MANDATORY ELIGIBILITY CRITERIA

1) For qualification, “On-Line” submission shall be accompanied by attestedcopies of:i. Registration under the Maharashtra Shops & Establishments Act, 1961ii. Sales Tax Certificate (MVAT).iii. Valid Solvency Certificate of minimum Rs.15 lacs.iv. Income Tax Permanent Account Numberv. Service Tax Registration,vi. EPF Registrationvii. List of staff, list of machinery and equipments,viii. List of works & its magnitude, executed in last Five years along with

work completion certificates & list of works in hand.

2) The Bidder should have experience of similar type and nature of works ofFacility Management Services in Auditoriums / Covered Exhibition andConvention Centres / Malls / Multiplexes / Commercial Buildings / RailwayStations / Airports / Hospitals / Hotels / Office Buildings / Guest Houses / ClubHouses / Recreation Centres etc. having glass facades, during the last 5 years,out of which the bidder should have carried out work continuously for at least12 months.

3) The Bidder should have satisfactorily completed Facility Management Servicesjob of similar nature with minimum annual value of completed work not lessthan Rs.25 lacs.

50% valuation will be considered in case of works completion certificate issuedby organization other than Govt./Govt. Undertaking agencies.

Similar work means “composite work” comprising of :a) Mechanized Housekeeping Servicesb) Landscaping & Garden Servicesc) Façade cleaning of minimum height of 30.0 mtr.d) Mechanised shampooing of carpet & auditorium chairs.

4) Joint Venture/Consortiums are not permitted.

Notes :1) For qualification, on-line submission shall be accompanied by attested

copies of a l l documents mentioned at Sr. No.1 to 3 of Mandatory EligibilityCriteria such as Registration under the Maharashtra Shops & EstablishmentsAct, 1961, valid Bank solvency certificate of minimum Rs.15lacs, SalesTax certificate (MVAT), Income Tax Permanent Account No., Service TaxRegistration, EPF Registration, list of staff, list of machinery and equipments,list of works & its magnitude, executed in last Five years along with workcompletion certificates, list of works in hand.

The applicant should also produce original documents for verification ifcalled for. Failure to attach necessary documents with applicationwill render applicant ineligible for qualification of Bid without anyintimation.

2) In case of damaged documents/non openable documents/relevant balancedocuments of already uploaded documents not found after opening of technicalbids, then the hard copies of that documents shall be accepted subjected to suchdocuments shall be possessed by the bidder before the date of e-hand over ofprepared documents.

3) CIDCO reserves right to reject any or all Bids without assigning any reason andthe same shall be at the entire discretion of CIDCO. CIDCO’s decision in thisrespect shall be final and binding.

4) Conditional Bids shall be summarily rejected.

5) Bidder will not be eligible to participate for bidding if

i) the bidder is deemed by law unable to pay his debts as they falldue, or enters into voluntary or involuntary bankruptcy,liquidation or dissolution (other than a voluntary liquidation forthe purpose of amalgamation or reconstruction), or becomesinsolvent, or makes an arrangements with, or assignment infavour of his creditors, or agree to carry out the bidding under acommittee of inspection of his creditors, or if a receiver,administrator, trustee or liquidator is appointed over anysubstantial part of his assets, or if, under any law or regulationrelating to reorganization, arrangement or readjutments of debts,proceedings are commenced against the bidder or resolutionspassed in connection with dissolution or liquidation or if anysteps are taken to enforce any security or interest over asubstantial part of the assets of the bidder, or if any act is done orevent occurs with respect to the bidder, or if any act is done orevent occurs with respect to the bidder or his assets which, underany applicable law has a substantially similar effect to any of theforegoing acts or events, then the bidder is not eligible toparticipate in bidding process.

ii) Blacklisted/debarred/convicted contractor(s) are not eligible toparticipate the bidding process. Intending bidders should furnishthe affidavit duly notorised on an appropriate value of stamppaper as per Sr. No.5 of NIB.

6) The offer shall remain valid for a period of one hundred twenty (120) days fromthe later date specified in the e-hand over of the prepared document.

7) EMD to be paid via online Payment Gateway mode only. The information of E-payment Gateway available on E-Tendering Websitehttp://cidco.maharashtra.etenders.in

The Bidder eligible on the basis of CIDCO’s registration and having fixed EMDwith CIDCO will have to upload EMD Exemption Certificate / B.G. in theTechnical Envelope. In case the agency who have fixed EMD for an amountless than required EMD, will have to pay the full amount of EMD (No partpayment shall be allowed). The Bidders who are eligible for issue of Biddocument on the basis of registration other than CIDCO registration, shall not beeligible for availing the facility of EMD Exemption and shall pay full EMDamount.
