Disposition Date :Incident Disposition Comments : Ofc was at the rear of the Police Dept., 28 N. Paint St. and heard a loud screeching noise. O

observed in the distance four subjects walking w/b on W. Second St. near 45 W. Second St. Ofc noted one subject was carrying what appeared to be

sign. Ofc caught up with the subjects at 69 W. Second St. and noted they no longer had the sign. Ofc contacted Galen Dills, Joshua Richter, Cody De

and Taylor Corcoran. Ofc advised them why they were being contacted and asked them where the sign was which they all denied having.Ofc separat

them and spoke with Cody Detty first. He stated he was walking in front of his friends and didn''t see anyone with a sign.Ofc spoke with Tay

Corcoran who told ofc that her friend, Galen Dills had the sign.Ofc spoke with Galen Dills and he too denied having a sign. Ofc noted a strong odor alcoholic beverage on his person and his eyes were red and glassy. He stated he had just left the bar. Due to his intoxicated state and for his own safety

well as the safety of others, he was placed under arrest for disorderly conduct intoxication. While speaking with Dills, Richter started yelling and bei

disruptive.Ofc contacted Richter and noted a strong odor of alcoholic beverage on his person and his eyes were red and glassy. He too denied knowi

anything about a sign. Due to Richter''s intoxicated state and for his safety as well as the safety of others, he was placed under arrest for disorde

conduct intoxication. Dills and Richter were transported to the RCJ. Once there, Richter was issued M/M summons 09 5343 for DCI with a court d

of 5-14-13 at 0900. Dills was issued M/M summons 09 5342 for DCI with a court date of 5-14-13 at 0900. They will be held until sober.Ofc located t

undamaged sign at 45 W Second St. The sign is an office space for rent sign and was returned to the place it was taken from. Nothing further.

dispatched to 695 Adams Ave. ref. subjects fighting. The dispatcher advised Dustin Strausbaugh was one of the subjects involved.Ofc arrived a

contacted Kasey Birchum, Dustin Strausbaugh and the resident, Christian Baker. Ofc was advised no one was fighting just arguing and the other subj

had already left. Ofc was then advised by Ms Baker that Dustin Strausbaugh and his wife, Bobbie, were barred from the property. Baker advis

Bobbie ran out the back door and is probably still in the back yard because of the high privacy fence.Ofc checked with the dispatcher and it w

confirmed Dustin and Bobbie were barred on 1-5-13 by Ofc Short (13-271). Dustin was placed under arrest at that time for criminal trespass a

transported to the RCJ by Ofc Hansen. Dustin he will be held in lieu of bond or until his next court date on 5-20-13 at 0900. Ofc walked to the ba

yard and found Bobbie Strausbaugh squatting down behind a garage. Ofc ran her SSN through LEADS, which showed there was an active warrant for h

arrest. She was placed under arrest for the warrant and for criminal trespass and transported to the RCJ. Once there, she was served with Chillicot

Municipal Court Capias CRB11-03695 for violating community control on the original charge of permitting drug abuse. She will be held until her co

date on 5-20-13 at 0900. She received her copy and it was explained to her. Nothing further.

Comments : Ofc. was advised by dispatch the Chief Moore was in foot pursuit with a subject in the area of High Street. Ofc. arrived in the area

741 Safford Avenue (BP oil) where a subject known to Ofc. as Christopher Detty was being detained. Ofc. contacted Chief Moore who stated he began

foot pursuit with a tall thin black male subject wearing a black hat who had a large diamond earring. The suspect arrived on the lot of BP in a small fo

door gold car and exited the car. Chief stated he observed Mr. Detty on the lot with the suspect when Detty approached the suspect. The suspect spokwith Detty then he approached a black car parked on the south side of the lot. Chief Moore stated the suspect spoke to the occupants through the fro

passenger window of the car and within a matter of seconds he opened the back passenger door. Chief Moore observed the suspect reach into his l

shoe and make a hand to hand exchange with the driver of the black car from the back seat. The black car then departed the area after the possible dru

transaction. After the transaction, Chief Moore approached his vehicle where he retrieved his shoulder holster of which contained his police badge.

Chief of Police and detained the two pending the investigation of a possible drug deal. During the detention, the suspect was uncooperative by n

identifying himself. Chief Moore stated at this time the suspect and Detty were advised they were under arrest for Obstructing Official Business. Chi

Moore had the BP store employees call the police department to have a marked cruiser come to his location. During this process a man, now known

Kenneth "Bart" Jordan pulled onto the lot. The suspect began shouting at Mr. Jordan to help him as if he knew Mr. Jordan. Mr. Jordan stated he kne

who the Chief was and was not going to interfere with police business. Chief stated the suspect became combative and argumentative. The susp

attempted to escape when he was placed in a head lock. He continued to resist arrest after be told to stop resisting by Chief Moore. The suspect bro

free at which time a foot pursuit began SB on Safford Avenue. The pursuit continued EB on Buckeye Street to the area of High Street and The suspe

turned SB on Vine Street. During the pursuit a call came into dispatch that Chief Moore was in foot pursuit. Meanwhile Mr. Jordan stood by with M

Detty and told Detty not to go anywhere until the police arrived. Other units arrived in the area however the suspect who fled was unable to be locateOfc. then contacted Sgt. Robinson and Chief Moore on the lot of BP where Mr. Detty was being detained. Ofc. was advised by Chief that Mr. Dett

threw something on the ground on the lot. Ofc. then contacted Detty and advised him of his Miranda Rights to which he stated he understood a

waived at this time. Mr. Detty was asked what he threw down and he said a "joint". Ofc. asked him if he would show Ofc. where it was and he did

asked. Ofc. asked Mr. Detty what he was doing on the lot and he said he just stopped by two get something to drink for his family members who we

waiting for him on the lot. He stated he saw a subject known to him as Brandon on the lot and contacted him. Ofc. asked why he contacted Brandon an

he stated because he knows that Brandon deals heroin. He stated he was going to attempt to buy some powder heroin for $20. Mr. Detty stated he di

not get a chance to buy anything when Brandon approached a black car at the south end of the lot. He said Brandon made a hand to hand exchange w

the driver just as Chief Moore described. Ofc. asked him what was exchanged and he stated it was probably drugs. Ofc. asked him how he knew Brando

and he stated he met him through Carlos Beverly. Ofc. has had contact with Carlos Beverly and is aware that he has a brother named Brandon Beverly

Mr. Detty stated after Brandon made the hand to hand exchange the two walked NB on the lot. Mr. Detty stated he was approached by Chief Moo

who had his badge and identified himself as the Chief. Mr. Detty stated while the two were detained Brandon was arguing with the Chief. Mr. Det

stated Chief told Brandon to calm down and Brandon began fighting with Chief. According to Mr. Detty Brandon then ran away while Chief was yelli

at him "I''m the Police, Stop where you are". Mr. Detty also stated after the initial contact from Chief Moore, both he and Brandon were advised th

were under arrest. As Ofc. was speaking to Mr. Detty Ofc. observed Carlos Beverly standing by the front door of the BP station. Ofc. then turn

around and observed Cheryl Beverly known by this Ofc. as Brandon Beverly''s mother. Ofc. asked Ms. Beverly what she was doing there and she stat

she came because she heard Brandon had been arrested at BP. Ms. Beverly then spoke with Chief Moore about the incident. Ofc. attempted contact wi

Carlos however was unable to locate him. Ms. Beverly was advised to have Brandon contact this department to which she stated she would do so. M

Beverly also stated "knowing Brandon, he will probably turn himself in on Monday so that he did not have to sit in the jail all weekend." While on

lot Ofc. observed a smaller four door gold car that matched the description of the car Brandon arrived in. Ofc. contacted the driver who was identified

Karol Ojeda. Ms. Ojeda was advised of her Miranda Rights of which she waived at this time. Ofc. asked Ms. Ojeda what she was doing on the lot an

she said she saw her uncle on the lot and she wanted to say hello. Ofc. asked her why she brought Brandon Beverly to BP with her and she seem

confused as to why Ofc. would ask this. She then stated she didn''t bring Brandon to BP and she hasn''t really seen him in a couple of years. She state

Brandon was her cousin and she wanted to know what was going on. After speaking with Ms. Ojeda Ofc. determined that she had no part in the earli

incident and her presence was merely coincidental. Ofc. collected the suspected Marijuana that Mr. Detty attempted to get rid of. Ofc. also collect

the black Oakland Raiders hat on the lot that the suspect was wearing. Both items were photographed and placed into evidence. Ofc. asked Mr. Detty

he would be willing to give a written statement as to what took place and he stated yes. Mr. Detty was transported to the LEC where a statement w

obtained. Ofc. obtained a copy of the surveillance video from store manager Amanda Palmer. She stated she would contact Ofc. once her writt

statement was complete as well. Ms. Palmer stated she witnessed Chief Moore, who is known to her as the Chief of Police, detaining the suspect a

watched him flee the scene after resisting arrest. Ofc. also contacted Mr. Jordan again. Mr. Jordan stated he did not know the suspects name however

did recognize him as Ms. Beverly''s son. Mr. Jordan stated he has known Ms. Beverly and her family for a long time. Ofc. also contacted Ms. Oje

again. She stated no one else had her car the day of the incident and that the security video would prove it was not her car. She again reiterated that s

had not seen Brandon in a long time. The investigation continues pending contact with Brandon Beverly. Ofc. will file the appropriate charges af

consulting with the Law Director''s Office and the Prosecutor''s Office.

dispatched to 148 Hirn Street on a possible Burglary. Ofc contacted Melissa Curtiss who was walking out the back door located at the rear of

residence. Ms. Curtiss stated she had an active warrant and was detained until other units could respond. Ofc Howell took Ms. Curtiss and placed h

in the back seat of his cruiser. Ofc verified with Maria Jewett that no one was to be in the residence located at 148 Hirn St. Ms. Jewett is incarcerat

at the Ross County Jail at this time. Ms. Jewett stated she would like to file Trespass charges on anyone found inside the residence. Ms. Jewett ga

consent to search and make entry to her residence by any means necessary. Ofc contacted Megan Kellough, Glenn Winfield, and Tonio Gallow

inside the residence. All three subjects were Mirandized and all stated they understood. Ms. Kellough stated she was there cleaning the house afeeding the cat for Ms. Jewett. Due to Ms. Kellough being 9 months pregnant, Ms. Kellough was issued Summons #09 5337 for Criminal Trespass a

advised of her court date on 5/24/13 at 9:00am. Mr. Winfield stated he lived at the residence. Mr. Galloway stated he was there with his girlfrie

and stated he had keys to the residence and that Ms. Jewett had given him permission to be there. Ofc arrested and transported Mr. Galloway and M

Winfield to the RCJ charging them with Criminal Trespass. Ofc advised the pair of their court date of 5/20/13 at 9:00am and left in the care of RCJ Sta

All four subjects were advised they were barred from 148 Hirn St and if they returned they would be arrested for Criminal Trespass. All parties stat

they understood. Ofc contacted Ms. Jewett in the RCJ and advised her who was in her home and she stated she did not give any of the part

involved permission to be in her house. Nothing further at this time.

Narrative

Ofc responded to provide back up. Ofc detained Melissa K Curtiss who had just exited 148 Hirn St. Ofc was informed by Ofc Stansberry that Curt

did not have permission to be in the home. Ofc then checked Curtiss through LEADS and found her to have an active FTA warrant for her arrest. O

confirmed the warrant and placed Curtiss under arrest for the felony FTA charing aggravated possession of drugs and tampering w/ evidence. Curt

was left in the custody of jail staff until her appearance in court.

Upon arrival Ofc contacted Dustin Iseton and his brother, Kyle Iseton, who both stated they were walking down the main aisle near the check out area

Walmart when they were approached by James Seward. Dustin and Kyle stated James walked up to Dustin and stated "What's up bro?" and punch

Dustin on the left side of his face with a closed fist. Dustin stated the punch knocked him to the floor causing a cooler to fall onto him from off of

shelf. Kyle stated he then intervened and ordered James to leave Dustin alone. Dustin and Kyle both stated James continued cursing at Dustin un

James left the area in a silver Saturn station wagon (unknown registration).

Dustin and Kyle both stated they have known James Seward for several years. Dustin stated he never stated anything to James to provoke Jam

actions as James approached them. Dustin stated he and James had a physical altercation in 2006 and believes this may be a retaliation from t

incident. Ofc observed and photographed redness and swelling to Dustin's left cheek area. Dustin refused medical treatment. Ofc obtained writ

statements from Dustin and Kyle in reference to the incident.

Ofc contacted Carol Cardin who stated she was in Walmart shopping when she observed a w/m (described as having short red hair and wearing a blac

shirt and shorts) approach a larger w/m (Dustin) and punch him on the face causing him to fall to the ground. Carol stated while Dustin was on the flo

James continued shouting "get up bitch, let's finish this!" Carol stated at that time, a black female contacted James and told him they had to go. Ca

stated as James was leaving the area, he yelled "this isn't over bitch, I'll be waiting outside for you!" Carol stated she doesn't know any of the subje

involved and agreed to provide a written statement.

Ofc contacted Walmart LPO Nicholas Sullivan who stated the entire incident was captured on video. Ofc watched the video and observed James walk

to Dustin and throw a left handed punch at Dustin's face causing him to fall to the ground. At no time did Ofc observe Dustin or Kyle provoke Jam

into punching Dustin. Ofc then observed a close up of James' face as he exited Walmart. Ofc could positively identify the subject as James Seward d

to other past involvements with James. Nicholas provided Ofc a copy of the surveillance video and a still frame photograph of James as he exited

store. Nicholas requested James be barred from Walmart if and/or when he is contacted.

Ofc will forward all evidence to the Law Director and request an arrest warrant be issued for James charging (1) count Assault. Nothing further at t

time.
