SECTION 2: INTRODUCTION In an effort to enable and encourage Rossford’s children to walk and bike to school safely, the City of Rossford in conjunction with Rossford Exempted Village Schools and including All Saints Catholic School, have launched its Safe Routes to School (SRTS) Program. Rossford Elementary Schools house K-6 graders in three buildings. Two of these buildings, Eagle Point and Indian Hills, are located within the City and have many students that could walk if safer conditions were provided. Glenwood Elementary is located in a more rural portion of the school district and while walking is not encouraged to this school, an emergency evacuation could force students to walk with no pedestrian amenities to a nearby church. Rossford Junior High (Grades 7 and 8) is located downtown with the potential for many walkers and bikers but parent dropoffs/pickups are prevalent. All Saints School houses K-8 with approximately 31 percent of the students living in Rossford and 20% living within one mile. Typically no students walk to All Saints due to a lack of sidewalks along Lime City Road. All the school buildings included in this School Travel Plan are located within the City of Rossford Corporation Limits. The school district boundaries are located beyond the corporation limits to the east and south as well as small portion in the west. An entire school district is shown in a map inset above.

Even though a large portion of the students living within Rossford Exempted Village Schools are eligible to walk or bike, the students that live within walking distance to their schools need to have the safest possible paths. This study was undertaken to explore possible safety improvements for those that live within walking or biking distance of school. The goals of the Rossford Safe Routes to School study include:

• Determine safety concerns that discourage students from wanting to walk and/or bike to school.

• Increase the number of walkers and bikers by providing safer opportunities for walking and biking.

• Promote healthier lifestyles at school and home.

• Increase awareness about pedestrian and bicycle safety in the community as a whole.

• Provide unique opportunities for students not able to walk to have special events where active transportation is encouraged.

• Create a prioritized list of needs, projects and funding opportunities.

SECTION 3: PUBLIC INPUT PROCESS Public input is a crucial component to the Safe Routes to School program. Various methods of collecting input were utilized. These included completion of classroom and parent surveys, interviews with stakeholders and providing information to the citizens of Port Clinton. The Safe Routes to School (SRTS) program is led by Ed Ciecka, City Administrator. Other SRTS program leaders include Robert Vespi, the City of Rossford Police Chief; Jeff Culler, Rossford Schools Director of Transportation; Jamie Rossler, Rossford Schools Treasurer; and Neil MacKinnon, City Council member. The parent surveys and classroom tallies were collected in early September and the data was entered on the SRTS National Database by DGL Consulting Engineers. The parents were notified using the automated Honeywell Instant Notification System. Two calls were made – one to explain that the surveys were coming home with the students and one to remind the parents to return the survey. A meeting was held on June 20, 2011 to discuss the School Travel Plan process. A second meeting was held on August 31, 2011 to distribute the surveys and schedule the walking audits. Visits to each campus were made to review the current school travel environments. These visits consisted of observing the normal departure of students from the campus, talking with building staff and performing field reconnaissance of the campus. On September 20, 2011, walking audits were held for each campus. Youth Fitness Club – For Boys & Girls Ages 5-12 - Kids will have the opportunity to learn about good fitness and nutrition habits. Activities include walks, Nintendo Wii, rock climbing wall simulator, nutrition information and more. Class meets weekly in six week increments. Rossford Safety Services Safety Town is offered for students entering kindergarten. Bike helmets have been offered through the Fire Department and a Safe Kids grant.

SECTION 5: CURRENT SCHOOL TRAVEL ENVIRONMENT Transportation Eligibility The Rossford District has a transportation eligibility program that applies to all schools. All Saints - School buses are provided for students living within the City Limits. Lake Local, Northwood and Perrysburg also provide busing for students attending All Saints. Eagle Point - Students living south of Dixie Highway and east of Bacon Street are provided with bus service. Glenwood – All students have bus service. It should be noted that due to enrollment numbers, students are bused to Glenwood that may live closer to Eagle Point or Indian Hills. Indian Hills – All students that attend Indian Hills live south of the railroad. Students living south of Grassy Creek (near Wales) are provided bus service. Junior High – Students living outside of a one mile radius are bussed.

Travel Statistics

Parent surveys were completed in September 2011. For Rossford Public Schools, a 43% return rate was found. Parents were asked to complete the survey for their oldest child and many families have more than one child in Grades K-8. At All Saints, only families living within Rossford were asked to complete the survey. 54 of the 175 All Saints students live in Rossford and 35 surveys were returned. Once again, the survey was to be completed for the oldest child in the family.

The table above shows that for All Saints, where all the students responding live in Rossford, Bus and Family Vehicle are the preferred transportation modes. Glenwood is located in the more rural portion of the District and has a very high percentage of bus riders. Eagle Point has the most walkers and bike riders at an average of 37.5%. Indian Hills averages 15% walkers/bikers while the Junior High averages 22%. The Junior High has a larger percentage of walkers in the afternoon while the family vehicle percentages decrease in the afternoon. This is primarily due to parent drop offs in the morning with the student needing an alternate form of transportation in the afternoon while the parent is at work. Additional statistics can be found in the Appendix – Parent Survey Reports. When asked about the issues that affect the decision to allow walking or biking to school, each school had its own perspective depending on its location and whether rural or urban. All parents expressed concern for:

• amount of traffic along the route

• speed of traffic along the route

• distance

• safety of intersections and crossing

• sidewalks or pathways

Weather or climate was also noted in the top six issues affecting the decision to walk/bike to school. Survey reports in the Appendix show the actual rankings for each building. As expected, each school has specific comments that reflect parental concerns and point to barriers to walking and biking. All comments can be found in the survey reports in the Appendix. Selected comments are shown below. All Saints

• We need more sidewalks in Rossford! What about some kind of bike trail? We could make the whole community healthier.

• My youngest child would be allowed to walk with her older brother on a daily basis if the route to school had sidewalks. It is simply unsafe in Rossford to walk/bike to school.

• We do need sidewalks on Lime City Road. Eagle Point

• If we had a system of “walk” or “bike” pooling, I would consider it on most days.

• I do not feel that we live a safe distance from school for my child to walk to school. There is a steep hill and a creek on the way to school. Intersection is bad because it allows turning on red and no one stop. Speeders - HUGE problem

• Superior & Glenwood – high traffic areas and speeding is my biggest concern.

• Not comfortable allowing my child to walk without an adult at any age because of how people drive in school zones.

Glenwood

• Walking is not an option for kids that go to Glenwood.

• Would be nice if we had sidewalks and lower speed limits, even if it’s still for buses.

Indian Hills

• We desperately need a sidewalk out of Arbor Hills down Wales Road to Glenwood. There’s been 2 high speed early morning accidents there. Need a walkway across Glenwood Road Bridge over the creek.

• I walk or drive my boys to school daily. The stop sign at the corner of Glenwood Rd. and East Elm Tree is ignored on a daily basis by many drivers. People blow through that stop sign traveling at high rates of speed. A crossing guard or a “blinking” stop sign would be of value.

• I only allow my child to walk with a big group of kids so the traffic can see them. My main concern is Wales Road and the bridge on Glenwood near the school that has no sidewalks.

Junior High

• It would be nice to have a paved path crossing the railroad tracks on Glenwood Rd. just north of Indian Hills School.

• I would love to see a bridge like the one by the Junior High at the Glenwood/Wales Road so the children don’t walk so close to the road.

• If he a someone (a friend) to ride a bike with, traffic and violence cut down, sidewalk, on good weather days, I wouldn’t have a problem with it.

• Thank you! School Zone Signing & Striping Fluorescent school zone signage is installed at all five schools. School advanced warning assemblies are located at all five locations as well as “School” pavement markings. Flashing school assemblies are provided at Eagle Point Elementary. The flashers are operational from one half hour before school until one half hour after school. The school zones for All Saints, Glenwood, Indian Hills, and the Junior High do not have flashing installations at this time but do have school zone speed limit signage. Crossing Support Eagle Point and Indians Hills both provide a safety patrol program for their buildings. Safety Patrol members are selected for their leadership skills and character to serve the school and community. The patrol members work mornings and after school to protect children from automobile accidents. The Patrol meets monthly to learn about servant leadership and how they represent the school to the community. The goals of the Safety Patrol are:

1. To protect children from automobile accident 2. To help children learn traffic safety 3. To develop leadership skills in patrol members.

Adult supervision (either staff or volunteer) is also provided at key locations such as bus staging, crossing of vehicular paths and crosswalks near the school campus. Indian Hills provides an adult volunteer to aid in crossing Glenwood. Eagle Point provides an adult volunteer to cross Eagle point Road. Adult volunteers were also noted at Superior/Eagle Point and Dixie/Lime City/Colony. Biking Policy Bike racks are provided at all schools except Glenwood and students are encouraged to lock their bikes to the racks.

SECTION 6: BARRIERS TO ACTIVE TRANSPORTATION PEDESTRIAN/BICYLE CRASH DATA Three pedestrian crashes and four bicycle crashes were reported in the City of Rossford during the three-year time period of 2007-2009. Of the crashes, six were related to school aged children, between 5 and 17 years of age. Several of the crashes occurred where pedestrians or bicyclists could be expected to cross – either in a crosswalk or an assumed crosswalk. Other crashes were found at mid-block locations. The crashes show a need for better driver awareness of pedestrians and bicycles. It also shows the need for bicyclists and pedestrian to be vigilant and not assume vehicles see them coming when they enter a crosswalk. It is also apparent that safety instructions for school aged children are needed. Several reports indicate a disregard for safety rules. WALKING AUDITS Walking audits were conducted in September 2011 and will be discussed for each individual school. The participants included the police chief, the transportation director, the City administrator and a representative of the school for All Saints, Eagle Point and Indian Hills. In general, the walking audits revealed that many of the students eligible to walk to school have sidewalks and opportunities to cross lower to medium traveled streets (depending on the school). However, safe routes are not provided in all neighborhoods. Crossing guards are provided at two schools. However, several locations require additional attention. Driver speed and behavior is a concern for all schools. Schools are presented in alphabetical order first by elementary and then junior high. All Saints Elementary All Saints is located on Lime City Road between two railroad crossings. No sidewalks are provided along Lime City Road near the school nor on the older side streets. The Grassy Creek subdivision located approximately 0.25 miles south of the campus does provide sidewalks. Sidewalks are found from south of Grassy Lane to the IBEW Local 245 parcel. The bridge over Grassy Creek has four foot sidewalks on each side. The railroad crossing is a concern. At this time, no students walk although 31 percent of all students attending All Saints live within the City of Rossford. Approximately 20 percent of students live within one mile of the campus. The City will install a bike path on Lime City from Dixie to Marilyn in FY 2016. This project is listed on TMACOG’s TIP project pipeline. Fluorescent yellow-green school signage is provided for the school zone. No flashing school zone signs are provided. No crosswalks are provided for crossing Lime City Road.

Two bike racks are available for students south of the main parking/bus loop area. No bikes were observed the day of the walking audit.

Eagle Point Elementary This school is located on Eagle Point Road between Colony and Superior. Flashing school zone signs were observed on Eagle Point Road. Crosswalk signage and school pavement markings were also found on Hillview Drive just south of the school property. A rear access to the school was found at the end of Hillview (see photo below right).

An adult crossing guard is provided to cross Eagle Point Road. Safety patrol was observed to assist students to cross drives and side roads. An adult crossing guard was also observed at Eagle Point/Superior. This location is signalized and offers a marked school crosswalk but no pedestrian signals. An adult crossing guard was also observed at Dixie/Lime City/Colony. This location is signalized and offers a marked school crosswalk with pedestrian signals. A marked school crosswalk is also found crossing Hillview along Eagle Point Road. Bike racks were found on site.

Many of the streets surrounding the school have sidewalks (as shown to the right) but gaps were observed and in the older neighborhoods there sidewalks that need to be replaced or repaired. Eagle Point school has the highest percentage of walkers and has limited bus service. As mentioned in parent surveys, there is a significant hill on Lime City Road between Superior Street and Eagle Point Road.

Glenwood Elementary This school is located at the northeast corner of the SR 795 and Lime City Road intersection. SR 795 is a multi-lane high-speed divided highway. The intersection is signalized. Lime City Road is narrow with a deep ditch on the west side. No sidewalks are present along Lime City. The transportation complex is located just north of the school. Also found on the parcel are many of the sport fields used by the school system and the community. All outdoor sports with the exception of football are played at this location.

Fluorescent yellow-green school signage is provided for the school zone. Flashing school zone signs are not provided. The school sign located just north of the intersection is oversized. No crosswalks are provided for crossing Lime City Road. In the event that Glenwood school needs to be evacuated, the students are directed to walk to Cedar Creek Church located 0.6 miles to the north. The current policy requires the police close Lime City Road between the school and the church until all students have safely travelled.

Indian Hills Elementary Indian Hills is located on the east side of Glenwood just south of the railroad. The school provides a bus loop and parent parking. Safety patrol is provided for crossing the bus/parent loop. An adult volunteer provides assistance for crossing Glenwood just north of Indian Ridge Road. Approximately 15 students from Indian Hills cross Glenwood daily. Many students travel to neighborhoods located south of the school and remain on the east side.

Junior high and high school students were also observed travelling past Indian Hills. Students travelling further south than Indian Ridge tended to meander across the railroad tracks to get to the sidewalk on the east side (along the school property). One junior high student continued on the west side to the crosswalk and then travelled to the south on the east side.

Sidewalks were not found on the west side of Glenwood south of Indian Ridge Road. Sidewalks were found on the east side of Glenwood to the south school property line and then continuing to Grassy Creek. The bridge over Grassy Creek does not provide for pedestrian travel. Students were observed walking in the roadway. Cars did not always slow down or move away from the edge of the road/bridge.

Sidewalks resumed on the west side just south of the bridge but ended at Wales Road. No sidewalks were observed south of Wales Road. Wales Road is curved with narrow to no shoulder with vertical elevation changes that restrict sight distance. Students living in Arbor Hills have sidewalks within the neighborhood but then must travel along

Wales Road with no sidewalks to get to Glenwood. A worn path was observed along Wales. No sidewalks were found along Schreier Road or East Elm Tree. Sidewalks were observed along Indian Ridge Sioux Trail and Maybar. At the Glenwood/East Elm Tree intersection, a ramp was observed on the northeast corner along with a painted crosswalk. No ramp or sidewalk was observed on the west side of Glenwood. School crosswalk signs were also found at this crossing.

Fluorescent yellow-green school signage is provided for the school zone. Flashing school zone signs are not provided.

Junior High The Junior High is located on the east side of the high school complex. The building fronts Glenwood Road and is located just south of the Superior and Glenwood intersection. The intersection is signalized and provides pedestrian signals and marked crosswalks. Other signalized intersections near the campus are located at Superior/Bacon and Superior/Eagle Point. Crossing support was observed at Superior/Eagle Point for Middle and High School aged walkers.

Student living directly east of the school must cross Glenwood, either at the signalized intersection or Beech Street. Beech Street has elevation issues that require a set of steps on the northeast corner of Glenwood/Beech. The west side of the intersection is the entrance to the bus loop/parent pickup and dropoff/ parking.

Bike racks are located just south of the junior high building. Bikes were observed parked in the rack. Fluorescent yellow-green school signage is provided for the school zone. Flashing school zone signs are not provided.

Sidewalks were found along the west side of Glenwood from the school to just north of the railroad. A pedestrian bridge is installed over Grassy Creek near the football field. Students were observed along the sidewalk walking in groups. Football players were also observed travelling to a practice field located southeast of the school. This crosswalk is marked and signed. No sidewalks were observed in the railroad area. Sidewalk then resumes south of the railroad on both sides. Refer to Indian Hills for observations south of the railroad.

SR 65 Traffic Signals Four signalized intersections were observed along SR 65 (also known as Superior Street and Dixie Highway). The Glenwood signal is a mast arm installation with pedestrian signals with marked crosswalks but no pushbuttons. The Bacon signal is span wire and offers a crosswalk on the south approach with pedestrian signals but no pushbuttons. The Eagle Point signal has marked crosswalks on the west approach but no pedestrian signals. The Lime City/Colony signal has pedestrian signals, pushbuttons and a marked crosswalk on the east approach. The signal equipment shows its age with missing signal head visors and lack of LED lamps.

SECTION 7: CREATING SOLUTIONS A comprehensive solutions strategy was developed for each school consisting of a toolbox of general solutions along with benefits of each solution. Strategies were developed for each of the 5 E’s (Engineering, Encouragement, Education, Enforcement, and Evaluation). In the immediate school campus areas, Rossford provides a sidewalk network for its more urban schools (Eagle Point, Indian Hills and the Junior High). All Saints and Glenwood do not have sidewalks in the immediate vicinity. While the schools have common solutions that can be utilized such as signage and pavement marking upgrades, each campus also has unique countermeasures to be employed for safer walking and biking. In general, students walk or bike to school more often in good weather. The schools need to encourage and promote walking and biking in all kinds of weather. This will help reduce the number of parent vehicles dropping off and picking up. Reduction of parent vehicles will improve the air quality at each school building. Engineering improvements may help reduce hazard bussing. Until additional school buildings are constructed in the western portion of the school district, many students will continue to be bussed due to distance. Strategies that allow bussed students to engage in walking to school are included. Parent support for using adult crossing guards at crosswalks with higher speeds and traffic volumes was shown through the surveys. Many comments were provided that indicated that an adult presence was the key for allowing students to walk to school. Law enforcement can quickly help change unsafe driving behaviors around school campuses. These changes will make walking and biking more attractive to students and parents will feel more comfortable allowing their students to walk or bike. Educational programs are most closely linked to encouragement programs although they also complement enforcement and engineering. Each school has some educational and encouragement programs in place. Additional school programs as well as community programs are presented in the Action Plan to address educational and encouragement components of Safe Routes to School.

Infrastructure (Engineering) School zone signing and marking The 2009 Manual of Uniform Traffic Control Devices (MUTCD) provides that all school warning signs shall have a fluorescent yellow-green background with a black legend. Fluorescent yellow-green signs are more conspicuous than standard yellow signs, especially at dawn and dusk, as well as during inclement weather. As a result, drivers detect fluorescent yellow-green signs from greater distances, which enables drivers to respond to situations earlier (i.e., slowing down or yielding to a pedestrian). By alerting drivers sooner that special caution is needed, fluorescent yellow-green signs significantly improve the safety of students who walk and bike to school. In many instances, the school flasher needs to be employed to give more attention to the school times. These are especially important for elementary schools and schools located on busy streets. Beacons are typically used on roads with an Average Daily Traffic (ADT) volume of greater than 10,000 and normal speed limits of 35 mph or greater. The new MUTCD no longer allows for “During Restricted Hours” plaque, instead requiring flashers or specific time periods.

Crosswalk Signing and Markings Crosswalk markings are used to alert drivers of pedestrian rights of way and to direct pedestrians to the preferred crossing location. There are many styles of crosswalk markings with the preferred enhanced style being the “continental” as shown to the right. The continental style crossing consists of multiple longitudinal bars. Crosswalk markings are recommended on all school routes. All pavement markings are required to meet the requirements of the 2005 OMUTCD and 2009 MUTCD. Crosswalk signs with the fluorescent yellow-green background should also be provided. The preferred signs are yellow-green S1-1. The S1-1 sign will be provided for advanced warning with the W16-9p “AHEAD” plaque and at the actual crosswalk with the W16-7p “sloping down arrow” plaque. The standard crosswalk warning sign W11-2 must be used in place of the S1-1 sign for crosswalks outside of school zones or on non-established school pedestrian routes. Crosswalk warning assemblies shall not be used on approaches controlled by a stop sign. All signing is required to meet the requirements of the 2005 OMUTCD and 2009 MUTCD.

Several options exist for further enhancement of unsignalized crossings. In addition to the above, midblock crosswalks and crosswalks on uncontrolled approaches at intersections may include yield lines and “Yield Here to Pedestrians” signs (R1-5) to further enforce the yield condition.

In-street pedestrian crossing sign (right) can be used as well. The sign is typically mounted on a portable base and would be placed only during the restricted hours of the school zone. This enhancement is effective due to the driver discomfort caused by the sign in the roadway.

Flashing beacons can be added to the crosswalk assembly signs to command the attention of drivers Crosswalk signs and flashing beacons can also be located overhead (left).

Rapid Rectangular Flashing Beacon Installed at mid-block crosswalks, the Rectangular Rapid Flashing Beacon (RRFB) remains dark until a pedestrian presses a pushbutton to activate the system. When activated, the RRFB emits rapid, alternating bursts of light to warn motorists that pedestrians are crossing the roadway. The installation can be very effective crossing treatment. The installations can be hard wired or solar powered. The photo shown to the right is a recent installation in Oregon, Ohio at Fassett Middle School.

Crosswalk Signals When warranted, traffic signals can be installed at midblock crosswalks. When a full traffic signal is not warranted, a Pedestrian Hybrid Beacon, also known as a HAWK, may be warranted. The HAWK uses traditional traffic and pedestrian signal heads but in a different configuration. It includes a sign instructing motorists to “stop on red” and a “pedestrians” overhead sign. There is also a sign informing pedestrians on how to cross the street safely. When not activated, the signal is blanked out. The HAWK signal is activated by a pedestrian push button. The overhead signal begins flashing yellow and then solid yellow, advising drivers to prepare to stop. The signal then displays a solid red and shows the pedestrian a “Walk” indication. Finally, an alternating flashing red signal indicates that motorists may proceed when safe, after coming to a full stop. The pedestrian is shown a flashing “Don’t Walk” with a countdown indicating the time left to cross. Developed in Tucson, the device substantially improved motorist stopping behavior in the city, as compared to the use of flashing overhead school signs. As shown below, studies have shown that the HAWK is more effective than any other treatment including full signalization. Warrants for the Pedestrian Hybrid Beacon / HAWK are included in the 2009 MUTCD. The system does not currently meet Ohio Revised Code (O.R.C.); however its inclusion in the 2009 MUTCD has the issue being reviewed for potential change to the O.R.C. Pedestrian Signals Proper pedestrian signals and timing provide a safe method for pedestrians to cross high volume roadways. Pedestrian signals should provide pushbuttons which are located within reach from a flat surface. Signal timing should provide quick response to the pushbutton. Countdown timers with proper signing help pedestrians make proper judgment when crossing the street. A leading pedestrian interval gives pedestrians green time three to four seconds before the motorists; with pedestrians entering the crosswalk prior to the vehicle signal turning green they are more likely to be seen by the drivers. Review of signal timing for pedestrian crossings is encouraged especially near schools.

Speed Check School Zone Flasher System Flasher systems are a great option to further alert drivers to slow down. Used in conjunction with a speed check radar speed signs, variable speed limit signs and intelligent traffic signs, flasher systems can be an effective part of increasing traffic safety in school zones. The installation shown to the left is currently used in Oregon, Ohio and will be installed in Sylvania, Ohio as part of the SRTS program.

Parking Restrictions at Corners Restricting parking at corners will improve visibility of the crossing for both drivers and pedestrians. At a minimum, 30 feet should be kept clear in advance of marked crosswalks to help pedestrians and drivers see each other better. Distances greater than 30 feet are generally better, but parking restrictions have to be balanced with the need of the motorist.

For example, if parent parking is severely restricted or completely removed near schools, parents may ignore all parking restrictions. Curb Ramps Curb ramps provide transition from sidewalks to street level for pedestrian, bicycles and wheelchairs. It is common to add ADA compliant curb ramps when replacing sidewalk in a neighborhood. Recommendations for SRTS may include curb ramps in existing sidewalks where replacement is not expected in the near future. Any new sidewalk installation shall provide curb ramps where appropriate. Sidewalk Sidewalks are an integral part of pedestrian accessibility. Sidewalks should be provided in all residential areas and should be designed to meet ADA requirements. Bike Racks Bicycle racks provide a safe and convenient location for parking bikes in public areas. “Inverted u rack” types are recommended although it is recognized that for schools with large numbers of bike riders and low crime risk, the traditional bike racks are more economical and provide more parking and locking slots. Encouragement Walking School Bus The walking school bus is an informal way to get more children to walk to school safely. The walking school bus is a group of children walking to school with one or more adults. The walking school bus can also take the form of a bicycle train with adults supervising children riding their bicycles to school. Walking school buses can be started by neighborhood parents and can grow to accommodate more students as interest grows. Adult supervision ensures a safer walk or bicycle ride to school for students while students benefit from exercise and fun with friends.

Walk to School Days On selected days, students are encouraged to walk or ride a bike to school. Walk to School Days can lead to enhanced child health and safer routes for walking and bicycling to schools. Some communities set a date of once a month, while others have weekly events such as “Walk to School Wednesdays”. In communities where many students need to be bussed due to distance or other hazards, Remote Walk to School Days has been employed. In this program, students that are bussed are dropped off several blocks from school along a safe walking route. The school bus is met by a teacher, administrator or police officer and the students then walk the several blocks to school. This can be done by grade level (i.e. on the first Wednesday in October all first graders will walk from the remote spot, the second Wednesday all second graders will walk) or the entire bus unloads and walks to school. Other ideas to encourage students to walk to school include:

• Walk and Park Days – Encourage families that drive to school to park at a remote location and walk to the building. Start monthly and work towards weekly to reduce parent vehicles at school.

• Walking or Mileage Club – Students earn a reward for miles walked during recess or after school. (Highland and Sylvan have already)

• Fitness Club – After school program to keep kids moving.

• Ride to School Week – Encourage bike riding over a one week period. Community Outreach Banners installed on light poles in school areas and throughout pedestrian areas show community support for safe walking and biking. The banners could be created from a poster contest that promotes Safe Routes to School. Enforcement Crossing Guards According to the OMUTCD a student guard may be used to direct and control pedestrians at crossings where frequent gaps in traffic allow safe crossing; they are not permitted to direct traffic. Adult crossing guards are permitted to use a STOP paddle and create gaps in traffic. Communities provide paid adult crossing guards through various funding mechanisms. Many communities and school districts share the cost of a paid adult guard. Training for crossing guards can be funded with SRTS monies; however, salary costs are not fundable.

Speed Limit and School Zone Enforcement Law enforcement officers should be present and enforce all limits including the 20 mph school speed limit during the appropriate hours. Electronic Speed Measuring Signage This sign displays actual vehicle speeds under the posted speed limit sign. Speeds over the speed limit may flash to indicate an improper speed. The goal is to reduce speeding through the corridor by raising awareness. Homeowners/Zoning Enforcement of sidewalk maintenance, vegetation trimming, parking, and snow clearing will allow for a contiguous sidewalk network which otherwise might prevent students from walking or biking. Enforcement of building, parking, zoning, and animal laws will provide safer and more comfortable walking routes, thus improving walkability. Requiring sidewalk in new developments avoids future issues with lack of sidewalks and provides facilities for students and others to walk through or along the new development. Education Pedestrian and Bike Safety A program that instructs all aspects of pedestrian and bicycle safety should be considered for students. Railroad crossing and roadway crossing safety should be especially reinforced. These can be accomplished with the following:

• Pedestrian and Bike Safety

• Newsletter

• Safety City

• Safety Poster Contest

• Mentoring Program – pair older students with younger students to teach safe crossing, parking lot safety, etc.

Media Support Local residents should be made aware of school zone and pedestrian safety rules through the use of media articles and the city, county, and school websites. Inside Out School faculty and staff, police, township, and city leaders and staff at all levels must understand issues facing pedestrians and embrace pedestrian and school zone safety in order to receive public awareness and create a walkable community for students.

Evaluation Pedestrian/Bicycle Counts The effectiveness of all solution countermeasures will be evaluated based on pedestrian/bicycle counts. Counts conducted in conjunction with this plan will be repeated following the implementation of solution countermeasures to formulate quantitative results. Speed Data The effectiveness of infrastructure solutions will be evaluated, in part, by the collection of speed data. Speed counts will be conducted at or near locations where solution countermeasures have been implemented and where previous speed data information is available. Before and after data will be compared to determine possible benefits, such as lower traffic speeds and/or traffic volumes.

• Sidewalk Network - Install sidewalk along both sides of Lime City to Buck Road, along Marilyn Road and along Schreier Road.

• SR 65 (Dixie Hwy)/Lime City/Colony Intersection Improvement - Complete the intersection improvement project as currently found on the TMACOG TIP Project List for FY 2015. Consider state of the art pedestrian amenities with the project.

• Lime City Bike Path (Marilyn Road to Dixie Highway) - Complete the bike path project as currently found on the TMACOG TIP Project List for FY 2016.

Eagle Point Elementary School Short Term (0-12 months)

o Continue safety patrol program with refresher courses each semester and monitor safety patrol for proper behavior.

o Continue with adult volunteers at current locations to give a more authoritative presence with the safety patrol as well facilitate the safety patrol operations. Provide safety vest and “STOP” paddle per OMUTCD.

• Crosswalk Upgrades - o Continental crosswalks should be installed at the School Crosswalk and

along Eagle Point Road and Colony Road where crosswalks currently exist. o Continental crosswalks should be installed at Dixie Hwy/Lime City/Colony

It was assumed that the Dixie Hwy/Lime City/Colony signal will be completely upgraded with the future intersection improvement.

• Sidewalk Network – Complete the sidewalk along both sides of Eagle Point, the east side of Jennings, the north side of Dixie Hwy (Colony to east), both sides of Dixie Hwy (Colony/Lime City to west)

Long Term (4+ years)

• Sidewalk Network - Complete the sidewalk network on streets with no sidewalk or with sidewalk only on one side.

Non-infrastructure projects are as important if not more important as the infrastructure projects. In fact, encouragement and educational programs complement some of the engineering projects. The Task Force evaluated the infrastructure projects and determined the list of priorities. The rating for prioritizing projects were based on proximity to school, greatest number of students utilizing improvements, the greatest safety impact, and the return on investment (ROI). The list was determined by utilizing the task forces’ visual observations, the walking audit, survey results, and the engineer’s recommendations.
