into Mr. Glassco''s yard and picked

up the oranges. Ofc advised Ms. Pettiford to have Mr Hutchinson contact this Ofc. Ms. Pettiford stated she would. Ofc will also attempt to contact

St, Apt. 3 ref to a possible protection order violation. Upon arrival Ofc contacted Susan Queen. Ms. Queen said that yesterday while she was in court

Jesse Graves was served his copy of protection order 13DR137, which was issued by Judge Ater of the Ross County Court of Common Pleas. She said

that before they left she stated the Judge Ater told her that on 4/18/13 between the hours of 5:30pm and 6:30pm she could return to Mr. Graves address

at 213 Hirn St where she used to live and get the rest of her belongings. Ms. Queen said that Judge Ater told Mr. Graves that he needed to leave the

residence and have someone there he trusted during the time Ms. Queen went to get her things. Ms. Queen said that today around 5:30pm she went to

Mr. Graves residence to get her belongings. She said that all of her things were stacked up outside of the residence and nobody would let her go in the

house. She also said that Mr. Graves was there and that he held a video camera the whole time and would antagonize her by putting up near her face. She

said that he didn''t threaten her or assault her but he was an "asshole" the entire time she was there. Ms. Queen said that she got her things loaded up into

a truck and left. She said that she didn''t know if everything was there because Mr Graves wouldn''t allow her into the house. Ofc did look at the copy

of the protection order that Ms. Graves had. Ofc saw that Mr. Graves was supposed to stay 500Ft from her and not to threaten or harm her etc. Ofc

also saw where it stated that she was allowed to go pick up her belongings at Mr. Graves residence on 4/18/13 between 5:30pm-6:30pm, however it did

not say anything about Mr. Graves not being allowed to be in his own residence. Ofc asked Ms. Queen if there was any paperwork that said anything

about her having a Police Officer with her when she went to get her belongings? Ms. Queen said that there wasn''t. After confirming with the Ross SO

that they did have a copy of the protection order and that Mr. Graves had been served, Ofc went to 213 Hirn St to try and make contact with him. Ofc

arrived at the residence, however either nobody was home or nobody would answer the door. Ofc made contact with Sgt. Gay about this incident and

requested his permission to have the Law Director review this incident before filing charges since Mr. Graves was at his own house during the alleged

protection order violation and because there was nothing in writing about Mr. Graves not being allowed to be there when Ms. Queen arrived. Ofc will

continue to attempt contact with Mr. Graves about this incident. Ofc will also forward what Ofc has so far to the Chillicothe Law Director to review.

slurred speech and could not stand on his own very well. He advised Ofc that his roommate Tony Battista had taken his car and returned with out it.

John advised Ofc that he had drank 3 King Cobra 40oz malt liquor''s. Ofc contacted Tony who advised that he had just had surgery in West Virginia

and had borrowed John''s car. He advised that they would not allow him to drive home so he had to leave the car there. He advised that he was going to

go back down and get the car when able. He advised he had told John this several times but he was too drunk to understand. He stated that before Ofc

arrival John had been yelling and throwing things around the apartment. Tony advised Ofc he did not know if he could control John or not. For his

safety and the safety of others Ofc arrested John and transported him to the RCJ where he was issued MM Citation 09 4419 charging Disorderly

Intoxication with a court date of 4/26/13. He was left in the custody of the jail staff until sober.

and Kimberly Moore standing on the porch threatening Ms. Au that they were gonna "kick her ass". Ms. Stultz stated at that time she stepped out the

door and was jumped by Kelly Ewry, Misty Ewry, and Kimberly Moore, as Mr. Stultz stood near the road yelling at the girls to beat her up. Ms.

Stultz stated the group of people came over univited. Ms. Stultz also stated that none of the girls knew where she lived, and Mr. Stultz showed them

the way to her house. Ofc contacted Ms. Au and Michelle Gearhart who stated the group came to 102 Pawnee together and began taunting Ms. Stultz

to fight them all. Ms. Gearhart stated that after the fight had broke out, Ms. Stultz attempted to protect herself. Ofc contacted Kimberly Moore,

Misty and Kelly Ewry who stated they came to 102 Pawnee to talk about Ms. Stultz stating she wished Kelly''s baby died. Ms. Moore stated Ms.

Stultz grabbed Kelly by the arm and herself and Misty Ewry stepped in because Kelly is pregnant. Ms. Moore stated she wasn''t going to stand by and

let Ms. Stultz hit a pregnant girl. Misty Ewry stated the same as Ms. Moore. Ofc issued MM citation 09 4884 charging Disorderly Conduct

Fighting to Misty Ewry and advised of her of her court date on 4/26/13 at 9:00am. Ofc issued MM citation 09 4885 charging Disorderly Conduct

Fighting to Kelly Ewry and advised of her of her court date on 4/26/13 at 9:00am. Ofc issued MM citation 09 4992 charging Disorderly Conduct

Fighting to Kimberly Moore and advised of her of her court date on 4/26/13 at 9:00am. Ofc issued MM citation 09 4883 charging Disorderly Conduct

Provoking to Logan Stultz and advised of him of his court date on 4/26/13 at 9:00am. Ofc advised Misty Ewry, Kelly Ewry, Kimberly Moore, and

Logan Stultz that they were all now barred from 102 Pawnee and if they came back to that residence they would be arrested for criminal trespass. All

parties stated they understood.

Ofc was dispatched to 148 Hirn St in reference to a subject there refusing to leave. Ofc contacted Maria M Jewett who stated Donald T Branan Jr

was refusing to leave. Ms Jewett stated she wanted him barred from her property.

Ofc contacted Mr Branan, who was sitting at the kitchen table inside Ms Jewett's home. Ofc noted Mr Branan was drinking one of several open beers

by his hand, had urinated himself, had glassy/bloodshot eyes and very slurred speech. Ofc asked Mr Branan why he was refusing to leave, which he

stated he was too drunk and afraid of being picked up by police. Ofc had to assist Mr Branan to the standing position and help steady him when there.

Ofc informed Mr Branan that he could not stay here and that he was too intoxicated to be outside on his own. Therefore, for his own safety, Ofc placed

Mr Branan under arrest and transported him to the RCJ. At the jail, Ofc issued MM Citation 09-4866 charging Disorderly Conduct Intoxication

(2917.11b2) with a Municipal Court date of 4/26/2013, which Mr Branan refused to sign. Mr. Branan was advised that he was barred from 148 Hirn St.

and if he returned he could be charged with Criminal Trespass. Mr Branan was left in the custody of the jail staff till sober.
