Pickleball Court Is In!

There is a new outdoor sport available in Fairfax. PICKLEBALL! If you’re unfamiliar with this growing

sport now’s the time to look into it. It’s a combination of tennis, ping pong and badminton and it is

played an on a court about the size of a badminton court. It can be played as singles or doubles. The

Pickleball court has been underlaid onto the tennis court on Linn St, across from the Complex.

The Parks and Rec Dept. is working on establishing designated times for Pickleball play and possibly a

league. More to come on that later. In the mean-time feel free to check it out!

Attention All Adult Softball Players

Fairfax is offering two fall softball leagues this year: Adult 14” coed softball and Adult men’s 14” softball.

All games are played at the Fairfax Regional Sports and Park Complex (The Complex) 625 Linn St, Fairfax. Games are on Sunday afternoons/evenings starting at 3:00 pm. This 6-week season begins September 13, 2020 and goes through October 18, 2020.

Registration fee is $99 per team and is due by August 23, 2020. See full details at www.cityoffairfax.org , click on Fairfax Youth Sports then Adult softball.

Grilling Safety

It’s important when grilling to wear short sleeves to prevent your clothes from catching on

fire. Maintain a safe zone of 3 feet around the grill and remember to regularly remove

grease or fat buildup from the trays below. Never leave a grill unattended, n o matter what.

Never grill in an enclosed space like your garage.

Lawn Mower Care

Follow the manufacturer’s recommended maintenance plan on your mowing equipment.

Remove debris and grass clippings from cutting units, mufflers, and engines. Never refuel

a lawn mower if it’s overheated. When mowing look out for toys and other hazards in the

lawn. Never blow grass clippings into the street where they become a hazard for

motorcycles, runners, and bicycles.

Gas Storage

Do not store gasoline, liquid fire starter, propane or any other type of flammable liquids

near a grill or potentially dangerous places. The best place to store any sort of flammable

liquid in a well-ventilated area outdoors. Make sure that the seal is tight, and the container

is stored upright on a level surface out of the sun.

HVAC Maintenance

Annual inspections of your a/c system can prevent a house fire. Dust can settle in places

and cause short circuits and other electrical malfunctions that will lead to an air

conditioning fire. Inspect and change filters on a regular basis.

Smoke/CO2 Alarm Inspection

Checking your smoke detectors and carbon monoxide detectors regularly is one of the best

fire prevention methods. Replace any burned out or old batteries and read the instructions

on how to test your alarm to ensure that it works. Life expectancy is 10 years or less on

these devices when changing batteries look for the date and replace as they age.

Save a Life

Stop and look twiceRoad construction seems to be the new way of life not

only in Fairfax, but in the surrounding towns, and counties

as well. Many people are taking country roads to avoid

the construction on highways. With those traffic changes

come increased dangers. Roads that typically had 1 to 2

cars a day may now have many more per hour. Tall corn

and uncontrolled intersections are dangerous combo for

motorists. It is easy to forget when you drive those roads

for years and you are not used to seeing anyone, then the corn is up, and you assume no one is there but

with the increased traffic this assumption can be deadly. As corn hits peak height before harvest, it can

block cars, farm equipment, and even the clouds of dust signaling oncoming traffic. Drivers need to take

caution. Slow down and treat uncontrolled intersections as a yield, particularly when crops are blocking the

view. It will take you a little longer to reach your destination, but better to arrive safely then not arrive.

The Fairfax City Hall’s front door is locked to walk-in traffic. We are using the night drop, drive-up, phone, and email.

We have cancelled room reservations through August and will continue to review this issue. We are working to help keep residents and staff safe during the virus situation.

Only licensed drivers are authorized to drive a registered golf cart on City of Fairfax streets. The Linn County Sheriff’s Department has been contacted to enforce this rule. The parent/owner of the golf cart can be held liable, charged with a Municipal Infraction, as well as have the current golf cart registration cancelled and banned from future golf cart registrations.

WATER FEES CHANGING During their meeting on July 14, the Fairfax City Council passed the final readings on an ordinance that sets a new water debt fee of $10.00. You will see this new charge on your July 31st City of Fairfax utility bill. Each water customer will only be charged one $10.00 fee, even if you have two water meters. Here is a comparison of the current rate and the new rate and some sample bills:

July 2020

July has been a busy month at the Cemetery. The Cemetery looks as beautiful as ever due to the

care of Troop 33 Boy Scouts. We had 2 Eagle Scout prospects work with their troop to complete

two projects that needed to be done. Adam Fields project, in early July, was an annual cleanup

of the cemetery. This included clearing the Northeast corner of the cemetery. It had been

overgrown for years. It is suspected that corner, back in the late 1800s was the cemetery’s

Potter’s field. The plan is to turn that area into a prairie flower/butterfly garden. Adam’s project

was a great success, and everyone felt fulfilled when completed.

July 19th our second Eagle Scout prospect, Wyatt Ransom, selected a project to fix the ruts in the

driveway of the cemetery. These ruts are a product of winter travel in the cemetery and its

slippery conditions that cause vehicles to slide off the concrete. The driveway was built in 1912

and has held up wonderfully. It was made for thin tire wheels and horse and buggies. Back in

those days the cemetery was not visited in the winter like it is today.

With the help and support of Crawford Quarry, donating 19 tons of road rock and JerrBear

Trucking, for transporting the rock, Wyatt and Troop 33 the project was a success. We

encourage all to visit the cemetery and see this year’s improvements.

Troop 33 is charter sponsored by our own Pekomy Post 572 of the American Legion. We would

like to thank them for sponsoring such a fine group of young men and women. Would like to

also thank all the parents of these Scouts for supporting their sons and daughters in their

endeavors. Would like to thank Fairfax Township Trustees, Steve Hynek, Jerry Zenisek and Dale

Lefebure for allowing these projects to keep the cemetery beautiful. pas

FAIRFAX VIADUCT CONSTRUCTION, 1934 AND 2020

Even if your daily travels don’t include usage of US Hwy 151, it’s hard to ignore its closure through the heart of Fairfax.

Starting in March 2020, and scheduled to conclude the first phase late this year, the viaduct built over the Union Pacific

Railroad Tracks is under serious re-construction. Those who live nearby are aware daily of this massive project.

Wonderful aerial footage shot by POV Drone Services have given the members of Friends of Fairfax Facebook a birds’

eye view of the progress.

But, what about the original viaduct? “The Hill” in Fairfax was fascinating to the writer on childhood car rides from

Amana to Cedar Rapids. It rose suddenly from the flat farmland, and all of Fairfax could be viewed from on high.

The United States in 1934 was in the midst of The Great Depression. Franklin D. Roosevelt had been elected

President in 1932. In an attempt for “relief, reform and recovery” the New Deal was enacted in 1933. Large scale

public works were part of the plan.

Many roads, including what is now 151, were paved for the first time. Starting in 1933, paving continued from Walford,

through Fairfax, and on to Cedar Rapids. What was then the Chicago and Northwestern Railroad ran right through the

gravel road scheduled to be paved.

A sum in excess of $13,000.00 ($254,000.00 in 2020 dollars) was paid to the home, farm and business owners whose

land was condemned. The CR Gazette reported on 4/5/1934 “All the named properties are on the bridge line, and in

several cases, the viaduct grade will heap dirt in the dooryards of residences.”The Gazette further reported that by early

September 1934, the concrete was all poured, and only finish work remained to be completed. We can all look forward

to the grand opening of the new and improved viaduct. It will last at least as long as the 86 year old original one did!

PUBLIC HEARING The City of Fairfax will be holding a public hearing regarding a re-zoning request from Logistics Park Cedar Rapids, LLC for property approved for annexation during the State of Iowa’s City Development Board meeting on July 8. Once officially within the City of Fairfax, this property will be addressed as: 2020 Lefebure Road. All annexed property comes into Fairfax zoned as AG: Agricultural. Logistics Park Cedar Rapids, LLC is requesting the property be re-zoned to M1: Light Industrial. The public hearing will be held after the property is officially within the City of Fairfax, during the regular meeting of the Fairfax City Council on Tuesday, August 18, 2020. The legal description of the property is:

CITY OF FAIRFAX REGULAR CITY COUNCIL MEETING

JULY 14, 2020 A regular meeting of the Fairfax City Council was held July 14, 2020. In order to help stop the spread of the COVID-19 virus, this special meeting of the Fairfax City Council was held electronically. Chapter 21.8 of the Iowa Code does permit an electronic meeting where all members participate remotely when an in-person meeting is impossible or impracti-cal, which is certainly true during this crisis. On March 19, 2020, Governor Reynolds issued a Proclamation of Disaster Emergency which included a suspension of Iowa laws that would prevent the use of electronic meetings or the limitation on the number of people present at an in-person meeting site. Therefore, only Mayor Frieden and City Clerk/Treasurer Cynthia Stimson were present at Fairfax City Hall at 300 80th Street Court. The agenda had this message posted more than 24 hours in advance to give instructions on how others could participate in the meeting: Due to the COVID-19 crisis, the City of Fairfax will be holding this regular city council meeting electronically via a conference call. If you would like to participate, just before the meeting start time, you must call 425-436-6370 and enter this access code: 759797. Only staff are allowed in City Hall. Mayor Frieden called the meeting to order at 6:00 PM. Councilmembers present on the telephone conference call were: Travis Otto, Mike Daly, Kate Pacha, Nick Volk, and Marianne Wainwright. Motioned by Otto, seconded by Pacha to approve the consent agenda. Ayes: Otto, Daly, Pacha, Volk, and Wain-wright. Nays: None. Motion carried. The Linn County Sheriff’s Department has submitted a written report. Fire Chief Mike Sankot reported the new truck is in service. Department reports are in the packet. Ron Corbett, from the Cedar Rapids Metro Economic Alliance, discussed some of their programs. Rally Cap is to support local businesses. They hope to have an election in November of 2021 about extending the Local Option Sales Tax. Nothing has been received from Mike Hanson, regarding Linn County’s ATV ordinance. Mayor Frieden has talked to the Linn County Sheriff’s Department about enforcing the age to drive golf carts in Fairfax. Information will be put in the next FACTS. Rick Milks and Matt Ellison discussed fireworks. They asked for them to be banned or at least the number of days reduced. The City Council took no action. Ken and Michelle Barnell asked the no parking areas on Front Street near their house be removed. The fire and maintenance departments are to go to the area with large equipment and test maneuverability space. Quotes for tree removal along Vanderbilt Street at 229 Church Street were reviewed. The trees need to be removed so the homeowners can replace the city sidewalk. Motioned by Wainwright, seconded by Pacha to accept the quote of $4,029.00 from Breeden Tree Service to remove two trees at 229 Church Street, along Vanderbilt Street. Ayes: Otto, Daly, Pacha, Volk, and Wainwright. Nays: None. Motion carried. Fairfax’s need for a sidewalk maintenance plan was discussed. Chris Philipp is to review sidewalk conditions in town and submit a report. Motioned by Volk, seconded by Daly to approve the second reading of ORDINANCE NO. 42, AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRFAX, IOWA, 2017, BY AMENDING PROVISIONS PERTAINING TO WATER RATES. Roll call vote: Ayes: Otto, Daly, Pacha, Volk, and Wainwright. Nays: None. Motion carried. Motioned by Daly, seconded by Volk to approve to suspend the rules requiring an ordinance be read at two meetings prior to final adoption in regards to ORDINANCE NO. 42. Roll call vote: Ayes: Otto, Daly, Pacha, Volk, and Wain-wright. Nays: None. Motion carried. Motioned by Daly, seconded by Volk to final approval and adopt ORDINANCE NO. 42, AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIRFAX, IOWA, 2017, BY AMENDING PROVISIONS PERTAINING TO WATER RATES. Roll call vote: Ayes: Otto, Daly, Pacha, Volk, and Wainwright. Nays: None. Motion carried. Mayor Frieden stated that Linn County Secondary Roads Department shows their area of 80th Street to be 45 MPH.

Shane Wicks reviewed infrastructure extension cost estimates and details. His current estimate is about 1.5M for sewer and 1.2M for water. Shane Wicks discussed participation costs/connection fees for the property owner for the property coming in with the new annexation. He was directed to calculate the water connection fee as other developments at the 25% based on front-age. He was directed to calculate the sewer connection using 75% of the land area in the drainage basin to set the per acre cost. Future participation items may be: a street overlay, turn lane, and sidewalk improvements. A discussion was held regarding 522 Williams Blvd notices regarding an unfinished detached garage. Motioned by Otto, second by Pacha to set an appeal hearing regarding the unfinished detached garage at 522 Wil-liams Blvd during their next city council meeting on August 18, 2020. Fairfax USA Days, Fairfax Fireworks, and City sponsored City-Wide Garage Sale Day have all been cancelled. Staff is to look into details of trying to schedule a City-Wide Clean-up Day. Library Board Minutes July 7, 2020 Board Members Present: Chuck Condry, Sally Williams, Amy Roach, Bill Toner, Kay Moyer, Parker Krouse and Linda Pribyl. Staff Present: Cathy Bayne and Beth Wilz Roach called the meeting to order at 7:06 pm Everyone introduced themselves to the new board member, Sally Williams. Roach asked for additions or corrections to the agenda and to the July Minutes as presented. Toner made a motion to approve the minutes. Moyer Seconded, Motion carried 7-0. Krouse got disconnected from the Zoom and was not able to reconnect. Bills were then discussed. Discussion included a bill for Chalupsky for mulch that went around the building. Condry made a motion to pay the bills as presented. Seconded by Pribyl, Motion carried 6-0. Financial, Circulation and Other Reports were discussed. Statistic Reports were then discussed noting that DVD check outs have gone down to 30% from 50% normally. It was noted that no new DVD movies have been released lately. It was also noted that we now have the numbers from the WiFi counter. Old Business continued as Condry shared some internet information sites with Covid-19 numbers. The next phase of the library’s plan is to open at 75% patrons (11) and 2 hours open on a Saturday. Since people have started to return to work, the library is not currently open for them. Some patrons have shared they are excited about being open on a Saturday again. Condry stated that he thinks we should close completely. Roach shared that she likes being able to come in with her children and be able to see and look at the books to be able to choose their own items. She recommended opening Saturday by appointments. The discussion continued with the reminder that if Covid-19 numbers change drastically, we can have an emergency board meeting to discuss what to do then. Pribyl made the motion to keep the library current 50% capacity rules at the current 1-5pm hours Monday – Friday and adding 2 hours by appointment at 50% capacity on Saturdays. Seconded by Moyer. Motion Carried 4-2. Condry and Williams aren’t thinking that this is a good idea. The Community Room was discussed, it was decided to keep it closed. A disinfectant machine was then discussed. Vital Oxide Disinfectant Machine and 4 gallons of cleaner, like Parks and Rec is using would be beneficial for disinfecting the library. Condry made a motion to purchase, seconded by Williams. Motion Carried 6-0. Summer Reading was discussed, including that several patrons have found the Read Squared site is frustrating. Roach also shared that they don’t understand the prizes and the site wants time but still asks for the book title. Bayne has told people to just put anything like the letter A for the title when they are entering their information. This Read Squared system needs to be more user friendly. New Business discussion included that the next meeting still plans to be on ZOOM. Bayne mentioned that the Masonic Temple emailed her today to ask what is still needed. She replied that we needed a price and a closing date. She also explained to them that they will not be able to meet at that building after we close on this property.
