General: City Gate Storage is a ±4.32 acre development proposed to be located on Lots 10, 11, and 12 within City Gate Commerce Center Phase One. The project is located on White Lake Boulevard adjacent to County Road 951 and Interstate-75 interchange (Exit 101) in Section 35 Township 49 South, Range 26 East, Collier County, Florida. The project proposes to construct a ±134,272 square foot self-storage facility with associated parking and infrastructure within the appropriated developable envelope.
Existing Conditions: The proposed project lies within City Gate Commerce Center Phase One zoned under City Gate Commerce Park PUD and DRI. Phase one is planned to provide a variety of commercial services to highway travelers, with a special emphasis on the provision of service to interstate travelers.
The project site has been identified as Lots 10, 11, and 12 within the aforementioned development. Access will be granted via White Lake Blvd. Each lot has been provided with gravity sanitary sewer tie-in points, potable water supply availability, and water management facilities accommodating up to 55% impervious build-out conditions per approved ERP #11-01863-P.
Plan of Construction: The project proposes to improve the undeveloped site into a self-storage facility with general office. The proposed development will also include the following necessary on-site infrastructure: potable water and sanitary utility connections, storm water management areas, necessary parking requirements, and two access points onto White Lake Boulevard.
The infrastructure construction will commence upon Collier County and South Florida Water Management District (SFMWD) approval and permit issuance. A construction schedule will be provided to all interested parties at the pre-construction meeting.

Potable Water Supply:
General Use and Irrigation
Water service will be provided through Collier County. An existing 20-inch water main has been extended throughout City Gate Commerce Center - Phase One within the White Lake Boulevard right-of-way. The proposed development has been provided a 6-inch stub-out and will extend a 1.5-inch service line to equip the site for potable water use; meters to be sized by Collier County. The proposed potable water meter will be sized according to Collier County meter sizing worksheet, Appendix A.
Irrigation will be supplied via the existing 6” water main stub-out. A 1-inch irrigation meter is proposed adjacent to the potable water mater to provide irrigation service to the project. Fire Protection Water for fire protection will be provided by Collier County via the extension of the 8-inch main. At the right-of-way easement line a 8-inch backflow preventer will be installed where 745 LF of 8-inch main will extend onto the property supplying the site with a dedicated fire line. The fire main will provide the site with three hydrants and fire prevention for the on-site facilities. Using the NFPA Required Fire Flow Table, the required fire flow for the proposed building type is as follows, please refer to Appendix B.

Self-Storage Building Fire Area: 129,382 sf Required Fire Flow: 7,750 GPM
Required Fire Flow after 75% Reduction: 1,938 GPM The proposed hydrants were modeled to serve the facility with the minimum required 1,938 GPM. Based on WaterCAD ® results, Appendix C, the hydrants located throughout the project site will provide adequate water supply to exceed the minimum required flow based on a the approved deviation to allow the residual pressure be modeled at the infield conditions of 50 psi.
Sanitary Sewer: General
The wastewater collection system has been previously designed and permitted to accommodate wastewater flows from the future development uses. The existing infrastructure has supplied the proposed building with a lateral stub-out.
Estimated flows were obtained from the Florida Building Code and F.A.C. 64E-6. The following calculations have been utilized for sizing sewer infrastructure.

Storm Water Management:
Methodology
The overall concept of the water management design is dictated by the assumed impervious calculations for the site and has been previously permitted under ERP No. 11-001863-P. The proposed ±4.32 acre development is located within Phase 1 of the City Gate Commerce Development, with a permitted control elevation of 6.23 ft-NAVD. The property was previously permitted under conceptual approval for commercial use with a maximum 55% impervious with existing water management facilities in place including the required 0.5” pretreatment for commercial areas.
We have proposed to construct the site to 64.81% which is greater than the allowable 55.00%. An additional 2.5” of water quality will be provided onsite to account for this percent impervious overage on the site; refer to the following calculations:

3,848 CF 3,879 CF By abiding by the existing permit stipulations and providing additional water quality/quantity on-iste, it can be established there will be no effects on the existing storm water management system.
StormCAD® Results:
To ensure the interconnected pipes are of the appropriate size, StormCAD® was utilized. The StormCAD® program analyzes the storm sewer systems using the Rational Method and recommends pipe sizes. Each catchment basin was assigned a “C”-value based on the type of land usage. The design storm used is the 10 year-10 minute recurrence interval that provides a rainfall intensity of 6.9 inches per hour. Based on the storm events modeled above, the size and slope of the storm drainage pipes were designed to produce velocities that will minimize sedimentation and provide flushing of the culverts. The results from the program indicate that the minimum pipe size is 18 inch and the maximum pipe size is 24 inch throughout the property with discharge into water management detention/retention areas and swales will be adequate. The full results of the StormCAD® Storm Sewer model are in Appendix D.
