The context

▌Topic: Fission-2011-1.1.2: Support for regulatory functions in the area of geological disposal - coordinating action limited to regulatory authorities and/or duly appointed TSOs

action should address the specific needs of regulatory authorities, such as how to assimilate results from [latest] research, harmonisation of applicable criteria and guidance…,

how regulators can interact in a more structured way with implementers in order to better define regulatory requirements

means of facilitating a more efficient interaction with IGD-TP the platform's activities and at the same time maintaining regulatory independence from the platform's principal vision

Objectives

To set the conditions and necessary means for creating and performing at national level scientific/technical activities in support to regulatory decision of creation of a geological disposal

• Generic terminology : Expertise function• Focused on regulatory safety case review

To establish the framework for developing interactions at European level (and possibly international level) of such activities ensuring a sustainable capability to share experience and develop where needed coordinated/harmonised approaches in the field of radwaste management safety review of safety case• Terms of reference of a possible network at international level

Definition of expertise function

activities carried out in the context of the regulatory review of Safety Case in order to provide the technical and scientific basis of safety for

Decisions by the national regulatory body

Ensuring that regulatory expectations are clearly communicated to and interpreted by the implementer

Improving the quality of the interactions with Civil Society (CS) in the decision making process (DMP) in order to contribute to build a robust review of the Safety Case

Definition of expertise function

These activities can be assigned to experts inside or outside the regulatory body and include

Conducting safety review and developing the capacities to understand and assess the Safety Case

Contributing to inspections

Implementing R&D in safety

Interacting with CS along the review process and developing appropriate governance patterns to conduct this interaction
