    INTRODUCTION

    Project Overview

    The Waterfront Revitalization of Coastal Areas and Inland Waterways Act (Article 42 of New York State

    Executive Law) was enacted in 1981 by the New York State Legislature in order to execute the Coastal

    Management Program at the state level. A voluntary partnership between local communities and the

    New York State Division of Coastal Resources, the Coastal Management Program strives to protect

    natural coastal resources; advance economic development opportunities; and enhance waterfront

    opportunities
