Recommend that City Council:1) find that the proposed action is exempt from CEQA; and2) approve key terms and conditions of Exclusive Negotiation Agreement w/ BRIDGE Housing for development of Heritage Square senior affordable housing project at 750-790 N. Fair Oaks
