City of Douglasville Downtown Overlay District
In 2017, the Mayor and Council adopted the City of Douglasville Downtown Master Plan and 10-Year
Strategic Plan that set forth certain downtown goals and recommendations for revitalization of the
downtown. Those goals included ensuring the downtown area is convenient and accessible to all users,
providing safe and attractive neighborhoods and commercial centers, creating an active village center,
and promoting a pedestrian friendly, mixed use environment.
In response to this Master Plan, staff is recommending a downtown overlay district to implement those
goals and guide development in the downtown.
Overlay zoning is a regulatory tool that creates a special zoning district, placed over existing base
zone(s), which identifies special provisions in addition to those in the underlying base zone. Regulations
or incentives are attached to the overlay district to guide development within a special area. In any case
where the standards and requirements of this Downtown Overlay District conflict with those of the base
zoning district or other provisions of the Code of Ordinances, the standards and requirements of this
Downtown Overlay District shall govern.
Recommendations from the Downtown Master Plan included rezoning several commercial properties in
the downtown to CBD, rezoning parcels along Old Highway 92 and West Strickland Street to encourage
redevelopment and revising the CBD zoning district to allow for greater residential density and encourage
smaller lot sizes.
Purpose of Downtown Overlay District:
A. To promote the development of a more dynamic, mixed-use district of appropriate scale and
magnitude in the downtown Douglasville area;
B. To ensure that new structures and developments are consistent with the vision and
recommendations of the downtown Master Plan & 10-Year Strategic Plan (completed in 2017)
with significant community involvement and input;
C. To provide a variety of housing types and promote mixed-income residential opportunities;
D. To design and arrange structures, buildings, streets, and open spaces to create an inviting,
walkable, human-scale environment;
E. To provide for connectivity of streets and communities and reduce the dependence on automobile
use by increasing the ease of movement and opportunities for alternative modes of travel;
F. To ensure a proportional relationship of surrounding buildings with respect to the general spacing
of structures, building mass and scale, and street frontage by using techniques to achieve
compatibility, such as:
1. Use of consistent setbacks from property lines;
2. Development of consistent sidewalks and a more active, interesting pedestrian
environment;
3. Use of landscaping, lighting and street trees to unify district buildings and define space;
4. Use of compatible building materials to promote a design and building aesthetic
compatible with the desired urban character; and
G. To implement the policies and objectives of the Comprehensive Plan and the Zoning Ordinance
of the City of Douglasville within the Downtown Overlay District.

Proposed Downtown Boundaries:
* The area covered by the Downtown Master Plan study is most of the historic downtown, as well as
parcels abutting Selman Drive, Selman Avenue, Club Drive, and Highway 92, all the way to Stewart
Middle School, and the former Douglas County Jail.
Study Recommendations and Additional Recommendations:
A. Allow townhomes at 15 units/acre density
B. Allow multi-family apartments at 40 units/ acre density
C. Allow Single Family Homes at 10 Units/ acre density
D. Multi-family developments require 1.1 spaces per unit (instead of 2)
E. Minimum lot area – none
F. No Minimum Lot Width
G. Maximum setback of 10’ from the sidewalk
H. Mixed-Use Dwelling allowable by right
I. Maximum building height 50’
J. All buildings shall be oriented to a public street. An entrance to a building should be located on
the side of the building facing a public street.
K. All nonresidential developments which provide automobile parking facilities shall provide bicycle
parking facilities in parking structures, parking lots or the landscape zone of the sidewalk at a
ratio of one (1) bicycle parking space for every twenty (20) automobile spaces. Multifamily
residential developments shall provide bicycle parking facilities at a ratio of at least one (1)
bicycle parking space for every five (5) multifamily units. No nonresidential development shall
have fewer than three (3) bicycle parking spaces nor be required to exceed a maximum of fifty
(50) bicycle parking spaces.

L. Each building shall be designed such that the main entrance and front facade faces the public
street. If a building fronts more than one public street, the main entrance and front facade shall
face the primary street.
M. Pedestrian access shall be provided from parking areas to the public sidewalk either through the
ground floor of the building or via sidewalks between buildings.
N. The minimum side and rear setbacks shall be zero (0) feet, however if the property is adjacent to
an existing building with windows facing the property line, the setback shall be no less than
twenty (20) feet from the face of the existing building. The side of a building facing a public street
shall be permitted to set back from a public sidewalk to allow for building stoops, front porches,
balconies or steps, a public plaza or park, outdoor dining, outdoor merchandising, or landscaping
that does not completely cover the facade of the building. All ground floor uses must have a
sidewalk or clear hardscape pathway connecting the building entrance to the public sidewalk
along the street.
O. For buildings located along Main Street, the maximum front setback shall be no greater than the
average of the current buildings on the block.
Suggested Prohibited Uses:
a. Automobile Gas Station and Convenience Store.
b. Automobile Service Station
c. Auto Brokers
d. Used Car Dealer/ Car Dealer
e. Car Wash
f. Boarding and breeding kennels
g. Storage yard for damaged or confiscated automobiles.
h. Tire retreading and recapping.
i. Adult entertainment establishments
j. Adult service facility.
k. Outdoor equipment and materials storage.
l. Heavy repair shop and trade shop.
m. Extended-stay motels
n. Title and pawn shops
o. Liquor stores.
p. Self-service car wash and detailing.
q. Self-storage
Additional Uses Allowed:
A. All uses allowed in CBD are permitted in Downtown Overlay District except for single family
residential districts (R-2, R-3, R-4, R-5)
