CITY OF DEXTER ART SELECTION COMMITTEE REGULAR MEETING

MEETING MINUTES July 7, 2016

The regular meeting of the City of Dexter Art Selection Committee was called to order at 7:00pm at the Dexter Senior Center, 7720 Ann Arbor St. ROLL CALL Committee Members Present: Victoria Schon, Marni Schmid, Rich Bellas, Phil Arbour, Mary-Ellen Miller, Donna Fisher (Ex-Officio) Committee Members Absent: Ray Tell, Toni Henkemeyer Others Present: Justin Breyer, Assistant to the City Manager; Mike Hand, Dexter Lions; Dennis Berry, Dexter Lions APPROVAL OF THE MINUTES Motion by Fisher, Seconded by Schon to approve the minutes from April 20, 2016. Unanimous Voice Vote Approval Motion Adopted APPROVAL OF AGENDA Motion by Fisher, Seconded by Arbour to appove the agenda as presented. Unanimous Voice Vote Approval Motion Adopted CITIZENS WISHING TO ADDRESS THE COMMISSION None NEW BUSINESS A. DISCUSSION OF: ART SELECTION CRITERIA The Committee discussed the Art Selection Criteria that the Arts, Culture, and Heritage Committee had voted to include in their Master Plan document. The Committee gave consensus that adding a line-item scoring stipulation would prevent the installation of a piece of art with a major deficiency in one area. Motion Arbour, Seconded by Schmid to recommend to the Arts, Culture, and Heritage Committee the inclusion of an art selection criteria stipulation stating that during the scoring process, each scoring item will receive a 50% average score or better for a piece of art to be recommended to City Council. Unanimous Voice Vote Approval Motion Adopted

B. CONSIDERATION OF: PURCHASE OF THE DRAGONFLY SCULPTURE The Committee discussed locations for future temporary art sculptures. Proposed future locations included: the pathway from Westridge to the Border-to-Border Trail, and along Alpine St. behind the Dairy Queen. The Committee also discussed creating a list of sculptures desired by the Committee for private entities to donate. Motion Arbour, Seconded by Bellas to recommend to City Council the purchase of the “Balancing Act” (a.k.a. Dragonfly) sculpture from Pamela Reithmeier for an amount not to exceed $5,600, and for the sculpture to remain in its current location in Mill Creek Park. Unanimous Voice Vote Approval Motion Adopted OLD BUSINESS A. DISCUSSION OF: BICYCLE SCULPTURE The Committee discussed the history of the bicycle sculpture and its previous vote on the topic. The Committee also discussed who has been responsible for the project, the funding sources for the project, and future processes. The Commission gave consensus that it was comfortable with the selection process that was followed for the temporary art sculptures, and that following a similar process for a bicycle sculpture would not necessarily remove donors’ input into the project. Motion Arbour, Seconded by Schmid to thank staff for their analysis, and to send to the Arts, Culture, and Heritage Committee and City Council a recommendation to proceed with a new permanent bicycle sculpture and to follow a selection process that matches the previously used temporary art selection process. Unanimous Voice Vote Approval Motion Adopted A. CONSIDERATION OF: LIONS SCULPTURE Motion by Fisher, Seconded by Schon to take a break at 7:58pm for the purposes of looking at the proposed site. Unanimous Voice Vote Approval Motion Adopted Motion by Arbour, Seconded by Fisher to reconvene at 8:17pm. Unanimous Voice Vote Approval Motion Adopted Motion by Arbour, Seconded by Miller to enter into discussion about the proposed Lions sculpture. Unanimous Voice Vote Approval Motion Adopted

The Committee reviewed the proposed Lions sculpture and asked questions of Dexter Lions Club representatives. The Committee discussed the proposed location and height of the sculpture pieces. Motion by Schmid, Seconded by Schon to recommend to City council that the City accept the Lions sculpture donation with the following conditions:

That the guitar player be anchored on the same plane as the dog;

That the dog not be raised to a level above the concrete;

That the sculpture be placed in the Lions Park triangle between the bench closest to the new playground, the gazebo, and the sidewalk.

Re: Consideration of: Dexter Art Gardens Temporary Sculpture Display

Date: March 10, 2017

For the 2017-18 Dexter Art Gardens Temporary Sculpture Display, the Arts, Culture, and Heritage

Committee put forth a Call for Artists that sought sculptures focused on “transportation” with special

consideration given to automotive and bicycle sculptures. The deadline for submissions for this year’s Call

for Artists was Wednesday, March 1, 2017. At the deadline, we received submissions from 8 sculptors. We

received 1 submission late, on Friday, March 3rd (Tim Burke’s entry).

On Tuesday, March 7th, the Arts, Culture, and Heritage Committee reviewed the slate of sculptures and

has provided the following recommendation to the Art Selection Committee:

Motion by Rinderknecht, support by Arbour to forward to the Art Selection Committee the

following list of recommendations for installing temporary sculptures as part of the Dexter Art

Gardens Temporary Sculpture Display:

1) Follow by Dane Porter to be installed between the steps down to Mill Creek Park and the Dexter

Library.

2) A New Day by Douglas Gruizenga to be installed at LaFontaine Chevrolet.

3) Timeless by Mary Angers to be installed at the circular seating pad in Mill Creek Park

4) Sono by Barry Barker to be installed at the circular seating pad in Mill Creek Park

5) Slow Rolling by Todd Kime to be installed in the grassy area in front of 3-Bird

Ayes: Noble, Fisher, Gregg, Rinderknecht, Bellas, Arbour, Davis, Babcock, Hubbard, Willoughby,

and Schon,

Nays: None

Absent: None

The Committee chose not to recommend four sculptures because they did not meet the theme of this

year’s Call for Artists. These sculptures included:

Down on the Farm II, Ambertrap – Barry Parker

The Committee also chose not to recommend two sculptures because they felt that the sculptures did

not align with the character of the community. These sculptures included:

Herein this document please find the Statement for the proposed artwork areas for the Dexter, Michigan Bicycleand automotive sculptures.

The sculpture I have included was specially designed for this show and is called Timeless. The work is aboutinvestigating coordinate space geometry and natural and synthetic issues. It is about pushing the abilites of hand creat-ed pieces versus machine created pieces and there are also issues of the cycles of life which is an extended series ofmine. The piece is called Timeless because the wheel has poles coming out from the central bicycle wheel and ends inlittle finial type wheels that go around so the piece is always transferring energy from the center outward and aroundand back in again thereby crerating a sort of timeless energy that is also related to bikes and cars.

I have finished working on the Metropark Railway Station in Iselin, New Jersey for New Jersey Transit. Thisstation is a very large hub on the East Coast with trains that are not only local, but also going to Washington, New Yorkand Boston. It has alot of traffic and alot of design and safety issues, which I met with my proposals for laminated Thefuture design, including my work is very contemporary, but also historical in nature and I did something similar in try-ing to incorporate a large variety of imagery, utilizing imagery from the surrounding areas, having a very contemporaryfeel to it, while looking back at the past as well to be able to see the roots of the area to be designed.I am also currentlyworking on a large - 6 foot by 70 foot semi-circular granite wall that will have a drawing of a timescape history of theBridgewater, New Jersey area etched by machine into it. Both of these jobs are exterior, with all the considerations thatgo with that in nature.

I have tried to create designs that are at once beautiful, aesthetic, exhilarating, functional, safe, and unique. Ihope that you will find them to be so.

Artist statement 2013-14 I am still trying to learn how to play. Turning off the inner critic and just see what happens. Giving myself rules to work within so as to not to be overwhelmed with possibilities. Using the figure in an abstract way. Just giving the bare essentials of what it is to be human. Not explaining it all. But have a psychological content floating through the work. Eliminating all references to the here and now. Working for timeless images.

ARTISTS STATEMENT BARRY PARKER

While I strongly believe in the power of abstraction to convey

basic emotions, I try to create sculptures that have their basis in

recognizable form yet have an indefinable quality that was once

described by a critic as “sculptures that tweak the conscious and jar

the memory, while escaping an actual identity or name.”

I work primarily with hammered and welded bronze sheet that

allows me to work fairly large without the weight of cast bronze. I

prefer to preserve the marks made by my process of hammering,

welding and grinding as I believe it adds to the content of the

finished work.

Artist Statement:

I may be young at 20 but art is something that has been with me since a very young age. My

Grandma was an artist , My Grandpa was a car designer and my Great Grandpa was a

craftsman. Its my turn to continue the legacy. My work is influenced by many things. The

main two things my work is inspired by would probably be modern design and Gods

beautiful Nature. I love Nature and I love design, incorporating these two things are

awesome to me. The last couple of years have shown me that I have a true love for modern

linear design through glass, paint, and wood, something I call "Sculptural Mosaics". The last

couple years I have been blessed to be involved in large works and big sculptures, something

I never imagined to achieve at this age. That started once I got working with glass and

learning wood from my dad. I was inspired by all the colors in glass and made it a point to

incorporate that into my sculptural work; Then After that made it a point to bring the joy of

art into peoples lives through what I create. Before getting involved with what I call

"Sculptural or Architectural Mosaics" I mostly worked in pencil and watercolor paintings.

These days involve drawing up designs for future pieces at my desk with my parrots in

Lansing Michigan and creating in my garage. I am proud of as well as cementing myself as a

commercial artist.

ARTIST STATEMENT

Taking a hard medium of steel and transforming it into a sculpture that is softer than steel

can be a challenge. I prefer to design pieces that are soft or free flowing that might appear in

nature or in sport. Looking beyond the straight lines and following the overall form and flow of

nature or the movement in cycling is where I find inspiration. I try to capture simple beauty in my

sculptures.
