NEWS RELEASE – City of Palm Coast Contact: Nicole Brownrigg, Communications & Marketing Intern 386-986-3708 July 11, 2018 City of Palm Coast earns ICMA ‘Certificate of Distinction in Performance Management’ Palm Coast – The International City/County Management Association (ICMA) has recognized

the City of Palm Coast’s data-driven management and reporting efforts with a Certificate of

Distinction in Performance Management. This is the fifth straight year the City has received the

award.

The City developed its performance measurement and reporting system in 2012 to align City services and programs with the City Council’s Strategic Action Plan. The performance measures – used by all City departments – are tied to the City Council’s six goals, which are: expansion, economic, finance, environmental, quality of life, and workforce talent. Progress (or lack thereof) is reported quarterly, and those reports are the basis for the City’s Annual Progress Report.

“Performance management is a bedrock principle of professional local government management,” said ICMA Executive Director Marc A. Ott. “By recognizing these leaders, ICMA hopes to encourage others to make a commitment to collect and analyze data, report it transparently, and use it to continuously engage their communities and improve their organizations.”

Certificates are based on established criteria and are awarded at three levels: Achievement, Distinction, and the highest level, Excellence. Recipients at all levels collect and verify data to ensure reliability, train staff in performance measurement, and report data to the public through budgets, newsletters, and/or information provided to elected officials.

Certificates of Distinction are awarded to those who also provide comparative and benchmarking information to the public, use performance data in strategic planning and operational decision-making, and share their knowledge with other local governments through presentations, site visits, and other networking activities.

Palm Coast is among 13 jurisdictions receiving the Certificate of Distinction, and one of 57 recognized overall. ICMA will officially recognize recipients at its 104th Annual Conference in Baltimore, Maryland, in September, and in the October 2018 issue of PM (Public Management) magazine.

Palm Coast’s performance management system allows City departments to measure results and make any needed adjustments to the results over the course of the year. The program was developed by a group of employees, through a team approach, and is used in coordination with the year-round budgeting process. Performance measures are updated annually. “Our Strategic Action Plan process and performance management system keep us on a course for continual improvement and for monitoring how we’re doing to make sure Palm Coast maintains a high quality of life for its residents,” said Palm Coast City Manager Jim Landon. “We use the process to guide City projects and initiatives identified by the Mayor and City Council during annual planning and budgeting.” “There are thousands of local governments, and this award from ICMA truly places us in the top tier of cities, so we are very honored,” Landon said. “It’s a real testament of the talent and dedication of our Council and employees. Congratulations to Central Services Manager Lina Williams and the Strategic Action Planning Team led by City Administration Coordinator Denise Bevan for leading our efforts to receive this national honor.” The City of Palm Coast’s quarterly reports and Measuring Results document can be viewed in the Strategic Action Plan section of the City website at http://www.palmcoastgov.com/government/finance/sap.

Fleas are an annoying parasite that many animal owners have encountered at one time or another. Fleas must be dealt with immediately or they can become out of control. A flea infestation can be devastating to both the pet and to its environment. If a pet owner develops a problem then all life cycles of the flea must be dealt with. Pet owners must treat their pet, their home (furniture and carpets), and their yard. Fleas love sandy soil and thrive in coastal environments and those yards that have a high concentration of sandy soil. Southern states do not experience a frigid winter that would naturally kill off most of the fleas, thus making fleas an issue year round. Flea preventions can be purchased at any veterinarian’s office, most humane societies, or over the counter at feed and grocery stores. When choosing a prevention, make sure to research the product to make sure that it is safe for the pet that you will be placing it on. Donation Opportunities: The Flagler Humane Society Thrift Store always accepts donations. They cannot take in any computers/printers or large appliances. Call 386-597-2839 and leave a message. BENTLEY

Bentley is a beautiful big 3 year old neutered male hound mix. He is very loving and gets along with

most other dogs. He is very energetic and was adopted but

returned for being too active. He needs an active family with kids

that can match his energy and excitement level. Bentley is up to

date on vaccinations, free of heartworm, and microchipped. He

is great when we take him to outreach events.
