    Dear Republican National Committee :

    We are writing to enthusiastically recommend our hometown of Dallas, Texas to host the 2016 Republican National Convention,

    and to pledge our support for a successful, organized and well-funded convention.

    Dallas of 2014 is a world-class city, featuring a strong and diverse economy and population, a vibrant arts and culture scene, great

    restaurants, and state-of-the-art arenas and venues to support the 2016 Republican National Convention.

    Dallas is also famous for our philanthropic and political giving. In 2012, Dallas area citizens donated more than $48 million to GOP

    candidates, making us one of the top contributor communities in the nation.

    Our civic spirit and philanthropy is even bigger. In recent years, the Dallas community raised hundreds of millions in private funds

    to build the AT&T Performing Arts Center, the Meyerson Symphony Hall, The Perot Museum of Nature and Science, and the

    Nasher Sculpture Garden. Even the American Film Institute now calls Dallas home.

    A few other reasons why the RNC should look to Dallas, Texas for a successful 2016 Convention:

    n Dallas central U.S. location is at the intersection of three interstate highways (I-35, I-20 and I-45), and easily accessible from three major airports (DFW, Love Field and Alliance airport).

    n Dallas area hospitality, logistics and security infrastructure is big and experienced, including a recent Super Bowl, NCAA Final Four, and the annual State Fair of Texas, which attracts 350,000 people over 24 days.

    n Dallas is home to world-class venues, including the state-of-the-art American Airlines Center and the Kay Bailey Hutchison Convention Center.

    n Dallas is diverse, with 42% Hispanic, 28% Anglo and 25% African American residents according to the U.S. Census Bureau. The Dallas Independent School District reports approximately 70 different languages spoken in student homes.

    n Dallas is critical to Texass Red State economic success. Forbes named Dallas as one of our nations top Metro Areas With The Most Economic Momentum Going Into 2014, citing our 9.3% GDP growth and 10.2% population gain between

    2007-2012.

    We are confident that Dallas can do the 2016 Republican National Convention in a BIG way. We have the venues, hospitality,

    2Describe the structure and legal authority of the

    governing body of the City.

    The City of Dallas is a Home Rule City, with a Council-Manager form of

    government. As such Dallas, acting through its City Council, has the legal

    authority to enact any law not inconsistent with the Texas or U.S. Constitution

    or state and federal statutes. The City Council is made up of a Mayor elected

    at large and 14 Council Members, elected by the voters in their respective

    Council Districts. The City Manager is selected by a vote of the City Council

    and serves as the chief administrative and executive officer of the city and is

    responsible to the council for the proper administration of all the city affairs

    placed in the city managers hands.

    3Describe any other governing body with

    jurisdiction over the Leased Facilities.

    The City of Dallas owns the American Airlines Center and Center Operating

    Company, L.P. has a management agreement to operate the venue. The

    City of Dallas solely owns and operates the Kay Bailey Hutchison Convention

    Center Dallas.

    4Events held at the city-owned facilities must agree that every employer, agent

    and permitted entrant connected with the purpose for which the Premises are

    rented shall abide by, conform to and comply with all laws of the United States,

    the State of Texas and all ordinances of the City of Dallas, including but not

    limited to all rules and regulations for the government and management of each

    city-owned facilities including, but not limited to, the no smoking policy and the

    requirements of the Police and Fire Departments, and will not do, nor suffer to

    be done, anything on the Premises during the term of this contract, in violation

    of these rules, laws or ordinances.

    5Describe the structure of the Host Committee.

    Dallas has a strong history of civic and political

    giving and philanthropy. For example, many of

    the new Dallas museums and arts venues were

    built using hundreds of millions of privately raised

    dollars. And according to The Chronicle of

    Philanthropys annual list, three of the

    50 most-generous American philanthropists in

    2013 are from Dallas-Fort Worth.

    The organizational and governing structure will

    be reflective of the objectives and goals of the

    RFP and demands on robust fundraising. We

    are confident in our ability to assemble a Host

    Committee platform that will allow fundraising

    generation to exceed $60M required to

    successfully produce and execute a flawless

    2016 RNC Convention in Dallas, Texas.

    We will hire a fulltime President and CEO that will report to a

    Board of Directors. The primary responsibilities of President

    and CEO will include oversight for Fundraising, Government

    Management, Founding Partnership Development and

    Operations. We will hire the appropriate fulltime and volunteer

    staff to support his/her objectives over the course of the time

    frame required.

    The President and CEO will be supported by the following

    functioning Officers and Advisors. We anticipate the Host

    Committee to be approximately 20-30 key stakeholders,

    dignitaries, celebrities and proven business leaders vested in

    the art of fundraising and leveraging their sphere of influence.

    6The City of Dallas, the Dallas Convention &

    Visitors Bureau and the Host Committee are in the

    process of fully identifying and creating the budget

    for the 2016 RNC. However, we understand the

    financial burden to create a world-class RNC

    Convention is $60M. As you may know, Dallas

    has a strong history of civic and political giving

    and philanthropy. For example, many of the new

    Dallas museums and arts venues were built using

    privately raised dollars.

    As previously stated in Question #5 regarding the

    Host Committee structure, the Committee is fully

    committed to raising the funds necessary to offset

    all appropriate convention costs. In addition, there

    are too many variables and questions at this time

    that require COA solutions and answers based

    on how our destination and venues can best be

    customized to meet the needs of the 2016 RNC.

    Our financial commitment is to fully support

    the cost and expense of the following areas

    The States Major Events Trust Fund applies local and

    state gains from sales and use, auto rental, hotel and

    alcoholic beverage taxes generated over a 12-month

    period from certain major sporting championships or

    events to pay costs incurred from hosting the event. Large

    and well-attended events have previously been funded,

    including the 2004 Super Bowl and the 2014 NCAA

    Mens Final Four basketball championships. The trust

    In support of Dallas effort to be a top 5 destination

    for conventions and tourism, the Dallas Tourism Public

    Improvement District (DTPID) went into effect in August

    2012. The District is made up of hotel properties with 100

    or more hotel rooms located in the city limits of Dallas.

    These properties pay a 2% assessment on their

    occupied rooms for the purpose of generating funds to

    market and promote Dallas as a convention and tourism

    destination. The initial term for the DTPID is five years and

    will bring in $10 million per year in support of its mission.

    A board of directors consisting of participating DTPID

    hoteliers direct the use of all funds generated. The City

    of Dallas authorized the creation of the District and must

    annually approve a budget. The board has contracted

    with the City to collect the funds and with the Dallas

    Convention & Visitors Bureau to administer the programs

    and use of funds.

    Dallas is excited to host the Republican

    National Convention in 2016 and, based on the

    commitment level of the city and those on the host

    committee, is well-positioned to accommodate the

    Conventions needs from a logistical, experiential

    and financial perspective. As stated in previous

    questions, Dallas and the host committee are

    prepared to raise the funds necessary to meet

    the RFP requirements and to ensure a successful

    convention. Specifically, funds will be raised from

    the sources discussed in Questions #7 and #8 to

    secure the $60 million estimated budget. Based

    on previous fundraising activities, it is estimated

    that certain funds would become immediately

    available while other funds would be raised up

    until the actual convention. In addition to cash

    contributions, it is expected that local support for

    the event could lead to significant discounts and

    in-kind contributions to offset expenses associated

    with hosting.

    Once Dallas has been selected as the host city, $1 million in

    seed money could become immediately available from the

    local hospitality community. These funds would allow the host

    committee to hire professional staff to start the fund raising

    effort in earnest. They would also allow the host committee

    to partner with a local bank to secure the necessary letter

    of credit. Within the first year of operation it is expected that

    the host committee could raise approximately $3 million from

    private sources (local individual and corporate contributions as

    explained in Question #8). In the second year of operation, it is

    expected that the host committee could raise an additional

    $9 million from private sources. At this time the host committee

    could also secure approval from the state for upwards of

    $17 million from the Major Event Trust Fund. In the final

    12 months leading up to the convention, the host committee

    would leverage the build up to secure the remaining $30 million

    from private sources.

    While the budget and timetable for fundraising are estimated,

    we are confident that Dallas and the host committee can meet

    or exceed the requirements of this RFP. Dallas is a premier

    leisure and meetings destination; it has been at the forefront

    of economic recovery for the county over the past several

    years; and the entrepreneurial spirit of its leadership can only

    lead to success.

    Architecture and Design

    Principal design work of the American Airlines

    Center was created by David M. Schwarz/

    Architectural Services of Washington D.C.

    and HKS, Inc. The American Airlines Center is

    considered to be one of the premier sports and

    entertainment spaces in the United States. The

    facility itself features a conservative, traditional

    design with sweeping brick faades and smooth

    arches. The roof structure is supported on four

    corners, but it spans 150,000 square feet, and

    the columns of the roof are tied together with

    steel rods to resist the force generated by the

    weight of the roof. The arena has been graced

    with a number of awards. The exterior of the

    building is brick, limestone and granite. There are

    four entrances into the building, and an outdoor

    balcony on both the north and south ends. the

    platinum level is open to a breathtaking view of

    downtown Dallas.

    Closer to the Action

    The interior includes sophisticated retractable

    seating, public art and a state-of-the-art

    technological arena. The retractable seating

    brings the bowl in closer to the action, allowing

    fans a more intimate experience and exceptional

    sight lines. Recently, the American Airlines Center

    upgraded the fan experience with a 1080 HD

    center scoreboard and multi-zone special effects

    audio system. Inside of the arena, the concourses

    are lined with crown molding. There are eight

    (8) terazzo mosaics (4 hockey & 4 basketball)

    designed by world-renowned artist David Griggs.

    The mosaics feature Zinc Inlays and can be seen

    from all five levels in each of the arena rotundas.

    While the ceiling depicts the world continents,

    another visually stunning location is the American

    Airlines Lobby. A collection of aircraft models from

    every aircraft over the history of American Airlines

    hangs from the ceiling. Materials to build the

    models came from the actual material used in the

    construction of the original aircraft. A DC-3 model

    plane is one of the original in the fleet, bought

    from the Army Air Corp in 1945 for about $37,000.

    These models cost in excess of $64,000 to build.

    AT&T Plaza

    On the south side of the Center is the AT&T Plaza.

    It is a popular gathering place that is home to an

    outdoor, high-definition video screen and hosts

    many other spectacular outdoor events and

    entertainment. International artist Athena Tacha

    designed the fountains as a centerpiece of the

    plaza walkway, as they celebrate the vitality of city

    life in Dallas. The fountains consist of spinning

    starburst patterns that interlock with each other

    producing an artistic water display.

    9. Crescent Court: Among one of the most luxurious hotels

    in the city (Rosewood Crescent Hotel), Crescent Court is a

    10. Trinity Groves: The 15-acre restaurant, retail, artist

    and entertainment destination is located at the base of the

    Margaret Hunt Hill Bridge in West Dallas. Central to Trinity

    11. Dallas Farmers Market: One of the largest open-air markets

    in the country, the Dallas Farmers market was established in

    1941 and is recognized nationally as a true farmers market where

    12. Dallas City Hall: Designed by internationally renowned

    architect I.M. Pei, this building is the hub of city government

    and hosts numerous festivals and special events at its

    broad plaza.

    13. Deep Ellum: One of liveliest nightspots in all of Dallas

    with a rich historical past. Deep Ellum is 277 acres of

    eclectic venues, including live music venues, residents, bars,

    restaurants, tattoo shops and more.

    14. Neiman Marcus flagship store: The flagship Neiman

    Marcus in Downtown set the standard for fashion and

    location on Main Street has remained since 1914.

    15. South Side on Lamar: The South Side on Lamar

    community, located in and around the old Sears, Roebuck

    & Co. building near KBHCC, is made up of a myriad of art

    galleries, studios, shops and residences, along with three

    behemoth music venuesGilleys Dallas, Palladium Ballroom

    and Southside Ballroom.

    16. Main Street in Downtown: Downtowns main drag

    maintains a considerable crowd in the evenings as well as the

    daytime, drawing visitors and residents from all over for dining,

    17. Main Street Garden: Located on the most popular street

    in Downtown, the Main Street Garden is a contemporary green

    space for people and their furry friends, and is the location of

    frequent special events and yearly festivals.

    18. The Sixth Floor Museum at Dealey Plaza: Located

    in the former Texas School Book Depository, the museum

    presents the social and political landscape of the early

    1960s, chronicles President Kennedys assassination and its

    aftermath, and reflects upon his lasting impact on our country

    and world.

    19. Pioneer Plaza: The Plaza commemorates Dallas

    beginnings by celebrating the trails that brought settlers to

    Dallas. The site features native plants and trees and a flowing

    stream in a natural setting and a re-creation of a cattle drive

    in bronze with longhorn steers being driven by three cowboys

    on horses. Each piece of bronze art was created by artist

    Robert Summers.

    20. JFK Memorial: The John Fitzgerald Kennedy Memorial is

    a monument in Downtown erected in 1970, and designed by

    noted architect Philip Johnson, that lends itself to reflection of

    JFKs life and legacy.

    21. John Neely Bryan Cabin: This small log structure is a

    reconstructed model of the home and trading post erected in

    1841 by Dallas founder John Neely Bryan.

    22. Founders Plaza: The open park area includes the Old

    Red Courthouse, John Neely Bryan Cabin, the JFK Memorial

    and a terrazzo map of Dallas County in the 1800s.

    23. Old Red Museum of Dallas County History & Culture:

    Located in the 1892 Dallas County Courthouse, the museum tells

    the story of Dallas County from prehistoric times through J.R.

    Ewing and beyond. Featuring historic artifacts, photographs, one

    of the only hands-on history galleries in the U.S.

    24. West End Historic District/Dallas World Aquarium: The

    West End Historic District is perhaps the oldest neighborhood

    in the city. Fifty-five acres of its warehouses have been

    transformed into museums, restaurants and retail. Visit Wild

    Bills Western Store for authentic Texas gear, take a carriage

    ride down the cobblestone streets, or dine at one of the many

    family-friendly, down-home locales. The Dallas World Aquarium

    in the West End is where visitors can descend into a South

    American rainforest filled with monkeys, toucans, otters and

    crocodiles. Wrasses, clownfish, stingrays and rare Leafy

    Seadragons are only a few of the intriguing marine life to be

    seen in the aquarium.

    All permanent seats (18,225) in American Airlines

    Center are cushioned, upholstered seats with

    fold-down seat bottoms. Suite seats have black

    leather upholstery. The seats vary in dimension

    from 18 to 22 in width depending on the seating

    level. Lower and Upper level seats range from

    18 to 20 in width. Platinum and Suite seats are

    22 wide. Telescopic seating on the lower level

    are 20 wide.

    All permanent and telescopic seating have

    armrests, however currently folding temporary

    seats do not have armrests. The color scheme of

    all permanent and telescopic seats are grey with a

    dark grey chair-back and seat-bottom. Temporary

    folding chairs (2,500) have a black chair frame

    with grey upholstered seats on bottom and back.

    extensive functionality and design, the extensive

    the deployment of temporary structures to

    accommodate the Ancillary Convention Rooms

    (75,000 square feet).

    If a temporary structure at AAC is deemed non-exceptable, a

    secondary option identified is the Hilton Anatole hotel located

    only 1.35 miles from the American Airlines Center. This option

    features more than 300,000 square feet of newly renovated

    meeting space, including 11 ballrooms and 79 meeting rooms.

    The American Airlines Center arena PA system

    is comprised of 60 JBL VLA901 Cabinets.

    Configured in 6 columns of 10 cabinets each, the

    bottom of each cabinet is approximately 75 feet

    off the AAC floor, and covers all of the seating

    in the lower bowl, the suites, and the first rows of

    the upper bowl.

    Sound coverage for the remaining areas of the

    upper bowl is segmented into 34 separate delay

    zones. Four columns of subwoofers can be

    found behind the corner arrays and are set in a

    cardoid pattern to help steer the low frequencies

    off the arena floor to allow for higher SPL levels

    during hockey and basketball, without impacting

    the requirements of television broadcasters. There

    are also Control 26 ceiling speakers found in

    many of the arena suites to help re-enforce the

    speech frequencies for patrons enjoying things

    from luxury boxes.

    Driving the new system is a mixture of Crown

    MA5000I and MA9000I, as well as the new DCI

    series amplifiers. System processing is handled by

    a BSS audio network with all software written and

    controlled by AAC engineering staff, utilizing both

    the BSS Blu-link and AVB transport protocols.

    Control for the new system is achieved through

    a private Ethernet network that is also exclusively

    controlled by AAC engineering staff.

    While no exact tests have been run, we can easily

    achieve SPL of 110-115 (c weight slow) depending

    on the musical content driving the system at the

    time. One additional feature of note as it pertains

    to the PA is not found in the technology, but

    in the construction of the room as during the

    initial construction of the building a great deal of

    attention was paid to the acoustics of the main

    arena bowl, resulting in sound that does not have

    the reverberation and echo that is found in many

    other venues of this type.

    American Airlines Center has a long-term,

    exclusive agreement with Levy Restaurants to

    provide food and beverage services in the

    general attendee areas of the arena, including

    Levy Restaurants is the preferred caterer of the

    arena, but catering for back of house, VIP rooms

    and non-general attendee areas can be serviced

    by an outside caterer.

    Ancillary Convention space, Convention Office

    space and Media Work space may be serviced

    by an outside caterer.

    media and special event needs. The AAC has several existing

    and newly built garages that could be used as the foundation

    and infrastructure for this temporary space.

    21The Dallas Police Department has significant

    experience with recent high profile events including

    the Super Bowl, NBA All Star game, The 50th JFK

    Commemoration as well as the upcoming NCAA

    Final Four, and the upcoming U.S. Conference of

    Mayors. The City of Dallas Police Department has

    an excellent relationship with all state and federal

    authorities in coordinating high profile, large scale

    events with national media coverage. We have a

    state of the art fusion center where police officers

    and detectives can monitor events, tap into data

    and share information in real time with other law

    enforcement agencies and the Department of

    Homeland Security. The Dallas Police Department

    remains in constant contact with the Secret

    Service, Department of Homeland Security,

    Federal Bureau of Investigation, Texas Department

    of Public Safety and other agencies to prepare,

    and plan for major events.

    Describe the City and/or Host Committees plan for providing security for the Convention as specified in Section V(N) of the Basic

    Requirements. Include numbers of police officers and other state and local security personnel available for employment for this

    purpose throughout the Convention Period. Please include a detailed budget consisting of two (2) security plans: one including the

    federal grant and a separate plan which does not include the federal grant.

    The Dallas Police Department has 3,500 sworn

    officers at the ready. A high profile event, such

    as this, will require increasing levels of officer

    presence, varying each day, typically requiring a

    daily need of several hundred officers to police

    the interior venues and exterior locations. The

    department has mutual aid agreements with other

    local law enforcement entities in the Metroplex and

    will be able to provide staffing for the Convention.

    A budget will be provided as timelines and details

    are recognized. The event will require significant

    levels of commitment and will be staffed in a

    manner that does not disrupt the departments

    normal service delivery.

    22Describe the City and/or Host Committees plan for providing the transportation services specified

    in Section V(F) of the Basic Requirements, including a proposed plan of ingress and egress using the

    amount of vehicles outlined in Section IV(B)(5). Commitment letters from private bus, limousine, and

    taxi companies as described in the Basic Requirements should be attached.

    Dallas is a major international transportation hub

    with three major airports, and a confluence of

    major interstate highwaysInterstates 20, 30,

    35E, and 45. Dallas Area Rapid Transit (DART)

    is the area public transportation authority,

    providing buses, rail, and HOV lanes. The

    Downtown area is served by four light rail lines

    connecting all major destinations, as well as

    taxi and limousine companies.

    DaRTAs a federally funded public transportation provider, DART

    bus operations are subject to Federal Charter regulations that

    govern deployment of bus service. DART is required to give

    precedence to private transportation operators for special

    movements that might be considered charter services. For

    this reason, many of the primary transportation services for

    this event would be provided by privately-operated shuttle

    buses connecting event venues and major hotels, and

    supplemented by regular DART rail and bus infrastructure in

    key areas of demand.

    DART would leverage its regional bus and rail infrastructure to

    support this event. Key elements include light rail, commuter

    rail and bus service.

    Light Rail Service

    DART would operate regular rail service throughout the period.

    The system that will be in place for the 2016 event includes

    four primary lines:

    n Red: Connects Plano, Richardson, North Central Dallas, Downtown, Convention Center, and Oak Cliff

    to Westmoreland

    n Blue: Connects Rowlett, Garland, Northeast Dallas, Downtown, Convention Center, and Oak Cliff to

    Ledbetter. An extension south to the University of

    North Texas Dallas campus should open in 2016, but

    the final opening date has not been determined yet

    n Green: Connects Carrollton, Farmers Branch, Northwest Dallas, Medical District, Victory Park (AAC),

    Downtown, Deep Ellum, Fair Park, and Pleasant Grove

    n Orange: Connects DFW Airport, Irving, Northwest Dallas, Medical District, Victory Park (AAC),

    Downtown, North Central Dallas, Richardson,

    and Plano

    The Green and Orange Lines serve Victory Station, which is

    adjacent to AAC. The Red and Blue Lines serve Convention

    Center Station, located directly underneath the Kay Bailey

    Hutchison Convention Center Dallas. All four lines converge in

    Downtown Dallas.

    In addition to regularly scheduled light rail service, DART

    would make a series of enhancements to accommodate heavy

    passenger activity:

    n Each train would operate with the maximum complement of cars (2 or 3, depending upon line)

    n We would offer supplemental midday train service in the central area, serving the Convention venue

    n Extra trains positioned at DFW Airport for loads of travelers using the Orange Line

    n Light rail services would be extended for an additional hour, ending after 1am

    Commuter Rail Service

    DART and the Fort Worth T jointly operate the Trinity Railway

    Express (TRE), a commuter rail line that connects downtown

    Dallas with downtown Fort Worth and serves a number of

    intermediate stops. The TRE serves Victory Station directly

    adjacent to AAC, and customers can reach Convention Center

    Station by transferring to light rail service at Union Station.

    Bus Service

    DART would operate all regular bus services on regular

    schedules throughout the event. The DART bus network

    includes 135 routes, many offering convenient connections

    to rail services. One key route serving both the Convention

    Center and American Airlines Center is the D-Link service, a

    Monday-Saturday shuttle service connecting both locations

    with a range of destinations in Downtown and surrounding

    areas. Another important route is Route 524, DARTs primary

    service to Love Field for airline passengers using that facility.

    Route 524 buses connect directly to light rail service at

    Inwood/Love Field Station.

    In addition to regularly scheduled bus service, DART would

    make several enhancements to accommodate heavy

    passenger activity:

    n D-Link operations would start earlier in the morning and run later in the evening

    n Route 524 buses would be expanded to accommodate heavier passenger loads at Love Field
