Addendum No 3

This addendum forms a part of the contract described above. The original contract documents and

any prior addenda remain in full force and affect except as modified by the following which shall

take precedence over any contrary provisions in prior documents.

Contract Documents

The following are questions asked by the bidders. Responses are shown in Bold.

1. How do we abandon the existing septic tanks or cesspools?

Septic Tank or Cesspools will be abandoned according to the specifications of the

City of Laredo Health Department and Environmental Health Services Division.

The septic tanks and cesspools will be vacuumed at the discretion of the Health

Department Inspector. The contractor can use different kinds of materials such as

sand, slit, clay, gravel, concrete or combination of any of those materials as backfill.

If a cesspool condition exists, the same criteria apply for the abandonment of the

cesspool.

The contractor will be responsible to complete the form of the Septic Tank –

Cesspool – Pit Privy Elimination Program; a copy of the form was given to all

bidders present at the pre-bid meeting.

2. What kind of grinder pumps should be used?

The contractor will be responsible for designing and constructing the grinder

pumps as necessary and as proposed on their bid. The submittal should be provided

to the Utilities Department for their approval prior to installation. Design should be

signed and sealed by a professional engineer.

3. How many working days does the contract have?

The contract time is 283 working days. Working days are Monday through Friday,

8:00 a.m. to 5:00 p.m. Inspector’s time on weekends or holidays will be paid by the

contractor as overtime. Contractor should notify Utilities Department 24 hours in

advance if they are going to be working on weekends or after 5: 00 and the inspector

is required to be on-site.

4. Can the Licensed Plumber be an employee of a company or an independent License

Plumber?

The Licensed Plumber can be either an employee or an independent contractor; in

either case, they need to be present at the jobsite at all times to inspect the work

performed.

5. What kind of material do we need to use?

The contractor can use PVC Schedule 40 or copper from the meter to the house.

The contractor needs to use copper type “S” for any new tap to the existing main

line to the meter.

The contractor needs to use SDR-26 for the sanitary sewer line.

6. What kind of permit will be necessary?

The contractor needs to get the construction permit under the City of Laredo and

Webb County. There will only be one permit issued for the entire project; a permit

will not be issued per lot.

7. What lots will be part of the contract?

Only the lots with dots on the plans will be part of the contract.

8. What will be done in case of existing grass, utilities, concrete driveway and

sidewalks?

As part of the right of entry, the contractor will not be responsible for any damage

caused to existing trees, vegetation or landscaping that are in conflict with the

alignment of the water and sewer pipe line installation; however, the contractor will

be responsible for any damages to the existing utilities. Repairs to concrete

driveways or sidewalks are part of a bid item per square footage. Contractor is

responsible for verifying the location of any utility and identifying any conflict with

any improvements done by the owner or utility company.

9. What about a soil investigation?

We have encountered type II and type III soils on our recently installation of Septic

Tanks approved by our Health Department and Environmental. Due to the lack of

time given to the testing laboratory to perform the soil investigations, the bidder

should include the price for every kind of soil that exists in the areas of Minerales

and Peñitas in order to have the unit price quote for any kind of soil. The soil

investigation will be performed during the execution of the contract and payment

for any septic tank will be paid for the type of soil found on the property.

10. Can the bidder request his own right of entry?

The right of entry will be provided to the contractor by the City of Laredo Utilities

Department. The City of Laredo has no objection if the contractor wants to obtain

his right of entry, but the contractor can’t obligate the property owner to sign

another right of entry. Addendum No. 3

11. How much is the estimated budget for the contract?

The estimated budget is approximately 1.3 million dollars. Bidders can use a

general contractor for bonding purposes.

12. What are the specifications for the lift station or septic tank requirements for those

dwellings that are to low and no gravity flow is available to connect the sewage line?

You have the option to do a grinder pump or a septic tank, but both options require

being design by a Professional Engineer, so the design built requirements will be

responsibility of the contractor and should be provided as part of the submittals.

13. Why some dwellings are not included in the set of plans?

Dwellings that have an exiting meter should connect to the sanitary sewer 30 days

after the installation of the meter as part of the service agreement between the City

of Laredo and the customer, dwellings that we can’t get access to verify the

plumbing inside of the dwelling, dwellings that doesn’t have bathroom and

dwellings that didn’t provide the right-of –way weren’t included as part of the

plans. Any additional dwelling should be approved by Utilities and NADBANK.

14. Who will be the project manager and the inspector?

The project manager will be Humberto Serradell, the inspectors will be Mario

Elizondo and Rafael Cisneros.

15. Replace Attachment 1, Volume I. iv Bid and Price Schedules. Contractor shall use

this price schedule or bid submittal.

Each bidder is requested to acknowledge receipt of this addendum by his/her signature affixed

hereto and to file same with and attached to his/her bid.
