General Information Enquiry, Reception and Registration Services:

• OPD Registration counter is functioning from 08.00 AM to 05.00 PM and Casualty registration counter is functioning round the clock.

• Location guide maps have been put up at various places in this hospital.

• Telephone enquiries can be made over telephone numbers:0671-2414166. Casualty & Emergency Services:

All Casualty Services are available round the clock.

• Duty Doctor is available round the clock.

• Specialist doctors are available on call from resident doctors.

Emergency services are available for all specialities as listed in the OPD Services.

Emergency Operation Theatre is functioned round the clock. In serious cases, treatment/management gets priority over paper work like registration and medico legal requirements. The decision rests with the treating doctor.

Laboratory Services: Cardiological Catheterisation laboratory is functioning in Cardiology Department Routine: Laboratory Services are provided in the field of (as available):

• Bio-chemistry

• Pathology

• Microbiology

• Haematology

• Cytology

• Histopathology including FNAC

There is a Central Collection Centre for receiving and collecting various

specimens for testing. The timings for receiving specimens are at OPD- 9:00 AM to 5:00

PM & IPD till 08.00 PM.

Radio Diagnostic Services:

Routine: These services include:

• X-Rays

• Ultrasound

• Routine X-Rays are done OPD- 9:00 AM to 5:00 PM & IPD- 08.00 PM.

• Registration is done from 9:00 AM to 5:00 PM.

• Ultrasound examination is done Round the clock.

• C.T. Scan is done Round the clock.

• MRI is running on PPP mode from 08.00 AM to 05.00 PM.

Other facilities available include:

Cold Drinking Water, Wheel chairs and trolleys are available in the OPD and

casualty. Stand-by Electricity Generators have been provided. Lifts are available for

access to higher floors. Free diet is provided to all patients in the General Wards.

FREE BATTERY VEHICLE:-

Battery operated patient transportation facility available 24 X 7 in our hospital for

carrying the patient to the outdoor to the admitted indoor ward and indoor ward to

different diagnostic center situated in the campus of Hospital with free of cost.

HOT WATER & MILK FACILITY:-

The hospital provides hot water and milk for the patient and patient attendant free of

cost every day (24 X 7).

NIRAMAYA

The ‘Niramaya Scheme’ lunched in Odisha on 01st May 2015. under ‘Niramaya’ scheme , as

many as 720 Medicines listed in the Emergency Drugs List, would be distributed free of cost to the

patients in all the Government run Hospitals including Medical College and Hospital.

There are 4 Niramaya Centres working at SCB MCH, Cuttack. Location OPD and Super

specialty, O & G, Cardiology, Casualty.

MAHAPRAYAN

Mahaprayan is a state Govt. Project under which beneficiaries are provided vehicle for

carrying Dead Body. Mahaprayan Dead Body Carrying (DBC) vehicle started on 29th August

2016 in SCB Medical College & Hospital, Cuttack. There are 02 numbers of vehicles provided by

the Collector, Cuttack under Red Cross, Cuttack to this hospital. It is carrying the dead bodies

from the hospital to the native place of the deceased patient. As per the guideline given by the

Collector, Cuttack Rs. 10/Km for Non-AC and Rs.11/Km for AC vehicle is charged form

beneficiaries.

Rastriya Swasthya Bima Yojana (RSBY)

The beneficiaries under Rashtriya Swasthya Bima Yojana (RSBY)

are entitled to hospitalization coverage up to Rs. 30,000/- per annum on family floater basis, for

most of the diseases that require hospitalization. The benefit will be available under the defined

diseases in the package list. The government has framed indicative package rates for the

hospitals for a large number of interventions. Pre- existing conditions are covered from day one

and there is no age limit. The coverage extends to maximum five members of the family which

includes the head of household, spouse and up to three dependents. Additionally, transport

expenses of Rs. 100/- per hospitalization will also be paid to the beneficiary subject to a

maximum of Rs. 1000/- per year per family. The beneficiaries need to pay only Rs. 30/- as

registration fee for a year while Central and State Government pays the premium as per their

sharing ratio to the insurer selected by the State Government on the basis of a competitive

bidding. At every state, the State Government sets up a State Nodal Agency (SNA) that is

responsible for implementing, monitoring supervision and part-financing of the scheme by

coordinating with Insurance Company, Hospital, District Authorities and other local stake

holders.

Biju Krushak Kalyan Yojana (BKKY):

Biju Krushak Kalyan Yojana is a health insurance scheme for farmer families of the state. The beneficiaries under this scheme entitled to hospitalization coverage up to Rs. 70,000/- per annum on family floater basis, for most of the diseases that require hospitalization. The Benefits within this scheme will be provided in two separate

streams called BKKY Stream I and BKKY Stream II. These benefits, to be provided on a cashless basis to the Beneficiaries up to the limit of their annual coverage, package charges on specific procedures and subject to other terms and conditions outlined herein, are the following:

Under BKKY Stream I: Coverage for meeting expenses of hospitalization for medical and/or surgical procedures including maternity benefit and new born care, to the enrolled families for up to 30,000/- per family per year subject to limits, in any of the empanelled Health Care Providers across Odisha for those procedures listed in Appendix – 2 and 3A. The benefit to the family will be on floater basis, i.e., the total reimbursement of 30,000/- can be availed individually or collectively by the enrolled members of the family per year;

and, Coverage for meeting expenses of hospitalization for medical and/or surgical procedures to the enrolled families for up to 70,000/- per family per year on a floater basis, subject to limits, in any of the empanelled Critical Care Providers across Odisha and outside, for those procedures listed in Appendix –3B. Those Families who are eligible to be enrolled under RSBY are not eligible for coverage under BKKY Stream-I.

Under BKKY Stream II: Coverage for meeting expenses of hospitalization for medical and/or surgical procedures to the enrolled families for up to 70,000/- per family per year on a floater basis, subject to limits, in any of the empanelled Critical Care Providers across Odisha and outside, for those procedures listed in Appendix –3B. All the RSBY eligible beneficiary families are eligible for coverage under BKKY Stream-II.

Pre-existing conditions/diseases are to be covered from the first day of the start of policy, subject to the exclusions given as per OSTF guideline.

Coverage of health services related to surgical nature for defined procedures shall also be provided on a day care basis. The Insurance Company shall provide coverage for the defined day care treatments/ procedures as given as per OSTF guideline.

Provision for transport allowance of 100 per hospitalization subject to an annual ceiling of 1000 shall be a part of the package. This will be provided by the hospital to the beneficiary at the time of discharge in cash.

1. BKKY opened – Dt. 2. Total nos. of Beneficiary -

Odisha State Treatment Fund (OSTF):

The Odisha State Treatment Fund will provide financial assistance to the poor

patients who are suffering from life threatening disorders & diseases, for treatment of

their major ailments. The financial assistance would be released in the form of “one

time grant”, which will be released to the Medical institutions in which treatment has

been/is being received. The fund is managed by an autonomous Society known as

“ODISHA STATE TREATMENT FUND SOCIETY”. The Society is registered under the

Societies Registration Act, 1860. It is applicable to persons below the poverty line,

person with annual income not exceeding Rs.40, 000 in rural area and Rs. 60,000/- in

urban areas. Either BPL card or annual income certificate issued by concerned

Tahsildar may be accepted for determining the eligibility. The sanction at District

Head Quarters Hospitals shall be limited to Rs.30, 000/- per case. Where the

quantum of assistance exceeds Rs.30,000/-, CDMO with the approval of the Collector-

Cum-District Magistrate concerned can make payment up to maximum limit of

Rs.50,000/-. In the eventuality of providing financial assistance to the patients for

treatment at Private or any other hospitals as would be declared eligible Hospital by

Governing Body of the Society, the payment will be made by D.M.E.T(O).

Rastriya Bal Swastya Karyakarm (RBSK):

Rastriya Bal Swastya Karyakarm is a flagship programme under

department of Health Family Welfare which aims at early identification

and ensuring early intervention services for birth defects, diseases,

deficiencies and development delay cases for children under the age group of 0 to 18

years. Identified health conditions particularly the birth defects cases which are require

specialized treatment are to be treated at Medical College & Hospital and other tertiary

health care institutions on priority basis. The cost of treatment is to be met from existing

services & schemes. The beneficiaries under RBSK scheme are entitled to hospitalization

coverage up to Rs. 30,000/- with permission from state. Waive out of all type of services

charges for RBSK referral cases with approval of SBS.

Janani Shishu Suraksha Karyakram (JSSK):

Janani Shishu Suraksha Karyakram is launched on 1st June,

2011. The main objectives of the scheme are to eliminating out-of-

pocket expenses for families of pregnant women and sick newborns in government

health facilities. Reaching the unreached pregnant women (nearly 75 lakh a year who

still deliver at home). Timely access to care for sick newborns.

BIOMEDICAL WASTE MANAGEMENT (BMW) Introduction-

The Management of Bio-medical Wastes is not only an ethical responsibility but also a legal compulsion for those who directly produce the same for the cause of diagnosis, treatment, investigation..

Soon after the Gazette notification published on Biomedical Wastes (Management and Handling) Rules 1998 and the desired practice was intently placed into its function with effect from January 2000 in SCB Medical College & Hospital, Cuttack.

Profiles of SCB, MCH in Brief

This is the largest tertiary care Medical College Hospital of the state having current

strength of 2026 beds to cater treatment & critical care to the patients of the state &

neighboring states of the Eastern region. The college provides education & training to

both UG & PG students in Medical & Dental subjects as well as many other diplomas

including nursing. This hospital is also designed as referral hospital for Ophthalmology

& Spinal Injury.

Profiles of Bio-medical Wastes (BMW)

As per record with bed strength of 2016 the total amount of Bio-medical waste generated was 316 Kg/Day and out of which 85.3Kg/day was the anatomical waste and the remaining 153Kg/day was the infectious waste.

BMW disposal Equipments-

a. Incinerator- A paralytic double chamber, double burner. Fuel fired,70kg/cycle/hr with automatic loading & other necessary safety devices is functioning to dispose all burnable wastes except plastics.

b. Microwave- Two microwaves of 100 liters capacity each, 20 minutes/cycle, internal temp-1200 degree C, microwave frequency-2450MHz, are functioning to disinfect BMW cat 4 & 7(sharp wastes except hypodermic needles and inf. Plastics.

c. Shredder- A shredder of 100kg capacity, 45 minutes/cycle is functioning to mutilate and disinfected plastics & sharps and saline bottles to prevent recycling.

d. Needle Syringe Terminator (NST) –NST have been provided to all waste collection points of this hospital to destroy hypodermic needle wastes at the point of their generation.

e. Waste collection bins – Sturdy plastic bins with swivel tops in metallic frame are supplied to all waste collection points for collection of BMW under segregation. The bins are designed as per the prescribed color with biohazard symbol on the surface.

f. Chemical Disinfectant- 1% NAOCL solution is supplied to all the waste collection points to chemically disinfect soiled plastics and sharps.

The success of this charter depends on the support we receive from our uses. Please try

to appreciate the various constraints under which the hospital is functioning. On an

average more than 10 lacs patients attend the OPD, 05 lacs IPD and more than 01 lacs

patients are attended annually in the casualty and emergency wards. Please do not

inconvenience other patients. Please help us in keeping the hospital and its

surroundings neat and clean. Please use the facilities of this hospital with care. Beware

of Touts. The Hospital is a “No Smoking Zone” and smoking is a Punishable Offence.

Please refrain from demanding undue favours from the staff and officials as it

encourages corruption. Please provide useful feedback & constructed suggestions.
