ARB #2019-089105 and 9107 Center StreetWilliam Lacy/Green Equity Solutions, LLC

Mr. Bokan stated that the applicant is seeking approval for the replacement of 26 second and third story windows which are in a deteriorated condition. The windows include replacements on all elevations of the structure. The applicant is proposing a Jeld-Wen Siteline clad wood window in a 1/1 design which matches the majority of the existing windows on the structure. The windows are proposed to be white in color to provide consistency on all elevations.

The applicant has explored the repair of the windows, but the windows have deteriorated pastthe point of repair. They are unrepairable due to rotted, missing, warped wood and cracked glass. They currently will not close properly; they leak and have become a hazard to use. In addition, it appears the two 2nd floor windows on the front elevation are not originals, and have been modified over time (see photos attached to the Historic Landmarks Commission Survey Form). The applicant is proposing 1/1 windows to match the other windows on the structure which are a 1/1 design. Staff would also note that the building is undergoing additional maintenance repairing the roof, gutters, and other trim work that has deteriorated. Due to the deterioration the applicant also intends to repoint the brickwork on the building in the future.

Staff does find the use of the proposed clad wood core windows with a 1/1 design would be in keeping with the guidelines to replicate the look of the existing windows. This type of window is consistent with recent actions of the Board on applications for contributing structures where wood windows have been requested for replacement. Staff recommends the replacement windows be custom fit to the existing openings and the applicant provide new subsill/sill nosing, and Boral flat casing to surround the windows.

The applicant has also requested approval for screens for the upper level windows. The upper level of the building contains four apartments. Staff would note several buildings along Center Street have window screens on the upper levels. Staff recommended approval as submitted.

Applicant, William Lacy, had nothing further to add to the staff report.

ARB Discussion Mr. Carter asked the applicant to verify where the trimming will be placed. Mr. Lacy

stated that there will be a flat casing profile on the sides and the top with an extended square mill sill nosing weather strip on the bottom.

Ms. Settle asked about the proposed color for the window frames. Mr. Bokan stated that they would be white. Mr. Lacy opted for the Board to choose the color or give the applicant the pallet that they liked for the window frames.

Mr. Rosen motioned to approve ARB #2019-08 as modified: Any other proposed color is used except white.

ARB #2019-099119 Church StreetSharita Rouse

Mr. Bokan stated that the applicant is seeking approval to reface the existing projecting sign previously approved by the ARB. The projecting sign is constructed of wood measuring 3’ x 3’ in size (9 sq. ft.). It is hung on a black metal bracket on the front elevation of the structure, to the right of the existing awning. The bracket is mounted 11 feet above the sidewalk, providing 8 feet of clearance below the sign.

The applicant would reface the sign for the new business branding with both the business logo and name. The canopy would also be refaced as well.

The sign vendor will be providing a matte vinyl overlay for the wood sign. The awning sign is currently coroplast adhered to the existing awning with Velcro and the new sign will be the same. Staff recommended approval of the application as submitted.

Applicant, Sharita Rouse, had nothing further to add to the staff report.

ARB Discussion Ms. Settle asked why the phone number is listed on the sign. Ms. Rouse stated that due

to the discrepancy of the street address, many of the customers will call because they cannot find the business.

the increase in number of ARB members. Also other bodies are considering time change from 7:30 p.m. to 7:00 p.m. for meeting start times.

o It has been suggested by a Board member that an early start time for a worksession 30 minutes prior to meeting could be beneficial to view cases in advance, and Madame Chair Alten stated that this will be discussed among the members, and a decision will be made in the near future.

o Informed the Board of the new hires for the Planner position and the Development Services Manager position.

Madame Chair Alten suggested that potential property owners should be informed of the historic district guidelines upon purchasing in Old Town.

STAFF REPORT

ARB Case: 2019-0011 Applicant: Sean Brown Address: 9306 Main Street REQUEST The applicant is requesting approval for the replacement of the previously installed double hung wood windows with the currently installed double hung vinyl windows. PROPERTY INFORMATION Location – The site is located on the west side of Main Street between Portner Avenue and Mathis Avenue. Historical Significance –Set on a poured concrete foundation, this one-and-a-half-story, three-bay Craftsman-style Bungalow dwelling is wood-frame construction clad in vinyl siding. It is covered by cross gable roof sheathed in asphalt shingles. The roof has a small gable dormer with a 12-light fixed window. The front gable has square-butt wood shingles and triple 4-light windows with a wood surround. Fenestration consists of single and triple 6/1 double-hung wood windows, 4-light and 12-light fixed gable windows, a 6-light door, and plain wood window and door surrounds. Known as the “Catalogue Home” the house at 9306 Main Street has been identified as the "The Kilbourne" model mail-order house from the Sears, Roebuck and Company Catalogue of Houses. This property is a contributing property to National Register Manassas Historic District. As an excellent and very intact example of a Craftsman-style Sears house in the City of Manassas, the house at 9306 Main Street is a contributing structure. Surrounding Properties – Located north of the Historic Downtown, this portion of Main Street contains a mixture of contributing and non-contributing structures. Both 9300 (Alten House) and 9308 (Homehurst) Main Street. are contributing structures on the City’s Landmark List. 9301, 9302, 9304 and 9305 Main Street are non-contributing structures.

APPLICANT’S PROPOSAL The owner of the property recently installed double hung vinyl windows without approval of the ARB. The original windows that were removed were double hung wood windows. The applicant is proposing to match the grid pattern of the prior wood windows; however the grids are only interior to the glass. The windows are of the same size as the originals, however it appears some configurations were modified. In total the applicant has replaced 22 windows which match the locations of the prior windows. STAFF ANALYSIS The building is not new construction, so applicable design guidelines are from the Historic District Handbook, pages 55-63. The guidelines indicate that original windows should be repaired and should be replaced when they are missing or beyond repair. With the removal of the existing windows, staff is unable to confirm the condition of them. However, with this contributing structure, the guidelines state the use of inappropriate material or finishes, or changes to muntin/grid designs should be avoided. The applicant’s proposal to replace existing double hung wood windows with double hung vinyl windows is not in keeping with the Historic District Handbook and Supplemental Guidelines for Windows as, based on earlier photographs, the new windows do change the appearance of Craftsman home, particularly the front elevation. In addition, the windows in the gable ends that face Main Street (one 12-light window and triple 4-light windows), have been replaced by horizontally oriented 6/6 double hung windows. While staff cannot confirm, it appears this was done with 3 other windows on the top level of each of the side elevations and the rear elevation. These replacements are clearly not consistent with the historic nature of the home. The building is not new construction, so applicable design guidelines are from the Historic District Handbook, pages 55-63 and the supplemental Historic District Window Guidelines (attached). The guidelines indicate that original windows should be repaired and should be replaced when they are missing or beyond repair. With the removal of the existing windows, staff is unable to confirm the nature and condition of the previous windows. From earlier photographs and historic research of the Craftsman style of architecture the previous windows appear original to the house and per the owner, were of wood construction. The Manassas Historic Overlay District Design Guidelines are very clear in that the use of inappropriate material or finishes, or changes to muntin/grid designs should be avoided. The supplemental guideline states that newly proposed windows must match the dimension, profile, and appearance of the original windows and substitute materials are allowed under these conditions. As the original windows are not available to be repaired as preferred in the guidelines the Board must look at the replacements and whether or not they are appropriate under the guidelines as to dimension, profile and appearance. Staff does not feel that the replacements meet the Manassas Historic Overlay District Design Guidelines and ideally, Staff would recommend that replacement windows be of wood and replicate the original windows as is available from many specialty millwork and window manufactures. However, the Board can take into consideration the circumstance of specific structures on a case by case basis. The Board has previously approved vinyl windows that mimic the original appearance including interior and exterior grills with the addition of interior grid/spacers that have the same dimensions and profiles as historic windows. As noted in the property survey the structure has seen modifications to materials with the installation of vinyl siding. Options for the Board to consider include focusing on the front elevation of the structure with windows that more accurately reflect the nature of this 1925 Craftsman style home. For the side and rear elevations which have less visibility, focus less on the materials and more on the design of the windows. Often interior and exterior muntins can be added easily if the dimensions and profiles are acceptable on the less visible elevations of the structure. On the front elevation the windows under the gable are not appropriate and need to be replaced. The first floor elevation windows maybe able to be modified to have a more appropriate appearance. 9

Staff recommends denial of the application as presented and recommends that the applicant be requested to return to the Board with a proposal to replace the gable windows, particularly the on the front elevation, and modify the double-hung windows to more accurately match the dimension, profile and appearance of the original windows as per the supplemental guidelines for windows. As per Section 130-410 the applicant may appeal a denial within 30 days of the Board’s decision. Review Criteria Pursuant to Section 130-406 (a), the ARB shall consider the following criteria in determining whether or not to issue a Certificate of Appropriateness for construction or alterations:

STAFF RECOMMENDATION Staff recommends DENIAL of the proposed vinyl windows with interior grills only, as well as the design change to the windows in the gable ends, as the proposed material and design of the windows are inappropriate for this contributing Craftsman-style Bungalow structure.

CRITERIA APPLICATION Activity Proposed:

Installation of new windows

(1) Whether the material, texture, color, height, scale, mass, and placement of the proposed addition, modification, or construction are visually and architecturally compatible with the site and the HOD.

The new window material and design are not compatible with the site, which is a contributing structure.

(2) The harmony of the proposed change in terms of overall proportion and the size and placement of elements such as entrances, windows, awnings, exterior stairs, and signs.

The proposed window replacements do not change the proportion, placement, or size of the element.

(3) The effect of the proposed change on the historic district neighborhood, setting, or streetscape.

The change in the design and materials of the windows would have an adverse impact on the historical district neighborhood.

(4) Whether the proposed method of construction, renovation, or restoration would have an adverse impact on the historic or architectural character of the structure or site, or on adjacent buildings or structures.

Description: Set on a poured concrete foundation, this one-and-a-half-s tory, three-bay Craftsman-style Bungalow is a single dwelling. [tis wood-frame construction clad in vinyl siding. It is covered by cross gable roof sheathed in asphalt shingles. The roof has a small gable dormer with a 12-light fixed window. The front gable has square-butt wood shingles and triple 4-light windows with a wood surround. The roof features knee braces, exposed rafters, overhanging eaves, a wide plain fascia board , and interior and exterior end chimneys. The two-bay porch has wood posts on brick piers and a square balustrade with a round-arch motif running across the top of the balustrade. Typical of the Craftsman style, one porch pier has no wood supporting post. Fenestration consists of single and triple 6/ I double-hung wood windows, 4-light and 12-light fixed gable windows, a 6-light door, and plain wood window and door surrounds.

The house at 9306 Main Street, constructed in 1925, is illustrative of residential housing patterns in Manassas in the first quarter of the twentieth century. At this time, a number of Craftsman-style bungalows were constructed in t.be newly­developing sections of Manassas. Typical of Craftsman-style bungalows are its one-and-a-half story form wit.b a low-pitched overhanging roof, prominent gabled dormers clad in wood shingles, and front porch with battered posts. The house at 9306 Main Street has been identified as the "The Kilbourne" model mail-order house from the Sears, Roebuck and Company Catalogue of Houses. The model was a five-room plan and sold for $2,700 in 1925. This property is a contributing property to National Register Manassas Historic District. As an excellent and very intact example of a Craftsman-style Sears bouse in the City of Manassas, the house at 9306 Main Street is Ranked Notable. An intensive-level interior survey and additional research is recommended.

STAFF REPORT ARB Case: 2014-46 – Addendum #2 Applicant: Messenger Place Development LLC Address: 9009 Church Street REQUEST The architectural design of the new Messenger Place building and the majority of the materials were previously approved by the ARB in August of 2014. The applicant returned to the ARB in January 2016 for approval of an addendum to the application for design details which included the balcony railings, exterior lighting fixtures, awnings, doors and site fencing The applicant is returning to the ARB with a second addendum to seek approvals of the awnings currently installed on the structure, and were originally presented to the ARB in August 2014. PROPERTY INFORMATION Location – 9009 Church Street is a through lot located on the block bounded by Church, East, Center and Zebedee Streets. The lot has frontage on both Church and Center Streets. Historical Significance – The current building on the site is new construction and it is nearing completion. Surrounding Properties – The project is located at the eastern edge of the downtown subarea of the historic district as the commercial buildings begin transitioning to residential neighborhoods. The architecture surrounding the property offers great variety in style and use, being a mix of largely two and three story commercial and residential buildings. While many of the buildings are contributing structures to the historic district, some have been greatly altered over the years. Directly to the east of 9009 Church Street is the Old Baptist Church, a contributing and historic building constructed c. 1930. Several commercial properties dating from the 1900s adjoin the property on the west. These existing structures will likely see redevelopment in the future. APPLICANT’S PROPOSAL The applicant is seeking approval for the “Regal Red” metal awnings. These awnings were originally approved by the ARB in August 2014 when the project received its original approval. The applicant returned to the ARB in January 2016 to request approval of green and cream awnings, which were two different styles. The request to the Board is to go back to the originally approved “Regal Red” metal awnings.

STAFF ANALYSIS The applicable guidelines for new construction are found throughout the City of Manassas Historic District Infill Development Guidelines and the Manassas Historic District Handbook. The guidelines state that new construction should complement and respect the character of the existing historic buildings. However, new buildings should not be a reproduction or copy of historic buildings which confuse the public as to what is historically significant and what is not.

The infill design guidelines, pages 49-50, state that the inclusion of awnings can enhance the building and street-level design. Awnings should be carefully placed and sized to not obscure elements and the colors should be coordinated as part of the overall color scheme. Contemporary styles and materials may be appropriate for mixed-use buildings. The applicant has selected a contemporary style metal awning in “Regal Red”. The horizontal awnings are on the first floor windows and entrances. The use of the contemporary style and materials of the awnings distinguishes the building as new construction. The scale and placement are consistent with awnings found throughout the historic district. Review Criteria Pursuant to Section 130-406 (a), prior to approval of any certificate of appropriateness, the ARB shall determine if the following conditions have been adequately addressed:

Article 1. Purpose

The purpose of these Rules of Procedure is to establish procedures for the City of Manassas Architectural Review Board (ARB) to conduct its business. The ARB is appointed by the City Council to advise the City regarding historic preservation and to administer the Historic Overlay Districts, primarily through the consideration of applications for Certificates of Appropriateness.

Article 2. General Rules

The City of Manassas Architectural Review Board shall be governed by the terms of the City of Manassas Zoning Ordinance as they may be amended or revised. The ARB operates under Manassas Code § 2-301 and §130-404 and City Council policies related to advisory bodies. To the extent that its procedure is not addressed by City Code or these Rules of Procedure, the ARB follows Robert's Rules of Order, Newly Revised (current edition), as adapted to small boards.

Article 3. Officers and Duties

Section 3-1. Chairperson

The Chairperson shall preside at all ARB meetings and appoint any committees found necessary to investigate any matters before the Board.

Section 3-2. Vice-Chairperson

The Vice- Chairperson shall serve in the absence of the Chairperson, and when serving as such shall have the same powers and duties as the Chairperson.

Section 3-3. Clerk

The Clerk to the Board, a member of the Community Development Staff, shall maintain the records of the ARB, prepare a draft agenda for meetings, and prepare draft minutes for the ARB’s approval. The Clerk shall also notify the alternate member if an absence of a voting member is anticipated.

Section 3-4. Elections

Elections shall be held at the beginning of each calendar year or as soon thereafter as they may practically be held.

Article 4. Meetings

Section 4-1. Regular Meetings

Regular meetings shall be held on the second Tuesday of each month at 7:00 PM at the Manassas City Hall. However, meetings may be held elsewhere in the City, with the concurrence of the Chairperson or the ARB.

Section 4-2. Special Meetings

The Chairperson or any three members of the ARB may call a special meeting by notice to the Clerk. At least three (3) working days’ notice shall be given to each member and the public before a special meeting is held. The call of the special meeting shall state the date, time, location and purpose of the meeting, and no business except that identified in the call of the special meeting may be acted upon at the special meeting.

Section 4-3. Cancellation of Meeting

Whenever there is no business for the Board, the Chairperson may dispense with a regular meeting by giving notice to the Clerk, who shall notify all the members not less than twenty-four (24) hours prior to the time set for the meeting.

Section 4-4. Quorum and Voting

A quorum shall consist of a majority of the members of the Board. The affirmative vote of a majority of those present and voting is required to grant a Certificate of Appropriateness or decide any other matter before the ARB.

Section 4-5. Conduct of Meetings

The order of business at regular meetings shall be as follows unless modified with the consent of the ARB:

1. Pledge of Allegiance to the Flag 2. Roll Call and Determination of a Quorum3. Approval of minutes of previous meetings4. Public Hearing (when applicable) and Comments from the Public5. New Business 6. Old Business 7. Community Development Updates 8. Adjourn

Section 4-6. Closed Session

The ARB may enter closed session when permitted by the Virginia Freedom of Information Act, but shall hold its deliberations on whether to grant or deny a certification of appropriateness in public. ARB members shall take proper precautions to preserve the confidentiality of attorney-client communications.

Article 5. Application Procedures for Certificates of Appropriateness

An application for a Certificate of Appropriateness will be scheduled for the next regular meeting if it is filed in the Department of Community Development by the established deadline adopted by the ARB.Upon receipt of a complete application for a Certificate of Appropriateness, the City staff shall:

1. Prepare a Staff Report on the application; and

2. Forward to the ARB a copy of the application, together with a copy of any supporting documentation filed by the applicant or available to staff for review and the Staff Report, no later than the Friday prior to the meeting; and

3. Maintain a record of all such applications and of their handling and final disposition.

Article 6. Consideration of Applications

1. The Clerk shall prepare a draft resolution for the ARB containing the staff recommendation. If the staff recommends the granting of a Certificate of Appropriateness, the draft resolution will contain any modifications or conditions the staff recommends.

2. Any party or property owner may appear in person or by an attorney or other agent to present their application. The order of business for consideration of applications for Certificates of Appropriateness shall be as follows unless modified with the consent of the ARB:

3. The Chairperson, or such person as they shall direct, shall give a preliminary statement concerning the application;

4. The City staff shall present a brief review of the Staff Report, providing the Board the submitted samples of materials, drawings, and photographs. Staff may provide recommendations to the Board. Any statements or arguments submitted by an official, Commission, or department of the City of Manassas, any state agency, or any local historical preservation or neighborhood association may be presented at this time.

5. The applicant shall present the evidence and arguments in support of the application. 6. In cases when the Board deems it necessary, it may receive public comment concerning the

application. Persons opposed to granting the application may present evidence and arguments against the application.

7. The ARB may call witnesses and obtain factual evidence to assist in their deliberations. No member of the ARB may be called as a witness in regard to any matter for ARB action without that member’s consent. An ARB member who testifies as a witness shall be disqualified from voting on the matter on which he or she testified.

8. The ARB shall permit the applicant to respond to evidence and arguments against the application. ARB members shall offer the applicant an opportunity to answer any questions they may have, and to comment on any observations that ARB members may have independently made of the property, before proceeding to deliberate whether to grant or deny the application and whether to accept the conditions recommended by staff and whether to require additional conditions. If the ARB votes to approve the application with modifications not in the staff recommendation, those modifications shall first be reduced to writing and provided to the applicant and all members of the ARB. (In the case of a Certificate of Appropriateness for a boarded-up vacant structure, the ARB may approve the application with conditions; these conditions shall similarly be reduced to writing before being voted on.)

9. The Clerk of the ARB shall summarize the evidence heard by the ARB, memorialize its decision, and provide a copy of such summary and decision to the applicant.

Article 7. Amendments

These Rules of Procedure may, within the limits allowed by law, be amended at any time by an affirmative vote of a majority of the members of the Board, provided that such amendment shall have first been presented to the membership in writing at a regular or special meeting preceding the meeting at which the vote is taken.
