NOTICE OF PUBLIC HEARING Proposed Amendments to the 2016 Major Thoroughfare and Freeway Plan (MTFP) The City of Houston Planning Commission will hold a public hearing on Thursday, July 20, 2017 at 2:30 p.m. in the City Hall Annex Chambers, Public Level, 900 Bagby Street, Houston, Texas, 77002. The purpose of the Public Hearing is to allow interested citizens to be heard concerning proposed changes to the 2016 Major Thoroughfare and Freeway Plan (MTFP). The MTFP identifies right-of-way needs and proposes roadway alignments within the city limits of Houston and its Extraterritorial Jurisdiction (ETJ). The MTFP does not initiate the timing of right-of-way acquisition or construction activities related to the roadways.
Information on Harris County’s proposed MTFP amendments for the Brown Road Collector Network (Brown Road, Lutheran School Road, Fred Petrich Road, Kobs Road, Lutheran Church Road, Telge Road, and Unnamed E-W Road) and Holderrieth Road will be available for public review at a special open house to be held on Thursday, June 1, 2017 from 5:30 p.m. to 7:30 p.m. at the Beckendorf Conference Center at Lone Star College - Tomball Campus (30555 Tomball Parkway, Tomball, Texas, 77375; see map on reverse side of this letter). Harris County Engineering Department and City of Houston Planning and Development Department (P&D) personnel will be available at the open house to answer questions. A general open house for all proposed amendments being considered as part of the 2017 MTFP amendment cycle will also be held on Wednesday, June 14, 2017 from 5:30 p.m. to 7:30 p.m. at the United Way Community Resource Center (50 Waugh Drive, Houston, Texas, 77007). This notification package - which includes this letter, information about the specific amendments which may be of potential interest to the respective property owner, and some frequently asked questions - has been mailed to property owners and registered civic associations adjacent to roadways included in the amendment request.
In addition to making comments at the Public Hearing, written comments may be submitted using the online comment form until the comment deadline of July 7, 2017. All comments, whether written or in-person, will be considered by the Planning Commission before a final decision is made on each amendment request. Additionally, the Commission will weigh information provided by P&D and other government transportation agencies in the Houston region.
Four weeks after the public hearing, on August 17, 2017, P&D staff will present recommendations to the Planning Commission. The Planning Commission will vote on each amendment and forward its recommendations to City Council by September 1, 2017. Once an ordinance for the amendments has been adopted by City Council, a new MTFP will be published by the City. More information about the MTFP and proposed amendments are available on the Major Thoroughfare and Freeway Plan webpage at www.houstonplanning.com. 2017 Major Thoroughfare and Freeway Plan (MTFP) Amendments
Frequently Asked Questions Q What is a Major Thoroughfare and Freeway Plan (MTFP) Amendment? A The City of Houston’s MTFP was first adopted by City Council in 1942. It is a long range plan that provides for a
system of thoroughfares and collectors to support overall mobility. It does not deal with timing of right-of-way acquisition or road construction. The Plan is updated through an annual amendment process. Amendments generally delete, add or modify a portion of a planned Thoroughfare or Collector. Streets such as Hillcroft Avenue, Kirby Drive, and FM 2100 are examples of planned Major Thoroughfares that have matured over the years. The Plan will continue to be modified in order to meet Houston’s growing transportation needs.
Q What is an alternative? A When the City receives an application to amend the MTFP, staff evaluates the proposed request and studies the
adjoining area’s major roadway network. The Planning Department (P&D) may identify and evaluate other options in the area, other than the one submitted by the applicant. Such options will be presented as alternatives at the Open House so that all interested parties are aware of options being considered by P&D and Planning Commission.
Q I received a letter from the City. Why? What does this have to do with me? A If you have received a notice in the mail from the City, it means that our records show you own property that may be
located close to or that may be impacted by a proposed amendment to the MTFP. Please read the enclosed report to learn more about the proposed amendment that may impact you and your property.
Q My property is located in the County, not within the City limits. Why is the City dealing with issues in the County? A The MTFP covers not just the major road network within the City limits, but also within the City’s Extra Territorial
Jurisdiction (ETJ). This allows transportation needs to be addressed on a regional basis. Q I am concerned about a proposed amendment. What can I do? A First, you can find out more about the amendment request in the following ways:

Additionally, the Commission will weigh information provided by the P&D staff and other government agencies concerned about transportation in our region.
Q Who decides what to do? A Four weeks after the public hearing, P&D will present its recommendations to the Planning Commission. The
Planning Commission will vote on each amendment and forward its recommendations to City Council by September 1, 2017. Once an ordinance for the amendments has been adopted by City Council, a new MTFP will be published by the City and made available as a reference to other agencies and the public throughout the year.

APPLICANT’S JUSTIFICATION and HISTORY: The applicant – Harris County Engineering Department – believes the amendment area (bounded by Brown Road/Lutheran School Road, Kobs Road, FM 2920, and the Tomball ETJ line) will likely experience future development and population growth that will necessitate improved circulation and connectivity. Recently, properties in the amendment area have been presented before the Houston Planning Commission to be platted for development, which prompted the County to consider the need for improved mobility and circulation should development activity continue in the area.
The amendment area represents approximately five square miles that currently does not have a designated collector street or major thoroughfare. Waiting for existing development regulations (the City of Houston’s Chapter 42 development code) to provide a network of collector streets may not be a reliable solution and could result in a lack of circulation and connectivity as the area redevelops, which would put a burden on the existing street network. Therefore, Harris County is requesting the addition of five major collector streets and one minor collector street within the amendment area.

E-1a: Brown Road from Tomball ETJ line to Kobs Road (E-W major collector) Within Houston’s ETJ, Brown Road is a local street approximately one mile in length that extends to the west an additional one mile, where it becomes Lutheran School Road and Fred Petrich Road. Brown Road, Lutheran School Road, and Fred Petrich Road currently all have two vehicular lanes, 60 ft. of right-of-way (ROW), and a 21 to 22 ft. road pavement width. Harris County is proposing to add Brown Road, Lutheran School Road, and Fred Petrich Road as an 80 ft. ROW major collector.
Because of the many curves that connect Brown Road to Lutheran School Road, adding these roads as a continuous major collector would necessitate a more direct and straight connection. Two proposed alignments for this direct connection have been identified. The first alignment option (shown in blue in the attached map) is to curve the alignment just south of the existing intersection of Lutheran School Road and Brown Road (at the Tomball Investment Group property) and connect to Lutheran School Road at the “S” curve at the corner of the Sheffield and Petrich properties. This alignment would impact four property owners whose properties would be bisected by the alignment.
The alternative alignment option (shown in green on the attached map) is to extend Brown Road through the Watkins property, connecting to Lutheran School Road at the same location as the first alignment option. This accomplishes the same objective as the first alignment option in providing a more direct connection to Lutheran School Road, but it also avoids two additional curves of existing Brown Road. This alignment would impact three property owners whose properties would be bisected by the alignment.
Currently, Lutheran Cemetery Road/Fred Petrich Road terminates at a barricade just east of Kobs Road. The proposed amendment would provide an option for the County to extend the roadway in the future to connect to Kobs Road through the southern portion of the Smith property.
Harris County has no plans to widen or construct this proposed collector road at this time. If the road is ever constructed in the future, right-of-way acquisition would most likely require an additional 10 feet from the frontage of abutting property owners along both sides of Brown Road, Lutheran School Road, and Fred Petrich Road.
E-1b: Kobs Road from FM 2920 to proposed Brown Road major collector (E-W major collector) Kobs Road currently exists as a two-lane road with 60 ft. of ROW and a 22 ft. road pavement width. Harris County is proposing to classify Kobs Road as a major collector from FM 2920 to the proposed intersection of the future Brown Road major collector. The remainder of Kobs Road to the north of proposed Brown Road would not be classified as a major collector and would remain as an existing local road. Kobs Road at the FM 2920 intersection is currently stop-sign controlled and is slightly offset from Cedar Lane, which extends south of FM 2920. The proposed alignment of the Kobs Road major collector would curve Kobs Road slightly to the west as it approaches FM 2920 in order to align with the existing intersection of Cedar Lane and FM 2920. This slight alignment change would impact the property owned by Rosehill Real Estate LLC.
Harris County has no plans to widen this road at this time. Should the road ever need to be widened, ROW acquisition would most likely require 10 feet from the frontage of abutting property owners along both sides of Kobs Road.

E-1c: Lutheran Church Road from FM 2100 to Brown Road (N-S major collector) Lutheran Church Road is a local road approximately one mile in length with a pavement width of 21 ft. and 60 ft. of ROW. The County is requesting that this road be classified as a two-lane, 80 ft. ROW major collector north of FM 2920. In general along the roadway, an additional 10 ft. of ROW would be required from the frontage of abutting property owners along both sides of Lutheran Church Road.
Harris County has no plans at this time to widen Lutheran Church Road.
E-1d: Telge Road from FM 2920 to proposed E-W collector Road (N-S minor collector) Existing Telge Road south of FM 2920 is a 60 ft. wide major thoroughfare that terminates at FM 2920. South of the amendment area, Harris County has plans for a capital improvement program (CIP) project that will widen Telge Road to 100 ft. of ROW south of FM 2920. However, construction on this project isn’t anticipated to begin until 2020.
The County’s proposed MTFP amendment would add Telge Road north as a two-lane 80 ft. ROW major collector north of FM 2920 to the proposed Unnamed E-W Road minor collector. The proposed alignment would extend north of FM 2920, bisecting through the property owned by Freddy Wirt Trustee and continuing north along the east property line of the Milmo property, ultimately terminating at the proposed Unnamed E-W Road minor collector.
Harris County has no plans to construct this road at this time. E-1e: Unnamed E-W Road from Tomball Cemetery Road to Kobs Road (E-W minor collector) Harris County is proposing to add Unnamed E-W Road as a minor collector with a maximum 60 ft. ROW to extend approximately 1.29 miles in length from Tomball Cemetery Road to Kobs Road. To minimize the amount of impacted properties, the alignment would utilize existing east-west Tomball Cemetery Road on the eastern portion of the alignment.
Between Tomball Cemetery Road and Lutheran Church Road, the road alignment would impact the McKinney, Petrich, Urias, and Jiral properties and bisect the center of the Milmo property.
Between Lutheran Church Road and Kobs Road, the road alignment would impact two unimproved parcels owned by Salem Lutheran Church as well as the Myrtle Smith Children’s Trust property. Harris County has no plans to construct this road at this time.
E-1f: Tomball Cemetery Road from FM 2100 to Brown Road (N-S major collector) The County is proposing to add Tomball Cemetery Road as a two-lane, 80 ft. ROW major collector from Brown Road to the proposed Unnamed E-W minor collector. Tomball Cemetery Road currently exists as a local road approximately one mile in length with a 20 ft. pavement width within 60 ft. of existing ROW. Existing Tomball Cemetery Road will be utilized as much as possible, but the alignment will need to deviate from the existing alignment to avoid two sharp turns along existing Tomball Cemetery Road. The deviated alignment is proposed to bisect both the Brooks and Satterfield properties in order to create a continuous alignment with no sharp turns, providing a connection between Brown Road and FM 2920.
Harris County has no plans to build or widen this road at this time. In general along the roadway, an additional 10 ft. of ROW would be required from the frontage of abutting property owners along both sides of Lutheran Church Road, should the roadway be reconstructed in the future.
