The enactment of an ordinance amendments requires two public hearings The date of the first hearing is noted above and the City Council will set the date of the 2nd hearing upon approval of the first reading The ordinance may be amended before final reading and approval consideration Interested residents and property owners may offer testimony at the hearings for City Council consideration whether in support or in opposition and your participation is welcome

This memorandum conveys recommendations to amend the Citys code of ordinances for the purpose of addressing various parking conflicts for three streets Each location and the proposed amendment are described below If you concur please schedule the first public hearing by the City Council during an available regular meeting agenda

Mather Terrace

A resident of Mather Terrace made us aware of concerns about parking of vehicles on this very narrow street which can result in an obstruction to property access and impeding emergency service vehicles The street is 13 - 14 in width which is far less than the width necessary to support on-street parking and a minimum travel lane The narrow width is further restricted during the -vinter months because of snow banks Over the last couple of years DPW has installed temporary no parking signs under police order to provide proper access The recommended ordinance revision is as follows which is intended to address the verified concern

A resident of Guernsey Avenue made us aware of concerns about parking of vehicles on this very narrow street which can result in an obstruction to property access and impeding emergency service vehicles The street is about 16 in width which is less than the width necessary to support on-street parking on both sides with a remaining minimum travel lane of9 The narrow width is further restricted during the winter months because of snow banks Further complicating the matter is the parking of vehicles close to the intersection ofTremont Street whereby a vehicle attempting to enter the intersection is unduly restricted leading to concerns about safety and motorist convenience Parking near the intersection results in an obstruction of emergency access The recommended ordinance revision is as follows which is intended to address the verified concern

Barre Street

The owner of the business located at 78 Barre Street (corner of Hubbard Street) has asked the City to consider implementing a short term parking ordinance for the two spaces located immediately in front of the store for the convenience of the customers The owner reports that the spaces are frequently used for long term parking by people who work or live nearby thus limiting convenient access to the store The police department was asked to look in to the matter confirming long term parking use and has recommended the short term ordinance be implemented as soon as possible to help resolve this ongOing conflict PrOviding short term parking at this location is consistent with past practice when a small grocery store occupied the building but that ordinance was subsequently rescinded The recommended ordinance revision is as follows which is intended to address the verified concern

point marking the west side of the drive situated between 203-205 Barre Street and 207-209 Barre Street northwesterly for a distance of forty-two feet from 600 AM to 900 PM Fifteen minute limited parkingis also provided on the northerly side ofBarre Street for the two parking spaces located

The street underwent a pavement reclaiming process including sidewalk reconstruction resulting in a consistent width of about 24 and eliminating the irregular and narrow sections A representative of the State Buildings amp Grounds Department inquired about removing the seasonal restriction to allow parking during the day but adding the street to the winter parking ban list prohibiting night time parking during the winter Police amp DPW staff agree and propose the restriction be removed as follows

A resident of Guernsey Avenue made us aware of concerns about parking of vehicles on this very narrow street which can result in an obstruction to property access and impeding emergency service vehicles The street is about 16 in width which is less than the width necessary to support on-street parking on both sides with a remaining minimum travel lane of9 The narrow width is further restricted during the winter months because of snow banks Further complicating the matter is the parking of vehicles close to the intersection ofTremont Street whereby a vehicle attempting to enter the intersection is unduly restricted leading to concerns about safety and motorist convenience Parking near the intersection results in an obstruction of emergency access The recommended ordinance revision is as follows which is intended to address the verified concern

(www) GuernseyA venue Parking is prohibited on the southerly side ofGuernseyA venue trom its intersection with Tremont Street to the westerly tenninus ofthe street and on the northerlyside trom its intersection with Tremont Street westerly for a distance ofthirty feet (30)

Barre Street

The owner of the business located at 78 Barre Street (corner of Hubbard Street) has asked the City to consider implementing a short term parking ordinance for the two spaces located immediately in front of the store for the convenience of the customers The owner reports that the spaces are frequently used for long term parking by people who work or live nearby thus limiting convenient access to the store The police department was asked to look in to the matter confirming long term parking use and has recommended the short term ordinance be implemented as soon as possible to help resolve this ongOing conflict PrOviding short term parking at this location is consistent with past practice when a small grocery store occupied the building but that ordinance was subsequently rescinded The recommended ordinance revision is as follows which is intended to address the verified concern

(a) Barre Street Fifteen minute limited parking is provided on the south side of Barre Street from a

point marking the west side of the drive situated between 203-205 Barre Street and 207-209 Barre Street northwesterly for a distance of forty-two feet from 600 AM to 900 PM Fifteen minute limited parkingis also provided on the northerly side ofBarre Street for the two parking spaces located

The street underwent a pavement reclaiming process including sidewalk reconstruction resulting in a consistent width of about 24 and eliminating the irregular and narrow sections A representative of the State Buildings amp Grounds Department inquired about removing the seasonal restriction to allow parking during the day but adding the street to the winter parking ban list prohibiting night time parking during the winter Police amp DPW staff agree and propose the restriction be removed as follows
