Saudi's Acwa Power targets 2016 IPO on domestic bourse -CEO

Saudi Arabia-based power and water project developer, Acwa Power, is aiming for a stock market floatation on Saudi bourse sometime next year, its chief executive said.

CAPE TOWN, Sept 29 (Reuters) - Saudi Arabia-based power and water project developer, Acwa Power, is aiming for a stock market floatation on the Saudi bourse sometime next year, its chief executive said on Tuesday.

The company, which has $27 billion worth of assets, with another $17 billion under construction, is involved in renewable energy projects across Africa and was bullish on its growth.

"We are committed to broadening the shareholder base, including to bring in the Saudi public and in due course international participants," Paddy Padmanathan, president and chief executive told Reuters on the sidelines of a gas conference in Cape Town.

"We are working towards an IPO listing programme, very much subject to regulatory constraints and approval processes. We look forward to getting this done as soon as possible and a realistic time frame has got to be sometime in 2016," he said.

Padmanathan said they have not yet decided where a secondary listing for the company would be.

With another $15 billion worth of projects set for construction in the future, Padmanathan said the firm would use regional hubs based in Rabat, Cairo and Johannesburg to expand across the continent.

Each region would eventually contribute around 5,000 to 6,000 megawatts of renewable energy within the next five years.

"By 2030 I expect to see 40 percent of African electricity being supplied by renewables," he said.

African countries, including South Africa, the continent's most advanced economy, are struggling to meet power demand and are increasingly turning to green energy sources including hydro, solar and wind projects to overcome constraints.

Kuwait's Al Mazaya plans two projects in UAE

Kuwait-based Al Mazaya Holding is planning to launch two high-end residential projects in the UAE, a senior company official told Zawya Projects.

Company looking at more real estate opportunities

Kuwait-based Al Mazaya Holding PJSC, a property developer listed on the Dubai and Kuwaiti bourses, is planning to launch two high-end residential projects in the UAE, a senior company official told Zawya Projects.

"We are planning to soon launch one luxury residential project each in Dubai and Abu Dhabi," said Khaled Mahmoud Abdulatif, Acting CEO- Dubai Office Operations.

The cost of the two projects were not disclosed.

The Abu Dhabi project is likely to come up on land it owns in Al Reem Island, while negotiations are on to acquire land in Dubai, though it owns land in Waterfront, a master development by Nakheel, which is on hold.

Abdulatif said the company was looking at a couple of other real estate opportunities that it would launch either on its own or through joint ventures.

In 2008, Al Mazaya launched Morina Residence, a 29-storey residential tower with townhouses, on Shams Abu Dhabi on Al Reem Island. The project was put on hold following the global financial crisis.

In April 2014, Rashid Al Nafisi, Chairman, Al Mazaya Holding, told Zawya Projects that they were reworking on the Abu Dhabi project.

In February 2015, UAE English daily The National reported that the developer launched Ritim Istanbul, a six-tower residential and office project, featuring recreational spaces and a shopping mall, in joint venture with Turkish property developer Dumankaya Construction.

In July 2015, the developer, in a press statement, said net profit for first half 2015 rose to AED49.65 million ($13.53 million), an increase of 32.1 per cent over the figure in the corresponding period last year.

The company has invested AED6 billion ($1.63 billion) in Dubai real estate sector with its project portfolio comprising Al Mazaya Towers in Jumeirah Lakes Towers, The Villa project in Dubailand and SkyGardens in Dubai International Financial Centre.

Egypt to offer leather city projects to foreign investors

The Egyptian government is planning to offer the second and third phases of the industrial leather city in Alrubiki to foreign investors in 2016, an official source told Zawya Projects.

"The total cost of the PPP (public private participation) project will be EGP2.932 billion ($370 million)," Ismail Jaber, head of the

Industrial Development Board said.

The EGP466 million ($59.51 million) first phase represents 30 per cent of the project and will be spread over 155 acres. It will produce 100 million square feet of leather and is scheduled to be completed during 2016.

The EGP1.132 billion ($14 million) second phase represents 25 per cent of the project, which will be constructed over 130 acres. It will produce 80 million square feet of leather and is expected to commence in 2016 for completion in three years.

The EGP1.8 billion ($23 million) third phase represents 45 per cent of the project, which will be spread over 232 acres. It will produce 170 million square feet of leather.

The three-stage project is expected to provide 25,000 direct and indirect jobs.

Saudi Aramco names leader in struggle for oil market share KHOBAR, Saudi Arabia, Sept 17 (Reuters) - The world's biggest oil firm Saudi Aramco has picked a career petroleum engineer who oversaw its biggest projects of the past decade, Amin Nasser, to lead it through a price downturn and a market share battle. The announcement from the Saudi Arabian state company ends five months of uncertainty about

the new boss at the oil monopoly. Nasser is known for pushing for cutting edge technology and once said he sought to emulate the gas fracking revolution in the United States. "Amin is a team player and a visionary. With his appointment the company is in a better position to refocus on upstream objectives," said Sadad al Husseini, a former top executive at Saudi Aramco. Nasser has been acting chief executive at Aramco since April, when his predecessor Khalid al-Falih was appointed Aramco's chairman and also health minister.

The post of chairman had previously been held by Oil Minister Ali al-Naimi, himself a former chief executive of the company. Naimi remains in the ministerial position he has occupied for 20 years. The April changes followed a shake up of leadership by King Salman who made young deputy Crown Prince Mohammed bin Salman the most powerful figure in economic and energy policy, while abolishing the old Supreme Petroleum Council, where energy policy had been historically made. The deputy crown price is now the head of both an economic development supercommittee and a new council overseeing Aramco, making him the first royal ever to directly supervise the state giant. Attempting to read Saudi oil policy has become a favourite game of oil market watchers since the kingdom made a strategic U-turn last year, persuading OPEC to open the pumps to fight for a market share with rival producers instead of cutting output to support flagging prices. Most Saudi watchers still anticipate Falih would take over as oil minister when, and if, Naimi retires. Deputy Oil Minister Prince Abdulaziz, is seen as the second most likely candidate for the ministerial job. "GREAT CREW CHANGE" Nasser, now in his 50s, joined Aramco in 1982 after studying oil engineering at the King Fahd University. Over the past decade, he oversaw some of Aramco's biggest projects, including the 2008 launch of the $10 billion Khurais oil field. That was a crucial project to help Saudi Arabia reduce pressure on ageing fields and sustain spare capacity, long seen by the market as a crucial cushion that can balance the market during times of oversupply or shortage. The spare capacity became the kingdom's tool to allow it to raise output over the past two years to over 10 million barrels per day in its fight for market share. Nasser takes over as the CEO at a time most oil producers have been forced to slash spending because of low oil prices. Nasser himself said this year the oil industry could scrap or delay $1 trillion worth of projects. This month sources said Aramco had delayed the expansion of Khurais. Yet Aramco cannot cut spending too much as it needs to maintain its spare capacity. Nasser has warned the industry against excessive cuts as it could lead to talent and technology shortages in the future.

"We have seen how that approach to a spending crunch plays out. The reduced investment in technology and talent that characterized the 1980s and early 1990s should remind us that repercussions can be lasting," Nasser said in March. Nasser has said he has a mandate to add billions of barrels to Saudi oil reserves and double or even triple manpower in science and technology. He has said Aramco has been spending about $1 billion per year on training and development to be able to face the challenge of a generational turnover, dubbed the "Great Crew Change", as the Saudi population gets increasingly younger. Aramco said in its statement that Nasser was appointed after the company's Supreme Council held its first meeting in Jeddah, which was chaired by Prince Mohammed. Gold price drops nearly Dh4 per gram in one month

Dubai: Gold’s losing streak continued on Thursday, with retail prices in Dubai dropping by nearly Dh4 per gram in one month.

The bullion stood at $1,116.80 as of traditional New York closing time on Wednesday, down from $1,133.70 a month ago.

In Dubai, retail prices on Thursday morning were pegged at Dh134.25 per gram for 24-carat gold, down Dh3.75 per from Dh138 in September 1.

Also retailing at a lower price is 22K gold, which fell from Dh131 to Dh127.75, while 21K dropped from Dh125.75 to Dh122.25. Retail price for 18K gold has likewise fallen from Dh108.75 to Dh106 per gram.

Gold’s failure to recover from last week’s losses has been attributed to renewed expectations of an interest rate hike in the US, coupled with upbeat labour data and US dollar.

The ADP National Employment Report showed on Wednesday that private sector employment in the US increased by 200,000 jobs in September, further fueling speculations that the Federal Reserve has enough basis to adjust the rates before the end of the year.

At the same time, the dollar index increased by 0.45 per cent, which has worked against the bullion.

Petrol becomes cheaper for October

Abu Dhabi: The Ministry of Energy announced new fuel prices for October on Monday. The petrol prices will be reduced by nine per cent compared to September. Diesel price will go up slightly by three fils.

The per litre prices are Dh1.90 for Super 98; Dh1.79 for Special 95; and Dh1.72 for E Plus-91. Diesel price has been fixed at Dh1.89 per litre. The new fuel prices will come into effect from October 1. The decision for the new fuel prices was taken at a meeting held under the chairmanship of Dr Mattar Al Neyadi, Undersecretary of the ministry in Abu Dhabi on Monday. “Since the price of crude oil is low, the price of gasoline internationally is also low. It is natural that prices are less than September,” said Al Neyadi speaking to Gulf News. On the increase of diesel prices by 3 fils, he said the demand for diesel will be more in winter in international markets. The deregulation of fuel prices by the Ministry of Energy has been positive, he said. “We have a good reaction to the decision both regionally and internationally. It is a positive step by the government.” The prices are based on the average global prices for diesel and petrol, with the addition of operating costs and profit margins of the distributing companies. In July, the Ministry of Energy announced that fuel prices would be deregulated and a new pricing policy linked to global prices would be adopted. Following the decision, petrol prices increased by more than 20 per cent and diesel prices reduced by 29 per cent for the month of August. For September, the fuel prices dropped by more than 8 per cent as the global oil prices plunged due to overproduction and weak demand. The per litre prices for September are Dh2.07 for Super 98; Dh1.96 for Special 95; and Dh1.89 for E Plus-91. Diesel price was fixed at Dh1.86 per litre. A commodity analyst from Saxo Bank said removing subsidies is a prudent thing to do though it has an impact on consumer spending but shields the government from potential loss of revenue. “It’s a natural thing to do to have an economy based on actual price levels at the time,” Ole Sloth Hansen, Head of Commodity Strategy at Saxo Bank, said speaking to Gulf News over the phone.

He said the other governments in the Gulf region may keep a close eye to see the impact of deregulation of fuel prices. “It will be a wait and watch approach. It also depends on how the finances are in various member states. It is a natural thing to do where the domestic energy consumption is rising quite fast.” “Consumers will have a little more acknowledgement of the value of fuel. It is helping government finances when prices rally again but it is also helping to keep the rise in demand at a steady level instead of consumers just spending because it has been relatively cheap. It is a healthy thing to do for long-term prospects.”

Qatar to spend $220bn on development projects

Qatar's investment programme will focus on infrastructure, education and health, says global credit rating agency Standard and Poor's, affirming stable outlook 'AA/A-1+' ratings on Qatar. In a report on Qatar released yesterday, S&P said: "We expect the majority of the projects to be completed ahead of World Cup soccer in 2022 Qatar is hosting."

The programme will support medium-term real economic growth, although it will contribute to a deterioration in fiscal and external balances, exacerbated by large fall in oil prices, S&P said. "The stable outlook reflects our view that Qatar's economy will remain resilient, supported by strong macroeconomic fundamentals, although we anticipate continued institutional weaknesses and limited monetary flexibility over the next two years." S&P reiterated that it affirms its 'AA' long-term and 'A-1+' short-term foreign and local currency sovereign credit ratings on Qatar. "The outlook is stable." "We also affirmed 'AA' long-term issue ratings on the bonds issued by Qatari Diar Finance QSC and SoQ Sukuk A QSC." S&P said cited Qatar as a wealthy economy and said it estimates the country's per capita GDP (income) at $81,000 this year. It, however, added that Qatar's economy remained undiversified with hydrocarbons sector creating about 55 per cent of its GDP and 90 per cent of government revenues, and 85 per cent of exports. Qatar's economy grew by about six per cent over the past three years but growth is expected to slow down to four per cent between 2015 and 2018. The hydrocarbon sector will likely continue to

stagnate. The non-oil sector should, on the other hand, remain buoyant, thanks to public investment and growing population. S&P cautioned that Qatar's external surpluses will narrow substantially in the medium term as export receipts fall sharply between now and 2016-end, while import demand remains strong. The transfers and income accounts of the current account will remain in deficit, the former due to remittance outflows as a result of the expatriate population and the latter due to payments to foreign firms that partner with Qatari companies in the oil and gas industry. Figures cited by S&P show that while Qatar's nominal GDP has almost doubled from $98bn in 2009 to $191bn in 2015, per capita income (per capita GDP) has fallen over 2011, 2012, 2013 and 2014. It was $88,900 in 2011, $92,800 in 2012, $93,700 in 2013 and $93,400 last year, while $81,000 this year -- due to rising population.

Saudi Arabia & Bahrain sign $300m deal for new oil pipeline

Saudi Arabia and Bahrain have signed contracts worth around $300 million to lay a new 350,000-barrel per day (bpd) oil pipeline between the two countries, with the link due to be operational in 2018, Bahrain's Energy Minister said on Thursday. Bahrain relies on output from the Abu Safa oil field that it shares with Saudi Arabia for the vast majority of its oil and the new pipeline will replace an ageing 230,000 bpd link and enable Bahrain Petroleum Company (Bapco) expand the processing capacity of its 267,000 bpd Sitra refinery. Eventually the new pipeline's capacity could be increased to 400,000 bpd, Abdul-Hussain bin Ali Mirza said at a signing event in Manama. "It will be finished by the end of 2017 or early 2018 and then there will be a six-month trial period for the new pipeline," said Mirza, adding that the old pipeline was likely to be removed from service in the second half of 2018. Arabian Light crude oil will flow from Saudi Aramco's Abqaiq plant via the 115-kilometre pipeline, 73 kms of which will run overland and the rest under the Gulf. Agreements to build the pipeline were signed with Saudi Arabia's Al Robaya Holding Company and National Petroleum Construction Company of the United Arab Emirates. The former will complete onshore engineering, procurement and construction (EPC) work in Saudi as well as conducting engineering and procurement work in Bahrain. The latter has been awarded an EPC contract for the offshore work. A contract for construction at the Bahrain end of the pipeline has yet to be awarded, according to a statement from Bapco. The cost of the pipeline will be met by nogaholding, an investment vehicle which holds the Bahraini government's oil and gas assets.

The new pipeline has been long talked about. Mirza told Reuters in March the pipeline would be ready in 2018, after officials had previously estimated completion by the third quarter of 2016.

Jordan's First Nuclear Power Plant On Track

The second stage of Jordan’s first nuclear power plant (NPP) is on track, with the final cost of the project to be announced in spring 2017, said an official for the project. Jordan signed a $10bn deal with Russia earlier this year to build

the kingdom's first nuclear power plant, with two 1,000-megawatt reactors in the country's north.

The Head of the Russian State Atomic Energy Corporation Rosatom Sergey Kirienko gave an update on the project, which commenced in March, reported The Saudi Gazette.

“Accordingly by spring 2017 the feasibility study and a project implementation plan will be finally understandable, after that the government of Jordan will make an appropriate decision, and in accordance with this decision, the cost, the final terms and conditions of the investors' attraction will be fixed,” Kirienko said.

Jordan is building two nuclear reactors, with the cost for one estimated at around $5 billion. The details for the project are still unclear however, with Kirienko expressing the challenges that the government will face in its development.

The Kingdom faces the issues of water shortages and limited electricity supply, which will need to be addressed in the coming months to provide smooth and timely completion and maintenance of the project.

According to the state's Petra news agency, Jordan plans to finish construction of the plant by 2022. There are hopes it will be fuelled with uranium mined in the Kingdom.

The head of Rosatom said that the final cost will be known in spring 2017 after the preparation of construction documents will be finalised.

"I can't say any data on the numbers and timing about Jordan's project until the end of the investment phase," said Kirienko. He emphasized that Russia attaches great importance to its cooperation with Jordan in nuclear industry.

Oman's RAECO plans 7 renewable energy projects

The Rural Areas Electricity Company (RAECO) plans to further develop seven small-scale power projects based on solar and wind energy resources, top official says.

The power plants will provide greater access for areas that fall outside of Oman’s two main grids where demand is high, especially in the Northern part of the Sultanate, reports the Oman Daily Observer.

RAECO has the licence to generate, transmit, distribute and supply electricity in areas that fall outside of the country's two main grids and is Oman's only vertically integrated utility.

The move would cement the company’s reputation as a pioneer in renewable energy development in the Sultanate, as tenders for the new initiatives are currently under preparation, says Hamed bin Salim al Maghderi, Chief Executive Officer, RAECO.

"Diesel is not only very expensive, but also environmentally unfriendly as well. Hence there is a target to reduce diesel-based generation by around 25 per cent and replace this capacity with solar and wind capacity within five years. This directive has come from the sector regulator,” he said.

Electricity demand in these areas, which includes the Musandam Governorate , the Wusta desert, Masirah Island and Thamrait and Al Mazyona in the Dhofar Governorate, averages 14 per cent annually, versus around 10 per cent recorded in the rest of the country.

Peak demand growth is as high as 25 per cent in some locations, warranting capital investments in green-field capacity and networks to meet these projections, the al Maghderi said.

The company currently owns and operates 42 diesel-powered stations and six water desalination plants in Oman.

Next month, the utility will kick off construction work on the country's first large-scale wind power project at Harweel in Dhofar Governorate.

The 50 MW capacity venture is being jointly developed by RAECO and Masdar, Abu Dhabi's renewable energy company, with an investment of around $125 million.

Around 16,000 homes will receive their energy needs from this landmark venture when it comes into operation in 2017.

UPDATE: Saudi insurance firm receives claim for collapsed crane

Saudi Arabia's United Cooperative Assurance said on Sunday it had received a claim from Saudi Binladin Group over the collapse of one of the construction firm's cranes this month at the Grand Mosque in Meakkah that killed more than 100 people. The insurance firm said it had received the claim on Sept. 13 and it had appointed evaluators licensed by the country's banking regulator to determine the damage caused by the accident, a bourse filing said. At least 107 people were killed when a crane toppled over at Mecca's Grand Mosque on Sept. 11, leading Saudi Arabia to suspend Binladin from new contracts and order a review of existing projects. United Cooperative Assurance said it would announce any developments in due course and the estimated value and financial impact of the incident would appear in fourth-quarter financial statements. However, the firm added its coverage related to the client was more than 98 per cent covered by reinsurers.

Jordan opens new $287m wind farm

Jordan has begun the operations of the Tafila Wind Farm, its first utility-scale wind project, it was reported. The Tafila Wind Farm project has a total capacity of 117MW and consists of 38 wind turbines. The announcement was made by the National Electric Power Company and the Jordan Wind Project Company (JWPC), the project’s owner and

operator, after the successful connection of the wind farm to the national grid, Jordan Times reported. The Tafila Wind Farm is now operating at its full capacity of 117MW. The project will produce about 400 gigawatt-hours annually. The $287 million project, built in the southern governorate of Tafilah, will account for 3% of the total energy currently produced in Jordan. The wind farm project consists of 38 wind turbines, each with a rated capacity of approximately 3MW. Each turbine is approximately 150 metres in height, and weighs around 200 tonnes. The project secured financing through several international institutions and banks, including the International Finance Corporation, European Investment Bank, Eksport Kredit Fonden, OPEC Fund for International Development, Dutch Development Bank, Europe Arab Bank and the Capital Bank of Jordan.

Kuwait’s New Development Plan To Boost Economy

Kuwait ongoingstrategic Development Plan aims to improve infrastructure across a number of sectors and deepen the country's economic growth potential, especially outside the oil sector. Unlike previous investment initiatives, the current development agenda envisions a central role for the private sector.

The extensive use of the public-private partnership (PPP) framework in the current plan is intended to deepen the contribution of the private sector to the country's economic growth and to spur private sector job creation, among many other benefits. The recent decline in oil prices has refocused attention on the importance of expanding the nonoil economy and the private sector, and increased the need to diversify the financing sources for projects.

The Development Plan (DP) seeks to boost aggregate investment, pledging to spend upwards of $106bn (KD32bn) between 2015 and 2019. Earlier this year, authorities approved the second five-year development plan. Projects are planned in a number of sectors, including oil, transport, infrastructure, power and water. Implementation of the DP is well underway, though there has been some delay. The pace of implementation of the plan's projects is critical to Kuwait's current medium term economic outlook, which expects nonoil economic growth to average around 4% in 2015 and 2016 and to accelerate beyond that towards 5-6%.

At the core of Kuwait's Development Plan is an effort to involve private investors. This is being done through a PPP program that currently includes projects valued at KD 10 billion, mainly in power, water, wastewater treatment, housing and transportation. Once in full swing, these projects could conservatively add KD 1 billion per year to capital spending, hence boosting, by themselves, real GDP growth by almost 2%.

While projects have taken some time to take-off, an amendment to the legal and institutional framework in 2014has reinvigorated the initiative once-again. Amendments ironed out some issues that prevented projects from taking off sooner and should lead to better regulation of the PPP initiatives.

Among other things, the changes replaced the Partnerships Technical Bureau (PTB) with the Kuwait Authority for Partnership Projects (KAPP). The new body has greater independence and executive powers and should manage PPP initiatives more effectively.

The use of PPPs has been on the rise globally over the last two decades. PPPs have been used extensively in Europe, especially in the United Kingdom, in Canada, as well as many emerging economies. In 2013, the UK had over 600 PPP schemes worth over $100 billion in use, including hospitals, schools, and roads.

PPPs have been popular around the world, particularly in power, water, healthcare, and transportation. In Kuwait, PPPs have typically taken the form of a build-own-operate (BOT) contract.

There are a number of advantages to using PPPs in Kuwait's development initiative. Among them is that PPPs can help reduce the financial burden on the state and limit growth in government spending and the public sector. They can also introduce economic efficiencies and facilitate the adoption of new technologies and know-how, especially when projects attract foreign investors. In Kuwait, PPPs will also help develop the private sector, generate private sector jobs, and deepen financial markets.

One of the main advantages of the PPP framework is that it attracts private funding for projects that would otherwise have been financed with government resources, thus reducing the fiscal burden on the state. In Kuwait's case, the Development Plan requires around a third of the capital spending to come from the private sector.

However, for Kuwait, ample fiscal resources including sovereign financial reserves of over three times GDP, means private funding was never the main goal. Still, now that oil prices have declined, Kuwait's government has less fiscal space than it did just a year ago; reducing the burden on public funds will certainly help.

For Kuwait, one of the core advantages of the PPP initiatives is that they help diversify the economy and generate private jobs by developing the domestic private sector. Indeed, most PPP projects are in areas where private initiative has been limited due to government restrictions. Now, for the first time, the private sector is being encouraged to invest in power & water, new cities and a metro.

Also, with PPPs requiring the private sector to take on more risk and a larger role in the operation of the new facilities, these schemes increase the capacity and technological know-how of the sector.

There are a number of other advantages to the PPP structure, including shifting risk to the private sector and reducing overall project cost. A project usually carries a number of risks, including the risk of faulty design, poor implementation, cost overruns, and completion delays. In a PPP scheme, the private sector takes on these risks and is better able to control them and to allocate those risks efficiently.

PPP schemes can also help reduce project implementation and life-cycle costs. Studies have shown that public-private partnership projects can introduce cost savings through the use of innovation in design and construction. But cost savings can extend past implementation, with the private investor having an incentive to control the overall cost of the project over its life-cycle including the cost of maintenance and operation.

Kuwait's PPP program can also benefit domestic financial markets and increase ordinary Kuwaitis' stake in the country's development. The program includes measures such as requiring 50% of PPP ventures to be offered to Kuwaiti nationals in a public offering. This will help deepen financial system, including both bond and equity markets, and increase Kuwaiti citizens' stake in the success of the development plan.

While there has been some delay in implementing the PPP projects in Kuwait, notable progress has already been made. The first phase of the Al-Zour North IWPP was awarded in 2013 and is already 77% complete with some electricity production already started. The second phase of the project is expected to be awarded in the coming months. Once complete, the Al-Zour North IWPP is expected to bring the total investment to KD 2.5 billion and increase Kuwait's electric power generating and water desalination capacities by 30% and 80%, respectively.

Another PPP initiative that has moved ahead is a company to provide health insurance and healthcare to over a million expatriates. Kuwait Health Assurance Company(KHAC) is still in early operational stages and is committed to building and operating three hospitals and 15 clinics.

The Development Plan's focus on public-private partnerships is expected to serve Kuwait well in the coming years, with the initiative helping to boost private sector growth, increase job creation and limit the burden on the public sector. The latter has become more crucial now that oil prices have tumbled and that deficits are a reality. The projects are likely to improve economic efficiency and to introduce new technologies, especially with the involvement of international companies as strategic partners.
