The classification of mandates will follow the criteria set forth in the attached note sent by the Chair of the Permanent Council, Ambassador Walter Albán, Permanent
Representative of Peru to the OAS, to the Chair of GTMANDATOS (CIDI/GT/RMDI- 28/13), that is:
TYPE A MANDATES: Policies or policy guidelines on the issue in question.
TYPE B MANDATES: Specific measures or activities that support the implementation of type A mandates.
TYPE C MANDATES: Operational mandates of an administrative or financial nature.
In the attached proposal, some mandates have been marked with an asterisk. Even though these mandates were classified, the Chair, as a result of the informal consultations
with delegations, found that they have expired or are duplicated.
It is important to highlight that the document used as a base for this exercise was constructed from the current and procedural mandates agreed by CIDI during its XXII regular
meeting held November 29, 2013 and the mandates from the forty-third regular session and forty fifth special session of the General Assembly held in 2013. The status of these
last ones has not been reviewed and validates by member states in the framework of CIDI and they have been highlighted in blue and pink respectively.
For its considerations the Working Group will rely on the definition of the mandate contained in document CP/CAAP-2977/08 add. 1 corr. 1, paragraph 3 of which provides, “Although the member
states may issue mandates whose directives could simultaneously reach many entities of the Inter-American system, for the purposes of this exercise we shall define a mandate as a request for
action by the OAS General Secretariat, which originates in a resolution of the General Assembly.”
Classification of mandates:
Definition of Mandate
The WG considered that for the purposes of mandates in the development area the definition is restrictive, since a large number of mandates considered to be current or procedural originate in
inter-American plans and programs and in declarations or documents stemming from CIDI ministerial meetings whose content has been endorsed by General Assembly resolutions.

The governments, through their Ministers and High Authorities on Science and Technology, will continue to
meet periodically to improve and develop new forms of Cooperation and understanding among the
countries of the Americas, strengthening the hemispheric framework of the institutions and transmitting
those suggestions to the Summits of the Americas process. To this end, the OAS General Secretariat is
directed to make a special effort to identify and make available the resources needed to hold Meetings of
Ministers and High Authorities on Science and Technology at least once every four years, and meetings of
COMCyT every year.

The Department for Sustainable Development will present to the Permanent Executive Committee of the
Inter-American Council for Integral Development (CEPCIDI) an annual work program based on the
guidelines of the CIDI strategic plan. In addition, the DSD will prepare semester progress reports on the
implementation of this Inter-American Program for Sustainable Development. In its annual work program
the DSD will, inter alia, monitor and evaluate the implementing of the Inter-American Program, and define
a strategy for mobilizing funds to support the financing of the Program. The annual work program will
include provision for monitoring the implementation and evaluating the results of the Program. A
comprehensive ample evaluation of the impact will be undertaken in the final year of the Program, in
accordance with the existing resources available for this purpose. The Department shall also present
reports on the implementation of the program to the Inter-American Committee on Sustainable
Development or other appropriate sectoral meetings, which can propose updates to the Program.
The resources in the sectoral Account for Sustainable Development and Environment of FEMCIDI should be
used to implement activities arising from the Program.Accordingly, MS are encouraged to present
multinational projects following these criteria, and the DSD is to support MS that so request in the
formulation of such projects, and shall cooperate with those member states in the search for additional
external funding sources for its execution. Moreover, the DSD will provide support for the design and
implementation of pilot projects to promote effective participation in innovative programs designed to
promote sustainable development and environmental issues.

14, 2007, in which we undertook to increase quality comprehensive early childhood education coverage, in
accordance with each member state’s possibilities and with the long-term goal of universalizing its integral
care for the very young. We express our satisfaction at the progress in implementing the mandates that we
set on that occasion and, in the inter-American framework, under the coordination of the CIE. In order to
give this greater impetus and visibility, we have agreed to entrust CIE to develop an Inter-American
Program on Comprehensive Attention to Early Childhood, to which we will give a firm support.

technologies in secondary education as a factor that will contribute to young people’s preparation and their

young people to ICTs and their integration into secondary education, as well as preparing schoolteachers in
the teaching-learning process, gaining access to knowledge reducing the digital divide. We instruct the CIE

Strategy for Disaster Reduction (ISDR), and the World Food Programme (WFP); b. Making
use of the installed capacity of the OAS, based on interaction among the OAS offices in
member states, foreign ministries of member states, and their missions to the Organization,
to encourage the use of existing standardized disaster information systems, including on the
basis of requests from the relevant subregional agencies; c. To establish and disseminate an
updated registry of civil society organizations and other social actors working in the field of
humanitarian assistance on which the OAS and the member states can call in the event of an
