More than 180 people attended the Virginia Beach Human

Rights Commission held its 23rd

Annual Human Rights

Awards Ceremony at the Virginia Beach Convention Center

on Thursday, April 6. I joined Councilmembers Bob Dyer and

Shannon Kane, Deputy City Manager Ken Chandler and

several City staff to help honor individuals, community groups

and organizations for their meritorious service in the pursuit of

cultural diversity and advocacy of human rights for all.

This year’s honorees are Caritas Felices de Hampton Roads, Marilyn Castro, Loretta Kahn,

Victoria Sachar-Milosevich, NAMI, Virginia Beach, and Nancy Will. For the 13th

consecutive

year, the HRC honored the memory of the late Daniel Matthew Stone, former Department of

Social Services Director, by awarding the Daniel M. Stone Humanitarian Award to the Virginia

Beach Justice Initiative. The HRC presented Dr. Amelia Ross-Hammond with the seventh

Meyera E. Oberndorf Human Rights Achievement in Government Award and Teens With A

Purpose was awarded the fifth Helen P. Shropshire Human Rights Youth Award.

The Department of Housing and Neighborhood Preservation is currently accepting public

comments on its proposed Annual Action Plan for the 2017 fiscal year (July 1, 2017 through

June 30, 2018). The plan outlines how the department will use and allocate more than $3.9

million in funding under the following federal entitlement grants: Community Development

Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant

(ESG) and the Housing Opportunities for People with AIDS (HOPWA) Program. Final fund

allocations are subject to City Council appropriation on May 9 and approval of the Annual

Action Plan by the U.S. Department of Housing and Urban Development.

Interested citizens can view the draft Annual Action Plan and provide comments online at

www.VBgov.com/virtualtownhall or at a public hearing on Tuesday, April 25, at 6 p.m. at Housing

and Neighborhood Preservation’s main office (2424 Courthouse Drive, Building 18A). The 30-day

The Department of Emergency Medical Services held its 18th

Basic Life Support (BLS)

Academy graduation ceremony on Wednesday, April 5. Mayor William D. Sessoms, Jr.,

Deputy City Managers Steve Cover and Ken Chandler, and I attended the ceremony to

welcome 21 new graduates who completed a 14-week curriculum of Basic Life Support

Training. VBEMS Chief Ed Brazle and

Deputy Chief Thomas Green provided

remarks and advice to the graduates who

were sworn in by Chaplain Ruby

Christian. The graduates will soon

begin their field internship time running

with one of the 10 volunteer rescue

squads, and will be released as

Attendants-in-Charge, ready to staff an

ambulance once requirements are

complete. Congratulations to the newly

graduated.

Congratulations to Virginia Beach Visitor Center Manager Scott

Warren on earning the coveted Travel Marketing Professional

certification from the Southeast Tourism Society (STS). Scott

was honored, along with several dozen classmates, during a

graduation ceremony at the STS spring meeting in Knoxville, Tenn.

For more than 25 years, the STS Marketing College has provided

continuing education opportunities for the travel and tourism

industry. Since its inception in 1992, the STS Marketing College

has hosted tourism professionals, for one week each year, at the

University of North Georgia. Students participate in a curriculum of

courses designed to teach marketing techniques from all facets of

the tourism industry.

VFW Post 392 selected Squad Commander (Captain) Kyle Musicant as a Veterans of

Foreign Wars (VFW) Emergency Medical Technician of the Year. For Capt. Musicant, being

an EMS member is a calling; after going on his

first call, he felt he never wanted to do anything

else. Kyle has been an EMT for 12 years, first

joining the Lexington Park Volunteer Rescue

Squad (Maryland) in 2005. In 2008, the Navy

transferred him to a command in Norfolk, where

he became a member of Plaza Rescue Squad,

holding the positions of Crew Chief,

Maintenance Sergeant and Operations LT.

About being a VBEMS member, Kyle says,

“The greatest satisfaction I have in EMS is

knowing that at the end of the shift, I’ve done

well for the people of Virginia Beach.”

Beginning Thursday, April 13, the 31st Street garage will be closed to the public for about a week so

contractors can repair the damage caused by an arson fire last August. Guests of the Hilton Virginia Beach

Oceanfront (3001 Atlantic Avenue) will use valet service for parking during the construction. Other

visitors to the area should plan to use on-street parking or one of the other many public or private parking

A temporary closure of Thalia Drive, between Glen Road and Lynn Shores,

began earlier this week on Monday, April 10, to replace the culvert at Wolfsnare Creek on

Thalia Drive. Signs for the detour route are posted which will direct drivers to use Edinburgh

Drive and Lynn Shores Drive. Access to residences on this portion of Thalia Drive will be

maintained at all times during the closure. Weather permitting, the roadway will reopen to

Drainage and utility work began this week in the 2400 block of

Princess Anne Road. This project will be implemented in two phases: Phase I) Stormwater

drainage system work within the rights-of-way between 2422 and 2428 Princess Anne Road,

followed by repairs to the drainage system. Drainage work requires closing a shoulder of the

northbound lane, and access to the affected properties and businesses will be maintained.

Phase II drainage repairs will require utility work. Weather permitting, crews will operate

from 9 a.m. to 3 p.m. The project is expected to be complete July 2017. Contact: Jonas

National Public Safety Telecommunicators Week, April 9-15, is held annually to recognize

and honor telecommunications personnel (911 dispatchers) in the public safety community.

Public safety telecommunicators are the first contacts citizens have with emergency services.

They are the unseen first responders, the hidden heroes, as they

provide guidance and reassuring direction to callers when there is an

emergency. We are grateful to them for their expertise, compassion,

dedication and professionalism as they perform their jobs 365 days a

year.

Not only do our Emergency Communications and Citizen

Services members help instill public confidence in the City’s

emergency response system, they help the community in other

ways, such as hosting their seventh annual Relay for Life Spaghetti

Dinner fundraiser, which raised more than $700.

To recognize our first responders, Mayor William D. Sessoms, Jr. issued a proclamation that

was read at ECCS’ cookout earlier today, declaring April 9-15, 2017, Public Safety

Telecommunications Week in Virginia Beach.

A new and improved version of the VB Connect app for iOS (Apple devices) is now available.

The VB Connect mobile app has been completely re-written and redesigned, making it more

user-friendly and providing quick access to City news and information. The redesigned app

features a new navigation layout and scales to fit whatever iOS mobile device it is viewed on. It

also has an all-new home screen that features a collection of recent headlines, news releases,

tweets, photos, and videos that can be

customized to fit individual preferences.

interacting with young visitors.

Monday evening in April from 6 to 9

p.m. Guests are treated to a visit in

the Red Sea Tunnel for a mermaid

viewing, and the Aquarium is filled

with mermaids and mermaid-themed

activities for the evening.

The Law Enforcement Training Academy and Virginia Beach Police Officers gave one very

special evening to 22 young women and showed them just how amazing they are. The 2017 Miss

Amazing Virginia Pageant provides an opportunity for developmentally and physically

disabled girls and women to experience a pageant in a supportive environment. And that’s

exactly what happened Saturday, April 8. ECCS Dispatcher Sharon Turner is the Virginia

Chair for Miss Amazing and organized the event. With their Virginia Beach Police Department

escorts, the amazing contestants displayed their talents and evening gowns on stage. Although

some of the contestants were initially overwhelmed at being the center of attention, they quickly

blossomed with the support and encouragement of the audience.

The Virginia Beach Historic

Preservation Commission will hold its seventh public input meeting on Thursday, April 20,

from 6:30 to 8 p.m. in the Meyera E. Oberndorf Central Library auditorium. The purpose of

this meeting is to provide the public an update on the Commission’s activities and general

preservation concerns in the city. There will also be an opportunity for the community to
