8th phase road mess Residents of JP Nagar 8th & 9th Phase at Bangalore, have been suffering acutely due to Bangalore Water Supply and Sewerage Board (BWSSB)'s pipeline project.

The current stretch of the pipeline work is being carried off Amruth Nagar Main Road, Konanakunte towards Jambusavari Dinne, 8th Phase J P Nagar.

All work has stopped on this project, which started over four months ago, since the main road connecting Kanakpura Road and Bannerghatta Road was dug up and blocked.

This project has resulted in blocking the only entry and exit paths for residents. It has become a daily struggle to reach the nearest tarred road. Residents are forced to risk their life and limb to go about their daily lives. Open trenches almost 10-20 feet deep with exposed metal pipelines have been left unattended for weeks now. This is a tragedy waiting to happen. The bus service that was running in the area has also since been diverted and no autos ply on the route either.

a 1000 south cityzens take their fight public

Residents of L&T South City in Bangalore have taken their fight against their residential complex’s builder L&T, and original landowner Dinesh Ranka, to the open. On April 1, about one thousand residents from the apartment complex assembled in Freedom Park and held a demonstration. The issue is that L&T and Ranka had relinquished 12 acres of land within

the 34-acre apartment complex to the BDA, without the knowledge of residents. (Builder are required to relinquish common areas as part of plan sanction process). The 12 acres - which includes a park and a 60-feet road - was shown as residents’ property in the sale deed, but was in fact handed over to BDA.

Residents say that they held a public demonstration as the court cases were getting delayed and L&T was not ready for negotiations. L&T still does not recognise SUGRUHA as the apartment owners’ association, formed by residents. Residents expect that their show of strength might elicit a response from L&T and create awareness

among public about ongoing issues. “Many apartment complexes have similar problems, but they don’t speak out about it. We thought of starting a campaign and hope other communities will follow suit,” says Suneeth Kumar T V, Vice-President of SUGRUHA. L&T has refused to acknowledge the protests. D K Narang, Vice President (ECC Division) at L&T says “we have not done anything illegal, so why should we negotiate with residents? We will wait for the court order and follow it”. Meanwhile, residents are hoping to see some action soon - either through court verdicts or L&T’s co-operation. ⊕

By the time you read this, it is possible that the central government may have met the demands of the Anna Hazare-led group on the Lok Pal Bill and the fast may have ended. Equally, it is possible that the fast may have entered its worrisome 5th and 6th days. From April 5th, eminent individuals led by anti-corruption crusader Anna Hazare have been campaigning from New Delhi for a powerful and undiluted Lok Pal Bill to deter rampant corruption.

In Bangalore, eight citizens went on an indefinite fast at Freedom Park during the week, joining thousands nationwide in support of Anna Hazare’s campaign. Kanakapura Road-based Mahendra Kumar Gandhi took the plunge first. He was joined by JP Nagar-based Anand Yadwad, Jeevanahalli-based Ashutosh Kumar Singh, Indira Nagar-based Indradutt and Konena Agrahara-based Sumit Raj Singh Negi. On April 7th, Chamarajpet-based Shantilal Jain, Kumaraswamy Layout-based Tulasidas and JP Nagar-based Nagavishwesvar B, joined this group to make it eight. Scores of others meanwhile have been relay-fasting to build

pressure.

Nagavishwesvar, 28, is a software professional. “Corruption is affecting our environment. It’s affecting everyone and has to be stopped. I believe government will respond to this protest”, he says. Nagavishwesvar intended to do a day long fast on April 7th, but instead decided to go indefinite.

If the bill with clauses proposed by the activists is passed, it will create an independent body called Lok Pal at the centre that will be far more powerful that the current patch work of agencies: CBI, CVC and other departments.

The fast has gained support all around the country, even as the activists leading the effort in New Delhi have been criticised for their approach by a few leading intellectuals and columnists. The media has also been criticised for being partisan to the activists.

But criticism is not deterring the youth from signing up in thousands. In Bengaluru, close on the heads of the Saaku and Dandi march campaigns, young professionals have

already become a major part of the support movement. On the second day of the fast at Freedom Park, over 500 visited the venue as support swelled. ⊕

Several Bangaloreans are fasting at Freedom Park to support Anna Hazare’s mammoth anti-corruption crusade at New Delhi.

What should the government do?

If the central government is worried that demands of the activists are far-fetched, it must not decide for all parliamentarians itself. It must call for a session of both houses of Parliament and debate why toothless clauses are better than clauses with teeth. The debate must be televised live and activists must be represented by MPs who are taking their side formally, like Rajya Sabha MP Rajeev Chandrasekhar and others. Let our ruling and opposition parties place on record to the world on whether they want real teeth to the Lok Pal or not and why so.

Just over two years ago, Citizen Matters expose pointed to a BBMP chief engineer overruling the chief auditor and awarding contracts running into crores of rupees to a few consulting firms without tenders. Nothing happened.

A few months back, another Citizen Matters expose showed how a BBMP commissioner shutdown a call centre that was beginning to cutback on illegal buildings. Again nothing happened. The Lokayukta nabs corrupt officials and elected representatives day in and day out. Not even one official in Karnataka has been dismissed or jailed in his tenure. Justice Santosh Hegde has said repeatedly that the laws do

not provide his body the teeth to prosecute the guilty and send them to jail.

India’s system to prosecute and punish guilty officials is four letters: DON’T. And the Anna Hazare-led India Against Corruption coalition summarises this succinctly in its website: Politicians or senior officers rarely ever go to jail. No corrupt officer is dismissed. No action is taken against corrupt judges. Nothing is there in the law to recover ill gotten wealth. A corrupt person can come out of jail and enjoy that money. In sum, the corrupt may be exposed, but usually there is no action. Even if punished, rarely, punishment is meagre 7 years for capital crimes. ⊕ ed

Looks like India has a lot to thank South Afria for. Yes, Gary Kirsten, the coach of the Indian Cricket team that won the World Cup is from South Africa. And so is a fruit which is among the heroes of summer fruits. Yes the origins of the watermelon (tarbooj in Hindi) are from South Africa, it is now grown in many parts of India. Namma Bengaluru gets most of its supplies from Tamil Nadu and Andhra Pradesh. Mountains of the hard shelled watermelon dominate the landscape – sorry, the

‘pavement’ scape, all over the city.

Watermelon has a long shelf life, as they remain fresh upto 10 days of their unloading at the place of the sale. The average pile of watermelons can contain approximately 8000 to 10,000 kgs of watermelon.

A seller says that daily sales averages anywhere between 100 to 150 kgs. Sales are brisk till the first rain of the season. Water melons can be consumed in

plenty without you wanting to skip the next meal because they are basically thirst quenchers and instant energizers. Effective and tasty solution to prevent dehydration and fatigue.

Is security an issue? What if somebody takes off with the fruit at night? The shop keeper seems surprised. He sleeps next to the pile of water melons and does not recall any theft. But life is not so convenient for others! A customer who just finishes his purchase tries to balance the large water melon at the centre of his bike’s handle bar. Another man hoists the fruit on his shoulder while keeping a folded arm over it.

As its fans would say, the weight is worth every bite! ⊕

First time visitors to this place will be excused for thinking this is a modern railway station. Long time bus commuters will be excused if they struggle to recall what once stood in its place.

For the L shaped BMTC building at 4th Block, Jayanagar, one of the many mushrooming in Bengaluru, has redefined the concept of bus stands. Located between the Eidgah Masjid and the Jain temple, the four floors of the BMTC building is much more than richly tarred bus ways with multiple platforms.

Each day, more than 4000 buses ply under the high roof guided by traffic controllers. The spacious glass enclosed waiting area for airport bound passengers greets a visitor entering the bus stop from the Eidgah Masjid side. A digital display tells you the time the arrival of the next bus to the airport.

If the oversized bus route map captures the attention of those wanting to be bus savvy, then the terracotta murals of passengers catching a Volvo bus beautifully

balances art with the message that the ‘big red bus’ has arrived!

But that is not all, two lifts take people to the terrace where there is a parking lot that is spacious enough to accommodate 100 four wheelers. The floors in between are expected to house a hotel and the office of the Regional Traffic Office (RTO). Definitely, BMTC is transforming the look of bus stand. Way to go! ⊕

No amount of purchase can feel heavy on the pocket with a price range of Rs. 15 to Rs. 30/- for a pair of earrings.

If the college going girl can buy accessories to match her wardrobe, then they make for good gifts as well. Check out the ever changing variety of earrings, bracelets and chains. Such shops are found in many market complexes but the 4th Block, Jayanagar, has one in almost all those lanes lined with shops on either side. ⊕

Sign barring heavy vehicles wanted back!

The junction of 15th main and 16th main of BTM layout 2nd stage is in an unfortunate mess. Earlier there was a board which said “No heavy vehicles allowed”, has been mysteriously removed. The result of this is unusual amount of traffic flowing into the residential street; many of the yellow cabs drive at a breakneck speed and honk incessantly at the residents who are walking along the street. It’s impossible for residents to come out of their own homes without dealing with speeding traffic. Some unruly kids use this street as a drag race practice putting themselves and others lives in danger.

Vehicles come at odd hours and honking unnecessarily and disturbing the peace and quiet of the wee hours. During peak hours they create a jam at the exit of the road, blocking the vehicles that are going on the main road.

Residents of the street have come together and are in talks with authorities – BBMP and traffic police -- to make things better. We’ve been advised to get approval for creation of the humps and some blocks to stop heavy vehicles at the entrance. We hope the authorities will move quickly. This will definitely deter the over smart drivers from disrupting the neighborhood and the smooth traffic flow.

As usual, property tax payment procedures have run into problems this year too. Collection started on April 1; those who pay before April 30 will get a rebate of 5% on the tax. But with poorly organised collection procedures, tax payment is getting delayed for many.

For one, adequate number of forms was not available in the Citizen Service Centres (CSCs) where tax has to be paid. Many people, including senior citizens, had to make repeated visits to procure forms.

Though Bangalore One centres

were supposed to collect taxes, this has not been arranged yet. Currently tax can be paid only at those CSCs where you have paid tax for the previous years. Any arrear can also be cleared here. Tax can be paid in a different CSC within the same ward too.

“If Bangalore One centres accepted tax, we can pay in any Bangalore One counter. At least the tax forms should be available at these centres,” says N Mukund Rao, member of Citizen Action Forum in Jayanagar. Ramakanth, Deputy Commissioner (Revenue) at BBMP, says that it might take a month for Bangalore One centres to start collecting tax.

In CSCs, a single cheque can be made for property tax and garbage cess. For arrears, only DDs are accepted in some centres. Cash can be paid only if the tax amount is less than Rs 1,000.

Ramakanth says, “Since many cheques bounce, we give only an acknowledgement slip first. Receipt will be given after the cheque is realised. If payee gives a self-addressed envelope, receipt can be sent to his address also. We are planning to phase out cheques; from next year we might accept DD only.”

Payment can be made through credit/debit card also at CSCs. Card reading machines were not supplied to all centres initially, but BBMP says that this problem is fixed now.

Online payment system was activated on April 6 only. “Within two hours of activation, 400 people paid online,” says Ramakanth.

D R Prakash, an expert in property tax matters, has pointed out many discrepencies in the forms issued by BBMP. Look out for this article online.

Here are some ideas to keep children engaged at home!Summer holidays are here and most kids are let loose. Some of you may pack them off to summer camps or day cares or the grandparents’. Many working parents are also taking a week or two off to spend time with the kids. Here are some ideas to do stuff together with your children (five years or older):

Start a small garden. A few pots will do. Let your child get her hands dirty, playing with the mud, mixing

compost. Plant sprouted moong dal or mustard or tomato seeds. Children can even help keep it pest-free by spraying ginger-garlic juice.

Create a treasure hunt for your kid and his friends. Hide the treasure and plan a route. Create a set of clues/puzzles whose answer will lead them to each step in the route. If you are not confident about creating your own puzzle, use the internet - there are lots of ready-to-use treasure hunts! This works well inside the house or outside in the garden. You can also try scavenger hunts, where the child gathers a

number of objects based on the clues.

Watch TV. Ban those Chota Bheems and Ben 10s. Try programmes like 'How is it made?' (how everyday items are made) and 'Food Detectives' (Discover Science),

In Bengaluru’s common spaces, arrays of sculptures are placed in various venues, like street corners and traffic circles. What kind of sculpture sits in these spaces? Is it always art and is it always public?

A Rajkumar statue was installed by the Gangambika Kannada Youth Society and the village residents of Kariyannapalya in Lingarajapuram. The bust is painted a coppery-bronze, historically a prized material for statues that move in streets as festival images. He is also shaded by a chattra or parasol, an object that in our culture is associated with a noble personage who is served by his followers so that he can protect them as their chattrapati or “lord of the parasol”.

Bronze, parasol and titles (“Gem of Karnataka” and “Padmabhushana”) come together to place a modern film actor in the realm of the epic and the historic.

The generic sculptures at Tiffany Square on Vittal Mallya Road are safer; on the

corner of the street facing Kasturba Road and Cubbon Park, five male figures partially encircle a boy who appears to be praying. Every time the water turns on, the figures get drenched. The sculptures do not look particularly Indian and the scene could be from and for almost any city in Europe or the Americas. This is in keeping with UB City’s owners’ desire to project their real estate project as bit of a cosmopolitan elsewhere in the heart of Bangalore.

Other public sculptures are commemorative, whether they served an empire or represented a state. A marble Victoria stands arrogantly

holding symbols of power; Kempegowda and Rani Chennamma are statues erected to remind Bangalore

and Karnataka of the city and the region’s pre-colonial greatness and anti-colonial resistance.

The installation of such figures in the decades after Independence is both a sign of sovereignty as well as an attempt to represent different classes, regions and interests in a city that is also the state’s capital.

Public art sculptures are designed to be situated and seen in the public domain. In Bangalore though, most of it is not the variety that involves curators or emerges out of critical working practices. Community

involvement and collaboration happen, but on terms very different from what public art curators and makers usually imagine.

The artist places the work to initiate a very large dialogue in common space. Most of Banga-lore's public sculptures, on the other hand, are not installed to initiate dialogue; instead, they are proclamations by their sponsors and the audi-ence reaction they wish to incite is veneration.

In the last week of March, while World Water Day was being marked globally with a focus on “Urban Water Management”, our own urban administrators were busy – giving out contradictory statements about metropolitan water management and plans for tackling water scarcity as summer sets in.

Consider these media reports chosen at random. One dated March 25, Deccan Chronicle says the Karnataka Groundwater (Regulation and Control of Development and Management) bill passed recently forbids drilling of borewells in groundwater-depleted areas (and most areas are depleted, with the water table sinking to incontrovertibly alarming levels) but four days later, the BBMP commissioner (no less) calls for digging 1,511 borewells at a cost of Rs 92 crores (report in DNA, March 30). Strange? That’s only the tip of the water mismanagement-muddle.

The Indian Express says (March 31) the BWSSB is buying 62 tankers, to be paid for by BBMP (Bruhat Bengaluru Mahanagara Palike) but the Palike has reportedly agreed to pay only part of the cost of the tankers that the water board wants. This same BWSSB spent over Rs 100 crores on drilling 2,800 borewells in the areas recently added to the BBMP, but here is the crunch “only 40 per cent of these borewells are functional” (DNA report, March 30)

A small, one-syllable question, with big implications: Why?

If 40 percent of newly installed borewells are not functioning, who monitors, who gets penalised? Who was awarded the contract for these naam-ke-vaaste borewells?

No problem, there are always excuses aplenty – “It is the erratic power supply that is responsible for the problem of water shortage in many areas,” declares the chairman of the water board. Ask the BESCOM why power supply is erratic (not just shortage, mind you, but unpredictable and capricious) and the buck gets passed again – from one corporation to another board to a third authority, till the hapless citizen just gives up in sheer confusion.

How naive of us to try to hold the water board responsible for water supply, and the municipal corporation for civic maintenance.

There is more – a former chief engineer of BWSSB says we lose “40 per cent of the city’s drinking water

supply”. Why? How? Leaky pipes? (This same official has declared that finances are not a problem – DNA, March 23) So whose job is it to plug these leaks?

If some areas have no water, others have water that is worse than having none – around Rajajinagar and Magadi Road, another report says (The Hindu, March 30) water is so badly contaminated with industrial effluents that residents are breaking out with skin rashes and worse, long-term exposure to such filthy water, doctors have warned, can lead to cancers.

We have a Pollution Control Board whose job it is to monitor water discharged from industrial units to ensure that contaminants like toxic heavy metals do not cause health hazards. So we have one more regulatory “Board” that is not doing its job.

In the meantime, summer’s here, temperatures are soaring, and thirst drives citizens to drink whatever water is available, even if it looks a bilious green or a sickly yellow.

Moliere’s “The Miser” was staged as “Kuberanigenirabeku” on 17th March at Rangashankara. Aneka, a Bengaluru based amateur theatre group, presented the play. Suresh Anagalli directed the play, translated by Bhagavati M.

The original play is a satire and it had created a revolution during Moliere’s time for questioning many French practices and traditions.

Being a comedy actor and director himself, Moliere had written this play perhaps to ridicule the French society and its ways, back in 17th century. One of the revolutionary playwrights of Kannada theatre, T P Kailasam popularly known

as TPK, was in fact deeply influenced by Moliere and he was the architect of socio-centric dramas in Kannada, which was till then limited to historical plays.

Kuberanigenirabeku is a story about an old miserly man called Sahukaara Kuberappa and his children Sudhamani and Rajashekara who scheme against their own father to get married to the people they love, Gopali and Veena

Saraswathi respectively.

The stage was lit up with some wonderful performances by

actors especially Ravishankar as Kuberappa who did a very good job as a 60 year old miser. The director’s hard work did pay off. Acting was very professional and the timing was perfect. In the beginning the text bookish speech was a bit disturbing but as the play progressed, that didn’t matter.

Surprisingly music was used scarcely and whatever was played were mostly some old Kannada film song tunes.

Aneka was started in 2004. Suresh Anagalli, Director of National School of Drama’s Regional Resource Centre (NSD RRC) heads the group. The group has performed several Kannada plays like Aveya Mannina Atada Bandi, Kalidasa’s Meghadoota and NenapadaLu Shakuntale.⊕

preyerA couple of weeks ago I found myself spending my mornings at the Indian Christian Cemetery on Hosur Road. My daughter Tara’s school is nearby and I have often photographed a variety of butterflies, birds and squirrels while waiting for her to finish.

One morning, I noticed a lovely Poinsettia bush in flower. After a while I walked over and noticed that there was a lot of butterfly activity around the bush. However on closer inspection I noticed something different. A praying mantis!

A praying mantis is an insect of the order Mantodea. Long and slender, they are very efficient predators. For this reason we very often misspell them as ‘preying’ mantis. They look very similar to grasshoppers and get their first name ‘praying’ from their typical “prayer-like” stance. They are carnivorous insects that feed mainly on other insects including butterflies and even bees!

Praying mantis are well camouflaged in the foliage. They wait patiently for their prey to come within striking distance, use their vice-like front legs to snatch

the victim and devour them alive. They have excellent eyesight and can see up to about 50 feet away.It is believed that the female mantis will eat the male after mating since the protein helps in egg development. It is the only insect that can rotate its alien-like head almost completely around. This flexibility helps with its hunting.
