Campbell Street Sweeping Services

Street sweeping helps remove debris that collects in the gutters. This debris includes litter, leaves, and heavy metals that come from cars (e.g., brake pads, exhaust, etc.). Without street sweeping, this debris would wash into the storm drain system and flow untreated into our local creeks and ultimately the Bay. Litter, leaves, and yard waste left along the street can also block storm drain inlets which may result in flooding of the street.

With new developments in technology, street sweepers have become very efficient and effective and are considered to be a cost-effective means of helping to prevent water pollution. Additionally, removal of the street debris helps keep our neighborhoods clean.

Service Level Restoration: As part of the City’s 2010 Budget Correction Strategy, service levels for street sweeping were reduced by 50%, decreasing the neighborhood service from twice per month to once per month. As of August 5, 2013, an increase to the current street sweeping schedule will take effect.

The City has identified additional resources which will allow the City to resume its full street sweeping services to the previous levels of the residential neighborhoods twice per month, commercial sweeping once per week and the downtown streets twice per week. (Continued on Page 5)

Why House Numbers are Important

Take a look at your house from the street. Is it obvious what your address is? Are your house numbers large enough to be visible from the

street? Do the numbers contrast sufficiently from the color of your walls? Is there vegetation growing in front of it that may be blocking visibility of your house numbers? Are there any house numbers at all?

Even in these days where GPS devices help find addresses, it is still very important for each property to be easily identifiable for those trying to reach your location. It could be a friend coming over for the first time or it could be police or fire responding to an emergency at your home.

We ask all property owners (residential and commercial) to take a minute to evaluate your property identifier (address numbers). If your home or commercial building address is easy to identify, pat yourself on the back. if not, please do something to improve its visibility. This is an inexpensive means of helping to protect your property and your loved ones.

Can I Sell Home-Baked Goods?A recent State law has paved the way to allow small-scale home-based food preparation (“Cottage Food”) businesses to prepare low-risk food items at home for off-site sale. A Campbell business license and Home Occupation Permit will be required. You will need to demonstrate that you have the necessary Santa Clara County Department of Environmental Health clearance to proceed. Message FroM The CiTy Manager

Dear Friends,

Welcome to the fall edition of the Campbell Profile. Published three times per year, the purpose of the newsletters is to inform residents about the progress of various City projects and to provide general information about City services and programs.

I am pleased to say that we completed fiscal 2013 in a surplus position, much of which will go towards replenishing our economic fluctuations and capital improvement reserves. In addition, based on our preliminary look at this year’s budget, the City is projecting to finish fiscal 2014 in the black as well. This is a testament to how the City Council and its staff budget conservatively and work well together toward a common goal.

We accomplished numerous projects last year and developed policy initiatives that benefit Campbell residents. A sampling of the major accomplishments are highlighted below:

City Manager’s Department

Modified City’s Purchasing Policy to discourage polystyrene purchases for City operations •and events.

Successfully completed a City update of the Americans with Disabilities Act Transition Plan •and associated community meetings.

Coordinated the “ribbon cutting” event of Cambrian 36 and Central Park neighborhoods •annexation into Campbell.

Recreation & Community Services

Celebrated the 25• th anniversary of the Campbell Community Center and highlighted community groups and individuals who played a critical role in fostering the Campbell Recreation Community.

Finance

Received the Government Finance Officers Association Certificate of Excellence in Financial •Reporting for the FY 2012 Comprehensive Annual Financial Report.

Completed a State of California Board of Equalization sales tax audit which resulted in no •findings.

Completed a State Controller’s Office Gas Tax audit with no negative findings.•

Community Development

What is a Planning Commission?

Unless you have developed property or started a business requiring a Use Permit, you may have no idea what a Planning Commission is and what it does.

The City of Campbell is well served by its Planning Commission, which is comprised of seven residents of the City who volunteer their time and expertise to review new developments proposed within the community. Twice a month at 7:30 p.m. on the second and fourth Tuesdays, the Planning Commission meets to conduct public hearings on projects. Projects can be as simple as a residential addition, a Use Permit for a new restaurant, a sign program, or they can be more complex such as subdivisions of land; multiple unit housing developments, new hotels or commercial centers. One important aspect of the Commission’s review is to verify a project’s compliance with the City’s General Plan and Zoning regulations as well as to determine a project is not environmentally damaging to the community. Many projects are categorically exempt from environmental review due to the limited scope of the proposal while others require Initial Studies and EIR’s (Environmental Impact Reports) with measures to correct or reduce any potential impacts.

Commissioners apply, are interviewed and appointed by the City Council to serve four-year terms. Some Commissioners serve a single four-year term while others seek reappointment for second and sometimes third terms. Terms of office for members of the Planning Commission end in August on a rotating basis. In August 2013, three members’ terms will expire.

The City Clerk accepts applications from any Campbell resident who may want to seek appointment to serve on one of the City’s Advisory Boards and Commissions. In addition to the Planning Commission with its seven members, the other Advisory Boards and Commissions include:

Historic Preservation Board• (5 members)

Parks and Recreation Commission• (7 members)

Civic Improvement Commission• (7 members)

Bicycle and Pedestrian Advisory Committee• (5 members)

Rental Increase Fact Finding Committee• (5 members).

If you live in the area of:

East of Winchester Boulevard between Hamilton and • Camden Avenues, and Hamilton and Leigh Avenues (North County Pocket areas), your street will be swept the 1st and 3rd Tuesdays of the month;

West of San Tomas Expressway between Campbell and • Sunnyoaks Avenues (with a westerly boundary of Abbey Lane and Virginia Avenue), just east of Highway 17, south of Camden Avenue, the White Oaks, Longfellow Holmes (South County Pocket areas), the recently annexed Cambrian 36 and Central Park Drive Neighborhood, your street will be swept the 2nd and 4th Tuesdays of the month;

North of Hamilton Avenue and east of San Tomas • Expressway and south of Hamilton Avenue, between San Tomas Expressway and Winchester Boulevard, your street will be swept the 1st and 3rd Thursdays of the month;

North of Campbell Avenue and west of San Tomas • Expressway, and south of Campbell Avenue in the area bounded by Kim Louise Drive, Bucknall Road and Fulton Street, your street will be swept the 2nd and 4th Thursdays of the month;

West of Virginia Avenue and south of Vanderbilt Drive and • east-west portion of San Tomas Aquino Road and South of Sunnyoaks Avenue and west of Winchester Boulevard, your street will be swept the 2nd and 4th Wednesdays of the month.

An efficient and successful street sweeping program is dependent on the support of neighborhood residents, business owners, tenants, and property owners’ adjacent to street sweeping service areas.

Here are some ways you can assist the City with effective street sweeping services:

Remember to move your vehicles on your scheduled • sweeping day so that the street sweeper can have access to sweep the gutter pan and adjacent pavement;

Keep streets clean by not raking, piling, or blowing debris, • leaves, or tree branches into the street or the storm drain systems;

Place your leaves and yard trimmings in the tote carts • provided by your garbage collector;

Carts are available in 35, 65, or 95 gallon sizes. To • request an additional yard trimming cart or change to a different size cart, contact West Valley Collection and Recycling Services at (408) 283-9250;

Report any low hanging branches so that the street • sweeper can reach your curb area.

Public Safety

Implemented Predictive Policing (PREDPOL) software •to assist the patrol division in more effectively allocating resources to prevent and reduce crime.

Secured grant funding from ABC to conduct “Shoulder-•tap” undercover enforcement operations focused on reducing underage purchase and consumption of alcoholic beverages.

Conducted several tobacco sales sting operations in •an effort to reduce the usage and purchase of tobacco products by minors.

Implemented a Police Explorer Post including the •recruitment, selection, and training of youth in our community interested in pursuing a career in law enforcement.

Participated in the “Best In The West SWAT” competition •against 29 other SWAT teams from throughout the state, taking home a third place team award for combined combat course as well as winning the “Top Gun Award”.

Public Works

Completed Campbell Avenue Resurfacing Phase II Project •from Hunt Way to Jeffers Way.

Coordinated and assisted with the completion of the main •trench installation phase of Underground Utility District #9.

Completed planning phase of Hacienda Avenue Green •Street Improvement Project and adopted Hacienda Avenue Green Street Standards.

Designed and expedited the installation of twenty Americans •with Disabilities Act accessibility ramps at various locations within the City.

Received an “Award of Excellence” for Park Planning at •the California Park and Recreation Society (CPRS) State Annual Awards Program for the Stojanovich Family Park project.

Installed over 30 signs for the Radar Speed Feedback •Signs Project.

Secured over $4.5 million in transportation grant funds •for various projects including a $3.7 million One Bay Area Grant (OBAG) for the Campbell Avenue Portals Project (Construction Phase).

Processed the permit for the Merrill Gardens mixed use •development at 2105 Winchester Blvd., consisting of 127 senior living units and approximately 17,000 s.f. of commercial space.

Processed the permit issuance for the Penny Lane mixed •use development at 655 W Hamilton Avenue, consisting of 108 residential units and approximately 11,000 s.f. of commercial space.

Processed the permit for the Bay West Development •mixed use project at 1677 S. Bascom Avenue, consisting of 168 residential units and 15,000 s.f. of commercial space.

Began development of an ordinance for restrictions on •single-use carryout bags.

Coordinated the City’s participation in the Wyland •Foundation National Mayor’s Challenge for Water Conservation, with Campbell finishing 4th nationwide in its population category.

Public Works Maintenance obtained three electric •vehicles with attractive lease incentives and State rebates which made the electric vehicles affordable.

As you can see, we were busy last year and look forward to achieving more. What’s on our plate in fiscal 2014? Here’s a summary of what we’ll be working on to make improvements:

Explore methods to enhance economic development.•

Integrate Council Priorities from the May work session.•

Develop strategies to increase the participation rates of •seniors in the 50-65 age group.

Launch the City’s new website!•

Develop the Dell Avenue Area Plan to establish development •standards and guidelines to attract and retain high tech businesses.

Present a class to members of the Campbell Community •related to the responsible ownership of firearms.

Provide support for collection, recycling and composting •programs.

Replace the roof on the main gym at the Campbell •Community Center.

Paint the exterior of the Ainsley House.•

As Campbell’s new City Manager, I look forward to maintaining quality services and programs which our residents, businesses and visitors deserve.

Thank you for welcoming me to Campbell! i joined the City of Campbell in June as Recreation and Community Services Director. i have truly enjoyed meeting many Campbell residents through programs at Campbell Community Center, summer camps at John D. Morgan Park and at the Summer Concert Series. Campbell is a wonderful community and i am thrilled to be a part of it.

i am passionate about the importance of Recreation and Community Services in our lives. You may have heard of the “Parks Make Life Better” slogan which was developed by the California Parks and Recreation Society. i believe this is what Recreation programs are all about—making lives better through Play, Nature, Exercise and Gathering Spaces for friends and neighbors. i encourage you to take part in upcoming community activities such as the Oktoberfest Fun Run/Walk, classes for all ages at the Community Center, tours at the Campbell Historical Museum, visits to the Ainsley House and shows at the Heritage Theatre. Make time to do something fun for yourself this fall!

Speaking of the fall, i am very excited to announce that we are upgrading to a new online registration system. ActiveNetworks will provide improved online registration as well as meet increased data security standards for customers using credit cards. A modest fee increase is necessary to accommodate the transaction fees of the new registration system. Campbell residents will continue to have a discount on recreation classes and will receive facility rental discounts as well.

i invite you to create a new ActiveNetworks account by visiting our website: www.cityofcampbell.com/recreation. Select the tab “Recreation Online Registration” and then click “Create an Account” to complete the process.

Recreation & Community Services staff members have been working hard to improve the online registration process so that it will be easier for customers to register for classes and activities. I hope you find the improved registration system and increased security features helpful.

Built in 1925 as the home for Campbell canning pioneer J.C. Ainsley and his wife Alcinda, the Ainsley House is a 15-room beautifully restored English Tutor style home that transports the visitor to the bygone era of the 1920’s. Listed on the National Registry of Historic Places, the public is invited to join docent-led tours and events this holiday season!

Reserve the Ainsley House Garden for your Wedding or Special Event in 2014!

The Ainsley House Garden is a beautiful space to host your wedding or a memorable event. The flowers, trees and historic home offer the picture perfect back drop to any event. “Silver Bells, Silver Bells…it’s Christmas time at the Ainsley House”

Come enjoy the holidays at the Historic Ainsley House. in November the House will be transformed in a merry and festive home, as each room will be decorated for Christmas by a different designer or decorator. The Museum Foundation will host the popular Holiday Boutique inside the upper rooms in the Ainsley House, as well as inside the Carriage House. Don’t miss the opportunity to take part in special upcoming Ainsley House holiday events and unique shopping opportunities in the Boutique.

The Museum Foundation will hold their famous Holiday Tea and Tours on the following dates. November 30, December 1, 4, 5, 6, 7, 8, 11, 12, 13, 14. The Teas feature delicate sandwiches, holiday sweets, champagne or sparkling cider and a guided tour through the Ainsley House. The donation fee for the Tea and Tour is $35.00 (or $30.00 for museum members). Reservations can be made starting on September 1 for Museum Members and October 1 for the general public. The Ainsley House will have two evening Open House events on Sunday, December 15 and Thursday, December 19th from 5:30-8:00 pm. Visitors can tour the decorated Ainsley House on their own, shop in the Holiday Boutique, listen to live music in the Ainsley House and enjoy tasty appetizers and beverages in the Carriage House. Tickets are $10.00 for Museum Members and $15.00 for general public.

Santa Claus is Coming to the Ainsley House!Join Santa Claus inside the Ainsley House on Friday, November 29 and Sunday, December 1 from 10:00 am-1:00 pm. Santa will be taking time out from his busy work load to meet boys and girls of all ages, gather Christmas wish lists and take holiday photos. Please bring your own camera. The Campbell Historical Museum offers artifacts and memorabilia that help recall the vanishing world of Santa Clara Valley’s past. Visit a general store that served as the community center, examine a parlor scene with examples of decorative arts. Discover the roots of Campbell’s agricultural past in orchards and fruit processing and explore hometown music and drama in Campbell as early forms of recreation. “Please Touch” displays in each of the four thematic areas allow you to feel and get a closer glimpse into the Valley’s history.

Friday, October 25The 11th annual “Spooky Night” is happening at the Historical Museum from 2:00-6:00 pm. Designed for families, the not so spooky, but lots of fun, event will be in conjunction with the Downtown Campbell Trick-or-Treat Night. We will have Halloween crafts and activities geared for children ages 2-11, but open for kids of all ages. The fee is $5/person participating in the crafts and FREE for Museum Members.

Want to know more about the history of Campbell? Want to explore this rich community? Please join the Campbell Museum Foundation and the Historic Preservation Board for a walk though Campbell’s past. The day will begin at the Ainsley House with an introduction to Campbell’s history, then a walking tour will highlight downtown Campbell’s historical past. The tour will visit the Campbell Historical Museum firehouse and end in the Ainsley House garden with light refreshments and an open house tour of the Ainsley House. Hands-on-HistoryCalling all class room teachers, Scout troops, after school programs, community groups, home-schoolers, and more….the Campbell Historical Museum and Ainsley House offers many different opportunities to get your history on! We have two field trip programs: Hands-on-History at the Campbell Historical Museum firehouse and History Detectives at the Ainsley House that run Mon-Fri from 9am-12pm. Admission fees are $6.00/child ($120.00 minimum for 20 students or fewer). We have four travelling rentable history trunks (Ohlone, Pioneers, Orchards & Canneries, and immigration) that are rented for $60.00/month. And, we also offer afternoon or weekend one hour tour and historical craft opportunities with admission fee of $6.00/child participating in the crafts. Reservation required. City of Campbell’s Annual City Wide Garage SaleDon’t miss out! Join in the fun. Over 200 households participated in last year’s event. Register for the City of Campbell’s Annual Community Garage Sale, CAMPBELL ON SALE, to be held on Saturday, October 12, 2013 from 9:00 am to 4:00 pm.

Every household will be able to register with the City, for free, and have their garage sale for that day publicized in the local press! All registrants will receive a kit which includes tips on having a successful garage sale, a reuse and a resale resource list and the City’s response to your survey’s for last year’s event.

Participate in CAMPBELL ON SALE. October will be the time to clean your garage, closets and basement of extra toys, tools, clothes, furniture and other goodies that are lingering and collecting dust. The format will follow what is popularly done in surrounding communities. Get the whole street to participate and turn it into a block party!

After listening to a special holiday story read by Santa, every child will have the chance to sit on Santa’s lap and have their photo taken (parents are welcome to bring their own cameras). yOuTH GymNASTICS & CHEERLEADINGMs. Melinda Beason teaches all Gymnastics and Cheerleading classes and is the owner of GymKids USA. She is a USA Gymnastics Instructor Member and safety certified, and holds a B.A. in Early Childhood Education and a Minor in Dance. Ms. Melinda is an AACCA Cheerleading coach and has been teaching gymnastics, cheerleading and dance to children for 15 years. For more information, please visit www.GymKidsUSA.com. Required Attire: Wear comfortable, movable clothing. Shirts tucked into shorts or leotards without tights. NO socks, shoes, tights, dresses, jeans or jewelry. Hair must be pulled back away from face. KARATE CLASS INFORmATIONClasses are taught by Sensei Hans ingebretsen who holds a seven degree black belt. Loose, comfortable clothing is recommended for beginners, while a white karate uniform (gi) is required for intermediate and advanced students. CAmpBELL RECREATION yOuTH BASKETBALL LEAGuE The Campbell Recreation Youth Basketball League is offered during the winter season to youth ages 7-12. All games and practice sessions are held on Saturdays in the Campbell Community Center gymnasiums. The league time frame is approximate and will vary by team; there will be a one-hour practice and one-hour game each Saturday. A team schedule will be given once teams are formed in mid-December, and before the league begins.

This is a recreational program where fun and fundamentals are stressed and followed. All skill levels are welcomed! Each player will learn techniques of dribbling, shooting, passing, defense, good sportsmanship and other fundamentals of the game. All players will play a minimum of two full quarters each game.

Each league is organized by age and skill level. Boys and girls play together on the same teams. Players will be placed on teams based on team balance, age, and requested friends on the same team. There is no guarantee each participant will be

placed on the team of their choice. Every accommodation will be made to achieve balanced teams and leagues. All players receive their own team jersey and team photo.

CAmpBELL ‘WAvE’ yOuTH SWIm TEAm The Campbell Wave competitive USA Swimming team is open to ages 5-18 years. Enrollment is ongoing, and practices are held year round. Practices are held Monday through Saturday and are divided by age and ability level. Swimmers should attend at least three (3) practices per week to see improvement in both endurance and stroke technique. Swimmers in more competitive groups will be required to attend more practice sessions.

PRE-COMPETiTiVE SWiMMiNGThe pre-competitive swimming group is a training ground for year-round competitive swimming. Eligible swimmers must have completed an “Advanced Beginner” or higher swim lesson and pass a swim test given by coaching staff. Swimmers will later have the option of moving on to a competitive group.

REGiSTRATiON iNFORMATiON:A skills test is required to determine the appropriate group placement. Group fees vary depending on skill level and age. Please contact Wave Coaching Staff at (408) 866-2160 to arrange a skills test and obtain the appropriate fee schedule.

COST PER SWiMMER: There is a one-time registration fee of $40 required for all swim team participants. Monthly fees range from $53 to $115 per swimmer depending on skill level. A late fee will be charged if monthly fees are not received by the 10th of each month.

Is alcohol allowed in City parks?Alcoholic beverages are not allowed in any park, except with a reservation for a designated group picnic area at John D. Morgan or edith Morley Park (alcohol includes beer and wine only).

What is the policy on dogs in parks?Dogs on leash are allowed only at Campbell Park, edith Morley Park, and on the los gatos Creek Trail. Animals (except guide dogs) are not allowed in any other Campbell parks, including the Community Center.

I lost an item at the park; is there a lost and found?Yes, the Public works Department’s park maintenance staff take all found items to the City’s service Center and can be reached at (408) 866-2145. If the item was left at the Campbell Community Center, you may contact the Campbell Recreation Office at (408) 866-2104.

does Campbell have a dog park?Yes, the Dog Park is located within los gatos Creek County Park at 1250 Dell Ave., between the casting ponds and san Tomas expressway. The Park can be accessed through los gatos Creek Park off Dell Ave. (parking fee is assessed) or by pedestrian access via the los gatos Creek Trail. For more information, please call (408) 355-2200.

Can I have a bounce house in a City park?Air jumpers are only allowed at John D. Morgan Park and edith Morley Park with a picnic reservation. You may only rent from those companies with liability insurance on file with the City.

how do I secure a “First-Come, First-serve” picnic area?no persons shall be in any city park before sunrise. Tables must have an adult over the age of 18 present at all times in order to save them. Facility use Permits, which contain a hold harmless agreement, will only be issued to adults. They are issued free to Campbell residents using the rocket launch for educational purposes; non-residents are subject to standard field use fees.

WET FIEld polICyThe City of Campbell and Campbell union school District have a wet Field Policy that all users, whether they have a permit or not, are expected to abide by. Fields are not to be played on if the turf is wet. Play on wet fields is dangerous to the players and very damaging to the turf. Mary CaMpBEll rooM (q-84)The Mary Campbell Room offers tiered seating ideal for conferences, trainings and lectures. The room seats 50 people with seminar tables or 75 without tables.

roosEvElT rEdWood rooM (q-80)The Roosevelt Room can accommodate 125 people banquet style or 200 people theater style, without tables. use of tables, chairs and small kitchen are included.

MulTI-purposE rooM (M-50)The Multi-purpose Room is air-conditioned with tile flooring. It can accommodate 100 people banquet style or 125 people theater style. A kitchen facility is attached with refrigerators, sink, and counter space. The room has mirrors on two walls (drapes can cover mirrors, if desired). Restrooms are located within the building.

ThE Board rooM (E-42)The Board Room is carpeted and air-conditioned and can accommodate 30 people. This room has a white board and sink and is suited for meetings or classroom use.

A minimum number of participants is required to hold a class. when enrollment is low, the Recreation Department reserves the right to cancel a program. Full refunds are given in this case; when a class or program is cancelled by the Recreation Department.

waitiNg lists Waiting lists are established once a class is filled. If a vacancy is received more than two working days prior to the start of the class, waiting list names will be called and given a limited time to register for the vacancy. less than two business days before class starts, openings filled on a first come, first serve basis.

age leVels Indicate the participant must be that age by the starting date of the class. Proof of age may be required for some programs (pre-school, etc.).
