CITY OF LYNDEN JOB DESCRIPTION TITLE: Police Corporal DEPARTMENT: Police FLSA: Non-Exempt UNION: Teamsters Local 231 REPORTS TO: Police Sergeant SUPERVISES: Assigned Police Officers GENERAL PURPOSE AND SUMMARY The Police Corporal is responsible for day to day shift supervision of officers in the absence of the Police Sergeant. The Police Corporal performs a variety of routine and complex public safety work; assists the Police Sergeant, as directed, in the supervision and administration of police patrol, investigation, traffic regulation, and other related law enforcement activities. ESSENTIAL DUTIES AND RESPONSIBILITIES Reports directly to the Police Sergeant and serves as first-line supervisor in the Police Sergeant's absence. Supervision of Staff and Activities • Assists with the scheduling and coordination of shift changes and daily shift coverage of assigned personnel as directed and when necessary. • In the absence of the Police Sergeant, reviews a variety of police-related reports prepared by assigned personnel. • Monitors and observes patrol or investigative activities to ensure conduct and performance conforms to department standards in the Police Sergeant's absence. * Schedules and conducts meetings, as directed. • Assists with the reviews, evaluation, and development of programs, policies and procedures for various departmental operations as directed. • Maintains departmental equipment, supplies and facilities, and analyzes and recommends improvements to equipment and facilities, as needed. • Assists the Police Sergeant with developing subordinate's employee performance reviews as needed. Patrol and Response Oversight • Works a uniformed shift in the performance of security patrols, crime prevention, traffic control, investigation and first aid at accidents, detection, investigation and arrest of persons involved in crimes or misconduct. • Responds to emergency radio calls and investigates accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, etc. Takes appropriate law enforcement action. • In absence of the Police Sergeant, evaluates officers' arrests based on circumstances and evidence to determine whether subject will be detained or placed in jail. • In the absence of the Police Sergeant, makes plans about individual tactical matters such as equipment to be used for particular operations or the detailed plans needed for an investigation. Develops new approaches to investigate problems as directed. • Advises superior officers on deployment of personnel during emergency responses. • Maintains contact with all police personnel to coordinate investigation activities, provide mutual assistance during emergency situations and provide general information about Department activities. • Maintains continuous availability by radio or telephone for consultation on major emergencies. • Carries out duties in conformance with Federal, State, County, and City laws and ordinances.

Investigation and Interrogation• Personally participates in investigating criminal law violations occurring within the City limits,

obtaining evidence and compiling information regarding these crimes, preparing cases forfiling of charges, testifying in court, and related activities.

• Interrogates suspects, witnesses and drivers; preserves evidence; arrests violators;investigates and renders assistance at scene ofvehicular accidents; summons medicalassistance and other law enforcement; takes measurements and draws diagrams of thescene; conducts follow-up investigations of crimes committed during assigned shift; seeksout and questions victims, witnesses and suspects; develops leads and tips; searches sceneof crimes for evidence; analyzes and evaluates evidence and arrests offenders.

Reportincj and Record Keeping• Prepares a variety of handwritten and electronic reports and records.

Communication and Coordination• Coordinates activities with supervisors or other City departments; exchanges information with

officers in other law enforcement agencies; and obtains advice and information from the CityAttorney and County Prosecutor's Office regarding cases, policies and procedures.

• Maintains liaison with community groups.• Assists citizens with such matters as locked or stalled vehicles, crime prevention, drug &

narcotic information, traffic safety, etc.

OTHER DUTIES• Performs other administrative, supen/isory or technical duties as needed and assigned.

MINIMUM QUALIFICATIONS

Education and Experience• High school diploma or equivalent; AND• Completion of the State Basic Training Academy or equivalent academy; AND• Minimum of five years work experience as a fully commissioned police officer; OR• Equivalent combinations of education and experience that provide the incumbent with the

necessary qualifications may be considered.

Knowledge, Skills and Abilities

Knowledoe of:

• Modem law enforcement principles, procedures, techniques, and equipment.• Applicable laws, ordinances, and department rules and regulations.• City of Lynden's geography.

Skills & Ability to:• Maintain good physical condition in order to perform essential job functions.• Proficiently operate personal computer and relevant software.• Demonstrate interpersonal and supervisory skills.• Exercise sound judgment in evaluation situations and in making decisions.• Communicate in a clear, concise manner, both orally and in writing.• Effectively respond to the public both in person and through the telephone and electronic media

in a manner conducive to positive customer relations.• Plan, organize, and prioritize work to complete required tasks and meet deadlines• Deal effectively with sensitive issues and maintain confidentiality of information.

Special Requirements• Must have a valid Washington driver's license without record of suspension or revocation in

any State.• Must pass appropriate background checks.• Basic Law Enforcement Training certification or equivalent.• Maintain required certifications such as 1st Aid, CPR, BAG, Firearms, Taser (if applicable), and

obtain 1st Line Supervisor Certification.

TOOLS AND EQUIPMENT USEDPersons in this classification are required to routinely operate the following equipment: Police car,police radio, radar gun, handgun, shotgun, rifle, baton, taser, pepper spray and other weapons asrequired, handcuffs, breathalyzer, first aid equipment, cell phone, variety of computer equipment,digital camera, standard office equipment such as fax, copier, etc., or any other equipment as maybe required. Individual must be able to learn to operate new equipment and/or use new computersoftware as needed and assigned.

WORKING ENVIRONMENT AND PHYSICAL DEMANDSWhile performing the duties of this job, the employee frequently works in outside weather conditions.The employee occasionally works near moving mechanical parts; in precarious places and isoccasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or causticchemicals, extreme cold, extreme heat, and vibration.

While performing the duties of this job, the employee is frequently required to sit and talk or hear.The employee is occasionally required to stand, walk and run; use hands to finger, handle, oroperate objects, controls, or tools listed above; reach with hands and arms; climb or balance; stoop,kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move morethan 100 pounds. Specific vision abilities required by this job include close vision, distance vision,color vision, peripheral vision, depth perception, and the ability to adjust focus. The noise level in thework environment is usually moderate.

At times, employee must be able to defend his/her self or others from physical confrontation.
