The fourth edition of Cinéphile is set to screen films from various enterpris-ing filmmakers on November 8 at Spandan, the annual media event organ-ized by the Media Studies (BAJMC) department of Vivekananda Institute of Professional Studies. I appreciate the team for being able to undertake the responsibility of organizing the event in collaboration with the United Nations to promote water conservation. I congratulate all the filmmakers for their sincere efforts towards the craft. I also extend heartfelt thank you to the sponsors of the event. I wish the team good luck and I hope the journey has been an enriching experience.

Cinéphile, the student film festival organized by Vivekananda School of Journalism and Mass Communication is the pride of both VSJMC depart-ment and VIPS. In order to organize an event of this level, great amount of hard work, dedication and persistence is put in by the students. The festival aims to promote young filmmakers. This year, the festival has collaborated with IFUNA and has aimed to promote water conservation. I have observed that the team has worked hard and each member deserves credit for con-tributing towards making the event a success. I wish team Cinéphile good luck for the event.

Cinéphile 2019Cinéphile is an international film competition organised by Vivekananda Institute of Pro-fessional studies. It is a platform where like minded individuals come together through the medium of motion pictures. Cinéphile provides students a platform to gain recognition and opportunities on an international platform. This year, VIPS spandan Cinéphile 2019 is being organised in association with Indian federation of United Nations Association (IFUNA). The theme of the competition was ‘Water’. A total of 30 entries were received this year in the categories of short films, documentaries and Public service messages. The preliminary round of VIPS spandan Cinéphile 2019 was organised on 5th November 2019. The jury comprised of esteemed individuals who have made significant contributions in the field of films and water conservation. Mr. Diwan Singh, Mr. Vijay S. Jodha and Mr. Deepak Parvatiyar comprised the panel of the jury. All the entries received were screened in the priliminary round and the jury shortlisted the best entries under each category. VIPS Spandan Cinéphile 2019 will be held on 8th November 2019 in the VIPS audi-torium. The selected entries will be screened for the audience and guests. Mr. Rajen-dra Singh, the waterman of India and Mr. Suresh Srivastava, the secretary general of IFUNA will be the guest speakers of the event. The jury will also grace the event with their presence. The winners will recieve prizes from HP.

RULES AND REGULATIONS

• Films must be completed between 23 October 2016 to 24 October 2019 (Within 3 Years) and duly authenticated by the entrant in the entry form.

• Film entries shall only be accepted with ID proof of film makers’ with affili-ated institution.

• Format for selection process should be in .mp4 and .MPEG (HD) only. • English subtitles are compulsory for other language films. • Multipleentries will be accepted however separate forms shall be filled for

each entry. • Eminent Juries will be appointed by the Cinèphile film festival with consulta-

tion of IFUNA authorities. • No person with any involvement in the films will be present on the Jury. • The decision of the jury shall be binding and final; no appeal or correspond-

ence regarding their decision shall be entertained.

GENERAL RULES

• Only selected films will be intimated by email. No letters of non-acceptance will be sent.

• Last Date for submitting films along with the Completed Entry form is 25 October 2016.

• Entry will be cancelled if film has violated copyright issues. Film festival will not be responsible for any such films.

• Entry Forms should be filled in clearly. • If selected for the festival the entrant must undertake to provide publicity

clippings for the use of the festival. • Entries will be subject to preview by a committee constituted by the Direc-

tor/Coordinator, Cinèphile film festival and Jury. • The Director/Coordinator of the festival has the power to waive any of the

above mentioned rules.

Deepak ParvatiyarMedia Advisor & National Program Director, IFUNA

With almost three decades of professional career in Media, Deepak Parvatiyar has worked in various types capacities in all forms of media including print, tele-vision and web. He has also directed two international award winning documen-tary films on disability. He is at present writing a book on Water for which he got a prestigious fellowship and travelled to the water hotspots of the world. He has travelled to over two dozen countries in four continents. Deepak has worked in various capacities with different news organisations in India and abroad including the Times of India, Free Press Journal (As Chief Reporter), Eenadu, Newstime & ETV (As Gujarat Bureau Incharge), AFP (Stringer in Gujarat), Sahara Time (As As sistant Editor and National Bureau Chief), Institute for Customer Relationship,

Georgia (USA) in Kuala Lumpur (Malaysia – as Content Editor), People And UN (as Media Advisor and Con-sulting Editor) and jagritbihar.com (as Chief Editor). As a reporter he covered many historical events of na-tional and international significance and broke many stories such as the politican hands in Bombay Riots of 1992-93, Underworld don Dawood Ibrahim’s hand in the serial bomb blasts in Bombay in 1993, the hardship to ONGC because of the grounding of Westland helicopters in 1989-90, the teething troubles in Jawaharlal Nehru (Nhava Sheva) port (1989-90), the crisis in the Bombay Dock Labour Board, the Surat Plague, Kandla Cyclone, Gujarat Earthquake, the Swadhyay Movement of Pandurang Shastri Athawale, US President Bill Clinton’s visit to quake affected Kutch, Parliament Attack, and was on board the first Indian private airline’s flight to Sri Lanka, among others.

Former member, Technical Advisory Group (TAG) for Yamuna River Development Authority (YRDA) Author of research papers on Ecological Flow of Monsoon rivers and Yamuna Floodplains as Natural water storage pub-lished in Current Science. Coordinator for Ridge Bachao Andolan (2004-07) and Yamuna Satyagraha (2007-2010), the two movements to protect natural resourc-es of Delhi. Presently, working with community and NGT water Bodies Monitoring Committee to revive water bodies in Dwarka. Have restored 3 water bodies.

Mr. Vijay S. JodhaWriter, Photographer, FilmmakerVijay S. Jodha is a writer, photographer and filmmaker based in Gurgaon. He has produced five books and his projects have been showcased in galleries, muse-ums and film festivals worldwide. He studied film making at New York University and his films have been broadcast in over 200 countries on 75 channels including BBC, CNN and Discovery. Vijay’s work has received over 70 honors in 24 coun-tries including 17 best director/film awards. Two of his projects were listed in the Limca Book of Records. He has served as a jury member for various festivals in India and abroad.

Shri Rajendra SinghWaterman of India

Rajendra Singh is an Indian water conservationist and environmentalist from Alwar district, Rajasthan in India. Also known as “waterman of India”, he won the Magsaysay Award in 2001 and Stockholm Water Prize in 2015. He runs an NGO called ‘Tarun Bharat Sangh’ (TBS), which was founded in 1975. The NGO based in village hori-Bhikampura in Thanagazi tehsil, near Sariska Tiger Reserve, has been instrumental in fighting the slow bureaucracy, mining lobby and has helped villagers take charge of water management in their semi-arid area as it lies close to Thar Desert, through the use of johad, rainwater stor-age tanks, check dams and other time-tested as well as path-breaking tech-niques. Starting from a single village in 1985, over the years TBS helped build

over 8,600 johads and other water conservation structures to collect rainwater for the dry seasons, has brought water back to over 1,000 villages and revived five rivers in Rajasthan, Arvari, Rupar-el, Sarsa, Bhagani and Jahajwali.He is one of the members of the National Ganga River Basin Au-thority (NGRBA) which was set up in 2009, by the Government of India as an empowered planning, fi-nancing, monitoring and coordinating authority for the Ganges (Ganga), in exercise of the powers conferred under the Environment (Protection) Act,1986. In the UK he is a founder member of an NGO called the Flow Partnership which aims to counter the negative effects of soil erosion and flooding.

He is a practicing Lawyer in Delhi High Court.He was President of Tax Bar Association, Delhi. He was Standing Coun-sel in Delhi High Court of NCT, Delhi and Senior Standing Counsel of Cen-tral Government in Delhi High Court. He has organized various seminars, symposia, workshop and conferences on various National and Internation-al issues. He has been contributing Articles in various News Magazines and

It’s a non-funny satire on the socio-economical structure of our country that still portrays the existing stigmas even in the face of death. Ganja is a rhetorical title with a larger question to be asked! You might not believe it cause of the mysterious approach it takes but it sure is a bold statement on water conversation.

A thirsty woman in hope of water is roaming in the forest with no energy in condition of dying, this humid weather has made her condition worse. While sitting, at a great distance she observes a water bottle hung up in a tree with a page attached to it ,when she comes closer to that tree she realizes that the paper mentioned “pour me “ and from there ,at some distance she observes that there is small well ,which is dried and not so deep but had some pipes connected to it . She was really disappointed and thought of giving up on her life unless she hears a sound of running water on the other side of well. She realizes of how she wasted water. That well was actually jammed from many years, once the water was filled in the pipes, they worked properly. With this ends the story on a happy note but leaves a strong message.

12.AbhaavBy Sarvdeep Singh Arora, Payal Lamba, Moksh Jindal, Muskan Sharma, Saanesh Khurana, Manvi Chaturvedi The story is about a family who is involved in illegal hoarding of water. The Water Hoarding Depart-ment raids their house after keeping a check on their activities. They conduct a raid and find out that the family is involved in lavish and careless use of water. The family members also recall about various activities which made the department suspicious.

With ignorance to the ongoing issue of water scarcity, our days are numbered and when the time arrives the very essence of humanity will be put to test. The film is a docu- drama depicting the pain and anger of the people who were denied the basic human rights and what the future holds in store for us if we do not change our path. The short film also raises a bone chilling yet ignored question: Are we really humans if we have lost our humanity?
