RECOMMENDATIONFayetteville City Administration recommends approval of a resolution for the Mayor to accept a2012 ArkansasDepartment of Environmental Quality (ADEQ) recycling grant though the Boston Mountain Solid WasteDistrict for $25,000 for apartment recycling containers and approving a budget adjustment to accept the fundsand allocate them into a capital project. The resolution number for applying for this grant is 159-12.

BACKGROUNDEachyear the Arkansas Department of Environmental Quality issues recycling grants through local Solid WasteDistricts to help fund recycling programs. The City has benefited from these grants in the past. The BostonMountain Solid Waste District compiles the grant applications and submits them to the Solid Waste Board forapproval at their August Board meeting. ADEQ released the money for this grant in .}llay 2013. The Cityapplied for this grant in 2012.

DISCUSSIONBoston Mountain Solid Waste District approved the City for this grant in 2012. It will be used to purchaserecycling containers utilized in the newly developed apartment recycling program as needed. The recyclingcontainers are specialized and can be used in conjunction with our source separated collection requirements ofthe recycling program. To date there are 5 apartment complexes over 100 units in size participating in theprogram. Staff is searching for additional complexes to participate. Staffis working with participants to siterecycling containers at complexes on an on-going basis instead of only one day a week. So far, two of the fivehave containers on site on an on-going basis.

BUDGET IMPACTThe recycling grant award is not a matching grant. Funds are needed to cover freight and taxes as grant fundscannot be used for those expenses. There is sufficient funding in 5500.5060.5225.00, Recycling Containers, tocover this expense. The budget adjustment is attached to recognize the grant revenue and add it to theRecycling Container ADEQ Grant project budget.

RECOMMENDATION

Fayetteville City Administration recommends authorizing application for al}l2Arkansas Department of Environmental

Quality (ADEO recycling grant though the Boston Mountain Solid Waste Dishict for $25,000 for purchasing apartment

recycling containers.

BACKGROUND

Each year the Arkansas Department of Environmental Quality issues recycling grants through local Solid Waste Districts

to help fund recycling programs. The City has beneflrted from these grants in the past. The Boston Mountain Solid Waste

Distriòt compiles the grant pre applications and submits them to their Grant Committee for review. ADEQ no longer

requires a signature frãm the Mayor for the pre application process. 5

DISCUSSION

This grant will be used to purchase new source separated recycling containers for use in the newly created apartment

re"y"iittg program. The City received a similar grant in the amount of $18,500 in 2011 for recycling containers at

upurt-".tt.. Staffis currently engaged in a Solid Waste and Recycling Plan that has a goal of providing 30% of the

apartnent complexes in Fayetteville with recycling service by 2015 and these containers would help to reach those goals.

The source separated recycling containers are similar to a drop box style container only with a roof and segregated bins

which will support the source se,parated nature of the recychng program. The containers can be easily incorporated into

existing operations since collection is handled with a drop offstyle truch whereby eliminating the need to purchase new

vehicles for this type ofrecycling collections at aparfrnents.

BUDGET IMPACT

The recycling grant awards are not matching grants, so no City funds are obligated with this.request. Upon approval and

award of the grant a budget adjustment will be requested to recognize the grant revenue and a capital project will be

created.

r Seek competitive bids or requests for proposals (RFP) for purohase of equipment or services asrequired by state and local procurement laws.

+ Receive written approval from the Board and the department for any modifications to the grant,

including requests for time extensions.o Receive written consent from the Board and department before selling, trading or transferring

facilities or equipment.

2012 RecyclÍng Container Grant Project Proposal questions

1. Describc your current recycling program. Explain how it fits into your local solid waste

management program and the overall district solid waste plan.

Fayetteville's recycling progrsm is a source separated program meanimg the uaterials areseparated at the source of collection. This is true in both the curbside and drop off serviccs

provided by the Cíty. The curbside program services residential single family homes and

small businesses can participate for a fee.

City crews operate the resideutial trash collection as a Pay As You Thr,ow program rvhere

residents choose from 3 dífferent cart sizes and pay according to the waste they dispose.

The curbside recycling program allows residents to divert materials from their weekly

waste stream and potentially lower their waste bill.

The drop off recycling service is designed for those without curbside service and uon-cityresidents providing recycling options as required through our DistrÍct Solid Waste PIan.

2. How will the proposed project enhance or improve the current rec5,'ding program?

The project wilt allow the Solid Waste and Recycling Division to grow existing services toapartment complexes in order to meet diversion þoals. At the end of 2011' the City began

an apartment recyclÍng program and currently there are 5 large com¡f,exes participating inthe program. Also, large festivats like Bike Blues and BBQ have uot sscceeded inestablishing a valid recycling component. A container, like the onels ídentified for thisgrant, can be Íncorporated with existing equipment and processing capabitities utÍlized bythe Division.

The recycling containers used with this grant will allow for growth in úhe apartmentprogrûm as it has become evldent that higher participation in apartment recycling wouldoccur íf recycling containers were made available more than the one day a week collection

which is currently used. Having more containers would allow for longer periods of time inwhich the containers would stay on sÍte, along with signing up new ootrilplexes for the

service. A multÍ faceted approach for apartments utitizing several col[ection methods willprobably best serve this sector for recycling. Expanding recycling senrices aeross the City Ís

3. lVhat will the project accomplish and how will it be accomplished? How will success ofthe project be measured?

The project wilt accomplish growing the newly created apartrnent recycling program and

expanding services. The containers will be included into the current oBerations of the Solíd

Waste and RecyclÍng Division using existing fleet and personnel.

Staff is currently proposing a SolÍd Waste and Recycliug Resource Management Plan forCity CouncÍl approval, The draft plan outline efforts to increase diver'tion of materials

from the taudfitl and reach an established diversion goat. One goal currently being review

is to have 30%o of apartment complexes in FayettevÍlle having recycling on site by 2015.

This grant would be used to help reach that goal by measuring complexes participating.

4. What actions rvill be taken to begin the project before pre-applications for the next grant

round are submitted to ADEQ (July l5)? What actions will be taken to complete the project and

spend all grant funds within three years?

The containers will be purchased and all funds expended at one time before Juty 15'h, 2013.

The containers will be included in the existing recycling program for apartments which has

already begun.

5. Who witl participate in and benefit from this project? How will they participate or

benefit? Ifpartnerships are involved, describe each partner's role in the project.

Apartment complexes and fcstivals within the City wilt benefit by allowing the City topiovÍde containers for recycling. Apartment complexes with over 100 units are eligible forthe on site recycling service.

Apartments participation wilt include coordinating education information to the tenants'

pioviding spoce to house the container and hetping to maintain metrics regardingparticipation âmong their tenants.

6. How wilt the public be made aware of recycling or other oppot'tunities provided by this

project? Describe the educational message to be delivered and the method(s) of delivery. When

available, provide a copy ofany materials developed

The pilot programs wilt be well communicated through City staff with apartment owners

and manageri in order to participate. The CÍty is utilizing Energy Corp positions toprovide edicational opportunities at the complexes. Events planned at the complexes and

staffed by the Energy Corp positions help in delivering the recycling message to

participating apartment complexes.

What can be recycled will be communicated with an education campaign and with picture

signs on the containers and brochures. For apartments particÍpating in the pilots the

edìcadonal message will be given through brochures, monthly newsletters, tcnant lease

signÍngs, laundry/mail room facitity displays and other apartment complex communicatíons

between management and tenants.

7. Does existing mechanical processing equipment or facilities adequately serve the relevant

area? If yes, the regiãnal solid waste management board must determine that the requested

equipment or facility is an indispensible component and would more efficiently serve the relevant

area. S,rb*it the board's rationale for the determination with the grant application.

Yes. The CÍty of Fayettevilte operates a recycling center where the materials would be

processed.

8, If purchasing equipment or constructing facilities, provide a detailed description of these

items. The description may include bid specifications, equipment brochures, drawings,

illustrations, etc.

The contaÍners will be separated Ínto six (6) compartments for recycling of aluminum cans,

steel cans, plastic #l &#?bottles, mixed paper and cardboard. These containers sit on a

rotl off styie truck when being moved and when dumping the materials. A container

drawÍng is included.

9- Provide the days and hours ofoperation and the physical location (address) fortheequipment or facilities.

The containers will be used at different locations throughout the City in the apartmentprogram. Apartments currently are added when contacted by staff and encouraged toparticipate. The containers will be collected by City personnel and processed at therecycling center located at 1560 S. Happy Hollow Road, Fayetteville, AR., 72701. Thecontainers will be housed there during non use.

10. What materials will be collected as a direct result of this project? What are the plans forselling or reusing the materials? If composting, provide a physical location where organics willbe composted.

The materials collected with this container will be aluminum cans, steel cans, plastic #1 and#2 bottles, mixcd paper and cardboard. The recyclablcs will be processed along with thecurbside and drop offrecyclables currently collected.

I 1. How will the volume collected for recycling or diversion and rcvenue received as a resultof this proJect be measured and recorded? Who is responsible for maintaining these records andhow may s/he be contacted? Provide an estimate of new or increased tonnage collected ordiverted as a result ofthis project.

The recyclables will be weighed together on our facilities certified scales to determine actualweight received from the apartments. Currently the containers in use are weighed anddumped as needed to improve operations. Recyclables are added to the other materialscollected and sold with those materi¿ls. Revenue is received for the service which iscurrently priced at $.95 cents per unít at an apartment complex. Currently the averagecollected through the participating complexes is 1.5 tons per month.

Brian Pugh will be responsible for maÍntaining these records and c¿n be contacted throughthe Ínformation provided at the front tlf this application. It is estimated that 1 to 2 tons perwcek can be gained through various pÍlot programs.

12. Will the proposed project generate revenue? How? Will this revenue be enough tocontinue or expand the project?

There will be revenue generated from the sale of the material once processed. The CityCouncil passed an ordinance requiring apartment to pay $.95 cents per unit to participatein the program. This rate helps to cover fhe cost of servicing the container.
