2 Gardener’s Guide
1.1 PROGRAM OBJECTIVE
The Community Gardens Program allows residents to use urban spaces or neighbourhoods for cultivating vegetables, berries, herbs or various ornamental annuals or perennials.
1.2 ADVANTAGES FOR THE COMMUNITY
The Community Gardens Program allows participating residents to:
• developsocialinteractionbetweenneighboursanda sense of social unity and food safety;
• beautifytheirlivingarea;• comeintocontactwithnature;• benefitfromfoodsthatarenatural,nutritious
and local, as well as products that come from agriculture that is respectful of the environment and adapted to the local climate, at low cost;
• developandshareknowledge.
1.3 GUIDELINES FOR MANAGING GARDENS
Accessibility for all
TheCityofDieppewantstomakeitsgardensaccessible to as many residents as possible who meet the program’s requirements. The City is committed to ensuring that all residents have equal access to this information.
Fairness
The City offers start-up support. It applies similar standardstoallgardenswhilekeepinginmindeachone’sspecifications.
CRITERIA FOR ADMISSION TO PROGRAM
Requests are evaluated based on the following criteria:
• Theprojectmustbeaninitiativeofagroupofatleast four families who want to garden;
• Thegardenmustbeaccessibletoalllocalresidentswhilekeepinginmindtheirproximitytothelocation;
• ThegardenisreservedforresidentsoftheCityofDieppe.
1.4 DEFINITION OF GARDEN
The community garden is divided into individual parcels called plots. Each gardener is responsible forthemaintenanceoftheirplotandtheexclusivebeneficiaryofitsharvest.Themaintenanceofcommonareasisthejointresponsibilityofallmembers.
1.5 CRITERIA FOR PLANTING GARDENS
The City of Dieppe will analyze planting requests for new community gardens based on the following criteria:
• Thenewgardenislocatedinaneighbourhoodwheremunicipallyownedlandhasbeenidentified;
• Developmentofthenewgardenrequiresnopurchase of land.
1.6 SUPPORT OFFERED
Residentsbenefitfromadviceaswellasstart-upsupport.Nofinancialassistanceisoffered.
Advice
The Department of Leisure and Recreational Facilities’ communityofficeristheofficialliaisonbetweentheCityofDieppeandgardeners.Thecommunityofficerprovides support by facilitating the program.
Support for development and operations
The municipality supports the initial and annual developmentofthegardens.Thisincludesworksuchas tilling the soil and delivering soil or compost. This workisdoneannuallyinMay.
Gardeners are responsible for purchasing garden tools andequipment,planting,constructionofboxes(ifapplicable), composters, etc.

1.7 USERS’ RESPONSIBILITIES
• Sendapplications,formsandyear-endreportsrequired by the municipality;
• SignanagreementwiththeCityforacommitmentof at least one year;
• Maintainthegarden’sinfrastructure;• Regularlyinspecttheareainordertoensurethat
infrastructure and the garden development are properly maintained;
• Stayinformedongardenregulationsandcommitto complying them.
1.8 GARDEN PLANTING AND MAINTENANCE APPLICATION STEPS
1. Fillouttheapplicationforgardenstart-up(seeAppendixA)andtheensurethatthefollowingconditions are met:
• ApplicationmustbereceivedbeforethelastFridayinMay,atthelatest;
• Theapplicationmustbesignedbyallpersonsinterestedintheproject.
2. The City will identify the land available;
3. Whentheprojectisapproved,itwillbenecessaryto write the agreement, design the development plan as well as prepare the land for planting.
• Thedevelopmentplanisdesignedbythegardeners in consultation with the municipality. The plan must show the number and location of the plots;
• Thecommunityofficerpreparestheagreementwith the garden representative.
1.9 ANNUAL OPERATIONS CALENDAR
The annual operations calendar sets out the preparation, maintenance and evaluation of gardening activitiesforeachcommunitygarden.(SeeAppendixC.)
2.0 YEAR-END REPORT
In October, the garden representative must produce a year-end report for the season that evaluates the level of participation by gardeners and the program’s impact on participants and the community. The report and application for support must be submitted to the communityofficernolaterthanthefirstFridayinNovember.

RULES• ThegardeningseasonbeginsattheendofMayandendsatthebeginning of October;
• Ifnoworkisundertakenonaplotby June 15, the plot will be offered to another gardener;
• Accesstothegardenispermittedfrom 8 a.m. until sundown, seven daysperweek;
• Bicycles,rollerbladesoranyother modes of transportation are prohibited inside the community garden;
• Childrenmustbeaccompaniedbya parent at all times;
• Onlyoneplotwillbeassignedper civic address. If the waiting list is empty, a second plot may be assigned to the same address while remaining available for new gardeners the following year.
Maintenance
• Gardenersmustmaintaintheirplot on an ongoing basis;
• Gardenersmustremoveweedsfromtheirplotsandtheadjacentrows between other plots;
• Chemicalproductsareprohibitedin or near the gardens;
• Fertilizers,insecticidesorherbicides that could have a negative effect on neighbouring plots are also prohibited in or near the gardens.
Watering
• Manualwateringisrecommended.Using water from the rainwater barrels provided by the City is encouraged;
• TheCityofDieppe’swateringbylaw must be complied with. (SeethebylawinAppendixB.)
Garbage
• Garbagemustbeplacedintheappropriate receptacles supplied

22. No person being an owner, tenant or occupant or inmate of any premises supplied with water by the municipality shall:
(5)waterlawns,gardensorplantsbetweenthehoursof8:00a.m.and6:00p.m.orwhileitisraining,orformorethan two hours per day, or on even calendar dates at civic addresses ending with the numbers 1, 3, 5, 7 and 9, oronoddcalendardatesatcivicaddressesendingwiththenumbers0,2,4,6and8.
(6)subsection(5)doesnotapplytonurseries/gardencenters,allweatherplayingfields,ortoapersonwhohasinstalled,withinthelast30days,anewlawneitherbyplacingsodorturforbyseeding,orhasinstallednewlandscaping on a substantial part of the outdoor portion of his premises.
