Core Services Access Standards
Core Services – Treatment Services
CICS CICS increased access to outpatient
services in 3 counties.
CICS ensured provider stability in 3 counties.

Core Services – Basic Crisis Response
CICS There are crisis psychiatric appointments
in each CICS County. There are crisis therapy appointments in
each CICS County. CICS provides an access to crisis services
fee to CMHCs. CICS provides tele-psych services in the
hospital Emergency Departments (Eds) of the CICS Region through Integrated Telehealth Partners (ITP).

CICS CICS funds individuals while they wait for

CICS has provided a Supported Employment Grant in each CICS County.
Other Regions Other Regions have implemented grants
to increase access to job development and supported employment services.
* Iowa’s Employment 1st is a current initiative to move individuals into community/integrated employment, rather than segregated workshop settings. This is due to the Federal Workforce Innovative and Opportunity Act (WOIA) of 2014, which requires anyone working in subminimum wage employment to be given the information and education regarding community employment.

CICS CICS funds peer support service through
Central Iowa Recovery (CIR).
Peer and Family Peer Support services are also available in the CICS region through Medicaid funded Integrated Health Programs (also known as IHHs).

CICS There is at least 1 full-time service
coordinator in each CICS County.
There are also 2 Service Coordination Specialist positions to cover those in congregate care settings to assist in moving individuals into community-based services.

Core – Evidenced Based Treatment
CICS 3 CICS Staff became certified Mental Health First
Aid (MHFA) Trainers. Providing Trauma Informed Care (TIC) Training to
the Region. Participating in the Statewide Outcomes/QSDA
Project. CICS is looking at collaborating with other Regions
to further explore Supported Housing. NAMI provided Train-the-Trainer for their Family-to-
Family classes. CICS has NAMI Family-to-Family Classes in various
CICS Counties.
Other Regions Many regions are participating in QSDA.
Regions are utilizing RHD to provide Supported Permanent Housing.
The CROSS Region is looking at implementing a rural ACT team.

Juvenile Detention Center (CIJDC) to provide transportation services for civil commitments.

Core Plus Services – Comprehensive Facility & Community Based Crisis Services
CICS 24-Crisis Line with text and chat features
available daytime hours. Mobile Response – RFP for mobile response
region-wide is on the Governing Board Agenda 7/27.
MGMC has a 23-hour crisis observation and holding bed.
CICS contracts with Hope Wellness Center (HWC) in Woodward for crisis stabilization residential services. Transportation to and from HWC is also provided through CIJDC.
Other Regions Polk County has had a mobile response
team for many years – not 24 hours. Foundation 2 provides mobile response in
East Central Region. Southwest Iowa Region is utilizing iPads to
implement mobile response. 23-Hour Crisis Observation Center
available in 3 other Regions. There are various crisis stabilization units
across Iowa.
Crisis Stabilization Residential Services provided in a short-term non-community-based residential setting to de-escalate & stabilize an individual following a mental health crisis.
Collaboration between regions with existing programs is providing access to Crisis Stabilization throughout the state.
Mobile Crisis Response
Data reflects mobile crisis programs currently available and those under development (not all services are currently Chapter 24 accredited.)

CICS CICS is looking at the possibility of
coordinating with other Regions to implement Sub-Acute services.

Core Plus Services –Justice System-Involved Services
CICS Tele-psych services are available in the jails of the
CICS Region through Integrated Telehealth Partners (ITP).
CICS is partnering with various law enforcement agencies in the Region to bring MHFA and CIT training to law enforcement.
Implemented jail diversion services in most of the counties in CICS.
Civil Commitment Prescreening is available in 3 CICS counties, but it does not meet Chapter 24 requirements.
CICS is funding various services for individuals while they are incarcerated, including individual therapy, group therapy, and Intensive Psychiatric Rehabilitation (IPR).
CICS funds psychiatric medications while individuals are in jail.
Other Regions There is a collaborative group working to
improve access to services for individuals in jail and being released from jail through the Iowa Therapeutic Alternatives to Incarceration (ITAIC).
CIT provided in the East Central Region, specifically Johnson County.
CIT training is now being provided to new trainees at the Iowa Law Enforcement Academy.
Additional Core Evidenced-Based Treatment
CICS Several Counties in the CICS Region
formed a 28E to create a provider agency to provide Intensive Psychiatric Rehabilitation (IPR), Central Iowa Recovery (CIR).
8 CICS Counties now have peer drop-in centers.
Other Regions Other regions also have CIR providing IPR
services in their counties.
Public Education and Training
CICS CICS provides funding and 3 trainers for
MHFA through the Region. CICS also provides Trauma Informed Care
(TIC) training. Service Coordinators went through the
Options Counselor Training in collaboration with LifeLong Links.
CICS contracts with the CMHCs to fund other public education opportunities within CICS.
Other Regions CSS is contracting with LifeLong Links to
provide information and referral services to their residents.
